In this article, a conceptual framework for a comprehensive evaluation of the diffusion process of alternative fuel vehicles is introduced. The framework takes into account the most influencing stakeholders, including car manufacturers, car dealers, consumers, energy supply system, fuel stations and government. The underlying mathematical models of different stakeholders are then integrated in one model of the whole energy and transport system. The hybrid modelling framework links the two powerful dynamic simulation approaches of system dynamics (SD) and agent-based (AB) modelling. Integrated modelling structure gives the potential of building more accurate and computationally efficient models for simulating the transition to sustainable mobility. We specify the integration process and the most important linking variables between various energy and transport components. Then the application of the integrated model is explained through a test case and, finally, the applicability of the hybrid AB and SD approach and its potential contribution to the models of transition to sustainable mobility will be concluded.  相似文献

The recent rapid industrialization process in the Johor Bahru metropolitan area due to overspill development from Singapore, the Johor (Malaysia) and Batam Island (Indonesia), the Singapore development triangle proposal and policy deregulation of the Johor State government needreexamination of the existing Structure Plan policy (1984) framework for this region. Increasing concerns on environment and natural resources, coupled with increasing demand for transport, put lots of pressure for improved efficiency and performance on transport systems worldwide. New technology nowadays enables fast innovation in transport, but it is the policy for deployment and operation with a systems perspective that often determines success. Smart traffic management has played important roles for continuous development of traffic systems especially in urban areas. There is, however, still lack of effort in current traffic management and planning practice prioritizing policy goals in environment and energy. This paper presents an application of a model-based framework to quantify environmental impacts and fuel efficiency of road traffic, and to evaluate optimal signal plans with respect not only to traffic mobility performance but also other important measures for sustainability. Microscopic traffic simulator is integrated with micro-scale emission model for estimation of emissions and fuel consumption at high resolution. A stochastic optimization engine is implemented to facilitate optimal signal planning for different policy goals, including delay, stop-and-goes, fuel economy etc. In order to enhance the validity of the modeling framework, both traffic and emission models are fine-tuned using data collected in a Chinese city. In addition, two microscopic traffic models are applied, and lead to consistent results for signal optimization. Two control schemes, fixed time and vehicle actuated, are optimized while multiple performance indexes are analyzed and compared for corresponding objectives. Solutions, representing compromise between different policies, are also obtained in the case study by optimizing an integrated performance index.  相似文献

Cities, characterised by scarce resources and facing increasing citizens’ requests for more liveable and attractive environments, need to define and implement more efficient urban freight transport policy interventions. It is strategically relevant to perform an ex-ante in-depth policy evaluation. The paper aims at investigating the relevance, the needs and the implications of the data acquisition process by combining a focused review with an original research study. It critically compares five categories of methodological approaches adopted for policy evaluation purposes with an explicit focus on the stated preference method given its behavioural peculiarity and robustness. The review, following a systematic procedure where scientific quality is complemented by relevance and coverage, underlines a high variability in the level of sophistication for data acquisition. While a stakeholder-specific approach seems natural in all those cases where local authorities want to adopt distinct policy instruments for each stakeholder, this is also needed when homogeneous policies impacting the various stakeholders are tested. Stakeholder-specific data acquisition translates into the creation of multiple experimental designs, explicitly conceived for each stakeholder considered. A case study, intended to compare two alternative strategies for data acquisition, provides a quantitative measure of potential distortions in policy evaluation due to the adoption of a stakeholder-generic approach. Results, in terms of willingness to pay measures, show that a stakeholder-specific approach is needed not only when modelling but also in the data acquisition process.  相似文献

The 1990s saw the emergence of influential transport legislation both in the UK and in the USA. This "watershed" period appears to indicate that a significant turning point in transport policy is underway. There is now a need to re-evaluate how transport planning is done, and to consider changes to commonly used methods. Criticisms of urban transport planning are traced in the paper. These often focus on the four-stage modelling approach, but some authors also criticise the "rational comprehensive" paradigmatical framework within which the use of four-stage computer models is situated. It is argued that the rational comprehensive model of thinking is less useful today, due to the increasing complexity of the transport planning exercise; the rejection by the public of the transport planner as "expert"; and the highly political nature of transport planning. Alternative approaches are needed in order to address the new types of problems which transport planners face. The use of one such alternative approach, the Soft Systems Methodology, is illustrated as suitable for investigating complex decision-making systems in transport planning. It is suggested that this method could be beneficial in other problematic transport planning situations where the rational comprehensive approaches prove inadequate. Finally, the paper briefly looks ahead and considers the implications of a changing policy environment to the training of transport planners in the future.  相似文献

In the last four years, some 20 urban areas in the UK have commissioned or considered conducting Integrated Transport Studies, which are designed to develop a transport strategy for the next 20–30 years. Such studies represent a new approach to transport policy formulation, since they respond to a vision of the future for the area, treat a wide range of transport and land use policy instruments, emphasize synergy between those instruments, and provide a framework for facilitating action rather than a rigid blueprint for the future. They also differ from past studies in the speed with which they have been conducted, and in the analytical techniques which have made this possible. This paper reviews the background to these studies, the evaluation approach adopted, the policy instruments considered and the analytical methods developed for the studies. It concludes with an assessment of the policy implications stressing in particular the need to reduce trip length, the crucial impact of pricing as an instrument of transport policy, the importance of achieving synergy in strategy development, and the requirement for a common basis for evaluating and financing different transport policy instruments.  相似文献

Investigating the factors and processes that influence the spatiotemporal distribution of built space and population in an urban area, plays an extremely important role in our greater understanding of the urban travel behaviour. Existing location of activity centres, especially home and work, strongly influences the short-term individual-level decisions such as mode of transportation, and long-term household-level decisions such as change in job and residential location. Conditions in the built space market also affect households’ and firms’ location and relocation decisions, and hence influence the general travel patterns in an urban area. In this context, this paper addresses a very important, but at the same time, not very widely investigated dimension that plays a key role in the evolution of built space and population distribution: Market. A disequilibrium based microsimulation modelling framework is developed for the built space markets. This framework is then used to operationalize the Greater Toronto and Hamilton Area’s owner-occupied housing market within Integrated Land Use Transportation and Environment (ILUTE) modelling system. Simulation results captured heterogeneity in the transaction prices, due to type of dwellings and different market conditions, in a very disaggregate fashion. The proposed methodology is validated by running the simulation from 1986 to 2006 and comparing the results with the historic data.  相似文献

This paper examines emerging trends in transport policy in the UK, as identified by the 2004 Transport White Paper and the supporting policy guidance to local transport authorities for addressing social exclusion through local transport provision; accessibility planning. It moves on to identify potential barriers to delivery at the local level and more fundamental challenges, risks and policy tensions. In this context, it critiques UK policies to deliver social equity through transport programmes in light of its Climate Change Agenda and the identified need to significantly reduce traffic levels on UK roads.It identifies the potential synergy between these two policy ambitions, but argues that currently there is a serious policy conflict between these agendas within the UK policy framework. In the light of this conclusion, it offers some key recommendations on the best way forward, which it recommends must be based on the synergistic and integrated delivery of policies for social and environmental equity within the transport sector. It concludes by identifying the key challenges this implies for applied research in this area.  相似文献

Calibration of a transport planning model system is a complex process. While trial-and-error methods and modelling expertise are still the backbone of calibration of transport models, analytical approaches automating the calibration process can improve the accuracy of the models. Introducing a model to guide modellers in the calibration process of large-scale transport planning model systems is the core of this study, where a systematic model for choosing the most appropriate models and parameters is discussed. The effectiveness of the proposed model is investigated by comparing three scenarios which are built on the Travel/Activity Scheduler for Household Agents model as a large-scale agent-based model system.

Modelling the temporal response of travellers to transport policy interventions has rapidly emerged as a major issue in many practical transport planning studies and is recognised to hold particular challenges. The importance of congestion and its variation over the day, together with the emergence of time-dependent road user charging as a policy tool, emphasise the need to understand whether and how travellers will change the timing of their journeys. For practical planning studies, analysts face a major issue of relating temporal changes to other behavioural changes that are likely to result from policy or exogenous changes. In particular, the relative sensitivity of time and mode switching has been difficult to resolve. This paper describes a study undertaken to determine the relative sensitivity of mode and time of day choice to changes in travel times and costs and to investigate whether evidence exists of varying magnitudes of unobservable influences in time of day switching. The study draws on data from three related stated preference studies undertaken over the past decade in the United Kingdom and the Netherlands and uses error components logit models to investigate the patterns of substitution between mode and time of day alternatives. It is concluded that the magnitude of unobserved influences on time switching depends significantly on the magnitudes of the time switches considered. With time periods of the magnitude generally represented in practical modelling, i.e. peak periods of 2–3 hours, time switching is generally more sensitive in these data than mode switching. However, the context of the modelling and the extent to which relevant variables can be measured will strongly influence these results.  相似文献

The prevailing approach to transport market segmentation which identifies two distinct groups, “captive” and “choice” users, has widely been used by professionals and scholars despite the ambiguity associated with these terms. Furthermore, conflicting interpretations from the point of view of decision makers and individuals may result in negative policy implications where the needs of captive users are neglected in favour of attracting new users. This study attempts to address these concerns by proposing an alternative segmentation framework that could be applied to any mode of transport, in any regional context, by users and decision makers alike to better guide the development of transport policies. Using the results of a large-scale transportation survey, a series of clustering techniques are employed to derive this alternative approach for segmenting walkers, cyclists, transit and automobile users. The main factors considered in the final clustering analysis are the level of trip satisfaction and practicality. The analysis yielded four market segments: captivity, utilitarianism, dedication and convenience. Using this theoretical framework to understand the distribution of travellers among market segments is essential in identifying distinct and appropriate policy interventions to improve trip conditions. It is hoped that the segmentation approach and policy framework proposed here will encourage a better balance between pragmatic and idealistic goals in transportation policy.  相似文献

Over the past decade, the escalating roadway congestion and environmental deterioration due to heavy use of private vehicles have provoked the Taiwan government to realize the importance of public transport systems. Under the “carrot-and-stick” rationales, the government has formulated public transport policies and exercised a series of related initiatives by providing sufficient and higher quality of public transport services so as to attract more private vehicle users. In this paper, the planning philosophy and policy formulation of Taiwan’s public transport development are highlighted. The most important initiatives, including the Five-year Enhancement of Mass Transportation Program and the upgrading public transport schemes in the National Development Plan are examined. Based on previous experience and lessons, we point out the most challenging issues that the government will encounter. Suggestions for the future of public transport planning are also addressed.  相似文献

The impacts of telecommuting and intelligent transportation systems (ITS) on urban development patterns were investigated in terms of households' residential location choice decisions. A discrete choice modelling approach framework was used. A stated preference (SP) logit analysis was carried out to estimate the parameters of the utility function. An attitude survey of employees of selected public and private sector organizations in the Ottawa-Carleton Region (Canada) yielded the required data for model estimation. In addition to obtaining background information, the survey elicited SP responses by presenting a number of hypothetical residential choice scenarios defined according to the principles of SP experimental design. Results show that telecommuting and ITS measures are highly significant factors in the residential choice model. This leads to the conclusion that these reinforce dispersed residential patterns and encourage moves towards outlying sites. Implications of this conclusion for urban land development planning are noted.  相似文献

Routing and scheduling software is part of the information and technology systems available to support the transport industry, and uses complex algorithms along with geographical representations of the road network to allow better planning of daily collection and delivery schedules. This paper reviews the evolution of routing and scheduling software, the algorithms used along with reported barriers to wider take-up and potential industry-driven improvements that could be made. A survey of transport companies in the U.K. was conducted in order to validate and prioritise the software capabilities that require the most development according to the new challenges that the industry is facing. Responses suggested that companies required improved route optimisation to tackle congestion based on time-dependent data and models, and greater accuracy in the representation of the road network. Not considering congestion leads to the underestimation of travel times and the production of inaccurate schedules. Literature shows that operational research techniques are available to solve problems that represent real-world conditions, but research into the relative merits of using time-dependent models needs to be undertaken. Data might be improved by cooperation between government and private sector.  相似文献

Transport planning is usually based on models’ forecasts, but the reliability of their outputs depends so much on the quality of input-data they are fed with. Discrete-choice models are used to characterise travellers’ behaviour in choosing their transport mode. Their calibration process is usually based on data stemming from household survey campaigns. However, the modelling in multimodal and intermodal transport on an interurban level is far more complicated and costly than in the case of an urban area. An alternative way to reduce costs is achieved by designing a choice-based sampling strategy where household surveys are replaced by specific surveys for each transport mode. This strategy generates a non-random sample that has to be treated correctly during the estimation process. In principle, the sample does not represent population market quotas for each different transport option. Moreover, as a result of both physical and functional constraints, the survey period cannot cover all origin–destination pairs (O–D pairs) in an optimal way and, consequently, the above-mentioned bias also affects each different individual O–D pair or, at least, group of pairs. In order to overcome this problem, this study presents a new procedure derived from the introduction of maximum likelihood estimators. These estimators assume the original mode options in terms of population quotas and in terms of O–D groups of pairs. The procedure is based on the optimisation of an objective-function to correct the above-mentioned bias in a way similar to the estimators of samples based on different choice options. The method named DWELT estimates the parameters corresponding to each explanatory variable using mode shares for each O–D pair or group of pairs. DWELT has been successfully validated in the case study of the Madrid–Barcelona interurban corridor in Spain. This result allows to achieve a more flexible cheaper survey procedure for interurban transport planning activities. Therefore transport policy strategies could be better designed and tested with lower costs.  相似文献

Freight transport demand is a demand derived from all the activities needed to move goods between locations of production to locations of consumption, including trade, logistics and transportation. A good representation of logistics in freight transport demand models allows us to predict the effects of changes in logistics systems on future transport flows. As such it provides better estimations of the costs of interaction and allows to predict changes in spatial patterns of freight transport flows more accurately. In recent years, the attention for freight modelling has been growing and new research work has appeared aimed at incorporating logistics in freight models. In this paper we review the state of the art in the representation of logistics considerations in freight transport demand models. Our focus is on the service and cost drivers of changes in logistics networks and how these affect freight transport. Our review proceeds along a conceptual framework for modelling that goes beyond the conventional 4-step modelling approach. We identify promising areas for freight modelling that have an integrative function within this framework, such as spatial computable general equilibrium models, supply chain choice models and hypernetwork models.  相似文献

Decisions to fund light rail (LRT) have been critiqued as instrumentally irrational. This paper examines whether the seemingly more technical LRT routing decisions are instrumentally rational. To this end, we test whether routing decisions are made to address goals that are rationally derived from the challenges faced by the urban region. On the basis of a review of the literature, two rationales that underlie most of the stated goals are identified: providing service for the most heavily travelled and congested corridors and inducing development, and subsequently demand, in areas perceived to be underdeveloped or distressed and in areas that have deteriorated. In a survey of key respondents from 16 cities, we find that goals are only weakly correlated with the challenges. While most routes provide service on the most heavily demanded corridors, routing decisions are no less driven by a desire to cut pecuniary and transaction costs. For this reason existing rights of way are often preferred. This is explained by the intertwining of routing and funding decisions. The implications of these findings for evaluation techniques of LRT routes are discussed.  相似文献

Congestion charging was – as a trial – introduced in Stockholm from January 3rd to July 31st 2006. After the referendum in September 2006, the charging system was finally introduced as permanent from August 2007 with some adjustments to the Trial design. The idea of congestion charging is unique in a Swedish context, and the introduction of the Stockholm system has been highly controversial. Considerable efforts have therefore been undertaken to provide information that could serve as ‘Decision Support’ along the way. This has included e.g. modelling and forecasts before the Trial, a comprehensive evaluation programme during the Trial, extensive stakeholder consultations throughout, and various information and communication strategies. But what difference did this information input make, and what was its role in the process from initiating the system, to its final adoption? In this paper we pave the way for investigating the use and role of ‘Decision Support’ in the Stockholm Congestion Charging experiment. We adopt a definition of Decision Support as the systematic application of externally produced knowledge in transport planning and policy making processes. We then derive an analytical framework from the research literature on ‘knowledge utilization’ in policy making. This research has generally found that both ‘technical’, ‘communicative’, and ‘institutional’ aspects of the Decision Support matter for its influence on actual policy making processes and results. In our analysis we find a similar pattern. This high technical quality of the monitoring and evaluation programmes provided for solid verified results, while the institutional arrangements and the communication strategies helped to ensure the credibility and legitimacy of the information for the decision makers. The availability of rich contents coupled with strategies for the timely and targeted information delivery suggest that direct ‘instrumental’ use could have taken place. At a more general level the Trial represents an advanced form of ‘Decision Support’ that goes beyond the mere application of calculated results to encompass a process where the decision parameters themselves become part of the change process.  相似文献

Using an information-theoretic approach to entropy modelling, expressions for the possible number of microstates are derived from the sets of choices available to households and firms in given location/transport planning situations. In planning applications, the urban space is usually subdivided into discrete zones, and various classes of householders and firms are grouped into separate activities. Nevertheless, the location sites within zones may vary considerably in accessibility, price and quality, and amenity v. cost trade-offs between location and travel many differ markedly between individuals within the same activity group. The inclusion of such variations within a random utility framework is demonstrated to be equivalent to maximizing entropy with the microstates disaggregated to the level where these variations occur. Using constraints based on spatial conditions, observed behaviour and planning policy, entropy maximization is used to determine the most probable macrostate according to each choice set specification. The resulting distributions are compared and their revelance discussed.  相似文献
