This paper proposes a demonstration project to test the effectiveness of congestion pricing in an urban area. It reviews the general theoretical case for such pricing and summarizes recent international interest in congestion pricing. Next, it sets forth the reasons why demonstration projects are needed, both to add to our knowledge about how effective congestion pricing may prove to be, and to address political and other public-acceptance barriers to implementation of the concept. The paper then defines a specific proposed test site for congestion pricing: a new toll road being planned for Orange County, California. It is proposed that instead of charging flat-rate tolls, the transportation agency could charge peak and off-peak tolls, increasing the level of the peak charge each year over a period of up to 10 years unless or until toll revenues decline below the levels forecast under the flat-rate toll alternative. Measurements of traffic flow and ride-sharing behavior would be made, as well as calculations of emission-reduction effects. The paper concludes with a brief discussion of marketing and political considerations involved in conducting such a demonstration.Abbreviations ARB

Evaluating the benefits of a combined route guidance and road pricing system in a traffic network with recurrent congestion 总被引:2,自引:0,他引:2
When drivers do not have complete information on road travel time and thus choose their routes in a stochastic manner or based on their previous experience, separate implementations of either route guidance or road pricing cannot drive a stochastic network flow pattern towards a system optimum in a Wardropian sense. It is thus of interest to consider a combined route guidance and road pricing system. A road guidance system could reduce drivers' uncertainty of travel time through provision of traffic information. A driver who is equipped with a guidance system could be assumed to receive complete information, and hence be able to find the minimum travel time routes in a user-optimal manner, while marginal-cost road pricing could drive a user-optimal flow pattern toward a system optimum. Therefore, a joint implementation of route guidance and road pricing in a network with recurrent congestion could drive a stochastic network flow pattern towards a system optimum, and thus achieve a higher reduction in system travel time. In this paper the interaction between route guidance and road pricing is modeled and the potential benefit of their joint implementation is evaluated based on a mixed equilibrium traffic assignment model. The private and system benefits under marginal-cost pricing and varied levels of market penetration of the information systems are investigated with a small and a large example. It is concluded that the two technologies complement each other and that their joint implementation can reduce travel time more efficiently in a network with recurrent congestion. 相似文献

Over the next few years, driver behavior should become more informed with the advent and deployment of in-vehicle navigation systems. This paper analyzes systems that provide the driver the fastest path between his or her current location and final destination, updated in real-time to consider recurring and non-recurring congestion. The traveler’s full cost per trip is a bundle comprised of both expected travel time and its reliability. This paper explores these topics from a theoretical economic perspective and then simulates stylized cases. Simulation results indicate that typical information benefits are at a maximum on the precipice of congestion, when vehicles are arriving at a rate of 95% of the capacity, while non-recurring congestion benefits are much greater. 相似文献

A model of driver's route choice behavior under advanced traveler information system (ATIS) is developed based on data collected from learning experiments using interactive computer simulation. The experiment subjected drivers to 32 simulated days in which they were to choose between the freeway or a side road. A neural network model is used as a convenient modeling technique in this initial phase of the analysis. The results indicated that most subjects made route choices based mainly on their recent experiences. It was also demonstrated that route choice behaviors are related to the personal characteristics as well as the characteristics of the respective routes. Travel experiences have less effect on the choice of the side road compared to the freeway and the results indicate that the prediction accuracy of the model, the acceptance rate of advice, and the quality of advice are closely correlated. The model developed here was for advice consistently provided at a level of 75 percent accuracy. Four road pricing systems, with charges based on cordons crossed, distance travelled, time spent travelling and time spent in congestion, have been tested using the congested assignment network model SATURN and its elastic assignment demand response routine, SATEASY. All tests have been based on a SATURN application of the city of Cambridge, with charges imposed inside an appropriate ring of bypasses. While initial results showed that congestion pricing achieved the greatest increase in average speed in the charged area, later analysis cast doubt on its superiority. Congestion pricing is able to distinguish more effectively the extent to which different types of journey contribute to congestion and achieves given reductions in travel at lower levels of charge. However, it is much less effective in reducing distance travelled and, by encouraging use of minor roads, may achieve far smaller environmental benefits. Time-based pricing performs better than the other systems on most indicators. Generally, the results suggest that when rerouting effects are included in the predictive modelling process the benefits of road pricing may be significantly smaller than previously expected. 相似文献

This paper aims to gain more insight into the implications of information provision to drivers on the performance of road transport networks with recurrent congestion. For this purpose, a simulation program consisting of three components has been written. The first component is the traffic simulation model, the second component is the information provision mechanism, and the third component monitors the behavioural decision-making process of the drivers, which is modelled using a utility-based satisficing principle. Three types of information provision mechanisms will be considered: information based upon own-experience, after-trip information and real-time en route information. The findings in this paper, obtained in a hypothetical context, underline the important relationship betweenoverreaction, thelevel of market penetration and thequality of the information. High quality information allows a high level of market penetration, while low quality information, even when provided at low levels of market penetration, induces overreaction. Furthermore, real-time en route information is in particular beneficial during the process leading to a steady state; it reduces the variance in travel time considerably. This paper models the growth rate and the saturation market penetration level for advanced traveler information system (ATIS) products/services with heterogeneous drivers. The price of using and the benefit gained from ATIS services are considered two key factors in explaining the growth of adoption of ATIS products. The information benefit is measured as the travel time saving between equipped and unequipped drivers and evaluated by a mixed stochastic and deterministic network equilibrium model. A modified logistic type growth model is adopted to describe the cumulative adoption of ATIS products over years. The final stationary equilibrium level of ATIS market penetration is so determined that the value of the information provided will decline to the point at which no new users will find it advantageous to purchase that service. The endogenous growth and stationary equilibrium model of market penetration of ATIS services is useful for forecasting the growth process and the impacts on the system performance of ATIS. 相似文献

We consider a specific advanced traveler information systems (ATIS) whose objective is to reduce drivers’ travel time uncertainty with recurrent network congestion through provision of traffic information. Since the provided information is still partial or imperfect, drivers equipped with an ATIS cannot always find the shortest travel time route and thus may not always comply with the advice provided by ATIS. Thus, there are three classes of drivers on a specific day: drivers without ATIS, drivers with ATIS but without compliance with ATIS advice, drivers with ATIS and in compliance with ATIS advice. All three classes of drivers make route choice in a stochastic manner, but with different degree of uncertainty of travel time on the network. In this paper we investigate the interactions among the three classes of drivers in an ATIS environment using a multiple behavior stochastic user equilibrium model. By assuming that the market penetration of ATIS is an increasing function of the actual private gain (time saving minus the cost associated with system use) derived from ATIS service, and the ATIS compliance rate of equipped drivers is given as the probability of the actual travel time of complied drivers being less than that of non-complied drivers, we determine the equilibrium market penetration and compliance rate of ATIS and the resulting equilibrium network flow pattern using an iterative solution procedure. 相似文献

In recent years, increasing attention has been drawn to the development of various applications of intelligent transportation systems (ITS), which are credited with the amelioration of traffic conditions in urban and regional environments. Advanced traveler information systems (ATIS) constitute an important element of ITS by providing potential travelers with information on the network's current performance both en-route and pre-trip. In order to tackle the complexity of such systems, derived from the difficulty of providing real-time estimations of current as well as forecasts of future traffic conditions, a series of models and algorithms have been initiated. This paper proposes the development of an integrated framework for real-time ATIS and presents its application on a large-scale network, that of Thessaloniki, Greece, concluding with a discussion on development and implementation challenges as well as on the advantages and limitations of such an effort. 相似文献

This study is a subsequent development of the dynamic evolution model of the market penetration of advanced traveler information systems (ATIS) proposed by Yang and Meng [Transport. Res. A 35 (2001) 895]. In previous study we have shown that a benefit-driven, user-optimal ATIS market does not necessarily lead to a socially optimal growth and optimal stationary equilibrium level of market penetration of ATIS products or services. The current study proposes an optimal time-dependent service pricing strategy so as to minimize total system cost throughout the time horizon of growth or optimally reach a socially desirable target level of ATIS market penetration in a final stationary equilibrium. We formulate the problem of interest as an optimal control problem and propose an efficient solution algorithm together with a numerical demonstration of the characteristics of the study problem. 相似文献

This paper is concerned with roadway pricing amidst the uncertainty which characterizes long-term transportation planning. Uncertainty is considered both on the supply-side (e.g., the effect of incidents on habitual route choice behavior) and on the demand-side (e.g., due to prediction errors in demand forecasting). The framework developed in this paper also allows the benefits of real-time travel information to be compared directly against the benefits of responsive pricing, allowing planning agencies to identify the value of these policy options or contract terms in publicly-operated toll roads. Specifically, six scenarios reflect different combinations of policy options, and correspond to different solution methods for optimal tolls. Demonstrations are provided on both the Sioux falls and Anaheim networks. Results indicate that providing information to drivers implemented alongside responsive tolling may reduce expected total system travel time by over 9%, though more than 8% of the improvement is due to providing information, with the remaining 1% improvement gained from responsive tolling. 相似文献

Advanced traveller information systems (ATIS) are likely to exhibit significant economies of scale in production and operation. Private provision would therefore typically occur under considerable market power. An important policy question is whether the resulting distortions would aggravate or reduce distortions in the transport market itself, notably external effects such as congestion. We consider such questions by presenting an integrated model that captures the interactions between a congested transport market and a monopolistic market for advanced traveller information systems (ATIS). Three market failures operate simultaneously: congestion on the road, a declining average benefit of information when information penetration rises, and monopolistic pricing by the provider of information. Some key results are as follows. Monopoly information pricing appears not to be the most attractive option from a system efficiency viewpoint. A subsidy in the information market can help realise a second-best optimum of road use. Relatively low uncertainty on the road and high information costs limit the monopolist’s profit on the information market, as well as relative system efficiency. While relatively inelastic demand for mobility, counter intuitively, negatively affects the monopolist’s profit, the relative social benefits from private information peak at intermediate demand elasticities. 相似文献

This paper investigates the impact of cordon-based congestion pricing scheme on the mode-split of a bimodal transportation network with auto and rail travel modes. For any given toll-charge pattern, its impact on the mode-split can be estimated by solving a combined mode-split and traffic-assignment problem. Using a binary logit model for the mode-split, the combined problem is converted into a traffic-assignment problem with elastic demand. Probit-based stochastic user equilibrium (SUE) principle is adopted for this traffic-assignment problem, and a continuously distributed value of time (VOT) is assumed to convert the toll charges and transit fares into time-units. This combined mode-split and traffic-assignment problem is then formulated as a fixed-point model, which can be solved by a convergent Cost Averaging method. The combined mode-split and traffic-assignment problem is then used to analyze a multimodal toll design problem for cordon-based congestion pricing scheme, with the aim of increasing the mode-share of public transport system to a targeted level. Taking the fixed-point model as a constraint, the multimodal toll design problem is thus formulated as a mathematical programming with equilibrium constraints (MPEC) model. A genetic algorithm (GA) is employed to solve this MPEC model, which is then numerical validated by a network example. 相似文献

Recent studies demonstrate the importance of computational precision of user equilibrium traffic assignment solutions for scenario comparisons. When traffic assignment is hierarchically embedded in a model for network design and/or road pricing, not only the precision of the solution itself becomes more important, but also the precision of its derivatives with respect to the design parameters should be considered.The main purpose of this paper is to present a method for precise computations of equilibrium derivatives. This paper models strategic interactions between a road supplier, a provider of traffic information, and road users, with stochastic travel times. Using a game-theoretical analysis of suppliers’ pricing strategies, we assess the social welfare effects of traffic information under various ownership regimes. The results show that the distortive welfare effect of monopolistic information pricing appears relatively small. Collusion of the road operator and information provider yields higher social welfare than independent pricing by two firms. The intuition behind this result resembles that behind the welfare effects of double marginalization, but is not exactly the same, as traffic information is not strictly complementary to road use. 相似文献

This paper examines the Singapore Area License Scheme. Changes in scheduling and choices of transportation mode by commuters are discussed. Although the toll is shown to reduce travel times for many commuters, many commuters are shown to incur scheduling costs as a result of the toll. Using estimated parameters of an indirect utility function, welfare functions are computed to compare welfare levels prior to, and just after, the toll was put into place. The paper demonstrates a method to determine road network improvements that also involve the use of a road toll charge, taking the perspective of the government or authority. A general discrete network design problem with a road toll pricing scheme, to minimize the total travel time under a budget constraint, is proposed. This approach is taken in order to determine the appropriate level of road toll pricing whilst simultaneously addressing the need for capacity. The proposed approach is formulated as a bi-level programming problem. This paper investigates evolutionary implementation of congestion pricing schemes to minimize the system cost and time, measured in monetary and time units, respectively, with the travelers’ day-to-day route adjustment behavior and their heterogeneity. The travelers’ heterogeneity is captured by their value-of-times. First, the multi-class flow dynamical system is proposed to model the travelers’ route adjustment behavior in a tolled transportation network with multiple user classes. Then, the stability condition and properties of equilibrium is examined. We further investigate the trajectory control problem via dynamic congestion pricing scheme to derive the system cost, time optimum, and generally, Pareto optimum in the sense of simultaneous minimization of system cost and time. The trajectory control problem is modeled by a differential–algebraic system with the differential sub-system capturing the flow dynamics and the algebraic one capturing the pricing constraint. The explicit Runge–Kutta method is proposed to calculate the dynamic flow trajectories and anonymous link tolls. The method allows the link tolls to be updated with any predetermined periods and forces the system cost and/or time to approach the optimum levels. This study investigates Pareto-improving congestion pricing and revenue refunding schemes in general transportation networks, which make every road user better off as compared with the situation without congestion pricing. We consider user heterogeneity in value of time (VOT) by adopting a multiclass user model with fixed origin–destination (OD) demands. We first prove that an OD and class-based Pareto-improving refunding scheme exists if and only if the total system monetary travel disutility is reduced. In view of the practical difficulty in identifying individual user’s VOT, we further investigate class-anonymous refunding schemes that give the same amount of refund to all user classes traveling between the same OD pair regardless of their VOTs. We establish a sufficient condition for the existence of such OD-specific but class-anonymous Pareto-improving refunding schemes, which needs information only on the average toll paid and average travel time for trips between each OD pair. 相似文献
