<正> 近2年,在机场项目前期论证工作中出现两种现象,一是只要项目的财务效益不理想就否定该项目,不重视机场项目的国民经济评价;另一种是重视、强调国民经济评价,但对评价的计算范围、方法不太清楚,造成计算分析结果的不真实,难以为项目的抉择提供正确的依据。本文根据机场建设的特点,在总结近些年机场建设项目评价经验的基础上,对国民经济评价进行研究,旨在为有关决策部门提供项目抉择的依据。 相似文献

Abstract This paper presents the results of a detailed quantitative analysis of performance metrics of a sample consisting of 89 transportation projects sponsored by the World Bank. The sample and a subset consisting of 65 projects were evaluated using the performance metrics of project cost, schedule and scope. The effect of project size (dollar value) and project duration on performance metrics was investigated. Also, the achievement of project goals and potential improvement in planning and estimating over time (the learning effect) was studied. It was found that, in general, in transportation projects sponsored by the World Bank, costs are overestimated and schedules are optimistic. The outcome with respect to cost seems counter‐intuitive because previous work by other researchers had shown a systematic underestimation of project costs. There is significant evidence that there are no efficient controls in place to predict or prevent schedule delays. The study also showed that during the past 15 years, no improvement (learning effect) was evident in project cost and duration estimation as the level of accuracy has not changed significantly. Further, it is observed that project duration did not affect the performance with respect to cost and delay. 相似文献

In recent decades, owing to a series of public debt crises and constraints on government expenditure, infrastructure investment has dropped significantly in both developed and developing countries. To counterbalance this trend, Public–Private Partnerships (PPPs) schemes have been increasingly adopted. In this paper, we explore the determinants of the degree of private participation in transport infrastructure projects in a large sample of developing countries. By using a large sample of transport projects included in the World Bank Private Participation in Infrastructure Projects database, we document that greater participation by private parties in PPP contracts is associated with better institutions in terms of lower corruption, civil freedom, and a better regulatory framework. 相似文献

Developing countries have unique problems and needs which must be considered when attempting to identify and evaluate the environmental impacts of land transport. This paper presents a review of the relevant literature that can be used to identify, evaluate and mitigate environmental impacts of land transport facilities (development and operation) in developing countries. After examining the relevant characteristics of land transport development in such countries, the paper discusses the environmental effects. Controls and countermeasures associated with each category of impacts are also reviewed under the broad categories of air, noise and water pollution as well as land use changes and social and ecological impacts. Issues concerning environmental impact assessment/analysis process and transport of hazardous materials are then addressed. The procedures established by the World Bank for the environmental assessment of Bank‐financed projects are mentioned. The paper concludes with a brief discussion of the responsibilities of the developing countries in meeting the growing challenge of environmental degradation. 相似文献
