The high frequency of maritime accidents and incidents occurring at sea has been a major challenge for the maritime industry in the last decades. The majority of these accidents are attributed to seafarers’ poor performance. This, despite the fact that the international maritime domain continues to adopt and update conventions regulating maritime safety to mitigate these accidents from occurring. In this paper, utilising a qualitative research approach, we show through a socio-cultural contextual perspective that time constraints as a major influencing factor in causing task deviations at sea which leads to dangerous situations. We analyse how some of the present barriers in place to prevent accidents at sea are in effect prompt seafarers who are working under time pressure to deviate from their task. Moreover, the paper discusses the social constituents such as job insecurity and the seafarers’ viewpoint towards the ship operators’ commitment to safe ship operations are crucial in motivating seafarers’ deviating from the task at hand when faced with time pressure.  相似文献

The research is aimed to identify factors in the maritime education and training (MET) system and its relationship on maritime labour employers’ (MLEs) trust based on current practice in Malaysia. A questionnaire survey was used, and the respondents were the participants of a related conference in Malaysia. The structural equation modelling technique was used to explain the relationships in the stipulated research model. The test of structural model confirms that the model is adequate in explaining the MLEs’ trust. The results reveal that the perceived MET institutions’ efficiency has significant direct effects on the MLEs’ trust and the perceived seafarers’ competency. In addition, the perceived implementation of International Convention was found to significantly affect the seafarers’ competency. However, the perceived seafarers’ competency was not found to directly affect the MLEs’ trust. This study suggests that the MLEs’ trust is an important indicator and feedback on it can be used to further enhance the current MET system and its policies. Thus, one of the strategies is to develop a policy in order to achieve an effective maritime education and training. This is to support the maritime communities in progressing towards a more sustainable development in the MET in the context of enhancing the maritime safety.  相似文献

In accordance with Part A, Chapter I, Section I/11 Revalidation of Certificates of the Standards of Training, Certification and Watchkeeping for Seafarers (STCW) 2010 Convention, continued evaluation of professional competence shall be established, among others, by successfully completing an approved training course or courses. Every master, officer and radio operator holding a certificate issued or recognised under any chapter of the convention other than chapter VI, who is serving at sea or intends to return to sea after a period ashore, shall be required, at intervals not exceeding 5 years, to demonstrate continued professional competence, in order to continue to qualify for seagoing service. The main objective of this research is to design a model course using simulation technology to train and demonstrate seafarers’ competence in accordance with the provisions of STCW Code for existing seafarers who need to revalidate their professional maritime certificates also in accordance with the standards governing the use of simulators, Reg I/12 of 2010 STCW Code. The purpose of this revalidation simulation-based model course is to assist maritime training institutes and their teaching staff in organising and introducing specific training courses for revalidation of certificates of competence (CoCs) as well as enhancing, updating or supplementing existing training material where the quality and effectiveness of the training courses may thereby be improved. Only those STCW competences relating to ship bridge simulators will be considered for the model course scenario development and testing.  相似文献

This paper considers the issue of women's employment at sea in view of the current and predicted labour shortage in the industry. It reports on an International Labour Organization (ILO) commissioned study which aimed to explore employment policies and practices regarding women seafarers and the experiences of women seafarers themselves. The data suggested that those employers who had experience employing women seafarers were generally very positive about their skills and abilities. Women seafarers themselves were dedicated and committed to a sea-going career. The paper concludes that women seafarers are an under-recognized resource and, if utilized, could fill labour shortages in the industry, both in sea-going positions and in marine positions ashore that require sea-going experience. A series of recommendations are outlined in order to promote the recruitment and retention of women at sea.  相似文献

For educational and/or training purposes, games are often described as multimodal texts, where signs, gestures, images, habits, behaviors, sounds, etc. have different meanings according to the way and the context they are represented. During their execution, a large variety of strategies can be employed; images, words, sounds, music, movement, and even bodily sensations can provide the necessary factors. More importantly, when games are integrated in an educational (or training) activity, it is essential to record solid evidence that the targeted learning outcome is achieved. Game-based learning (GBL) for seafarers is a multifactor domain combining educational psychology, learning theories, instructional design, computer game technology, and last but not least, research in the maritime field. In order to create the appropriate framework, there is a need to combine three different scientific areas (education design, computer science, and maritime education and training (MET)) towards the proper game design. In these types of games, the design process includes an extremely important task: embedding suitable educational approaches and instructional techniques for specific learning outcomes and student profiles into the scenario, so that the game will be played without losing the fun and attractive part of it. In the current analysis, a framework for GBL that is applicable for 200 maritime professionals is presented; the specific application is related to navigational safety training, and the respective framework is a 3D real-time strategy game called “Trader of the World” (TotW-alpha version). The game is designed for already competent adult seafarers as well as undergraduate students of maritime academies/institutions and it is applied in nonformal educational settings. A demonstration of this game has already taken place at the undergraduate level; results, evaluations, and opinions provided by the participants were used as the basis for discussion.  相似文献

The retention of officer–seafarers within the international shipping industry is a difficult problem facing shipping and ship management companies. One strategic option open to all companies that should improve overall retention is to seek to become an employer of choice by providing an intellectual capital environment attractive to officer–seafarers. This is investigated through a survey of officer–seafarers covering areas where ship management can exercise some control over their working conditions. These cover recognition by their employer and commensurate rewards, organizational culture and structure and building relationships with external parties. Experienced Indian sub-continent officer–seafarers were the sample population resulting in more than 200 valid completions. These were analysed using correlation and regression. Although all hypotheses were in the predicted direction, only four passed the significance test: long-term career prospects, a smooth and fair recruitment process, a better relationship with maritime authorities and an employee-friendly organizational culture. Stepwise regression indicated that only organizational culture had a significant positive effect on intention to remain a seafarer. The items in the organizational culture construct accord with recommendations from the literature on becoming an employer of choice and improving employee retention, providing guidance for attracting and retaining officers.  相似文献

ABSTRACT

Officer of the watch (OOW) is an important part of the maritime labor market. For many years, countries have been improving their development of OOWs for the maritime market, in terms of both quantity and quality. As the supply of qualified OOWs for maritime transportation is such an important issue, shipping companies recruit multinational OOWs for both economic and socio-cultural reasons. This study aims to identify the qualifications of an ideal officer that holds office on commercial ships, and to make a comparison among Filipino, Chinese, Indian, Eastern European and Turkish OOWs. The research takes into account expert opinions of a number of shipping companies that employ multinational seafarers. A Fuzzy Analytic Hierarchy Process (FAHP) technique is applied in this study to assist in the comparison of officers. A number of main and sub-criteria are outlined to determine both positive and negative aspects of OOWs from the selected countries for decision making purposes. This study allows maritime countries to evaluate their maritime education and training policies for selection and assessment of OOWs.  相似文献

Careers are seen as important to individuals, organizations and to the world at large. As globalization processes continue to transform seafaring careers, David Cockroft's 'Editorial', published in the 30-year issue of this journal, calls on the maritime community to recover fundamental aspects of the human element that made seafaring an attractive career option 1. Norway has historically been the 'essence of maritime things'; where seafaring may be considered an 'ancestral 'calling'. Due to the current public and academic attention placed on the Norwegian 'maritime cluster', there exists a dearth of academic studies focused on the experiences of the highly qualified Norwegian seafarers who helped to shape the maritime industry. Drawing upon the literatures in both career research and maritime studies, in-depth conversations with 41 Norwegian seafarers attempt to redress this imbalance; to unpack some of the human 'elements' connected with seafaring careers. The qualitative method of career narratives is used in order to explore the richness of experiences associated with seafaring as a calling; to identify both contextual facilitators and contextual hinderers associated with going to sea. Norwegian scholars are encouraged to participate in future conversations with multiple maritime stakeholders to continue the process of recovering the call to seafaring careers.  相似文献

The most recent reports on the supply and demand for seafarers suggest that there is an increasing lack of officers for the expanding world's merchant fleet. With a focus on Brazil, this paper discusses a particular seafaring labour market highlighting specific challenges that need to be overcome. The paper looks into the current condition of the imbalance in Brazilian seafaring labour market as well as the prospects for merchant marine officers from the only two maritime schools in the country. Key issues on demand forecast and supply expectation, policy amendment, promoting maritime career, sea career commitment and maritime career empowerment are discussed to illustrate possible means to overcome the imbalance.  相似文献

ABSTRACT

While previous research details the psychological and social benefits of sail training programs for amateur ‘trainees,’ much less is known about the value and transferability of sail training work experience in terms of professional development for seafaring careers. This article reviews the current state of scientific knowledge on sail training and presents the findings of a qualitative study of maritime recruiter perceptions at 10 U.S. flag workboat companies. Results suggest that the maritime industry may benefit from an improved understanding of the role that sail training programs and the sail training community can play in training and inspiring the next generation of motivated and professional seafarers. Workboat recruiters see positive and negative aspects of sail training experience and perceive cultural divides within the maritime industry that may affect a seafarers’ job mobility, whether or not such divides actually exist.  相似文献

This article uncovers that the BIMCO/ISF manpower survey, both in its data collection and methodology, could be improved upon. It suggests that there is no lack of seafarers in number, but in quality. The major potential supply/demand countries are identified. China has not only the potential to become, it has actually become, a top manpower supplier. Some traditional maritime nations, with the decreasing demands of their national fleets, have become labour supply country, which could contribute in excess of 44000 seafarers to foreign ships. There is a need and opportunity for co-operation on maritime training between suppliers and demanders.  相似文献

It contributes to the economic growth, price stability, transportation of cargoes and passengers, and business activities of shipping organizations. The efficient management of resources, operations and activities relies on a modern marine information system (MIS) whose information is provided by geomatics engineers and IT professionals, among others. This paper first introduces the role of the geomatics engineer as geodesist, engineering surveyor, land boundary surveyor, cartographer, hydrographer, photogrammetrist and geographic information system (GIS) engineer since all these fields are related to maritime trade, supply chains and development of ports and airports. It then describes the principal components of a web-based MIS and the important role of geomatics engineers in surveying data. This includes collecting data from electronic nautical charts (ENC) and raster nautical charts (RNC), by applying high resolution light detection and ranging (LIDAR), satellite platform sensors and GIS.  相似文献
