Numerous recent studies have investigated the relationship between the location of jobs and housing in urban areas and how this relates to urban commuting patterns. Few have utilised the dual of the transportation problem of linear programming (TPLP) to provide insights into these relationships Accordingly, this analysis utilises the TPLP to determine dual variable values (shadow prices) for a study area in Dublin, Ireland. The approach determines the pattern of relative location advantage for the peak and off-peak travel periods and for public and private transport for 1991 and 2001. The results are set against the expected results for hypothetical urban structures. The results show that the pattern of relative location advantage has altered sharply over the study period for off-peak trip-making but has remained more or less the same for trip-making in the peak period. For the off-peak period, the pattern of relative location advantage has shifted from the central area to the periphery specifically for private transport trips; for public transport, the pattern has remained focused on the city centre. This indicates that private transport users can react more quickly to changes in the distribution of land-use activities than their public transport counterparts due to the relatively fixed nature of the latter mode. This implies that the public transport network needs to be reorganized to better reflect the revised pattern of trip-making specifically for the off-peak period. The results demonstrate the value of using the approach for providing information about the spatial organisation of land uses within cities and where future development may be targeted.  相似文献

The most common daily trip for employed persons and students is the commute to and from work and/or place of study. Though there are clear environmental, health and safety benefits from using public transport instead of private vehicles for these trips, a high proportion of commuters still choose private vehicles to get to work or study. This study reports an investigation of psychological factors influencing students’ travel choices from the perspective of the Theory of Planned Behaviour (TPB). Students from three different university campuses (n = 186) completed a cross-sectional survey on their car commuting behaviour. Particular focus was given to whether car commuting habits could add to understanding of commuting behaviour over and above behavioural intentions. Results indicated that, as expected, behavioural intention to travel by car was the strongest TPB predictor of car commuting behaviour. Further, general car commuting habits explained additional variance over and above TPB constructs, though the contribution was modest. No relationship between habit and intentions was found. Overall results suggest that, although student car commuting behaviour is habitual in nature, it is predominantly guided by reasoned action. Implications of these findings are that in order to alter the use of private vehicles, the factors influencing commuters’ intentions to travel by car must be addressed. Specifically, interventions should target the perceived high levels of both the acceptability of commuting by car and the perceived control over travel undertaken by private vehicle.  相似文献

BackgroundCycling for transportation has become an increasingly important component of strategies to address public health, climate change, and air quality concerns in urban centers. Within this context, planners and policy makers would benefit from an improved understanding of available interventions and their relative effectiveness for cycling promotion. We examined predictors of bicycle commuting that are relevant to planning and policy intervention, particularly those amenable to short- and medium-term action.MethodsWe estimated a travel mode choice model using data from a survey of 765 commuters who live and work within the municipality of Barcelona. We considered how the decision to commute by bicycle was associated with cycling infrastructure, bike share availability, travel demand incentives, and other environmental attributes (e.g., public transport availability). Self-reported and objective (GIS-based) measures were compared. Point elasticities and marginal effects were calculated to assess the relative explanatory power of the independent variables considered.ResultsWhile both self-reported and objective measures of access to cycling infrastructure were associated with bicycle commuting, self-reported measures had stronger associations. Bicycle commuting had positive associations with access to bike share stations but inverse associations with access to public transport stops. Point elasticities suggested that bicycle commuting has a mild negative correlation with public transport availability (−0.136), bike share availability is more important at the work location (0.077) than at home (0.034), and bicycle lane presence has a relatively small association with bicycle commuting (0.039). Marginal effects suggested that provision of an employer-based incentive not to commute by private vehicle would be associated with an 11.3% decrease in the probability of commuting by bicycle, likely reflecting the typical emphasis of such incentives on public transport.ConclusionsThe results provide evidence of modal competition between cycling and public transport, through the presence of public transport stops and the provision of public transport-oriented travel demand incentives. Education and awareness campaigns that influence perceptions of cycling infrastructure availability, travel demand incentives that encourage cycling, and policies that integrate public transport and cycling may be promising and cost-effective strategies to promote cycling in the short to medium term.  相似文献

This study examined the relationship between urban characteristics and residents’ commuting behaviour using sample survey data from 106 cities in China. We found that the average commuting time of high-income groups is significantly longer than that of low-income groups. The increasing urbanization rate leads to an increase in commuting time and more residents using public transport for commuting. The increase in the urban population density is expected to increase the commuting time and the possibility of commuting using non-motorised modes. Different urban characteristics have different effects on the commuting patterns of residents within different income groups. The increased urbanization rate promotes the use of motorised modes for commuting in the high-income group, and shortens the commuting time of the low-income group. We also found that population density and neighbourhood-level factors have a greater impact on the commuting time of the low-income group compared to the high-income group. We suggest China’s urban planners should place emphasis on the commuting requirements of the low-income group by China’s urban planners.  相似文献

Over the past decade, the escalating roadway congestion and environmental deterioration due to heavy use of private vehicles have provoked the Taiwan government to realize the importance of public transport systems. Under the “carrot-and-stick” rationales, the government has formulated public transport policies and exercised a series of related initiatives by providing sufficient and higher quality of public transport services so as to attract more private vehicle users. In this paper, the planning philosophy and policy formulation of Taiwan’s public transport development are highlighted. The most important initiatives, including the Five-year Enhancement of Mass Transportation Program and the upgrading public transport schemes in the National Development Plan are examined. Based on previous experience and lessons, we point out the most challenging issues that the government will encounter. Suggestions for the future of public transport planning are also addressed.  相似文献

Many authorities are investing in new infrastructure to improve the quality of public transport (PT) services in the hope to increase mode switch from cars. The goal is to provide users with an integrated multimodal PT network by facilitating transfers. There exists a lack in the clarity of the attributes which defines a planned transfer and the effects of planned transfers on users' willingness to use routes with transfers. The present study provides approximate effects of ‘planned’ and ‘unplanned’ transfers on PT users' decisions to use transfer routes. The study focuses on two attributes of ‘planned’ transfers, integrated physical connection of transfers and information integration. A user preference survey was undertaken in Auckland, New Zealand. Analysis of the results shows that physical integration is more important than information integration for current PT users. Results also suggest that information integration has a greater influence on users of transfer services which are more closely aligned to being ‘unplanned’.  相似文献

Los Angeles is well known around the world as an automobile-oriented low density community, yet recent transportation policies have emphasized greater capital investment in rail transportation than in highways, and recent policies have attempted to discourage automobile usage through transportation demand management. While these policies have accomplished small shifts toward public transport and somewhat lower dependence upon singly occupied automobilies for work commuting, the financial costs of these policy changes has been very large in relation to their benefits. Proper pricing of transportation alternatives, more creative use of new and emerging transportation technologies, and the provision of many more opportunities for simpler private sector transport services, would all appear to be more promising as cost-effective approaches to coping with congestion in Los Angeles than the current regional transportation policies.  相似文献

Transport authorities, especially those in developing countries where rising income stimulate increased car ownership rates, are often concerned with maintaining or increasing levels of public transport use. Therefore, the ability to identify clients at risk of abandoning the system can be valuable for remedial measures, allowing for more focused quality improvements. We present and apply a model that determines the probability of migrating from public to private transport at both aggregated and disaggregated levels. In application, the model predicted migration with 60% accuracy in the first preference recovery measure. The proposed model can improve the understanding of the behavior of public transport users, the analysis of demand stability and the factors influencing migration. This, in turn, can help to focus policy and management measures and increase the efficiency of public investment.  相似文献

European urban areas are marred by the problems of congestion and environmental degradation due to the prevailing levels of car use. Strong arguments have thus been put forward in support of a policy based on marginal cost pricing (European Commission 1996). Such policy measures – which would force private consumers to pay for a public service that was previously provided "for free" – are, however, notoriously unpopular with the general public and hence also with their elected representatives – the politicians. There is thus an obvious tension between economic theory, which suggests that marginal cost pricing is the welfare maximising solution to urban transport problems, and practical experience, which suggests that such pricing measures are unwanted by the affected population and hence hard to implement through democratic processes. The AFFORD Project for the European Commission has aimed to investigate this paradox and its possible solutions, through a combination of economic analysis, predictive modelling, attitudinal surveys, and an assessment of fiscal and financial measures within a number of case study cities in Europe. In this paper the methodology and results obtained for the Edinburgh case study are reported in detail. The study analyses alternative road pricing instruments and compares their performance against the theoretical first best situation. It discusses the effect of coverage, location, charging mechanism and interaction with other instruments. The paper shows that limited coverage in one mode may lead to a deviation from the user pays principle in other modes, that location is as important as charge levels and that assumptions about the use of revenues are critical in determining the effect on equity and acceptability. Finally the results show that a relatively simple smart card system can come close to providing the economic first best solution, but that this result should be viewed in the context of the model assumptions.  相似文献

Urban populations transport risk perception is interesting because it is associated with travel mode choices and use. This study investigates changes in transport-related risk constructs in the urban population in Norway in 2004 and 2013, and describes whether people perceive private or public to be associated with the highest risk. The results are based on self-completion questionnaire surveys conducted in two independent representative samples living in the same urban areas in 2004 (n?=?592) and 2013 (n?=?1035). Overall, the respondents perceived the risk as lower in 2013 than in 2004. For both time periods, people consistently assessed the risk constructs related to private motorized transportation as higher than corresponding risk in public transportation. The findings suggest that while transportation risk perception in urban populations may change over time, the pattern that private motorized transportation is associated with a higher perceived risk than public transportation remains stable.  相似文献

In the past decade, many studies have explored the relationship between travelers’ travel mode and their trip satisfaction. Various characteristics of the chosen travel modes have been found to influence trip experiences; however, apart from the chosen modes, travelers’ variability in mode use and their ability to vary have not been investigated in the trip satisfaction literature. This current paper presents an analysis of commuting trip satisfaction in Beijing with a particular focus on the influence of commuters’ multimodal behavior on multiple workdays and their modal flexibility for each commuting trip. Consistent with previous studies, we find that commuting trips by active modes are the most satisfying, followed by trips by car and public transport. In Beijing, public transport dominates. Urban residents increasingly acquire automobiles, but a strict vehicle policy has been implemented to restrict the use of private cars on workdays. In this comparatively constrained context for transport mode choice, we find a significant portion of commuters showing multimodal behavior. We also find that multimodal commuters tend to feel less satisfied with trips by alternative modes compared with monomodal commuters, which is probably related to their undesirable deviation from habitual transport modes. Furthermore, the relationship between modal flexibility and trip satisfaction is not linear, but U-shaped. Commuters with high flexibility are generally most satisfied because there is a higher possibility for them to choose their mode of transport out of preference. Very inflexible commuters can also reach a relatively high satisfaction level, however, which is probably caused by their lower expectations beforehand and the fact that they did not have an alternative to regret in trip satisfaction assessments.  相似文献

Many studies have found that cities, with residents that are co-located with jobs and services in compact and diverse urban environments, generate positive outputs for a number of areas of social policy, with issues ranging from environmental to social and including public health. This evidence supports promoting rich and thriving neighbourhoods in order to encourage short distance mobility. In this context, we use a wide travel survey (EMQ06), undertaken in Spain, to measure short-distance travelling within Barcelona and to assess how distinct social groups make use of the local scale for their everyday mobility. The effects of socioeconomics and access to transport are discussed, prior to applying a Chi-squared Automatic Interaction Detection (CHAID) method, in order to explore heterogeneity among the different social groups, in terms of local travelling. We found that nearly a quarter of all daily mobility in Barcelona is performed with a local trip, and that short trips are more frequently undertaken for personal purposes. Also, age, gender and access to private transport appear as significant factors. Overall, our results suggest that a proximity scale is being used by those groups with greater time–space constraints, such as working women or low income people without access to private vehicles, opening important implications on transport policy regarding the design of proximity-prone environments.  相似文献

The aim of the present study is twofold. First, to provide new information concerning the technical characteristics of urban bus companies on the basis of a sample of medium and large-size cities in Spain. Second, to analyze the degree of efficiency of those companies and to quantify the reasons for this efficiency. The results should be useful in evaluating possible changes in public policies relating to urban transport, specifically changes in the way the market is organized and in pricing.The analysis is carried out by estimating a cost function. The sample is made up of a panel data set consisting of observations of nine Spanish companies that operated during the period 1983–1995. The specified functional form is translogarithmic. The output unit of measure adopted is bus*kms run. The cost function includes the network length for each company, thus permitting evidence concerning economies of density and economies of scale.The use of panel data allows us to estimate the cost function, taking into account that each company is affected by the specific characteristics of each individual city, the different features of the network in question and by different levels of efficiency. The economies of scale have been calculated, taking into account that the features of the network and of the city – represented by their specific individual effect – will vary with the company's level of output.Finally, an analysis is made of the relative productive efficiency of the companies, as well as of the variables likely to influence that efficiency.  相似文献

Public funding of new infrastructure from money raised through taxes or borrowing has been questioned globally in recent years. One alternative solution has been to finance major capital projects through Build, Operate & Transfer (BOT) schemes. In the United Kingdom, the Private Finance Initiative (PFI) has become established as the procurement method of choice for many projects and services in central and local government. It is a natural development of other changes in government administration which have been introduced over the past few years. Projects delivered in this way enable government to become a buyer of services on behalf of the public rather than a direct provider of those services to the public, taking advantage of private sector management skills and resources in their delivery. The PFI has demonstrated its ability to deliver value for money solutions in projects across a range of capital-intensive public services, but the greatest success in delivering projects has been in the transport sector. This paper outlines how the British Government's Highways Agency has restructured and commercialised the management and maintenance of the strategic road network for which it is responsible, and how it has been at the forefront of developing successful privately financed projects. The paper explains the Agency's particular version of BOT – Design, Build, Finance and Operate (DBFO) projects. These projects are delivering new and improved road construction and maintenance, providing better services to users of the country's strategic road network and achieving significant value for money savings for taxpayers.  相似文献

Mobility management measures taken by firms could potentially result in more sustainable transport choices and hence reduce traffic congestion and emissions. Fringe benefits offered to employees are a means to implement those measures. This paper explores the most common commuting-related fringe benefits currently provided by employers in the Netherlands, namely telework, flextime and allowance types like public transport passes, bicycle contribution, company cars and general financial compensation. By using the Dutch National Time Use Survey (TBO) 2005/2006, interrelationships among fringe benefits and correlations between company, employee, and (home and work) location characteristics and those employee benefits could be investigated. Logistic regressions and Tobit models are used for several estimations indicating the provision and the use of fringe benefits. The results show that relationships among fringe benefits exist, mainly between telework and flextime, but also between those flexible work arrangements and some types of commuting allowance. Furthermore, numerous job, person and geographical variables affect the probability of receiving and using the fringe benefits. For example, in the non-profit and the public sector sustainable commuting benefits are more often provided, the use of fringe benefits is strongly influenced by household composition and several allowance types show a significant correlation with the number of cars in the household. Moreover, firm location, in particular firm density, is highly related to mobility management measures taken by firms.  相似文献

This paper explores critical success conditions of collaborative planning projects in the area of urban transport, evaluating the impact of new collaborative methods, instruments and processes on project performance. Hypothesis building is based on a comparative, empirical research design, rather than on deductive theory construction. Potential critical success conditions are derived from literature. Based on five urban transport planning projects in Gothenburg (Sweden), London (United Kingdom), Milwaukee (United States), Tokyo (Japan) and Mexico City (Mexico), a rough set analysis of the five cases reveals validated success conditions, which can be used for formulating hypotheses for further research or for policy and process improvement. The results suggest that a dedicated management of the multi-actor network, a high diversity of actors, as well as an extensive use of knowledge integration methods in combination with a high network density are critical success conditions of these planning processes. Surprisingly, the extensive use of unilateral methods also showed to be an important success condition. The traditional role of the planner will have to be complemented with the expertise of network and methodology management. The authors conclude that rough set analysis can be a valuable addition to narrative, single-case analysis of collaborative urban transport planning processes.  相似文献

Abstract

In recent years, concern has grown over good practices in the procurement process in public–private partnerships (PPPs). The consensus view is that PPPs are prone to higher transaction costs than traditional public provision. In this paper, we contrast the hypothesis that transaction costs in transport PPPs depend, to a large extent, on the procurement mechanism used in each case, comparing the Negotiated and the Open procedures. Given that PPPs may offer considerable benefits and significant savings over the entire life cycle of the project, it is essential for PPPs to minimize those costs that undermine efficiency gains and that deter private involvement. The quantitative analysis undertaken in this paper highlights that there is room for important savings in the tendering of PPP transport infrastructure projects, using an Open procedure.  相似文献

Abstract

A multimodal trip planner that produces optimal journeys involving both public transport and private vehicle legs has to solve a number of shortest path problems, both on the road network and the public transport network. The algorithms that are used to solve these shortest path problems have been researched since the late 1950s. However, in order to provide accurate journey plans that can be trusted by the user, the variability of travel times caused by traffic congestion must be taken into consideration. This requires the use of more sophisticated time-dependent shortest path algorithms, which have only been researched in depth over the last two decades, from the mid-1990s. This paper will review and compare nine algorithms that have been proposed in the literature, discussing the advantages and disadvantages of each algorithm on the basis of five important criteria that must be considered when choosing one or more of them to implement in a multimodal trip planner.  相似文献

Commercial vehicle fleets constitute a favourable entry for plug-in electric vehicles (PEVs) into the road transport system. During an extensive demonstration project, with 500 PEVs operating in 100 public and private enterprises, 40 battery electric vehicle (BEV) users were invited to focus group discussions. The focus groups allowed the users to discuss their actual experiences of operating BEVs and thereby provide a greater understanding of the operating conditions experienced by BEV users in different organisations. Based on the discussions, this paper focus on operational barriers, rather than traditional technical or economical barriers. The findings complemented earlier data collected from the demonstration project and further explained the recorded driving and charging behaviour. The conditions to adopt the BEVs vary between the users, and this in turn can relate to organisational conditions. Given a favourable introduction, users adopt and accept the technology. The paper contributes with new findings regarding implementation of BEVs in commercial vehicle fleets and provides an in-depth understanding of the operational barriers that public or private enterprises face when introducing BEVs in their vehicle fleets.  相似文献

A new procedure for generating optimal transport strategies has been applied in nine European cities. A public sector objective function which reflects concerns over efficiency, environmental impact, finance and sustainability is specified and a set of policy measures with acceptable ranges on each, identified. Optimal strategies based on combinations of these policy measures which generate the optimal value of the objective function, are identified, and compared between cities. Resulting policy recommendations are presented. The results demonstrate the importance of an integrated approach to transport strategy formulation. They emphasise the role of changes in public transport service levels and of fares, and of charges for car use. By contrast, new infrastructure projects are less frequently justified. In the majority of cities the revenues from car use charges are sufficient to finance other elements in the strategy. However, private sector involvement either in initial financing or in operation may be desirable. Revised objective functions to reflect private sector involvement are specified, and optimal strategies with private sector operation of public transport are also identified. The requirement to meet private sector rates of return for public transport operation typically results in lower frequencies and higher fares; charges for car use then need to be raised to satisfy public policy objectives, but system performance is reduced.
