This paper presents an analysis of telecommunications and travel costs for typical business meetings. It is contribution to the debate on the substitutability of telecommunications for travel. An underlying assumption which supports the substitution hypothesis is that the cost of traversing distance through the use of telecommunication is lower than the cost of travelling.This paper addresses the relative cost of telecommunications and travel in conducting interactions. Three factors are assumed to determine these costs: distance, duration of interaction and number of participants. The analysis assumes that cost alone affects choice, and ignores other communication qualities.The relationship between telecommunication and travel costs was tested quantitatively through a case study of typical business meetings in the U.S., based on data from 1988. The results show that travel costs are lower than telecommunication costs for shorter distances, and that the relationship between telecommunications and travel costs differs substantially as a function of number of participants and meeting duration. Because of ongoing rapid changes in the costs of both of these interaction modes, the complex competition between them will continue. The implications of the findings for location decisions and policy-making are discussed.  相似文献

Uncertainty of outcome is widely recognised as a concern facing decision-makers and their advisors. In a number of spheres of policy, it appears uncertainty has intensified in the face of globalisation, economic instability, climate change, technological innovation and changing consumer preferences. How can planners and policymakers plan for an uncertain future? There is growing interest in, and use of, techniques that can help decision-making processes where deep uncertainty is involved. This paper is based upon one of the most recent international examples of a foresight exercise employed to examine uncertainty – specifically that which concerns uncertainty over the nature and extent of future demand for car travel. The principal focus of the paper is on the insights and guidance this examination of uncertainty brings forth for transport planning and policymaking. To accommodate deep uncertainty requires a flexible and open approach in terms of how policy and investment possibilities are formulated and judged. The paper argues for a focus upon the Triple Access System of spatial proximity, physical mobility and digital connectivity as a framework for policy and investment decisions that can harness flexibility and resilience. Uncertainty becomes an opportunity for decision-makers with the realisation that they are shaping the future rather than (only) responding to a predicted future. The paper outlines two forms of policymaking pathway: regime-compliant (in which adherence to trends and the nature of the world we have known pushes policy) and regime-testing (in which the nature of the world as we have known it is brought into question and vision pulls policy decisions). Stronger orientation towards regime-testing to assist in managing an uncertain future is advocated.  相似文献

Abstract

Road network planning (or design) problems consist of determining the best investment decisions to be made with regard to the improvement of a road network. In this paper, we propose an optimization model for long-term interurban road network planning where accessibility and robustness objectives are simultaneously taken into account. Three network robustness measures were defined to assess different robustness concerns: network spare capacity; city evacuation capacity; and network vulnerability. The results that may be obtained from the application of the model are illustrated for three random networks. Special attention is given to the implications of adopting each one of the robustness measures upon the optimum solution provided by the model.  相似文献

To assess the vulnerability of congested road networks, the commonly used full network scan approach is to evaluate all possible scenarios of link closure using a form of traffic assignment. This approach can be computationally burdensome and may not be viable for identifying the most critical links in large-scale networks. In this study, an “impact area” vulnerability analysis approach is proposed to evaluate the consequences of a link closure within its impact area instead of the whole network. The proposed approach can significantly reduce the search space for determining the most critical links in large-scale networks. In addition, a new vulnerability index is introduced to examine properly the consequences of a link closure. The effects of demand uncertainty and heterogeneous travellers’ risk-taking behaviour are explicitly considered. Numerical results for two different road networks show that in practice the proposed approach is more efficient than traditional full scan approach for identifying the same set of critical links. Numerical results also demonstrate that both stochastic demand and travellers’ risk-taking behaviour have significant impacts on network vulnerability analysis, especially under high network congestion and large demand variations. Ignoring their impacts can underestimate the consequences of link closures and misidentify the most critical links.  相似文献

We develop two stage fixed-effects single-spill and double-spill models for congestion connection spills of London Heathrow and Frankfurt airports on 9 hub airports in Europe and the Gulf. Our panel data covers connection traffic from 1997 to 2013 for Heathrow and 1997 to 2011 for Frankfurt. The single-spill results support strongly that the connection spills from Heathrow’s capacity limitations do strengthen competing hub airports of major alliance groups and to a lesser degree one Gulf hub. The double-spill model for Heathrow and Frankfurt shows nearly asymmetric overall spill characteristics between the two airports. Our results underline the influence of airline network strategies on congestion spills as European airline networks are shaped by alliances and umbrella mergers. Thus, the airline network perspective in airport capacity expansion decisions needs to play a greater role, as indicated by our asymmetric results for overall spill effects between Heathrow and Frankfurt airports.  相似文献

Investigating the factors and processes that influence the spatiotemporal distribution of built space and population in an urban area, plays an extremely important role in our greater understanding of the urban travel behaviour. Existing location of activity centres, especially home and work, strongly influences the short-term individual-level decisions such as mode of transportation, and long-term household-level decisions such as change in job and residential location. Conditions in the built space market also affect households’ and firms’ location and relocation decisions, and hence influence the general travel patterns in an urban area. In this context, this paper addresses a very important, but at the same time, not very widely investigated dimension that plays a key role in the evolution of built space and population distribution: Market. A disequilibrium based microsimulation modelling framework is developed for the built space markets. This framework is then used to operationalize the Greater Toronto and Hamilton Area’s owner-occupied housing market within Integrated Land Use Transportation and Environment (ILUTE) modelling system. Simulation results captured heterogeneity in the transaction prices, due to type of dwellings and different market conditions, in a very disaggregate fashion. The proposed methodology is validated by running the simulation from 1986 to 2006 and comparing the results with the historic data.  相似文献

This paper analyzes the activity choices of individuals and the links between socio-demographics, daily schedules and activity attributes using a new activity choice framework. Activities are first clustered into groups based on their salient attributes, such as duration, frequency, flexibility, planning times, and number of involved persons, rather than their functional types (work, leisure and household obligations), using a K-means cluster technique. This led to the creation of several new activity groups such as “long, temporally fixed, personally flexible activities”, “short and flexible activities”. These activity groups form the choice set for the mixed logit activity choice modeling structure developed for the leisure activities in the second part of the paper. The model results reveal the significant relationships between socio-demographics, temporal characteristics, and characteristics of the schedules on leisure activity choice. The results demonstrate how changing demographics and other activities in individuals’ schedules may affect the nature of the leisure activities and present the substitution and complimentary effects that these new activity groups have on one another.  相似文献

Abstract

This paper presents a decision support methodology for long-range planning of transport systems that exhibits strategic flexibility and stochastic system parameters. Unlike one-off strategic decisions, flexible decisions should be dynamically reformulated with time. The proposed methodology is based on the construction of a tree structure of multiple interlinked tactical planning problems, each associated with a scenario in the tree, where problems under scenarios at intermediate dates incorporate in their formulation the solution of the corresponding problems associated with past (future) connected scenarios. The resulting tree structure of interconnected planning decisions becomes a strategic-tactical decision support system that allows managers to formulate suitable flexible strategic decisions that mitigate the consequences associated with downside scenarios while taking advantage of the upside opportunities. The methodology is applied to the planning of a fleet deployment through charter contracts where contract prices depend on both market behavior and the duration of the contract itself.  相似文献

Currently most optimization methods for urban transport networks (i) are suited for networks with simplified dynamics that are far from real-sized networks or (ii) apply decentralized control, which is not appropriate for heterogeneously loaded networks or (iii) investigate good-quality solutions through micro-simulation models and scenario analysis, which make the problem intractable in real time. In principle, traffic management decisions for different sub-systems of a transport network (urban, freeway) are controlled by operational rules that are network specific and independent from one traffic authority to another. In this paper, the macroscopic traffic modeling and control of a large-scale mixed transportation network consisting of a freeway and an urban network is tackled. The urban network is partitioned into two regions, each one with a well-defined Macroscopic Fundamental Diagram (MFD), i.e. a unimodal and low-scatter relationship between region density and outflow. The freeway is regarded as one alternative commuting route which has one on-ramp and one off-ramp within each urban region. The urban and freeway flow dynamics are formulated with the tool of MFD and asymmetric cell transmission model, respectively. Perimeter controllers on the border of the urban regions operating to manipulate the perimeter interflow between the two regions, and controllers at the on-ramps for ramp metering are considered to control the flow distribution in the mixed network. The optimal traffic control problem is solved by a Model Predictive Control (MPC) approach in order to minimize total delay in the entire network. Several control policies with different levels of urban-freeway control coordination are introduced and tested to scrutinize the characteristics of the proposed controllers. Numerical results demonstrate how different levels of coordination improve the performance once compared with independent control for freeway and urban network. The approach presented in this paper can be extended to implement efficient real-world control strategies for large-scale mixed traffic networks.  相似文献

Instead of charging tolls on individual links, this paper considers doing the same on paths. Path and link tolls are “valid” if they encourage motorists to use routes that collectively lead to a target distribution, e.g., one that minimizes travel delay. Because the numbers of valid link and path tolls are typically infinite, an objective in pricing tolls is to find a set of valid tolls that yields the least revenue to lessen the financial burden on motorists.Path tolls are generally more flexible than link tolls and this paper shows that this flexibility can substantially reduce the financial burden on motorists. Additionally, valid path tolls yielding the least revenue possess characteristics with interesting policy implications. To determine these path tolls, it is natural to formulate the problem as a mathematical program with complementarity constraints. However, this paper also investigates alternative formulations that highlight the problem’s complexity and suggest ways to solve the problem efficiently.  相似文献

The problem of optimally locating fixed sensors on a traffic network infrastructure has been object of growing interest in the past few years. Sensor location decisions models differ from each other according to the type of sensors that are to be located and the objective that one would like to optimize. This paper surveys the existing contributions in the literature related to the problem of locating fixed sensors on the network to estimate travel times. The review consists of two parts: the first part reviews the methodological approaches for the optimal location of counting sensors on a freeway for travel time estimation; the second part focuses on the results related to the optimal location of Automatic Vehicle Identification (AVI) readers on the links of a network to get travel time information.  相似文献

This paper reports some limitations of the axial analysis theory as a basis for modeling the distribution of vehicular movement with a relationship study between the syntax configuration of a North American city and its vehicular flow pattern. Along with the relevance of the axial-line philosophy of capturing vehicular trip-makers’ route-choice decisions, many general concerns dealing with the effects of network character, land use, traffic congestion, and configuration boundary have been critically analyzed with theoretical and empirical research results. A few procedural concerns have also been discussed. The conclusions suggest that the inclusion of the real-world variables of traffic and network studies into the methodology of generating configuration–movement relationships is expected to make the space syntax approach to modeling vehicular movement networks comprehensive.  相似文献

Determining the number and location of depots for winter road maintenance (WRM) represents one of the important strategic decisions while planning WRM activities. However, most organizations dealing with WRM make empirically based decisions. Optimizing the number and location of WRM depots has the potential to achieve considerable cost savings, improve mobility and efficiency, as well as reduce environmental impacts. This paper presents two optimization models. The first model determines the location of WRM depots by minimizing the total distance travelled by maintenance vehicles. The second model determines the optimum number and location of WRM depots by minimizing total transportation costs and capital expenditure and operational expenditure of the depots. The models are then applied to the district road network in Serbia. Results show that their application could lead to significant reductions in WRM costs.  相似文献

Recent research has studied the existence and the properties of a macroscopic fundamental diagram (MFD) for large urban networks. The MFD should not be universally expected as high scatter or hysteresis might appear for some type of networks, like heterogeneous networks or freeways. In this paper, we investigate if aggregated relationships can describe the performance of urban bi-modal networks with buses and cars sharing the same road infrastructure and identify how this performance is influenced by the interactions between modes and the effect of bus stops. Based on simulation data, we develop a three-dimensional vehicle MFD (3D-vMFD) relating the accumulation of cars and buses, and the total circulating vehicle flow in the network. This relation experiences low scatter and can be approximated by an exponential-family function. We also propose a parsimonious model to estimate a three-dimensional passenger MFD (3D-pMFD), which provides a different perspective of the flow characteristics in bi-modal networks, by considering that buses carry more passengers. We also show that a constant Bus–Car Unit (BCU) equivalent value cannot describe the influence of buses in the system as congestion develops. We then integrate a partitioning algorithm to cluster the network into a small number of regions with similar mode composition and level of congestion. Our results show that partitioning unveils important traffic properties of flow heterogeneity in the studied network. Interactions between buses and cars are different in the partitioned regions due to higher density of buses. Building on these results, various traffic management strategies in bi-modal multi-region urban networks can then be integrated, such as redistribution of urban space among different modes, perimeter signal control with preferential treatment of buses and bus priority.  相似文献

E-retail, like many other information technology-based activities (telecommuting, telemedicine etc.) offers a potential substitution of travel by telecommunications. Traditional shopping activities typically consist of a visit to a store in which product information is sought, and a decision on purchase is made. Pending that decision, the product is obtained and most often self-delivered by the consumer. Certain types of products are store-delivered to the consumer premises. In the face of E-retail, consumers can acquire information, make a purchase transaction and choose a delivery arrangement from a remote location. These options may result in a reduction of transport activity, as a delivery by the supplier is potentially more efficient than the traditional process. The current study presents a conceptual model of the decisions households make with regard to information gathering, purchase transactions and delivery mode. Data on revealed behavior and various socio-demographic and economic characteristics of shoppers was collected in the Tel-Aviv Metropolitan area in the summer of 2004.  相似文献

This paper investigates the impact of schematic transit maps on passengers’ travel decisions. It does two things: First, it proposes an analysis framework that defines four types of information delivered from a transit map: distortion, restoration, codification, and cognition. It then considers the potential impact of this information on three types of travel decisions: location, mode, and path choices.1 Second, it conducts an empirical analysis to explore the impact of the famous London tube map on passengers’ path choice in the London Underground (LUL). Using data collected by LUL from 1998 to 2005, the paper develops a path choice model and compares the influence between the distorted tube map (map distance) and reality (travel time) on passengers’ path choice behavior. Results show that the elasticity of the map distance is twice that of the travel time, which suggests that passengers often trust the tube map more than their own travel experience on deciding the “best” travel path. This is true even for the most experienced passengers using the system. The codification of transfer connections on the tube map, either as a simple dot or as an extended link, could affect passengers’ transfer decisions. The implications to transit operation and planning, such as trip assignments, overcrowding mitigation, and the deployment of Advanced Transit Information System (ATIS), are also discussed.  相似文献

Increasing private sector involvement in transportation services has significant implications for the management of road networks. This paper examines a concession model’s effects on a road network in the mid-sized city of Fresno, California. Using the existing transportation planning models of Fresno, we examine the effects of privatization on a number of typical system performance measures including total travel time and vehicle miles traveled (VMT), the possibility of including arterials, and the differences between social cost prices and profit maximizing prices. Some interesting insights emerge from our analysis: (1) roads cannot be considered as isolated elements in a concession model for a road network; (2) roads can function as complements at some levels of demand and become substitutes at other levels; (3) policy makers/officials should consider privatizing/pricing arterials along with privatizing highways; (4) temporally flexible but limited price schedule regulations should be part of leasing agreements; and (5) non-restricted pricing may actually worsen system performance, while limited pricing can raise enormous profits as well as improve system performance.  相似文献

Abstract

As the Liquefied Natural Gas (LNG) market is supply-driven and subject to long-term contracts, both liquefaction companies and shipowners need to make strategic decisions on fleet chartering requirements. These planning decisions become ever more difficult in light of the transformations permeating the LNG market, propelling into a more competitive market with more flexible trades and expanding spot markets. The overcapacity of LNG ships during 2008–2009 triggered by massive overcontracting is a good case in point where the use of decision support models would have been beneficial, especially considering the fortunes and risks at stake. In this paper we present an LNG shipping model that effectively supports decision-making in practice. To demonstrate the value added of the model, we study the implications of LNG project delays and increased decommissioning of ships with respect to market balance and fleet requirements.  相似文献

Road agencies are facing the challenges of aging pavements, deteriorating networks, and insufficient maintenance budgets. This study addresses two limitations in the current state of practice in pavement management. First, because the evaluation of maintenance strategies has traditionally focused on economic and technical aspects, it neglects the environmental impact of maintenance decisions. Second, current management systems often provide a unique, optimised pavement maintenance strategy based on a specific objective(s) and constraint(s). The main objective of the study is to analyse the effect of including environmental aspects and funding availability in the design of maintenance strategies. To achieve this objective, the study followed a three-step methodology. First, this study reviews existing practices on pavement maintenance and the criteria considered to trigger the application of maintenance treatments and their effects on pavement condition. Then, maintenance strategies are optimised considering three levels of budgetary capacity and a sustainable evaluation which incorporates technical, economic, and environmental aspects over the pavement lifecycle. Finally, a case study dealing with an urban pavement network in Chile is analysed. Results obtained from this case study show that an increment of 2% in maintenance budget allows to account for more sustainable maintenance decisions, such as cold in-place recycling and full-depth slab repair, whose greenhouse gas emissions are lower than other alternatives. Results also show that functional asphalt overlay and microsurfacing are more recommended in flexible pavements when budgetary restrictions are low, whereas recommended treatments for rigid pavements exhibit small variability with budgetary restrictions.  相似文献

Representing activity-travel scheduling decisions as path choices in a time–space network is an emerging approach in the literature. In this paper, we model choices of activity, location, timing and transport mode using such an approach and seek to estimate utility parameters of recursive logit models. Relaxing the independence from irrelevant alternatives (IIA) property of the logit model in this setting raises a number of challenges. First, overlap in the network may not fully characterize perceptual correlation between paths, due to their interpretation as activity schedules. Second, the large number of states that are needed to represent all possible locations, times and activity combinations imposes major computational challenges to estimate the model. We combine recent methodological developments to build on previous work by Blom Västberg et al. (2016) and allow to model complex and realistic correlation patterns in this type of network. We use sampled choices sets in order to estimate a mixed recursive logit model in reasonable time for large-scale, dense time-space networks. Importantly, the model retains the advantage of fast predictions without sampling choice sets. In addition to estimation results, we present an extensive empirical analysis which highlights the different substitution patterns when the IIA property is relaxed, and a cross-validation study which confirms improved out-of-sample fit.  相似文献
