受金融风暴影响，2009年船员就业形势面临严峻考验，船员市场一时迷雾重重。船员培训何去何从，也成为航运界各人士争相讨论的焦点。我认为，中国船员市场的未来还是比较乐观的，船员培训工作依然任重道远，需多方努力。     

正视国际劳务供需市场加大发展船员劳务步伐

新世纪国际船员劳务市场机遇的天平又一次向我们倾斜,为了抢占一定的市场份额,我们应该加速培育外派船员队伍,提高船员的市场竞争能力,改革船员管理体制－实行个体、集体船员并存的双轨制,取消海员证制,实行国际通用的护照制。

内河船员培养应与内河航运发展同步推进

内河船舶船员为我国经济的发展做出了巨大的贡献,但其发展滞后于内河航运的发展。文中针对内河船员的现状进行分析,指出内河船员的发展面临着断层现象明显、素质偏低、升职升等困难等现状,并结合这些现状,提出了相应的发展内河船员的对策与建议,以期与国家发展内河航运战略同步推进。

通过对人为因素对于船舶安全生产的影响进行了分析,然后探讨了新时期航运安全对船员素质的要求,以及为提高船员素质的途径和措施。

为推进我国航运业发展,提高我国船员整体素质,通过分析高级船员队伍不稳定、优秀人才流失严重的原因,提出提高船员待遇和地位、完善对船员管理的相关立法、加快我国船员队伍素质建设等对策。

Shoreline development controls and public access to the ocean's edge

Abstract

The San Diego Coast Regional Commission, faced with the responsibility of approving, approving with conditions, or denying permits for development proposed along the scenic coastal bluffs of San Diego county, has adopted guidelines for bluff‐top development which assures retention of scenic vistas and provision of public access while permitting private landowners “reasonable use”; of their property. These unique guidelines delineate certain environmental and aesthetic parameters within which bluff‐top development may take place. Portions of the guidelines are presented, and some of the factors leading to their formulation and adoption are discussed.

Making public policy through citizen committees: Case histories from the Islands

Abstract

Citizen committees properly designed can strongly influence public policy. Examples are taken from the results of reports on marine affairs that citizen committees wrote in Hawaii, the U.S. Virgin Islands and Puerto Rico. Community acceptance and use of each report came about because (1) many members of the committees were in positions to act on the recommendations, (2) the recommendations were specific and called for actions other than studies, and (3) the governor of each area had asked that a report be drawn. To ensure attention to the reports, each governor had agreed that they would be uncensored, widely publicized, and released concurrently to the public and the government.

On the development of public transit in large cities

This article presents a summary of the analyses and set of recommendations given by a committee of transit specialists gathered by the Minister of Transport of Chile aiming at improving Transantiago, the new transit system recently inaugurated for Santiago. This summary focuses on those recommendations directed towards improving the efficiency, service quality and sustainability of mass public transportation systems in major cities in the developing world and that could be implemented in a short term (within two years). Three broad dimensions of public transit are considered: competition and regulation; investment, financing, fares and subsidies; and the operation and use of infrastructure, design, inspection and control. Although the study grew out of the needs and characteristics of a city such as Santiago (Chile), and of the virtues and deficiencies of Transantiago, much of the analyses and recommendations could be adopted and implemented in the major cities of developed countries in Europe, North America and Asia.
