A number of South African cities are planning integrated public transport networks that rely on the introduction of Bus Rapid Transit (BRT), in line with similar trends to expand or upgrade public transport services in emerging and industrialised urban transport markets around the globe. In addition, BRT in South Africa is being used as a mechanism to drive reform in the dominant yet highly fragmented paratransit sector, inspired by similar processes particularly in Latin American cities such as Bogotá, Mexico City, and Santiago de Chile. Thousands of paratransit operators would have to formalise their businesses, or merge into new or existing operator entities in order to participate in the new systems. There is, however, an absence of accessible business plans and regulatory regime proposals around which paratransit can be engaged to convince it to alter its current modus operandi. A large number of national, regional and local paratransit groupings have furthermore indicated their resistance to the planned networks on the grounds of insufficient consultation, an unclear future role in the system and employee redundancies. Should this deadlock not be resolved, it seems unlikely that the planned networks will be realised in the proposed timeframes, if indeed at all. This paper investigates the South African passenger transport policy framework that has contributed to the current deadlock, and explores appropriate approaches to engaging paratransit operators on a system of contracting, competition and ownership that recognises the sector’s aspirations and fragmented nature, yet contributes towards improved passenger transport services. It is the authors’ view that paratransit reform is a highly context-specific process, even at the sub-city level, and that this could prevent transferring paratransit regulatory and integration approaches across countries, and even cities in the same country, without adaptation to local conditions.  相似文献

Some South African cities have initiated public transport transformation projects which, in most cases, ultimately envisage the in toto replacement of paratransit operations with formalised BRT systems. There are two likely outcomes: (1) complex negotiations with existing operators and budget constraints will result in the in toto transformation occurring over an extended period of time; or (2) in toto transformation will simply not occur. In either case, cities will depend, for decades, on a ‘hybrid’ public transport system that combines both formal and paratransit operators. This paper presents a case for policy recognition of hybrid systems, and explores how such systems might best be managed. The following categories of hybrid public transport systems are explored through case studies: (1) transformative processes in which paratransit operators are to form or assimilate into companies to operate new services, but this incorporation has proved difficult to complete and the operational and regulatory frameworks remain unchanged; and (2) transformative processes that, from the outset, anticipated a hybrid system and designed the outcome accordingly. A third category of hybrid transport systems, defined as transformative processes that have been amended following a realisation that in toto transformation is unattainable, is also introduced and discussed. The paper concludes by tentatively drawing lessons for appropriate public transport regulation, particularly with respect to Cape Town's transformation project. It is argued that a review of the current national regulatory framework is required to enable possible project modifications that acknowledge system hybridity. It is suggested that regulatory frameworks that accommodate the likely hybrid nature of public transport system outcomes have greater prospects of success than frameworks that do not. Furthermore, it is argued that contextually appropriate and successful public transport transformation projects do not necessarily require the in toto substitution of incumbent paratransit operators, and that they can be integrated with, and complement, formal services.  相似文献

The City of Johannesburg, South Africa, implemented the first phase of its Bus Rapid Transit (BRT) system named Rea Vaya between 2009 and 2011. The system design and organisational arrangements drew heavily on precedents from South America, especially insofar as BRT is used as an instrument for securing the transformation and formalisation of a fragmented and problematic informal public transport industry. Despite the inevitable transition problems, the formalisation scheme appears to be generally successful – an outcome that surprised many analysts as it follows a long history of mistrust, resistance, and unsuccessful interventions between government and the minibus taxi industry. The paper offers an analysis of the reasons for the successful transformation of participating taxi operators, by using a life-cycle analogy. We argue that the minibus-taxi industry in South Africa has reached a state of stasis and maturity, with limited opportunities for further growth in its present form. BRT, as it is implemented locally, offers opportunities for re-invention – for moving onto new a potential growth trajectory – by overcoming the binding constraints of informality and by opening up new markets to operators. The life-cycle analysis also offers some insights into critical success factors that, if not met in the long run, could jeopardise the longevity and scalability of the formalisation project. The paper concludes with insights regarding the planning and management of BRT systems to maximise their potential for leveraging the formalisation of informal operators, both in South Africa and in other developing countries.  相似文献

Workshop 3A focussed on matters of institutional design that seem likely to improve public transport outcomes. It started by defining high level outcome goals, as measures of ultimate public transport success, and then identified the major societal issues that public transport systems can help to resolve. These issues were separately defined for Southern African and western settings. The importance of taking an integrated approach to transport, particularly land use/transport integration, was seen as fundamental to goal achievement. Workshop papers provided many and varied examples of this importance, ranging from PPPs for major public transport projects to system design issues and contracting out of services. The Workshop included detailed discussion on paratransit development in Southern Africa, where relationship management is proving to be critical, in-line with much previous Thredbo discussion about the important role of trusting partnerships. Parallels and contrasts were drawn with paratransit in western settings. Competition in passenger rail was also a focus, with some questioning of the benefits of franchising. Discussion concluded by proposing recommendations for policy and research and suggesting agenda items for future Thredbo Conferences.  相似文献

A survey of Bus Rapid Transit BRT and Bus of High Level of Service BHLS around the world indicates that there are about 120 cities with bus corridors, with 99 of the cities entering into the list in the last 12 years. The existing bus corridors comprise about 280 corridors, 4300 km, 6700 stations and use 30,000 buses, serving about 28 million passengers per day. In 2010–2011, 19 cities completed new systems − 16 in the developing world – and seven cities expanded their current systems. By late 2011, about 49 new cities were building systems, 16 cities were expanding their corridors, and 31 cities were in initial planning. This impressive growth may be attributed in part to the successes of Curitiba, Bogotá, México City, Istanbul, Ahmedabad and Guangzhou. These cities show low cost, rapid implementation and high performance BRTs, with significant positive externalities. Interesting trends are emerging, such as the implementation of citywide integrated bus systems, improved processes for private participation in operations, increased funding from national governments, and growth of bus manufacturers and technology providers. Despite the growth, there are some outstanding issues: BRT and BHLS do not have a single meaning and image and are often regarded as a “second best” as compared to rail alternatives. In addition several systems in the developing world suffer problems resulting from poor planning, implementation and operation, due to financial, institutional and regulatory constraints. The BRT and BHLS Industry are in their “infancy” and there is need for consolidation and concerted effort.  相似文献

Bus Rapid Transit (BRT) systems are undergoing rapid development in many countries due to the unique characteristics of this form of mass transit. In China, BRT schemes are being adopted as a key strategy for relieving traffic problems. As a case-study, this paper examines the performance and impacts of BRT in Beijing, the first full-featured BRT system in China. It considers in turn the role of ITS technology in influencing the operational efficiency, technical performance and cost issues associated with BRT. Particular attention is given to the consequent impacts of BRT on travel behaviour change, traffic environment and property development. While some challenges remain, the early performance of BRT suggests that it is one of the key measures for promoting sustainable mobility.  相似文献

As integrated supply-chain management (SCM) is now at the epicentre of business transformation, firms are breaking down boundaries between internal functions, as well as between the enterprise itself and key partners in the value chain (e.g. customers, distributors, suppliers and carriers). One of the main goals of such new management approach is to get everyone in the supply chain into a common platform of logistics transactions and information systems.

Against such background, the aim of this work is to analyse how and if port operators can face the challenge of higher integration, on the assumption that the higher the integration between the actors the higher the competitiveness of the whole supply chain.

Accordingly, we adopted an SCM approach in the analysis of the port of Le Havre in Renault's supply chain. More specifically, we referred to the Lambert tri-dimensional model based on supply chain's structure (actors), key business processes and links between actors. The field work—which mainly consisted of semi-structured interviews to Renault, logistics and port operators, and, finally, to the Le Havre Port Authority—was crucial to gather the needed information.  相似文献

Intense co-operation as well as severe competition are two characteristics of the current sea-port cargo-handling sector. This paper contributes to remedying the lack of understanding of the effects that such strategies may have on operating conditions in the sector. It analyses the geographical strategies pursued by the major operators up to 2006, as well as the functional directions in which co-operation is sought. It appears that most domestic ventures for the majority of container-handling operators are non-co-operative ones, except for PSA and HPH. Abroad, all of the cargo-handling operators except DPA/CSXWT have more co-operative than non-co-operative ventures. As to nationality of acquired subsidiaries, it is observed that most co-operative ventures have two nationalities involved. In terms of functional direction of operations, the major container-handling companies, except APM Terminals, start up most of their co-operative ventures with non-cargo-handling partners. Furthermore, it can be observed that HPH, APM Terminals, P&O Ports and DPA/CSXWT have started up, acquired or merged with more limited companies in cargo-handling than in non-cargo-handling activities. Most of the non-horizontal partners in cargo-handling ventures appear to be industrial or investment companies. PSA's, Eurogate's and DPA's non-cargo-handling ventures predominantly are in logistics. Combining geography and functional direction graphically shows that the major operators have had very diverging strategies. The two extremes are Eurogate, with a network which is solely focused on Europe, and P&O Ports, covering all continents.  相似文献

Workshop 2 focused on the role of BRT as part of enhanced public transport service provision. Discussion topics included case studies around the world; improved performance and operations; and better contracts, institutional settings and enhanced policies. BRT was identified as a vital component of modern public transport systems due to its ability to provide high performance and rapid implementation at a lower cost than comparable rail transit. The participants concluded that on top of improving trunk transit corridors, it is important to look to the first and last kilometers and the connections among transport modes. In addition, it is important to consider all dimensions, not just the technical issues. The workshop identified the desirable ingredients for BRT success, created a table of bus based options for different applications and a list of research topics.  相似文献

The port industry has undergone a rationalization process over the last decade. An increasing proportion of port management and operations is being taken over by global port operating groups. Many port operators who previously ran only their local business now extend their business scope to the regional or global scale; today's port operators can be regarded as multinational corporations. In the era of global economy, a port no longer enjoys a natural monopoly, as was the case in the past. To cope with this changing business environment, a certain form of competition and co-operation among ports is necessary so as to provide services that fit into shipping lines' strategies. It is suggested that ports have to concentrate on new ways for co-operation in an effort to establish a countervailing power. This paper proposes a new strategic option known as co-opetition, the combination of competition and co-operation, for the port industry, and explains a case of co-opetition between the container ports in Hong Kong and South China. The results of this research will provide a useful insight into the port industry, which is currently required to carry out its business in an ever-changing business environment.  相似文献

In the 1970s, Brazil was leading the implementation of high-flow bus priority schemes, but now cities are less capable of financing public infrastructures. This paper explores the private sector participation in the provision of transit infrastructure based on Public-Private Partnerships (PPP) for Bus Rapid Transit (BRT). The Porto Alegre BRT contemplates interchange terminals planned to accommodate retail and service activities. It is expected that these areas shall generate enough revenues to remunerate private investors, under a PPP scheme, for the construction of terminals and part of the infrastructure required to upgrade some sections of the existing busways to BRT standards.  相似文献

Abstract

The U.S. National Marine Sanctuary Program was established in 1972 by Title III of the Marine Protection, Research, and Sanctuaries Act (16 U.S.C. §1431 et seq.). In this article, we discuss the development of the sanctuary concept, and the original intent of Congress, and analyze how it was applied by the sanctuary program. Differences in interpretation of the program's purpose are examined, including discussion of the multiple‐use management concept, an important but controversial management technique used in the sanctuaries. The continuing efforts by Congress and the National Oceanic and Atmospheric Administration to clarify the program's purpose are investigated. The program's administrative history is explained and the current sanctuaries and active candidates are briefly described. In light of the 1988 reauthorization of the Marine Sanctuary Act, the current issues facing the program are analyzed. Finally, we draw conclusions and make recommendations for the program's future.  相似文献

As the shipping industry enters the future, an increasing number of technological developments are being introduced into this market. This has led to a significant change in business operations, such as the innovative design of hub and spoke systems, resulting in cargo consolidation and a better use of the ship's capacity. In the light of this new scenario, the authors present a successful application of integer linear programming to support the decision-making process of assigning ships to previously defined voyages — the rosters. The tool used to build the final models was the MS-Excel Solver (Microsoft® Excel 97 SR-2, 1997), a package that enabled the real case studies addressed to be solved. The results of the experiment prompted the authors to favour the assignment of very small fleets, as opposed to the existing high number of ships employed in such real trades,  相似文献

The paper presents the main characteristics, costs and impacts of TransMilenio, the bus based mass transit system of Bogotá, using BRT corridors and feeder services. An ex-post cost-benefit analysis is done, including monetary valuation of direct impacts on travel time and travel cost and externalities, such as improved road safety and air quality. Impacts on crime, land values, employment and tax revenue are also presented. The results are positive and robust; nevertheless, it is important to recognize that user perception has declined and there is urgent need to introduce service improvements. The paper also includes an ex-ante evaluation of the projected expansion using current costs, which indicates the need to limit construction capital costs. The results are an indication of the potential of BRT, and the evaluation methodology is applicable to other transit projects.  相似文献

Globalization, liberalization, competition and spatial interaction are significant factors affecting the transformation of manufacturing industries worldwide. In the transportation and logistics industry, however, cooperation is becoming even more critical than competition in determining firms' efficiency. Cooperation has always characterized the liner sector in which strategic alliances, mergers and acquisitions have generated twin effects: notable increases in ship size and falls in freight rates. Meanwhile, the stevedoring industry is undergoing privatization-driven consolidation and the emergence of global pure terminal operators. This article focuses on vertical integration between global carriers and terminal operators. We address the following key current issues: 1. dedicated terminals as a strategy for cutting costs and controlling integrated transport chains;

2. the struggle for supply chain control, involving global carriers versus global terminal operators, driven by financial power and technical and managerial capability.

We close analysing one of the core problems of the market, namely the evolving role of the dedicated terminals. For the pure stevedores they represent an opportunity to secure a cargo, while in the hands of the liners they enable cost stability and the possibility to put pressure on pure terminal operators.  相似文献

Transit textbooks and engineering manuals indicate that the capacity of Bus Rapid Transit –BRT – systems does not exceed 20,000 passengers per hour per direction. The implementation of the TransMilenio BRT System, in Bogotá, Colombia, showed that the systematic combination of multiple platforms at stations, overtaking lanes, level boarding, prepayment, large buses with multiple doors, express and local services, and traffic engineering measures at intersections, allow for very large passenger throughput. Measurements indicate actual throughput of 43,000 passengers per hour per direction with average bus occupancy of 150 passengers per articulated bus, and a commercial speed of 22–24 km/h. According to special formulas developed for the analysis of high capacity BRT corridors, the critical section of TransMilenio has a practical capacity of 48,000 passengers per hour per direction with its existing infrastructure and 150 passengers per bus – 35,000 passengers per hour per direction with 110 passengers per bus. Changes in existing infrastructure, such as additional platforms, higher capacity vehicles, non-grade facilities at critical intersections, among other improvements, may increase the capacity, speed, reliability and quality of service of the system.  相似文献
