This study utilizes a unique dataset from New York City to examine the effects of taxi fare increases on trip demand and the availability of taxi service. The elasticity of trip demand with respect to fares is estimated to be –0.22; the elasticity of service availability with respect to the taxi fare is 0.28; and the elasticity of service availability with respect to total supply of service is near 1.0. These results have important implications for taxi regulatory decisions. First, fare increases do substantially increase industry revenues but at a lesser rate than the percentage increase in the fare. The implication for policy-makers is that fare elasticities must be carefully considered to obtain desired improvements in drivers' earnings. Second, service availability -- an important aspect of service quality that is generally overlooked during fare policy debates -- should be a central consideration in fare setting, given the considerable impact of fares on availability. Finally, where the supply of cabs needs to be expanded, the number of cabs can be significantly increased without harming the revenue stream of existing operators. This finding alleviates a major industry objection to issuing additional taxicab licenses. 相似文献

In recent years, a number of states have acted to expand the passenger rail services provided to their citizens by subsidizing Amtrak. Subsidizing states tend to be relatively metropolitan, with large tourist industries, large populations, relatively liberal electorates (for 1980 subsidy decisions), and a history of efforts to protect the environment. Multivariate analysis indicates that population, electoral liberalism, and environmental concern play key roles in shaping subsidy decisions, although electoral liberalism has little influence on 1985 subsidies. 相似文献

In 2011 in the Netherlands a field operational test was performed to investigate the possibility of using restrictive Intelligent Speed Adaptation (ISA) as a penalty system for serious speed offenders. This paper presents the overall results of the research focusing on the pros and cons of the use of ISA as a restrictive measure for serious speed offenders, and on the preconditions for deployment. The results showed that the ISA systems tested have a huge effect on driver behavior and have the potential to improve road safety by reducing the level of speeding, mean speed, as well as the standard deviation of speed. However, there are also cons: the behavioral change in driving behavior was only temporary. In addition the tested technology proved too easy to override, raised issues of equity, and a substantial back office is required when implementing the system for serious speed offenders. 相似文献

Taxicab transportation is a significant segment of urban transportation. Taxicabs, along with other “paratransit” type systems, provide service with characteristics between the automobile and mass transportation. Consequently, they are well suited to a number of special purposes. Taxicabs currently serve a wide range of trip purposes by travellers with varied socio-economic characteristics. Taxicab transportation is most attractive for serving lower density area and off-peak travel particularly where there is only minimal mass transit service. In this regard, taxicabs are a supplement to conventional mass transit. The use of taxicabs for collection and distribution functions for both passengers and freight is gradually being realized. The multiple use of taxicabs offers advantages of increasing taxicab productivity and reducing individual trip costs. Many of the problems related to taxicabs are regulatory and institutional in nature. Unless these constraints are eased or removed, wider application of taxicab transportation, including productivity gains, will be limited. 相似文献
