This paper presents an enhanced cell transmission model (CTM) to capture traffic operation at signalized intersections without explicit permissive left‐turn yielding rules (i.e. aggressive permissive left‐turn maneuvers may not necessarily yield to opposing through traffic), which can be widely observed in many developing countries. Different from previous studies that focus on traffic dynamics on approaching links, this study contributes to modeling traffic operations within the intersection. A novel cell transmission framework with various types of virtual cells is proposed to model the dynamics of traffic movements from approach to exit. The unique phenomenon of competitive occupying of the conflict point between the left turn and opposing through movements is modeled. The cell state indicating its blockage is proposed to capture the dynamic queue formulation and dissipation and to evaluate the operational traffic performance at the intersection. Field validation results show that the proposed model can capture the operation of traffic at signalized intersections without explicit permissive left‐turn yielding rules with significantly higher level of accuracy than traditional traffic flow models. In the past, two‐way left‐turn lane (TWLTL) median treatments have been frequently used in Florida to inexpensively improve traffic and safety performances. In order to identify factors that may have significant impacts on safety operations in TWLTL sections and to identify TWLTL locations that present existing and future safety concerns, a research project was carried out and results are summarized in the paper. In the research, a three‐year crash history database with crashes and section characteristics from a total of 1688 TWLTL sections all over Florida was developed and used. A negative binomial regression model was developed to determine the statistical relationship between the number of crashes per mile per year and several variables such as traffic volume, access density, posted speed, and number of lanes. In regard to the methodology, in order to identify locations with safety concerns, several steps are needed: development of real crash data distribution, determination of statistical distribution models that better represent the actual crash data, determination of percentile values for the average number of crashes, estimation of crash rates for sections with the same characteristics, estimation of critical values for the variables corresponding to the percentile values for average number of crashes, calculation of tables of critical average annual daily traffic values, and generation of a list of TWLTL locations with critical safety concerns. Frequency setting takes place at the strategic and tactical planning stages of public transportation systems. The problem consists in determining the time interval between subsequent vehicles for a given set of lines, taking into account interests of users and operators. The result of this stage is considered as input at the operational level. In general, the problem faced by planners is how to distribute a given fleet of buses among a set of given lines. The corresponding decisions determine the frequency of each line, which impacts directly on the waiting time of the users and operator costs. In this work, we consider frequency setting as the problem of minimizing simultaneously users' total travel time and fleet size, which represents the interest of operators. There is a trade‐off between these two measures; therefore, we face a multi‐objective problem. We extend an existing single‐objective formulation to account explicitly for this trade‐off, and propose a Tabu Search solving method to handle efficiently this multi‐objective variant of the problem. The proposed methodology is then applied to a real medium‐sized problem instance, using data of Puerto Montt, Chile. We consider two data sets corresponding to morning‐peak and off‐peak periods. The results obtained show that the proposed methodology is able to improve the current solution in terms of total travel time and fleet size. In addition, the proposed method is able to efficiently suggest (in computational terms) different trade‐off solutions regarding the conflicting objectives of users and operators. Solving the multi‐objective network design problem (MONDP) resorts to a Pareto optimal set. This set can provide additional information like trade‐offs between objectives for the decision making process, which is not available if the compensation principle would be chosen in advance. However, the Pareto optimal set of solutions can become large, especially if the objectives are mainly opposed. As a consequence, the Pareto optimal set may become difficult to analyze and to comprehend. In this case, pruning and ranking becomes attractive to reduce the Pareto optimal set and to rank the solutions to assist the decision maker. Because the method used, may influence the eventual decisions taken, it is important to choose a method that corresponds best with the underlying decision process and is in accordance with the qualities of the data used. We provided a review of some methods to prune and rank the Pareto optimal set to illustrate the advantages and disadvantages of these methods. The methods are applied using the outcome of solving the dynamic MONDP in which minimizing externalities of traffic are the objectives, and dynamic traffic management measures are the decision variables. For this, we solved the dynamic MONDP for a realistic network of the city Almelo in the Netherlands using the non‐dominated sorting genetic algorithm II. For ranking, we propose to use a fuzzy outranking method that can take uncertainties regarding the data quality and the perception of decision makers into account; and for pruning, a method that explicitly reckons with significant trade‐offs has been identified as the more suitable method to assist the decision making process. This paper presents a multi‐objective optimization model and its solution algorithm for optimization of pedestrian phase patterns, including the exclusive pedestrian phase (EPP) and the conventional two‐way crossing (TWC) at an intersection. The proposed model will determine the optimal pedestrian phase pattern and the corresponding signal timings at an intersection to best accommodate both vehicular traffic and pedestrian movements. The proposed model is unique with respect to the following three critical features: (1) proposing an unbiased performance index for comparison of EPP and TWC by explicitly modeling the pedestrian delay under the control of TWC and EPP; (2) developing a multi‐objective model to maximize the utilization of the available green time by vehicular traffic and pedestrian under both EPP or TWC; and (3) designing a genetic algorithm based heuristic algorithm to solve the model. Case study and sensitivity analysis results have shown the promising property of the proposed model to assist traffic practitioners, researchers, and authorities in properly selecting pedestrian phase patterns at signalized intersections. Traffic signal timings in a road network can not only affect total user travel time and total amount of traffic emissions in the network but also create an inequity problem in terms of the change in travel costs of users traveling between different locations. This paper proposes a multi‐objective bi‐level programming model for design of sustainable and equitable traffic signal timings for a congested signal‐controlled road network. The upper level of the proposed model is a multi‐objective programming problem with an equity constraint that maximizes the reserve capacity of the network and minimizes the total amount of traffic emissions. The lower level is a deterministic network user equilibrium problem that considers the vehicle delays at signalized intersections of the network. To solve the proposed model, an approach for normalizing incommensurable objective functions is presented, and a heuristic solution algorithm that combines a penalty function approach and a simulated annealing method is developed. Two numerical examples are presented to show the effects of reserve capacity improvement and green time proportion on network flow distribution and transportation system performance and the importance of incorporating environmental and equity objectives in the traffic signal timing problems. Because of many advantages, loop detectors are the most common practice for obtaining data to control intersections. However, they have some drawbacks, including the fact that multiple detectors are usually required to monitor a location. The current practice in many cities is to install four consecutive loop detectors per lane, or two at the stop bar and one as an advanced detector. In some cities, there are also departure detectors. All these configurations have some practical problems and do not produce accurate counts especially in shared lanes. In this paper, a new placement configuration for departure detectors is proposed and named the mid‐intersection detector (MID). In this configuration, departure detectors are moved back to the middle of the intersection in such a way that they can be activated by more than one movement at different times. In some cases, departure detectors lack equations for calculating turning movements, a problem solved by MIDs because each movement passes more detectors along its path (without increasing the number of loops), and therefore they can produce more accurate and reliable data for obtaining turning movement counts. Intra‐city commuting is being revolutionized by call‐taxi services in many developing countries such as India. A customer requests a taxi via phone, and it arrives at the right time and at the right location for the pick‐up. This mode of intra‐city travel has become one of the most reliable and convenient modes of transportation for customers traveling for business and non‐business purposes. The increased number of vehicles on city roads and raising fuel costs has prompted a new type of transportation logistics problem of finding a fuel‐efficient and quickest path for a call‐taxi through a city road network, where the travel times are stochastic. The stochastic travel time of the road network is induced by obstacles such as the traffic signals and intersections. The delay and additional fuel consumption at each of these obstacles are calculated that are later imputed to the total travel time and fuel consumption of a path. A Monte‐Carlo simulation‐based approach is proposed to identify unique fuel‐efficient paths between two locations in a city road network where each obstacle has a delay distribution. A multi‐criteria score is then assigned to each unique path based on the probability that the path is fuel efficient, the average travel time of the path and the coefficient of variation of the travel times of the path. Precise estimation of the capacity for right‐turn traffic (comparable to left‐turn traffic in the USA) is of great importance to determine signal phasing schemes at signalized intersections in Japan, where the left‐hand driving rule is valid. However, in most signal timing procedures across the world, the lost time of right‐turn traffic is simply determined by the duration of intergreen intervals and thus lacks considerations of various signal phasing and driver behavior. Meanwhile, sneakers per cycle are usually applied to account for the number of drivers completing right turns during the effective red portion of the clearance‐and‐change intervals. As a result, an initial cycle length must be hypothesized in order to assess the total number of sneakers within the analysis period. Consequently, a time‐consuming iterative calculation process often becomes necessary. Therefore, the present study aims to develop a new lost time estimation method for right‐turn traffic to overcome the aforementioned drawbacks. Lost times of right‐turn traffic under three conventional phasing plans are theoretically formulated on the basis of a time–space diagram and shock‐wave theory. The new method is validated using field data, with case studies of its application in the signal timing procedure. Results indicated that the proposed method is capable of offering more accurate estimation than conventional approaches, which leads to shorter cycle length and simplifies signal timing process by eliminating an iterative check to determine the number of sneakers. Unconventional intersection designs have been used to increase the capacity of intersections that are over‐saturated under conventional ones. However, existing unconventional designs typically require extra land space and their effectiveness often depends on drivers' familiarity with the uncommon operating rules. To overcome these challenges, we propose a new unconventional design, where movements that are mutually incompatible under the conventional design can be made compatible of each other by allocating exit lanes to them appropriately, thereby creating opportunities for capacity improvement. We develop a lane‐based capacity optimization model that incorporates the allocation of exit lanes as decision variables. The model is formulated as a Binary Mixed Integer Linear Programming problem, which can be efficiently solved by standard branch‐and‐bound algorithms. Numerical experiments show that significant capacity improvement can be obtained under our design. Besides proposing a new unconventional design, we also contribute to the literature of lane‐based signal optimization methods by providing a novel linear formulation for the latest, yet nonlinear, model described in Wong and Heydecker [Transportation Research Part B 45(4):667–681]. As a multi‐criteria decision‐making (MCDM) method, the analytic hierarchy process (AHP) has been used considerably to solve hierarchical or network‐based decision problems in socio‐economic fields. Following an in‐depth explanation of the transport function in logistics and an overview of the MCDM methods, the AHP model is employed in the paper for a logistics company in selecting the most suitable way of transportation between two given locations in Turkey. The criteria used in the selection of transportation modes are identified as the cost, speed, safety, accessibility, reliability, environmental friendliness, and flexibility. Several cost parameters (transportation, storage, handling, bosphorus crossover) are incorporated into the decision‐making process. The application is carried out in instructional character. The results of the study indicate that the railway transportation, which is not widely used in Turkey, is also an alternative and suitable means of transportation. The paper presents one of the initial steps in the evaluation process towards possible implementation of an innovative taxiway intersection design at Munich Airport apron. A roundabout is proposed as a potential solution for the 12-line intersection area expected at redesigned Apron 3. Although it is a common solution used in road transport for complex intersections, the roundabout has never previously been used for airport surface operations nor has its possible use been considered or analyzed. The paper presents preliminary design and operations concepts of the apron roundabout, followed by its capacity evaluation under Munich Airport operating conditions. An on‐street parking maneuver can often start a temporary bottleneck, leading to additional delay endured by the following vehicles. If the maneuver occurs near a signalized intersection, the service rate of the intersection might be reduced. In this paper, a model is built to analyze the effects of parking maneuvers on the intersection service rate. Based on the hydrodynamic theory of traffic flow, the perturbation caused by the parking maneuver is analyzed. Using dimensional analysis, we illustrate the relation between the background conditions, the distance from the parking area to the intersection, and the intersection service rate. Based on this relation, one can compute the service rate reduction caused by existing on‐street parking areas. A minimum distance between the parking area and the intersection to avoid such reduction can be accordingly found. Numerical examples based on empirical data from the city of Zurich, Switzerland, are provided to illustrate the practical applications. Although the analysis is based on streets with a single lane per direction, the findings can provide some insights regarding different situations. The problem of studying public transportation systems with autonomous vehicles is challenging because of behavioral differences that make existing models poorly fit and the technical difficulties involved in studying large autonomous systems operating on a grand scale. In this paper, we propose the following: (i) an autonomous transportation network setting; (ii) a method for modeling autonomous vehicles in simulation; and (iii) a high‐performance simulation platform that allows analysis and visualization of transportation technologies. Results from microsimulation confirm theoretical benefits and improvements from employing autonomous systems in an example setting and highlight the platform's general ability to allow researchers to implement novel transportation systems and study the cost benefit variations occurring between them. The airport taxi planning (TP) module is a decision tool intended to guide airport surface management operations. TP is defined by a flow network optimization model that represents flight ground movements and improves aircraft taxiing routes and schedules during periods of aircraft congestion. TP is not intended to operate as a stand‐alone tool for airport operations management: on the contrary, it must be used in conjunction with existing departing and arriving traffic tools and overseen by the taxi planner of the airport, also known as the aircraft ground controller. TP must be flexible in order to accommodate changing inputs while maintaining consistent routes and schedules already delivered from past executions. Within this dynamic environment, the execution time of TP may not exceed a few minutes. Classic methods for solving binary multi‐commodity flow networks with side constraints are not efficient enough; therefore, a Lagrangian decomposition methodology has been adapted to solve it. Recent advances in communication and computing technology have made travel time measurements more available than ever before. In urban signalized arterials, travel times are strongly influenced by traffic signals. This study presents a novel method based on well‐known principles to estimate traffic signal performance (or more precisely their major “through” movements) based on travel time measurements. The travel times were collected between signals in the field by using point‐to‐point travel time measurement technologies. Closed‐circuit television cameras and signal databases were used to collect traffic demand and signal timings, respectively. Then, the volume/capacity ratio of major downstream signal movements was computed based on demand and signal timings. This volume/capacity ratio was then correlated with travel times on the relevant intersection approach. The best volume‐delay function was found, along with many other functions, to fit the field data. This volume‐delay function was then used to estimate volume/capacity ratios and, indirectly, a few other signal performance metrics. The method, called travel time‐based signal performance measurements, was automated and displayed on a Google Map. The findings show that the proposed method is accurate and robust enough to provide necessary information about signal performance. A newly developed volume‐delay function was found to work just slightly better than the Bureau of Public Roads curve. The available highway alignment optimization algorithms use the total cost as the objective function. This is a single objective optimization process. In this process, travel‐time, vehicle operation accident earthwork land acquisition and pavement construction costs are the basic components of the total cost. This single objective highway alignment optimization process has limited capability in handling the cost components separately. Moreover, this process cannot yield a set of alternative solutions from a single run. This paper presents a multi‐objective approach to overcome these shortcomings. Some of the cost components of highway alignments are conflicting in nature. Minimizing some of them will yield a straighter alignment; whereas, minimizing others would make the alignment circuitous. Therefore, the goal of the multiobjective optimization approach is to handle the trade‐off amongst the highway alignment design objectives and present a set of near optimal solutions. The highway alignment objectives, i.e., cost functions, are not continuous in nature. Hence, a special genetic algorithm based multi‐objective optimization algorithm is suggested The proposed methodology is demonstrated via a case study at the end. 相似文献

This paper presents a probabilistic delay model for signalized intersections with right‐turn channelization lanes considering the possibility of blockage. Right‐turn channelization is used to improve the capacity and to reduce delay at busy intersections with a lot of right‐turns. However, under heavy traffic conditions the through vehicles will likely block the channelization entrance that accrues delay to right‐turn vehicles. If the right‐turn channelization gets blocked frequently, its advantage in reducing the intersection delay is neglected and as a result the channelization lane becomes inefficient and redundant. The Highway Capacity Manual (HCM) neglects the blockage effect, which may be a reason for low efficiency during peak hours. More importantly, using HCM or other standard traffic control methods without considering the blockage effects would lead to underestimation of the delay. To overcome this issue, the authors proposed delay models by taking into account both deterministic and random aspects of vehicles arrival patterns at signalized intersections. The proposed delay model was validated through VISSIM, a microscopic simulation model. The results showed that the proposed model is very precise and accurately estimates the delay. In addition, it was found that the length of short‐lane section and proportion of right‐turn and through traffic significantly influence the approach delay. For operational purposes, the authors provided a step‐by‐step delay calculation process and presented approach delay estimates for different sets of traffic volumes, signal settings, and short‐lane section lengths. The delay estimates would be useful in evaluating adequacy of the current lengths, identifying the options of extending the short‐lane section length, or changing signal timing to reduce the likelihood of blockage. In densely populated and congested urban areas, the travel times in congested multi‐modal transport networks are generally varied and stochastic in practice. These stochastic travel times may be raised from day‐to‐day demand fluctuations and would affect travelers' route and mode choice behaviors according to their different expectations of on‐time arrival. In view of these, this paper presents a reliability‐based user equilibrium traffic assignment model for congested multi‐modal transport networks under demand uncertainty. The stochastic bus frequency due to the unstable travel time of bus route is explicitly considered. By the proposed model, travelers' route and mode choice behaviors are intensively explored. In addition, a stochastic state‐augmented multi‐modal transport network is adopted in this paper to effectively model probable transfers and non‐linear fare structures.
