This article, one part of the National Coastal Zone Management Effectiveness Study, evaluates the effectiveness of state coastal management programs in protecting estuaries and coastal wetlands. State programs were evaluated in a four-step, indicatorbased process to estimate (1) the relative importance of the issue; (2) the potential effectiveness of programs based on the policies, processes, and tools used; (3) outcome effectiveness based on on-the-ground indicators; and (4) overall performance, where outcome effectiveness was compared to issue importance and potential effectiveness. State evaluations were synthesized to provide a national perspective on CZM contributions and effectiveness in estuary and wetland protection. Although on-the-ground outcome data were sparse, they were sufficient to determine at least probable levels of effectiveness for about one-third of the states. Of these states, 80% were performing at expected or higher levels, considering how important the issue was in their state, and the scope and strength of the policies, processes, and tools they had deployed. Monitoring and record keeping, freshwater wetland management, and the use of nonregulatory restoration in coastal management were common program weaknesses. The evaluation approach and indicators used here are recommended as a starting point for designing a national monitoring and performance evaluation system addressing this CZM objective.  相似文献

Beach management and coastal management are interwoven and scale-dependent activities in Australia. Present coastal policies are broad and designed for large, national, and statewide scales. They specify ecologically sustainable development as the overarching goal for coastal management and provide the context for beach management. On smaller scales, an approach focusing on the reduction of geomorphic hazards as the basis of beach management was established by the Coastline Hazard Policy, with nonhazard aspects of beach management such as ecological, economic, and social concerns assuming secondary importance. Although beach management can occur effectively under these coastal management arrangements, better guidance is required to make this process as effective and efficient as possible. This guidance - the policy framework - could be better developed for beach management and better integrated with existing coastal management arrangements. While this policy development is not strictly necessary to achieve positive outcomes from beach management, it is necessary to effectively guide implementation of the existing broad coastal policies. Effective goals for beach management are yet to be thought out and clearly articulated in Australia. A good start would be to couple the present goals of ecologically sustainable development and hazards reduction into a coherent goal for beach management. A specific policy for beaches should be developed given the importance of beaches in Australia.  相似文献

ABSTRACT

Marketing policies have gained more importance in container shipping as the industry experiences challenges arising from commoditization. Market segmentation is fundamental to marketing policies, yet it needs a detailed analysis in container shipping. Accordingly, this paper aims to explore homogenous customer groups in container shipping by conducting a segmentation analysis, which can help container lines apply more efficient marketing policies. A survey study is conducted on 356 shippers in Turkey. The study develops five reliable and valid selection criteria factors and applies cluster analysis based on the selection criteria factors. The cluster analysis produces a total of six benefit segments which are differentiable. The segments are significantly identified by the demographic characteristics of shippers. The paper suggests several implications for the marketing policies of container lines.  相似文献

The linkages between shipping and port policies, and human and social development are explored in this paper, in view of discussing possible ways how those policies can contribute to human well-being. A framework based on the capability approach is used to conceptually interrogate the contents of policies in terms of elements of human and social development. Integrated ocean policies are considered, in this context, as useful frameworks for aligning maritime policies with broader development goals, as well as with the concerns and priorities of other sectors. Finally, some practical issues regarding the operationalisation of policy impact studies based on multidimensional human development are discussed, highlighting possible areas for future research.  相似文献

Coastal ecosystems such as mangroves, salt marshes, and seagrasses provide important ecosystem services, including nursery habitat for fish, shoreline protection, and the recently recognized service of carbon sequestration and storage. When these wetland ecosystems are degraded or destroyed, the carbon can be released to the atmosphere, where it adds to the concentration of greenhouses gases (GHGs) that contribute to climate change. Many federal statutes and policies specifically require that impacts on ecosystem services be considered in policy implementation. Yet, no federal statute, regulation, or policy accounts directly for the carbon held in coastal habitats. There are a number of federal statutes and policies for which coastal carbon ecosystem services could reasonably be added to environmental and ecosystem considerations already implemented. We look at a subset of these statutes and policies to illustrate how coastal carbon ecosystem services and values might affect the implementation and outcomes of such statutes generally. We identify key steps for the inclusion of the ecosystem services of coastal habitats into the implementation of existing federal policies without statutory changes; doing so would increase the degree to which these policies consider the full economic and ecological impacts of policy actions.  相似文献

Fisheries management has been used to address declining fisheries and threats to livelihood and food security. Past research suggests that public support for fishery policies is a necessary component for sustaining the long-term success of fisheries management. This study predicted public support by examining fishers’ perspectives on co-management and fish catch since the establishment of marine protected areas (MPAs), a commonly employed fisheries management tool. Data were obtained from onsite surveys (n = 505) with fishers from three municipalities in Cebu, Philippines: Oslob, Santander, and Samboan. Structural path analyses revealed that beliefs about co-management and fish catch predicted support for fishery policies (R2 = 59%). Separate path analyses for each municipality showed that co-management had greater influence in predicting public support for fishery policies in Oslob and Santander. Fish catch was a better predictor for public support for fishery policies in Samboan. Results can help local governments, non-governmental organizations, and fishery managers to prioritize, plan, and improve fisheries management in municipal waters.  相似文献

Abstract

State coastal zone management programs are responding to the potential impacts of accelerated sea level rise through a wide range of activities and policies. This article provides a brief overview of the Coastal Zone Management Act and other federal laws that provide the basis for coastal state regulatory activities. It surveys the level of response to sea level rise by state coastal management programs in 24 marines coastal states, from formal recognition to implementation of policies addressing the issue. Individual state CZMP responses and policies that have been implemented or proposed are categorized. The adaptation of sea level rise to ongoing institutional objectives is discussed and policy constraints and trends are summarized.  相似文献

Models of integrated management emphasize the role of the surrounding socioeconomic and political environment in influencing management choices for natural resources. In this study, we explore a model that examines the influence of socioeconomic and political variables on the wetland management programs of U.S. states. Logistic regression was used to identify environmental, socioeconomic, and political variables that explained variation in state wetland programs. The likelihood of strong planning, nonregulatory, regulatory, and overall programs increases as the importance of fisheries in the state increases (p < 0.05), but decreases as population density increases (p < 0.15). Furthermore, there is an increasing likelihood of stronger regulatory and overall programs as environmental group activity and industry importance increases (p < 0.05). These findings provide empirical evidence to support the contention that management approaches used in one state often must be adapted to fit the realities of another given state.  相似文献

Existing policies designed to mitigate the environmental and social impacts of truck queuing at maritime terminals often focus on congestion problems outside of the terminal gate, targeting a reduction in the waiting and turn time of trucks as the measure of success. This paper evaluates the impact that intra-terminal truck and equipment movements have on the terminal’s overall performance and the implications that these movements have on the effectiveness of current mitigation policies. Through a simulation of terminal processes occurring at Southern California ports it is shown that measures driving reductions in truck turn times impose greater operational loads on terminal equipment, essentially transferring savings in truck turn time rather than eliminating it in terms of the overall system. Consequently, the paper finds that total truck and cargo handling equipment movement and operational time constitutes a more accurate measure of the effectiveness of policies seeking to mitigate the impacts of truck operations at marine terminals.  相似文献

The North Norfolk coast is a naturally eroding coastline that has been subject to various management strategies over time, many of which have impeded its natural evolution. The Kelling to Lowestoft-Ness Shoreline Management Plan underpins management of the North Norfolk coast, advocating policies of managed realignment and no active intervention for much of this coastline. Implementation of these policies would give rise to significant loss of housing in North Norfolk during the course of this century. This has caused intense conflict between local communities and coastal planners, with the former feeling abandoned to the vagaries of natural coastal processes. Coastal planners need to work closely with local communities to implement a long-term vision for a sustainable coast. The issues of conflicting land-use planning policies and compensation for affected communities must be addressed. The wider implications of current management strategies are not fully understood and may, in some cases, be unsustainable.  相似文献

This paper discusses the economic assessment of policies using land use/transport models. It argues that conventional forms of assessment focussing only on transport changes can underestimate the economic benefits of a policy. The paper argues that the benefits need to be measured by the changes of prices at the end of a trip and not just by the changes in travel costs. Models that do not estimate the changes of prices at the end of a trip cannot properly assess the impact of a policy.The model used in this paper is based on the MEPLAN software and estimates the location of households and employment and the interaction between them. It also estimates the cost of living for households and the production costs for employment. With these costs, it is possible to calculate the wider economic benefits beyond transport.The paper illustrates the assessment of policies for the Cambridge sub-region involving investment in public transport, orbital highway and congestion charging policies. The results forecast by the model are assessed in terms of the conventional cost-benefit using traveller’s surplus as benefits and compared with a wider assessment measure of compensation variation. It demonstrates that the last measure encompasses the wider benefits associated with transport policies which are not taken into account in conventional cost-benefit analysis.  相似文献

Coastal aquaculture in South Australia has been going through a period of unprecedented growth during the past seven years. The value of the South Australian aqua‐culture industry has increased from US$1.3 million in 1990–1991 to an estimated US$31 million in 1996–1997. This growth has led to the implementation of planning and management policies by the state government. South Australian coastal waters have been divided into regions, and regional aquaculture management plans have been prepared. These management policies have generated concerns among interest groups and the community. The recent coastal aquaculture planning and management policies are described and analyzed, focusing on their contribution to the development of an ecologically sustainable industry. The need for an integrated approach to management is emphasized, especially given the great interest of the state government on the development of the industry.  相似文献

The United States federal government has been involved in public transport funding for over 40 years, whereas in Canada the federal government has little history of urban public transport policy. In that context, over the past 10 years, Canada has made significant progress in developing new federal commitments for public transport. Critical as these developments have been, however, they do not represent a true National Transit Strategy, which needs to be permanent, predictable and comprehensive. This claim is supported by economic analysis which suggests that Canadian government investment in transit is significantly below the optimal level.  相似文献

Doubting that its infant shipping industry would be able to overcome, unaided, the bottleneck it was becoming for the country's export expansion policy, the government of the Republic of China has implemented in the last 25 years a set of shipping policies to address the problem. Bus transport in Linköping, a town of 140?000 people, was strongly on the increase up to the beginning of the 1980s, when a negative trend-break occurred. A demand model is developed which explains both the ongoing decline and the preceding increase. Based on this model, it is examined whether a change of the current bus transport policy towards an optimal pricing and investment policy from a social point of view could evoke a new and positive trend-break. Taking current trends in the exogenous factors into account it would. However, this could depend on a possible revival of bicycling in towns.  相似文献
