In 1992, the Federal Highway Administration awarded small research contracts to four teams of transportation researchers to design alternative approaches for improving the urban travel demand forecasting process. The purpose of these contracts was to enable each research team to explain how transportation planning models could and should be improved to meet the new forecasting requirements brought on by recent legislation, to address the impacts of new transportation technology, and to exploit the travel behavior theories and methodologies that have developed over the past two decades.This paper presents a summary and synthesis of the ideas which emerged from the four research reports. Geographic Information System (GIS) is an “intelligent” technology which integrates attribute data and spatial features and manages the relationship between them. GIS is widely used in many activities, but its application in transportation is less common. The extension of GIS into transportation (GIS‐T) offers the potential to integrate transportation data into GIS. The integration of transportation data in GIS faces a number of barriers that are discussed in the paper. These barriers can be broadly categorized into data attribution and network representation issues. This paper analyzes these issues and reviews the potential for overcoming these constraints with current GIS technology. A fully developed GIS‐T has to meet many diverse needs including transportation inventory, modeling and operational problems. If GIS is to succeed as a transportation technology, it must be capable of integrating different levels of network representation and data attribution and have the ability to link with other transportation technologies.  相似文献

Geographic Information Systems (GISs) are now being developed for urban transportation planning and modeling. Supporting other recent work, this paper demonstrates the combination of GIS and network-based, urban transportation planning (UTP) modeling software to create powerful tools for the analysis of policies and plans. Following a literature review and informal survey identifying GIS and UTP modeling software in use at transportation agencies, three applications of GIS for network modeling and relevant issues are discussed: 1) developing or modifying UTP models, 2) incorporating network data into a GIS framework, and 3) creating and using a high-speed interactive system suitable for providing near real-time alternatives and policy analysis. Some specific suggestions are made related to the use of two software products, and extensions to other platforms are noted. Conclusions allude to the potential of such systems while realistically pointing to the present difficulties and magnitude of effort that will be required.  相似文献

Many metropolitan areas have started programs to monitor the performance of their transportation network and to develop systems to measure and manage congestion. This paper presents a review of issues, procedures, and examples of application of geographic information system (GIS) technology to the development of congestion management systems (CMSs). The paper examines transportation network performance measures and discusses the benefit of using travel time as a robust, easy to understand performance measure. The paper addresses data needs and examines the use of global positioning system (GPS) technology for the collection of travel time and speed data. The paper also describes GIS platforms and sample user interfaces to process the data collected in the field, data attribute requirements and database schemas, and examples of application of GIS technology for the production of maps and tabular reports.  相似文献

The main purpose of this paper is to develop an efficient method to design traffic analysis zones (TAZs), which is necessary for implementing a planning process with Geographic Information System (GIS) for Transportation (GIS‐T), using statistical spatial data analyses and GIS technology. The major roles of GIS in this method are: (1) to produce basic spatial units (BSUs) with topological data structure; (2) to integrate various procedures during the TAZ generation including computer program routines; and (3) to visualize the output of each TAZ generation. One of the most significant reasons for obtaining well‐defined TAZs is the fact that they are defined at the outset of transportation demand modeling, used from trip generation to trip assignment, and will ultimately affect transportation policy decisions.

Toward obtaining well‐defined TAZs, this paper concentrates on two important constraints: homogeneity and contiguity. Iterative partitioning technique is adopted to promote the optimum homogeneity of generated TAZs, while a contiguity checking algorithm is developed to ensure contiguous TAZs are generated by the iterative partitioning technique.  相似文献

The authors describe the development and application of a single, integrated digital representation of a multimodal and transcontinental freight transportation network. The network was constructed to support the simulation of some five million origin to destination freight shipments reported as part of the 1997 United States Commodity Flow Survey. The paper focuses on the routing of the tens of thousands of intermodal freight movements reported in this survey. Routings involve different combinations of truck, rail and water transportation. Geographic information systems (GIS) technology was invaluable in the cost-effective construction and maintenance of this network and in the subsequent validation of mode sequences and route selections. However, computationally efficient routing of intermodal freight shipments was found to be most efficiently accomplished outside the GIS. Selection of appropriate intermodal routes required procedures for linking freight origins and destinations to the transportation network, procedures for modeling intermodal terminal transfers and inter-carrier interlining practices, and a procedure for generating multimodal impedance functions to reflect the relative costs of alternative, survey reported mode sequences.  相似文献

This paper presents a unified approach for improving travel demand models through the application and extension of supernetwork models of multi-dimensional travel choices. Proposed quite some time ago, supernetwork models solved to stochastic user equilibrium can provide a simultaneous solution to trip generation, distribution, mode choice, and assignment that is consistent with disaggregate models and predicts their aggregate effects. The extension to incorporate the time dimension through the use of dynamic equilibrium assignment methods is proposed as an enhancement that is necessary in order to produce realistic models. A variety of theoretical and practical problems are identified whose solution underlies implementation of this approach. Recommended future research includes improved algorithms for stochastic and dynamic equilibrium assignment, new methods for calibrating assignment models, and the use of Geographic Information Systems (GIS) technology for data and model management.  相似文献

Highways and freeways are the main infrastructure channel used to transport cargo in Brazil. This cargo often includes dangerous chemical products which can, in the event of an accident, negatively impact the environment. The development and implementation of tools for the rapid diagnosis of environmental vulnerability in the transportation of dangerous goods has been studied. However, for highways and freeways there is a lack of studies based on environmental attributes, and not just based on statistical data which demands a specific period for collection and analysis and only after that the implementation of preventive measures. Thus, evaluation grounded on multiple criteria embedded in Geographic Information System (GIS) has significant potential for the practical implementation of risk management of road transportation of dangerous goods. This study has determined the environmental vulnerability of route BR 050, specifically the segment between the cities of Uberlândia and Uberaba in the state of Minas Gerais, where multi criteria analysis has been efficient in determining the most vulnerable areas. The main attributes analyzed were the drainage density, soil type and geology, determining that in case of an accident with dangerous substances the regional environment would be immediately affected, and so endorsing the use of this tool in many segments involved in environmental management of highway enterprises.  相似文献

This paper describes how a Geographic Information System (GIS) is being used to help estimate multi-class truck flows in an urban setting. Emphasis is placed on the reasons why this approach is valuable, the specific GIS tools and techniques employed, the value added by employing a GIS-based approach, and the results being obtained. In this paper we argue that visualization, data management and computational capabilities of geographic information systems (GIS) can assist transportation stated preference research in capturing the contextual complexity of many transportation decision environments by providing respondents with maps and other spatial and non-spatial information in graphical form that enhance respondents' understanding of decision scenarios. We explore the multiple inherent contributions of GIS to transportation stated preference data collection and propose a framework for a GIS-based stated preference survey instrument. The main objective of this paper is to establish the procedures necessary to the development of a model for the environmental risk assessment of accidents involving Transporting Hazardous Materials by Road (THMR). Quantifying the environmental risk is useful in identifying areas with a high risk of accidents, which can be later discarded as main routes; orienting efficient emergency response operations; and assessing policies aimed at reducing these risks. Taking this into consideration, this study endeavors to identify the methodological aspects make possible the assessment of the impacts that arise from accidents involving the transportation of hazardous materials by road and to implement such methodological aspects in a Geographic Information System (GIS).  相似文献

Metropolitan Planning Organizations (MPOs) throughout the United States are identifying goals and implementation strategies to reduce the impacts of climate change through transportation adaptation initiatives. Using vulnerability assessments as well as adaptation practices that support mitigation, MPOs are beginning to integrate climate change planning into the long range planning process. Evaluating the state-of-the-practice of adaptation planning and adaptation in support of mitigation is useful in that it helps identify gaps and areas of improvement. Therefore, this research investigates the state-of-the-practice of MPO adaptation planning using the Mid-Atlantic region as a case study. Surveys, administered in 2012 and 2014, are used to identify the level of progress of MPOs with regard to climate change adaptation practices as well as barriers before and after Hurricane Sandy. A cross-sectional analysis using GIS (Geographic Information Systems) maps the results of the surveys and spatially compares regional trends. The results of the case study suggest growing interest in adaptation efforts such as floodplain area designations and efforts to enhance coordination and collaboration as transportation jurisdictions respond to the potential climate change impacts. In addition, MPOs with dense, smaller geographic areas prioritize inter-jurisdictional collaboration as high, suggesting that they are more reliant on other agencies to maintain inter-connectivity of transportation networks and further implement adaptation planning practices.  相似文献

This paper presents a Geographic Information Systems (GIS) as a tool which can help highway engineers review a completed highway design to improve its constructability. The GIS can link different data sets together using geographical location as the common key between the data sets to perform various spatial operations. In this paper, the GIS is used to integrate various highway design data using a common milepost referencing system. The GIS allows the integration of the highway design information by establishing common spatial relationships between various highway design features and their geographical locations. The GIS can provide a comprehensive platform upon which all aspects of the highway project review process can be built. This paper also addresses the interface of GIS with the existing highway project data bases and computer-aided design files. The proposed GIS-based highway design review system can improve the constructability of the highway design at an early design review stage.  相似文献

This article presents a Web-based transit information system design that uses Internet Geographic Information Systems (GIS) technologies to integrate Web serving, GIS processing, network analysis and database management. A path finding algorithm for transit network is proposed to handle the special characteristics of transit networks, e.g., time-dependent services, common bus lines on the same street, and non-symmetric routing with respect to an origin/destination pair. The algorithm takes into account the overall level of services and service schedule on a route to determine the shortest path and transfer points. A framework is created to categorize the development of transit information systems on the basis of content and functionality, from simple static schedule display to more sophisticated real time transit information systems. A unique feature of the reported Web-based transit information system is the Internet-GIS based system with an interactive map interface. This enables the user to interact with information on transit routes, schedules, and trip itinerary planning. Some map rendering, querying, and network analysis functions are also provided.  相似文献

The scheduling operations of many paratransit agencies in the United States are undertaken manually. Those customers who are eligible to travel call in their requests the day before the trip is needed. As the trip requests are received, they are entered into a list of unscheduled trips. In order to schedule these trips, the scheduler must first determine the number of drivers and shuttle buses that are available as well as the time of availability of each. The scheduler must then try to match the rides that are in “similar” areas around the “same” time to place together on the driver's schedule. As new trip requests are made, the schedulers must adjust the trips that are already scheduled to try and schedule as many trips as possible in the most efficient way.

By developing a system that would improve the scheduling system operations of, in this case, DART (Delaware Administration for Regional Transit) First State Paratransit, customers can expect to receive better service that will improve their ability to travel throughout the community. Some devices that could also improve the operations of paratransit agencies are described in this paper, such as satellite‐based Global Positioning System (GPS), radio communication systems, mobile computers, radio frequency‐based data communication systems, internet web pages, automated paratransit information systems, and card‐based data storage and transfer media. However, because paratransit systems are difficult to operate cost‐efficiently, the optimum and most cost‐efficient device must be selected. The system chosen for DART First State Paratransit includes the use of a relational database management system (RDMS) and a transportation Geographic Information System (GIS). RDMS keeps track of the database information as well as the scheduled trips and the GIS is ideal for analyzing both geographic and temporal data. Recent efforts to emphasize social equity in transportation are emerging as local, regional and national governments have set initiatives to identify, existing and potential, disproportionate impacts to low-income and minority populations, also referred to as transportation justice (TJ). Currently, there are suggested methods for identifying transportation justice areas; however, there is no streamlined method instituted across transportation agencies. Each jurisdiction identifies transportation justice (or environmental justice) areas based on their own methodology, typically based on either average regional thresholds, graduated thresholds, or a more unique in-house index methodology. This research explores and evaluates existing methods and develops a rigorous and comprehensive method called the Transportation Justice Threshold Index Framework (TJTIF) using Geographic Information Systems (GIS), as well as factors based on demographics, socio-economics, and transportation/land use. The framework is applied to a case study region in Pennsylvania reflective of the Marcellus Shale impact area, highlighting Sullivan County, PA. The methodology and the case study application serve as an example for how transportation agencies throughout the country can promote social sustainability and enhance transportation equity.  相似文献

Managing urban pavement networks presents additional challenges when compared to the management of interurban pavements. In particular, the prioritization of maintenance activities – which is critical when resources are limited – requires special considerations. Within these considerations, there are socio-political criteria that are not formally considered in current UPMS (Urban Pavement Management Systems). In practice, decision makers consider these socio-political factors but without a formal procedure and proper information, leading to decisions based on subjective information, which lack traceability and reliability.The objective of this study is the identification and formal definition – including the quantification method – of socio-political criteria relevant for the sustainable management of urban pavement networks. The research method included the application of interviews and a survey of experts and practitioners in various agencies involved in the pavement maintenance decision-making process in Chile. As a result of the study, five primary socio-political criteria were identified: neighbors’ perception, proximity to critical infrastructure, benefited population, presence of alternative routes, and strategic selection based on public policy. These criteria were formalized – including how they should be quantified – through an expert panel. A regression analysis applied to various scenarios considered in the survey resulted in the quantification of the relative importance of the formalized socio-political factors to be considered in the decision process, complementing technical and economic criteria. Future research will explore the use of Geographic Information Systems (GIS) to quantify the recommended socio-political factors and implement them in an UPMS.  相似文献

Transportation improvement site selection exemplifies transportation decision making that is collaborative in nature and geographically based. Such decision-making is part of a broad societal trend toward shared and participatory discussions about public investment. Perspectives from three different transportation decision contexts in the Puget Sound Region of Washington State, a regional council, a county government and a public–private Coalition group, are combined with a literature review to develop a decision task model that summarizes the need for information technology support during transportation improvement site selection. The task model guides the development of a decision support system requirement specification that outlines integrated information capabilities provided by geographic information system (GIS) and group support system (GSS) technologies. Together, GIS and GSS capabilities contribute to evolving group-based GIS. The kinds of capabilities a group-based GIS could offer in addressing the needs are identified. A report on the use of a prototype, group-based GIS called Spatial Group Choice highlights the possibilities in an inter-organizational coalition decision context. The conclusions discuss needs for future technology developments and social–behavioral science studies on these developments.  相似文献

This study demonstrates the sequential linking of two types of models to permit the comprehensive evaluation of regional transportation and land use policies. First, we operate an integrated urban model (TRANUS), which represents both land and travel markets with zones and networks. The travel and land use projections from TRANUS are outlined, to demonstrate the general reasonableness of the results, as this is the first application of a market-based urban model in the US. Second, the land use projections for each of the 58 zones in the urban model were fed into a Geographic Information System (GIS)-based land allocation model, which spatially allocates the several land uses within each zone according to simple accessibility rules. While neither model is new, this is one of the first attempts to link these two types of models for regional policy assessments. Other integrated urban models may be linked to other GIS land allocation models in this fashion. Pairing these two types of models allows the user to gain the advantages of the urban models, which represent spatial competition across a region and produce measures of user welfare (traveler and locator surplus), and the advantages of the GIS land allocation models, which produce detailed land use maps that can then be used for environmental impact assessment.  相似文献
