Huge public transport subsidies caused by deficits have become a heavy financial burden on some local governments due to the decline of bus passenger numbers. It is essential to apply the performance‐based contract to bus services considering maximization of social welfare. This paper constructs an incentive subsidy contract considering the decision‐making powers of the service level and calculating the proper frequency elasticity aiming at two problems of performance‐based contracts. Meanwhile, we consider a role of bus operators ignored by most researchers. Under the scheme, the decision‐making power of the service level is discussed based on five assumptions, and meanwhile, bus operators are motivated to reduce cost and improve service level in the scheme. The case of the bus service of Arao city indicates that the optimal frequency equals to zero when bus operators decide frequency. If bus operators determine efforts, the optimal effort also equals to zero with the goal of maximizing the profit. Also, bus operators can play their roles in lessening cost and improving service level to help bus operators and the local government achieve a win‐win situation, which maximizes the social benefit in this subsidy scheme when all factors are decided by the government. This paper develops a conceptual framework for bus maintenance based on path analysis and applies it to forty-eight bus transit systems. The application determines the total, direct, and indirect effects of the variables identified as having significant causal links with maintenance cost per mile. These variables are identified using the stepwise regression method. The findings are that the wage rate and fleet size increase maintenance cost directly and indirectly. In terms of the standardized regression coefficients, fleet size has been found to be the most important factor affecting maintenance cost per mile, followed by the proportion of articulated buses, the wage rate and local subsidy in that order. The proportion of articulated buses has been found to reduce maintenance cost per mile directly and to increase it indirectly. The indirect path coefficient of the proportion of articulated buses is 0.1794 whereas the direct path coefficient is –0.351. Similarly local subsidy as a proportion of revenue increases maintenance cost per mile directly and reduces it indirectly. The corresponding path coefficients for the direct and indirect effects of local subsidy are 0.2553 and –0.1073. In addition population density and the peak-base ratio are positively and significantly associated with miles between roadcalls. The implications of these findings are briefly examined in this paper. Because the path analysis methodology allows the direct and indirect effects of a causal variable to be determined, it is recommended for policy analysis.  相似文献

This paper deals with methods of measuring and analyzing efficiency in the transport industry. The aim of the paper is to introduce and demonstrate the advantages of Multi-directional Efficiency Analysis (MEA) in the case of cost data with limited substitution possibilities. For this purpose we reconsider the Norwegian bus data that has previously been analyzed using econometric models and Data Envelopment Analysis; Jørgensenet al. (1995, 1997) and Odeck and Alkadi (2001). It is shown how, using MEA, it becomes possible to disaggregate inefficiency into different components corresponding to different types of cost generating variables and thereby providing both managers of the bus companies and policy makers with more detailed information on possible improvements in performance.  相似文献

The use of smaller buses offers passengers a better service frequency for a given service capacity, but costs more to operate per seat provided. Within this trade-off there is an optimal bus size which maximises social benefit. A mathematical model is described which can be solved analytically to provide an explicit relationship between optimal bus size and factors such as operating cost, level of demand, and demand elasticities. The model includes: passenger demand varying with the generalised cost of travel according to a constant elasticity; the effect of changes in bus occupancy on average waiting times and on operating speed; the financial constraint that farebox revenue must equal operating cost less subsidy; an allowance for external benefits associated with generated demand, and for the effect of the flow of buses on traffic congestion; and an operating cost increasing linearly with bus size. The optimal size varies with the square root of demand, and with the unit cost to the power of 0.1 to 0.2. It also increases slowly with the proportion of cost covered by subsidy. For typical urban operating conditions in the United Kingdom the optimal size for a monopoly service lies between 55 and 65 seats assuming the observed relationship between cost and size; it is possible that changes in working practices could make smaller buses relatively cheaper to operate, so reducing the optimal size, but it seems unlikely to fall below 40 seats.  相似文献

This paper summarizes and updates the findings from an earlier study by the same authors of transit systems in Houston (all bus) and San Diego (bus and light rail). Both systems achieved unusually large increases in transit ridership during a period in which most transit systems in other metropolitan areas were experiencing large losses. Based on ridership models estimated using cross section and time series data, the paper quantifies the relative contributions of policy variables and factors beyond the control of transit operators on ridership growth. It is found that large ridership increases in both areas are caused principally by large service increases and fare reductions, as well as metropolitan employment and population growth. In addition, the paper provides careful estimates of total and operating costs per passenger boarding and per passenger mile for Houston's bus operator and San Diego's bus and light rail operators. These estimates suggest that the bus systems are more cost-effective than the light rail system on the basis of total costs. Finally, the paper carries out a series of policy simulations to analyze the effects of transit funding levels and metropolitan development patterns on transit ridership and farebox recovery ratio.  相似文献

ABSTRACT

This paper studies incentive-based subsidy to transit systems to improve performance. It derives a formula for optimal effort that equalizes marginal cost and marginal benefit and derives some principles from it among which is that the larger the value of a transit system’s performance criterion the larger the effort it will exert to improve it. Next, using a constrained cost minimization approach it derives a nonlinear cost function that includes optimal effort and estimates it using an unbalanced panel data of single mode U.S. bus transit systems. The results show that optimal effort is the equivalent of seven full-time employees (15,243 labor hours) per year and in real terms it results in 0.6% cost saving (US$198,331) and US$836,796 in incentive subsidy per observation. The implications of these findings are examined.  相似文献

Institutional reform of the bus sector is a topical discussion item in a number of countries at present. A specific focus is on ensuring a value for money (VM) regime to identify the benefits to society associated with each dollar of subsidy support from government. This paper promotes the position that a performance-based contracting (PBC) regime offers the best prospects of achieving a system-wide VM outcome. It proposes a reward system for bus operators that combines payment for delivering a minimum level of service (MSL), that meets government community service obligations, plus an incentive regime that rewards operators for patronage increases (above MSL patronage levels). The patronage incentive is based on expected user and external benefits deriving from service improvements and patronage increases. Cost benchmarking at relevant best practice levels is proposed as essential to ensure remuneration is based on efficient cost levels. The paper argues that a PBC approach is consistent with maximising social surplus from public transport provision across a geographic area, for any given budget constraint and regulatory imposed minimum service levels. The main alternative, competitive tendering (CT), is argued to be less attractive than PBCs in terms of securing the maximum social surplus to the community, given the total amount of subsidy support available, although CT is an appropriate non-compliance condition. Transportation is a major cause for environmental degradation via exhaust emissions. For many transit-oriented metropolitan areas, bus trips often constitute a sizeable mode share. Managing the bus fleet, in particular updating buses to comply with the newer emissions standards, therefore, can have a substantial impact on transportation-induced air quality. This paper presents the approach of remaining life additional benefit–cost (RLABC) analysis for maximising the total net benefit by either early-retiring or retrofitting the current bus fleet within their lifespans. By referring to the net benefits for different bus types estimated by RLABC analysis, the most beneficial management scheme for the current bus fleet can be identified. Optimal bus fleet management (BFM) models based on the RLABC analysis for the operator and the government are developed. Then a government subsidy plan is produced to achieve win–win solutions, which will offer efficient and flexible management schemes. To illustrate the approach, the largest bus company in Hong Kong, which carries more than 23% of the total trips in Hong Kong, is taken as a case study example. Instead of adopting a fixed retirement plan, such as replacing buses at the age of 17 as is currently practised, the proposed method develops an optimal BFM scheme that progressively phases out buses or retrofits them. This study produces promising results to demonstrate the large benefit of this approach for optimal bus fleet management.  相似文献

This paper intends to demonstrate that the performance indicator analysis technique can be successfully used as a diagnostic tool to identify operational inefficiency and ineffectiveness at the route level of transit operation. The technique has been applied on 14 bus routes of Bangkok Mass Transit Authority to reveal the inter-route differences in operational efficiency and effectiveness. Twenty performance indicators relating to costs of services, fuel consumption, staff ratio, crew productivity, fleet utilization, service output per bus, daily revenues, etc., were selected to represent the resource efficiency, resource effectiveness and service effectiveness of the bus system. Results of the analyses revealed that considerable variations existed across the routes against many of these 20 selected indicators. These included variations in terms of labor and capacity utilization, maintenance expenditure, etc., many of which can be improved through suitable managerial measures. Based on these findings, specific recommendations have been made for improvement in the deficient areas that are considered to be within the operator domain. These indicators also provide a basis for comparison over time, with other operators and standards. A ranking scale was also developed to determine the over all attractiveness of the routes.  相似文献

This study evaluates an existing bus network from the perspectives of passengers, operators, and overall system efficiency using the output of a previously developed transportation network optimisation model. This model is formulated as a bi-level optimisation problem with a transit assignment model as the lower problem. The upper problem is also formulated as bi-level optimisation problem to minimise costs for both passengers and operators, making it possible to evaluate the effects of reducing operator cost against passenger cost. A case study based on demand data for Hiroshima City confirms that the current bus network is close to the Pareto front, if the total costs to both passengers and operators are adopted as objective functions. However, the sensitivity analysis with regard to the OD pattern fluctuation indicates that passenger and operator costs in the current network are not always close to the Pareto front. Finally, the results suggests that, regardless of OD pattern fluctuation, reducing operator costs will increase passenger cost and increase inequity in service levels among passengers.  相似文献

The British bus industry is examined in light of fundamental reform in ownership and regulation. The industry is divided between privately and publicly owned companies, with the private sector further split between publicly listed owned subsidiaries and private limited companies. The change in ownership structure since privatization is analysed, and Data Envelopment Analysis used to estimate the extent of returns to scale and technical efficiency, as defined by one output and three inputs. Technical efficiency is further divided into managerial and organisational components, and comparisons made of median efficiency levels using a Mann Whitney statistical test.Increasing returns to scale are found for smaller companies, but the size of such returns varies with the company type. A minimum efficiency scale is identified, with constant returns above this point. A high degree of technical inefficiency is found to be present in the industry, which may initially suggest a lack of competition and reflect the oligopolistic structure that has emerged since privatisation. Privately owned companies are identified as more technically efficient, however this is due to significantly less organisational constraints, and considerable managerial inefficiency exists in this group. It is finally concluded that the high level of inefficiency may not reflect ownership, but rather industry characteristics, and rather than a lack of competition may be indicative of wasteful competition. It is suggested therefore there may be a need to make the market contestable rather than openly competitive.  相似文献

The Israeli transport sector, like those of many other countries is subject to complete government control with regard to fares, entry into the market, terms of operation and subsidies. It is unique, however, in that the fares charged are remarkably low and that the major transit mode, buses, is operated by privately owned companies. This paper explores what makes this low level of fares possible and in doing so examines the principal characteristics of the sector. It shows that this phenomenon cannot be explained by the amount of subsidy given to the operators but must be attributed to other factors, mainly the efficiency in the production of the services which is motivated by the profit maximization objective of the operators. The paper further argues that government policies regarding subsidy and regulation are generally inefficient as they cause misallocation of resources.  相似文献

This paper presents an empirical investigation of the effects of marginal changes in public bus transport in rural areas. It is based on a larger study of bus services in rural areas of Denmark (Hansen, 1986). At the beginning of the 1980s, politicians suddenly demanded reductions in public expenditures. Therefore, the Regional Transportation Corporations reduced services and increased fares. However, this article shows that it is possible to meet the demand for reduced subsidy and the passengers' wishes for better service simultaneously. Where the empirical investigations show fare elasticities of about -0.2, the service elasticities seem to be numerically above 1. In the last part of the paper these findings are applied to an alternative saving policy.  相似文献

The disadvantages of conventional transportation study models, in particular their large data requirements and their weaknesses in dealing with changes in trip generation rates have led to a need for a simple model that can quickly and at low cost examine alternative public transport strategies.This paper investigates simple economic models of bus demand, examines alternative variables that can be used and discusses some alternative model forms. It demonstrates the results of a model using data from twelve urban bus operators in Britain and compares the results with those from other types of study. The model utilises fare and service quality elasticities to explain the decline in passengers on urban bus services, and derives an average elasticity with respect to fare changes of –0.31 and with respect to service quality changes of +0.62. It is estimated that fare rises accounted for 13% of the 43% decline in passengers over the last fifteen years, vehicle mileage reductions for 14.3% and that only 15.7% was due to such factors as rising car ownership which are often given as the cause of declining bus patronage.The results, by showing that passengers are far more sensitive to changes in service than they are to fare rises, are a useful guide to the broader public transport policy issues, and the paper concludes that the model does provide a useful method of forecasting public transport demand at a strategic level. Further work is needed, however, to establish more accurate forecasts for different types of passenger and studies are now being undertaken to establish these and to construct an operational forecasting model that can be applied with only limited data requirements  相似文献

In this paper a cost frontier model is estimated for an eleven-year panel of Norwegian bus companies (1136 company-year observations) using the methodology proposed by Battese and Coelli (1995). The main objective of the paper is to investigate to what extent different type of regulatory contracts affect company performance. The panel model proposed by Battese and Coelli (1995) allow for year/company specific efficiency measures to be estimated. Thus, unobservable network or other time invariant characteristic of the operating environment can be controlled for by analyzing the dynamics of measured productivity across time for firms regulated under different types of contracts, rather than relying solely on variations across companies during one time period. Therefore, the paper offers methodological and data advantages over previous work on this subject. The main and robust result of the paper is that the adoption of a more high-powered scheme based on a yardstick type of regulation significantly reduces operating costs. The results contained in this paper thus confirms theoretical predictions regarding the incentive properties of high powered incentive schemes and in particular the dynamic benefits of yardstick competition.  相似文献

In this paper, we study the economics of parking provision for the morning commute, where all the parking lots are owned and operated by private operators. The parking capacity allocations, parking fees and access times are considered in a parking market. First we solve the parking market equilibrium without regulatory intervention, revealing four types of competitive equilibrium. Only one of the four types of equilibrium, however, is found to be stable and realistic, and under it each parking area is preferred by the commuters during certain time periods. Compared to the case without parking choice, provision of parking through a competitive market is able to reduce commuters’ travel cost and queuing delay, but it does not necessarily lead to the most desirable market outcome that minimizes social cost or commuter cost. This issue can be addressed through market regulations, such as price-ceiling, capacity-floor or capacity-ceiling, and a quantity tax/subsidy regulation. It is found that both price-ceiling and quantity tax/subsidy regulations can efficiently reduce both the system cost and commuter cost under certain conditions, and help ensure the stability of the parking market. Numerical examples are also provided to illustrate these findings and furthermore, how a price ceiling or a quantity tax/subsidy should be set in a parking market under realistic model parameters.  相似文献

Abstract

This study employs the directional graph distance function and the multiactivity data envelopment analysis (DEA) approach, which incorporates both desirable and undesirable outputs, in order to provide a more complete representation of the multimode bus production technology from which environmentally and risk-sensitive cost effectiveness measures can be generated. We treat accident cost as the risky output in the sense that we wish to increase desirable outputs and decrease risky output and inputs. The approach is applied to the problem of measuring the cost effectiveness of 24 bus companies in Taiwan. An empirical illustration suggests that the overall cost effectiveness rankings turn out to be very sensitive to whether or not the graph multiactivity DEA approach is adopted. This implies that the conventional DEA cost effectiveness measure may be seriously misleading if it ignores the cost effectiveness of organizations that carry out various activities whilst sharing common resources.  相似文献

It is important to be able to say whether or not an enterprise in the public sector is efficient and to measure this aspect of its performance. Public enterprises sometimes have legitimate reason to treat efficiency as secondary, but they also may resist efficiency measurement for other reasons.Statistical cost functions containing experience from similar enterprises provide useful yardsticks for public administrators. A purported cost function can be inadequate, however, as is shown in one example.Statistical cost functions allow comparison of bus properties by giving a range within which costs of an efficient property should fall. While random influences cannot be excluded, if observed costs fall outside two standard errors of prediction, there is a good case to say the property is inefficient. The usefulness of the standard error of prediciton as a measure of precision is explored.Nationally estimated cost functions were used to investigate the bus operations only of three San Francisco companies. Two were found within sampling error, one was significantly more costly on its motorbus operations than average experience in the nation. A closer look would then be in order by those funding this property. Several years' experience is explored showing changes over time as well as across companies.This material was prepared with the support of National Science Foundation Grant No. GI-37181 to the University of California. The purpose of this study is to assess differences in the levels of cost efficiency of bus lines operated under competitively tendered contracts and performance-based negotiated contracts. Following the revision of the Swiss railways act in 1996, regional public authorities were given the choice between two different contractual regimes to procure public passenger transport services. We directly compare the impact of competitive tendering and performance-based negotiation by applying a stochastic frontier analysis to the complete dataset of bus lines (n = 630) operated by the main Swiss company (Swiss Post) at the same time (in 2009) throughout the country. The overall results show that the differences in the levels of cost efficiency between the two contractual regimes are not significant. Our findings are in line with recent evidence of cost convergence between competitive tendering and performance-based negotiation, and suggest that the practice of using both contractual regimes is challenging for the operators in terms of competitive pressure. The threat of competitive tendering may have a disciplining effect on negotiation since it prevents bus companies from bargaining inadequate rents and inducing asymmetric information advantages.  相似文献

During the long period of regulation of the railway system in Europe (1950s–1990s) the companies notably improved their levels of productivity. However, parallel to this, the state of their financial accounts also significantly worsened. In order to explain this fact we have estimated both cost and revenue frontier functions, calculating the losses associated with both cost and revenue inefficiencies as well as inefficiencies on the cost side. The results obtained show the existence of significant potential losses of revenue, which can be explained above all by the strong policy of regulation and intervention reigning in this period. A better commercial policy and a supply adapted to market conditions seem to be two unavoidable requisites for the future of European rail policy if the companies' financial burdens are to be reduced.  相似文献
