Research into port reform in Taiwan and Australia indicates that reform was undertaken in different contexts while committed and adopting similar strategies. Reform in both countries has been consistent with paradigmatic shifts towards market orientation, and within this context, privatisation was considered the preferred option. In both Taiwan and Australia, however, governments, reluctant to relinquish control over their ports, opted for corporatisation models. This article discusses the dynamics and drivers of reform and examines the outcome of these strategies. Both countries commenced port reform with deregulation of dock labour employment and introduced enterprise-based employment replacing the labour pool system. Privatisation of stevedoring operations was introduced at the same time in Taiwan. In the second reform phase, Taiwan amalgamated the four major commercial ports under a single state-owned port company in March 2012, with the objective of reducing inter-port competition and creating a central port planning mechanism. Australian ports, on the other hand, have undergone restructuring with the implementation of corporatisation, privatisation and commercialisation strategies since 1990s. Reform strategies in both countries display some similarities, e.g. rationalisation strategies in both Taiwan and Tasmanian ports, but also display some distinct dissimilarities with the increasing move to privatisation in Australia, e.g. the sale of South Australian ports and in 2010 the sale of the port of Brisbane.  相似文献

By incorporating port competition into a third-market model consisting of two exporting firms and one importing country, we demonstrate the endogenous choice of port structures (i.e. privatization or public ownership) under either Bertrand or Cournot competition. In contrast to previous studies on port competition, we analyze the port strategy in view of all trading countries (i.e. importing country and exporting countries). We find that regardless of transport cost, the port ownership strategy alters according to exporting firm’s competition mode. Under Bertrand competition, the choice of port ownership structure depends on the degree of imperfect substitutability. However, under Cournot competition, all trading countries choose same ownership structures of each port. By comparing equilibrium of each competition mode, we show that welfare of exporting country under Cournot competition is higher than under Bertrand competition if goods are sufficiently substitutes. In contrast, importing country prefers Bertrand competition to Cournot competition when the competitive pressure is sufficiently high.  相似文献

This study employs the 'shift-share' technique to assay the status of seaport in the newly-independent Baltic States in terms of their prospects for commercial viability. It delineates the material, economic and political conditions confrontiger port managers and policy makers in these states. Each must deal with the consequences of disruption of long-standing trade dependencis and the transition from opeation within 'the Rouble zone' to free market structures integrated with western trade systems. These problems are compounded by Russia's appaent policy decision to re-route transit cargo away from Baltic State ports, the traditional 'window on the West'. to ports located in Russia itselft. Disruption of traditional hinterlands and transit cargo volumes for Baltic State ports will impact their ability to invest in essntial modernization and expansion projects, necessitated by emerging competitive pressures. It is speculated that one potential strategy available for capturing a niche and reclaiming the role of the East-West commercial bridge is through participation in the Trans-Siberian Railway 'land-bridge' trade.  相似文献

Recent port reform established major commercial ports as Canadian Port Authorities (CPAs) as federal non-profit, business corporations. Canadian port reform was aimed at allowing CPAs to compete effectively. Canada's major ports operate in an increasingly competitive business environment. To gain advantage over their competition, Canadian ports must develop business strategies dealing with their organizational cultures, institutional structures, operations, and facility provision. Developing appropriate strategies involves creating a strategic plan that considers external and internal port environments. This paper outlines the evolution of strategic planning and its applicability to Canadian ports. The initial literature review is followed by a brief review of Canadian port reform and an analysis of external and internal port environments. This analysis determines the resources available to exploit external opportunities and defend against threats, and considers the internal strengths and weaknesses of Canadian ports. A list of strategic issues facing Canadian ports and how the Canada Marine Act affected them is derived from the analysis.  相似文献

Container ports provide the primary interface where physical exchange between buyers and sellers of containerised shipping capacity can be consolidated and realised. Consequently, ports that are able to complement and add value to the objectives of shipping lines and shippers will become focal points for containerised cargo flows. To evaluate container port competition, the authors propose a practical and direct approach based on revealed preferences of shipping lines with respect to container shipping service dynamics. The container shipping networks are generated as carriers formulate their service schedules to capitalise on opportunities that are presented by evolving container trade patterns along trade routes and relative changes in the competitive profile of the ports of call. Empirical results showed that this approach offers a deeper understanding on the workings and evolution of competitive dynamics between ports, which may not be obvious from observations of port performance at the aggregated level. Benefits of the approach also include raising awareness that policy makers should be aware of the need to understand the nature, extensity and intensity of competitive relationships between ports as they craft and implement policies to correct for the actual or perceived market failures in the industry.  相似文献

The attractiveness of ports is usually a pre-requisite and necessary condition for ports to achieve competitiveness, as well as the springboard to explore the competitive advantages of ports. To determine whether a port is competitive, it is necessary to explore whether it boasts certain factors that make the port attractive to users. The main purpose of this article is to apply the Analytic Hierarchy Process (AHP) method and the Decision Making Trial and Evaluation Laboratory (DEMATEL) technique to evaluate key determinants of attractiveness and their cause/effect relationships for container ports in Taiwan. The empirical results showed that: (1) Top six determinates of attractiveness for container ports are ‘ample cargo sources,’ ‘favorable port charges,’ ‘dense ship network and routes,’ ‘low transshipment costs,’ ‘efficient wharf operations,’ and ‘adequate wharfs and back-line land,’ respectively. (2) Among the above six determinants of attractiveness, ‘ample cargo sources’ is the cause determinant. Three determinants of port attractiveness, ‘favorable port charges,’ ‘dense ship network and routes,’ ‘low transshipment costs,’ which are the effect determinants. They are affected by the determinants of attractiveness of ‘ample cargo sources’. In addition, this study discusses the above findings and expects to provide the study results to Taiwan’s port authorities for reference.  相似文献

The fast growth of the Chinese economy and its international seaborne trade has escalated the demand for high-quality and efficient port services. “Decentralization” of the port management regime has given local government greater freedom in port development and operational decision-making. However, major port capacity expansion in coastal areas, coupled with the slowing down of both the economy and trade growth over recent years, has led to overcapacity and excessive competition. Although both port specialization and government regulations are called for to address these issues, few studies have investigated the formation mechanism and economic implications of port specialization. This paper uses alternative duopoly games, namely a Stackelberg game and a simultaneous game, to model port competition, where ports provide differentiated services in the sectors of containerized cargo and dry-bulk cargo. Our analytical results reveal that inter-port competition can lead to port specialization in the following three ways. A port can specialize in a type of cargo (1) for which there is relatively high demand, (2) where it has established capacity first, or (3) for services which require prohibitively high capacity costs. Also, it is seen that overcapacity is likely if strategic port decisions are made simultaneously instead of sequentially. These results suggest that if there is a clear market leader, policy intervention may not be necessary. However, if no port has clear market power, then government coordination and intervention may be needed in order to prevent overcapacity and to encourage specialization.  相似文献

Shenzhen Port (SZP), once a negligible local port, has risen dramatically to a world-leading container port and an “equal” player with Hong Kong Port (HKP). Will this market share reallocation continue, or will equilibrium be eventually realized for HKP to prosper continuously? We examine the relationship between these two ports to answer this question. We propose a new transformation method to describe the growth of container cargo transport demand, define the quantitative measures of the competition relationship and port competitiveness, and present a rigorous analytical framework with econometric tests and models to understand the true relationship between HKP and SZP. Direct empirical tests suggest that SZP complements HKP; however, the two ports exhibit strong competition when the effect of demand growth is excluded. Considering transshipment separately, we find that the impact of SZP on HKP is negative in transshipment but complementary in direct shipment. We may conclude that HKP does not affect SZP, whereas SZP has competitive power over HKP. These results are consistent with the findings of some previous theoretical studies.  相似文献

As part of value-driven chain systems that intersect between hinterlands, efficiency gains that are generated within the container port will have a direct impact on the competitive advantage of its users and affect the economic potential of both the origin and destination hinterlands. As such, the paper proposes the usage of indifference analysis propounded in microeconomic theory as a useful means to examine inter-container port competition and complementarity. The framework presented can also be combined with Porter's ‘Diamond’ model in order for inter-container port demand relationships to be quantified, measured and analysed in an holistic manner. Apart from analysing inter-port relationships from the standpoint of container ports, the framework can also be used to analyse inter-port relationships from the perspective of other key players in the value-driven chain system and modified accordingly to incorporate various indicators that are deemed to be relevant to these parties.  相似文献

With the port industry facing increased cargo volumes, the need for expansion of landside facilities is eminent. The ports face a dilemma which can cause considerable damage to their futures. This threat comes in the form of environmental policy. Since the early 1970's, Europe has been involved in an 'environmental crusade' which seeks to protect habitats and species of wildlife. The creation of 'environmental zones' to protect these areas, are spreading rapidly along the coastlines and waterways where ports are situated and in need of development to handle increased cargo volumes. This paper is aimed at developing an understanding of the potential impact of environmental zoning on the future of ports, as well as presenting the facts and legislation supporting this environmental crusade.  相似文献

This study examines the relationship between the size of a port, its efficiency increase and the performance growth in the transshipment market. The hypothesis tested is that the bigger size of a port would increase the market share of the port in container transshipment; only when the size effect guarantees better ‘relative’ container handling efficiency in competing port system where the port belongs. To verify the hypothesis, this study carries out two analyses. First, the overall efficiency change of major Asian ports is examined through stochastic frontier analysis (SFA)—this produces the relative efficiency indices of the ports. Second, the relationship between efficiency indices and container transshipment volumes is studied through panel data analysis. From these analyses, it is observed that larger Asian ports show better cargo handling efficiency in relative terms; they also record bigger market share in container transshipment, while the size effect of the ports starts to play a factor when the annual container throughput reaches 5 million twenty-foot equivalent units (TEU).  相似文献

This paper discusses the strategies which might be adopted by port authorities, given that modern port technologies have considerably limited the scope for competition. It therefore analyses the several forms of competition relevant to ports, any or all of which may apply in any given instance.

It describes the 'minimalist strategy, which consists of recognizing that public sector bodies have many faults, may make many mistakes and that well-intentioned attempts to rectify faults in the private sector may make matters worse. Second, it describes the 'pragmatic' strategy, which involves establishing committees to examine problems and to recommend actions, if they can reach a consensus. Third, it describes the 'public sector' strategy, which involves the port authority taking over all port functions. Finally, it describes the 'competitive' strategy, which involves a careful reproduction of the circumstances of competition, even though there may be room for only one efficiently-sized operator at a time. Franchising, or short-term leasing on any of a variety of competitive bases, so as to produce serial competition is described. Each of these strategies is presented as having its own advantages and disadvantages, and each may be suitable to particular circumstances.  相似文献

U.S. ports are facing competitive pressures similar to those being felt by ports elsewhere around the world. Despite the public enterprise nature of U.S. port authorities, they tend to function as 'business-like' organizations. This enterprise-like approach stems from their evolution from being primarily private railroad ports in the 19th century to public competitive port authorities in the 20th century. This paper provides an overview of the evolution of U.S. ports and the ongoing effect of earlier legislation, the varied resulting institutional structures, and current national and regional level issues. Although there is no national ports plan or strategy in the U.S.A. (the Constitution limits federal actions in the ports field) the federal government is involved in providing dredging services through the Army Corps of Engineers, navigation aids via the Coast Guard and other minor port-related services. U.S. ports typically come under the jurisdiction of state or local governments. Increasing competition coupled with other port issues (growing financial constraints, difficulties in obtaining dredging permits, environmental concerns and restricted landside access) is forcing some U.S. ports to enter into strategic alliances with others at a regional level.  相似文献

ABSTRACT

The aim of this paper is twofold: the first is to assess the extent to which current port development initiatives contribute to securing the status of the Port of Colombo as a regional transshipment (T/S) hub to serve the Indian subcontinent; and the second is to generate plausible future development scenarios for the maritime industry in the context of the Belt and Road Initiative (BRI). A scenario analysis method is applied to examine the past trends and to build future development scenarios. The results showed that major Indian ports have experienced a significant growth in cargo volumes and vessel traffic. South and East Indian coastal ports continue to use the Port of Colombo as a T/S port in tandem with the corridors connected to the Indian Ocean. Scenario analysis highlights the growing importance of BRI-centric land-based economic corridors, which would generate a large amount of cargos from hinterlands up to China. This would be further fueled through the Great Mekong region-driven industrialization, which would add to the west-bound maritime cargo volume. The paper concludes that the increased capital influx from China would more likely to result in a substantial development of the present port and road/rail infrastructure in Sri Lanka.  相似文献

The aim of the present paper is to explain the Mediterranean Transhipment Rule by a mathematical model showing the relationship between the diversion distance and the transhipment volumes, as well as the relationship to the total container traffic volume. Thus, the formula was applied to the figures achieved in 1994, 1995 and 1996. To conform with 1994, 1995 and 1996 data the formula was slightly altered so as to forecast transhipment volumes in the Mediterranean ports. By applying the formula to the figures achieved by some Mediterranean ports, the estimations were done which describe reliably enough that the transhipment volumes depend on the diversion distance and the total traffic throughput. In short, the volume of cargo transhipped in a single port is an inverse linear function of the distance of the port from the main-line vessels' route transiting the Mediterranean, and a linear function of the port container traffic volumes.  相似文献
