CSS规则修正案解读及其对集装箱船设计的影响

阐述了国际海事组织(IMO)的海事安全委员会(MSC)关于"货物积载和系固安全操作规则"(CSS Code)修正案的最新要求及细则解读,分析了其对集装箱船的开发设计产生的影响。     

ISM规则修正案的理解与应用

《国际船舶安全营运和防止污染管理规则》（ISM规则）修正案已于2008年12月4日在第85届海安会上以第273号决议通过,并将于2010年7月1日起强制实施。文中结合船公司体系文件的修改,探讨对ISM规则的理解与应用。     

Goal-based standards

The development of goal-based new ship construction standards is a new subject matter of high importance for IMO which has been included in the Organization’s strategic and long-term work plans and also in the work programme of its Maritime Safety Committee. This paper briefly describes the meaning of “goal-based” regulation in general and looks at its application to ship construction. The on-going work at IMO is presented, results achieved to date are explained and an outlook is given regarding the work still to be carried out.     

海事机构在乡镇船舶管理中的定位和管理难点分析

日前，国务院安委会办公室通报了黑龙江省哈尔滨市2007年“10·23”乡（镇）农用船沉没事故，要求各地深刻吸取事故教训，加强乡（镇）船舶安全管理。文中就海事机构在现有法律框架下，如何履行好海事职责，如何做到乡镇船舶管理既不缺位、也不越位，笔者凭借多年乡镇船舶管理的经验，发表一点浅见。     

加速单壳油船淘汰新规则的研究

国际海事组织 ( IMO)第 5 0届海洋环境保护委员会 ( MEPC)通过了有关单壳油船加速淘汰的修订案 ( MARPOL公约附则 I第 1 3G条 ) ,包括为油船延长申请状态评估计划( CAS)和禁止单壳油船装载重等级油 ( HGO)的新规则 ,有望于 2 0 0 5年 4月 5日在默认接受程序之下被强制执行。本文对此进行了介绍。并论述了其对油船市场影响     

浅谈公司和登记船东识别号机制的建立与实施

《IMO公司和登记船东唯一识别号机制》是国际海事组织海上安全委员会（MSC）推出的一项新的管理举措，旨在加强海上安全、海上保安和环境保护，并便于预防海上诈骗。文中介绍了该机制的基本概况，分析了我国实施该机制的必要性，列举了我国当前实施该机制所面临的问题，从船旗国履约的角度针对性提出了我国为实施该机制在立法、数据库建设、数据保护、数据利用等方面的对策，并提出了合理的建议。     

Congress,reform, and oceans policy

Congress has not been able to pass comprehensive oceans policy legislation in recent years. Nonetheless, significant individual oceans policy measures have been enacted. These are reviewed in the article. A Joint Committee on the Organization of Congress has been established to recommend reforms in how Congress conducts its business, including proposals for committee restructuring. These proposals could affect how Congress examines oceans policy issues, but it is unlikely that these reforms will make it easier to pass comprehensive oceans policy legislation. For this to happen, well‐organized constituencies have to demonstrate support for this legislation, which has not happened to date.     

Post-buckling behaviour and strength of multi-stiffened aluminium panels under combined axial compression and lateral pressure

This paper presents the results of complementary numerical study done in the continuation of the activities carried out by the Committee III.1 “Ultimate Strength” of ISSC'2003 (Ref. [28] ).The main focus of the paper concerns the post-buckling behaviour and strength characteristics of the aluminium multi-stiffened panels under combined axial compression and lateral pressure.The finite element model proposed by the Committee III.1 “Ultimate Strength” of ISSC'2003 is used in the present investigation. Material is aluminium alloy AA6082-T6 and the multi-stiffened panel is a triple-span structure. Stiffeners are of either extruded or non-extruded angle-bar profiles. An initial deflection is imposed on the model in a procedure similar to that applied by the Committee III.1. General purpose finite element code ANSYS is used for non-linear elastic–plastic analyses.Main objectives are to study the influence of initial deflections and also HAZ on the post-buckling behaviour and collapse characteristics of aluminium stiffened panels under combined axial compression and lateral pressure. Different values of lateral pressure are exerted on the model in a systematic manner to simulate various levels of lateral pressure loading on multi-stiffened aluminium panels used in the construction of high-speed crafts.     

一种高压水基喷雾灭火系统的设计

主要根据IMO海安会第71次会议通过的“913”决议,提出船舶机舱安装固定式水基喷雾灭火系统的设计要求,按照设计要求提出建造该系统的一种方案,通过试验,证明该系统有效可行。     

OCS development: A new law and a new beginning

Abstract

This article reviews the conflicts that led to the establishment of a special Congressional Committee on offshore oil and gas exploration, development, and production and the attempted resolution of various issues by that Committee and the Congress in the 1978 Amendments to the Outer Continental Shelf Lands Act of 1953. A short review is provided of the history of Outer Continental Shelf (OCS) development, of the conflict between the federal government and other interested entities and persons, and of the Congressional mechanism to respond to these conflicts. A more detailed analysis is provided of the most significant OCS issues. The article describes the various risks and benefits of offshore activity and the various benefits and risks of proposed changes in the law concerning such development. A review of the Congressional mechanism to assess these risks and benefits and balance them is included in a discussion of the various issues and legislated solutions. Finally, the article notes the need for continuing oversight and review of the benefits and risks and how effective the 1978 Amendments are in balancing them.     

谈航行数据记录仪的港口国监督检查

文中在分析航行数据记录仪主要组成及功能的基础上,以IMO海上安全委员会通过的航行数据记录仪的相关决议为检查依据,结合港口国监督检查实践经验总结出航行数据记录仪检查要点及方法,结合检查实例进行阐述,以期能给同行提供一些有益的参考。

国际海事组织MEPC委员会第59次会议概览

国际海事组织下属的MEPC委员会第59次会议于2009年7月13日至17日在伦敦举行。本次会议对于MARPOL73/78公约的附则Ⅰ中油轮间海上转驳货油、残油（油泥）在船处理、为保护南极水域采取特殊措施的修正案分别获得通过和认可;附则VI中增加＂排放控制区域＂,＂挥发性有机化合物＂管理计划等提案也达到认可或通过。另外,涉及环保拆船、压载水处理,船舶噪声危害、人为因素、有害的船舶防污涂层等方面的提案都得到了认可和重视。对上述具体内容,文中进行了详细的归纳整理。     

深水海底支持船减振降噪的设计与研究

结合大连中远海运重工建造的深水海洋工程船为例,介绍了船舶减振降噪方面的设计方案和改善举措,以达到减振降噪效果。根据国际海上安全委员会《船上噪声等级规则》和船级符号要求,研究在设计和建造不同阶段减振降噪的方法,为船员提供更好的工作环境,为其他类似产品的设计和建造提供宝贵的经验。

根据国际海事组织(IMO)海上环境保护委员会(MEPC)关于船舶能效设计指数(EEDI)的议题和结论,对目前市场上主流的三型散货船和三型油船进行了计算分析,得出的结论有一定的实用性,为船舶开发设计人员提供了一定的参考.

本文介绍了第17届国际拖曳水池会议(ITTC)海洋工程委员会的半潜平台运动响应理论计算互比计划。提供了中国船舶科学研究中心三维势流理论计算程序CRS-WAVE与国外同类程序计算结果间的比较以及与试验结果的比较,证明该程序性能良好。     

关于创新服务理念建设服务型海事的思考

建设服务型海事是深入贯彻落实交通部党组提出的“三个服务”理念的体现，也是海事发展的客观要求。文章提出加快海事职能转型是建设服务型海事的关键，并就如何创新服务理念、建设服务型海事作了探讨。
