In recent years, China’s rapid economic growth resulted in serious air pollution, which caused substantial losses to economic development and residents’ health. In particular, the road transport sector has been blamed to be one of the major emitters. During the past decades, fluctuation in the international oil prices has imposed significant impacts on the China’s road transport sector. Therefore, inspired by Li and Zhou (2005), we propose an assumption that China’s provincial economies are independent “economic entities”. Based on this assumption, we investigate the China’s road transport fuel (i.e., gasoline and diesel) demand system by using the panel data of all 31 Chinese provinces except Hong Kong, Macau and Taiwan. To connect the fuel demand system and the air pollution emissions, we propose the concept of pollution emissions elasticities to estimate the air pollution emissions from the road transport sector, and residents’ health losses by a simplified approach consisting of air pollution concentrations and health loss assessment models under different scenarios based on real-world oil price fluctuations. Our framework, to the best of our knowledge, is the first attempt to address the transmission mechanism between the fuel demand system in road transport sector and residents’ health losses in the transitional China.  相似文献

In this paper we investigate the effects of the temporal variation of pollution dispersion, traffic flows and vehicular emissions on pollution concentration and illustrate the need for temporally differentiated road pricing through an application to the case of the congestion charge in Stockholm, Sweden. By accounting explicitly for the role of pollution dispersion on optimal road pricing, we allow for a more comprehensive view of the economy–ecology interactions at stake, showing that price differentiation is an optimal response to the physical environment. Most congestion charges in place incorporate price bands to mitigate congestion. Our analysis indicates that, to ensure compliance with air quality standards, such price variations should also be a response to limited pollution dispersion.  相似文献

Urban car transportation is a cause of climate change but is also associated with additional burdens such as traffic congestion and air pollution. Studies of external costs and potential impacts of travel demand management help to define policy instruments that mitigate the damaging impact of transportation. Here, we analyze different externalities of car transportation in Beijing and show that social costs induced by motorized transportation are equivalent to about 7.5–15.0% of Beijing’s GDP. Congestion and air pollution contribute the most with climate change costs being the most uncertain. We show that a road charge could not only address congestion but also has environmental benefits. The paper investigates the role of demand elasticities and demonstrates that joint demand and supply-side policies provide considerable synergies.  相似文献

The plug-in hybrid electric vehicle (PHEV) may offer a potential near term, low-carbon alternative to today’s gasoline- and diesel-powered vehicles. A representative vehicle technology that runs on electricity in addition to conventional fuels was introduced into the MIT Emissions Prediction and Policy Analysis (EPPA) model as a perfect substitute for internal combustion engine (ICE-only) vehicles in two likely early-adopting markets, the United States and Japan. We investigate the effect of relative vehicle cost and all-electric range on the timing of PHEV market entry in the presence and absence of an advanced cellulosic biofuels technology and a strong (450 ppm) economy-wide carbon constraint. Vehicle cost could be a significant barrier to PHEV entry unless fairly aggressive goals for reducing battery costs are met. If a low-cost PHEV is available we find that its adoption has the potential to reduce CO2 emissions, refined oil demand, and under a carbon policy the required CO2 price in both the United States and Japan. The emissions reduction potential of PHEV adoption depends on the carbon intensity of electric power generation. Thus, the technology is much more effective in reducing CO2 emissions if adoption occurs under an economy-wide cap and trade system that also encourages low-carbon electricity generation.  相似文献

The European Union (EU) recently adopted CO2 emissions mandates for new passenger cars, requiring steady reductions to 95 gCO2/km in 2021. We use a multi-sector computable general equilibrium (CGE) model, which includes a private transportation sector with an empirically-based parameterization of the relationship between income growth and demand for vehicle miles traveled. The model also includes representation of fleet turnover, and opportunities for fuel use and emissions abatement, including representation of electric vehicles. We analyze the impact of the mandates on oil demand, CO2 emissions, and economic welfare, and compare the results to an emission trading scenario that achieves identical emissions reductions. We find that vehicle emission standards reduce CO2 emissions from transportation by about 50 MtCO2 and lower the oil expenditures by about €6 billion, but at a net added cost of €12 billion in 2020. Tightening CO2 standards further after 2021 would cost the EU economy an additional €24–63 billion in 2025, compared with an emission trading system that achieves the same economy-wide CO2 reduction. The number of conventionally fuelled motor vehicles in use is increasing worldwide despite warnings about finite fossil fuel and the detrimental impacts of burning such fuels. While electric vehicles, the subject of much research, generate far less emissions and offer the potential for power from renewable sources, they are yet to significantly penetrate the market. Tangible barriers such as price and vehicle range still exist, but consumer attitudes also drive behaviour. This paper examines attributes in a framework relatively new to transportation and energy policy; best–worst scaling. This method is widely considered an improvement over traditional methods of eliciting attitudes and beliefs, where respondents select attitudes they find best or worst from a set of attitudinal statements. To avoid potential endogeneity bias, we jointly model attitudes and choice for the first time with best–worst data. It is found that energy crisis, air quality and climate change concerns influence behaviour with respect to vehicle range and that travel behaviour change and forms of government incentives are needed influences on behaviour with respect to vehicle emissions. It is argued that correctly modelling attitudes reduces the error term of the vehicle choice model and provides policy makers with an improved lens for assessing behaviour. Additionally, the methods described within can easily be adapted to other policy scenarios.  相似文献

Concerns about local air pollution and climate change have prompted all levels of government to consider a variety of policies to reduce vehicle dependence and fuel consumption, as the transportation sector is one of the largest sources of local and global emissions. Because many of the policy options under consideration are market-based (e.g., gasoline tax, carbon tax), it is important to consider how the impacts would vary across space and affect different subpopulations. Evaluating incidence is relevant for both the expected costs and benefits of a particular policy, however detailed data on vehicle-miles traveled (VMT) and fuel consumption allowing for the distributions of these variables to be estimated at a fine geographic scale is rarely available. This paper uses a unique dataset with more than 20 million vehicles in California to derive estimates of VMT and fuel consumption in order to examine the spatial distribution of impacts for an increase in the price of gasoline as well as the consequences of using different statistics for policy evaluation. Results show that VMT and fuel consumption distributions are not symmetrically distributed and vary significantly within transportation planning regions. To understand the potential implications of this asymmetry, we do a back of the envelope comparison using the mean and mode of the VMT or fuel consumption distribution for policy analysis. We find that assuming a symmetric distribution can lead to a divergence of 20–40% from the estimates based on the empirical distribution. Our results, therefore, introduce caution in interpreting the incidence of policies targeting the transportation sector based on averages.  相似文献

Ambient concentrations of pollutants are correlated with emissions, but the contribution to ambient air quality of on-road mobile sources is not necessarily equal to their contribution to regional emissions. This is true for several reasons such as the distribution of other pollution sources and regional topology, as well as meteorology. In this paper, using a dataset from a travel demand model for the Sacramento metropolitan area for 2005, regional vehicle emissions are disaggregated into hourly, gridded emission inventories, and transportation-related concentrations are estimated using an atmospheric dispersion model. Contributions of on-road motor vehicles to urban air pollution are then identified at a regional scale. The contributions to ambient concentrations are slightly higher than emission fractions that transportation accounts for in the region, reflecting that relative to other major pollution sources, mobile sources tend to have a close proximity to air quality monitors in urban areas. The contribution results indicate that the impact of mobile sources on PM10 is not negligible, and mobile sources have a significant influence on both NOx and VOC pollution that subsequently results in secondary particulate matter and ozone formation.  相似文献

The growth of vehicle sales and use internationally requires the consumption of significant quantities of energy and materials, and contributes to the deterioration of air-quality and climate conditions. Advanced propulsion systems and electric drive vehicles have substantially different characteristics and impacts. They require life cycle assessments and detailed comparisons with gasoline powered vehicles which, in turn, should lead to critical updates of traditional models and assumptions. For a comprehensive comparison of advanced and traditional light duty vehicles, a model is developed that integrates external costs, including emissions and time losses, with societal and consumer life cycle costs. Life cycle emissions and time losses are converted into costs for seven urban light duty vehicles. The results, which are based on vehicle technology characteristics and transportation impacts on environment, facilitate vehicle comparisons and support policy making in transportation. Substantially, more sustainable urban transportation can be achieved in the short-term by promoting policies that increase vehicle occupancy; in the intermediate-term by increasing the share of hybrid vehicles in the car market and in the long-term by the widespread use of electric vehicles. A sensitivity-analysis of life cost results revealed that vehicle costs change significantly for different geographical areas depending on vehicle taxation, pricing of gasoline, electric power and pollution. Current practices in carbon and air quality pricing favor oil and coal based technologies. However, increasing the cost of electricity from coal and other fossil fuels would increase the variable cost for electric vehicles, and tend to favor the variable cost of hybrid vehicles.  相似文献

China, the world’s largest CO2 emitter, is continuing its long-term strategy to use transportation investments as a tool for development. With the expectation that transportation will contribute 30–40% of the total CO2 emissions in China in the near future, there is an imminent need to identify how the development of different transportation modes may have different long-term effects on CO2 emissions. Using time series data over the period of 1985–2013, this paper applies the combined autoregressive distributed lag (ARDL) and vector error correction model (VECM) approach to identify short- and long-run causal relationships between CO2 emissions and mode-specific transportation development, including railway, road, airline, and inland waterway. We find that China’s domestic expansions of road, airline, and waterway infrastructure lead to long-run increases in CO2 emissions. Among them, waterway has the strongest positive impact on CO2 emissions, followed by road. Despite a short-run, positive impact on CO2 emissions, railway expansion leads to long-run decreases in CO2 emissions. The results are especially encouraging for the central government of China given its long-standing and on-going efforts to expand railway infrastructure at the national level. Looking forward, it is recommended that China continues its national investments in railway infrastructure to achieve both environment and economy goals.  相似文献

How a city grows and changes, along with where people choose to live likely affects travel behavior, and thus the amount of transportation CO2 emissions that they produce. People generally go through different stages in their life, and different travel needs are associated with each. The impact of the built environment may vary depending on the lifecycle stage, and the years spent at each stage will differ. A family with children may last for twenty to thirty years, while the time spent without dependents might be short in comparison. Over a family’s lifecycle, how big of a difference might the built environment, through household location choice, have on the amount of transportation CO2 emissions produced? From a climate change perspective, how significant is residential location on the CO2 produced by transportation use? This paper uses data from the Osaka metropolitan area to compare the direct transportation CO2 emissions produced over a family’s lifecycle across five different built environments to determine whether any are sustainable and which lifecycle stage has the greatest overall emissions. This understanding would enable the design of a targeted policy based on household lifecycle to reduce overall transportation CO2 of individuals throughout one’s lifecycle. The yearly average per-capita family lifetime transportation CO2 emissions were 0.25, 0.35, 0.58, 0.78, and 0.79 metric tonnes for the commercial, mixed-commercial, mixed-residential, autonomous, and rural areas respectively. The results show that only the commercial and mixed-commercial areas were considered to be sustainable from a climate change and transportation perspective.  相似文献

Widespread adoption of plug-in electric vehicles (PEVs) may substantially reduce emissions of greenhouse gases while improving regional air quality and increasing energy security. However, outcomes depend heavily on the electricity generation process, power plant locations, and vehicle use decisions. This paper provides a clear methodology for predicting PEV emissions impacts by anticipating battery-charging decisions and power plant energy sources across Texas. Life-cycle impacts of vehicle production and use and Texans’ exposure to emissions are also computed and monetized. This study reveals to what extent PEVs are more environmentally friendly, for most pollutant species, than conventional passenger cars in Texas, after recognizing the emissions and energy impacts of battery provision and other manufacturing processes. Results indicate that PEVs on today’s grid can reduce GHGs, NOx, PM10, and CO in urban areas, but generate significantly higher emissions of SO2 than existing light-duty vehicles. Use of coal for electricity production is a primary concern for PEV growth, but the energy security benefits of electrified vehicle-miles endure. As conventional vehicle emissions rates improve, it appears that power grids must follow suit (by improving emissions technologies and/or shifting toward cleaner generation sources) to compete on an emissions-monetized basis with conventional vehicles in many locations. Moreover, while PEV pollution impacts may shift to more remote (power plant) locations, dense urban populations remain most strongly affected by local power plant emissions in many Texas locations.  相似文献

This paper establishes a link between an activity-based model for the Greater Toronto Area (GTA), dynamic traffic assignment, emission modelling, and air quality simulation. This provides agent-based output that allows vehicle emissions to be tracked back to individuals and households who are producing them. In addition, roadway emissions are dispersed and the resulting ambient air concentrations are linked with individual time-activity patterns in order to assess population exposure to air pollution. This framework is applied to evaluate the effects of a range of policy interventions and 2031 scenarios on the generation of vehicle emissions and greenhouse gases in the GTA. Results show that the predicted increase of approximately 2.6 million people and 1.3 million jobs in the region by 2031 compared to 2001 levels poses a major challenge in achieving meaningful reductions in GHGs and air pollution.  相似文献

The health cost of on-road air pollution exposure is a component of traffic marginal costs that has not previously been assessed. The main objective of this paper is to introduce on-road pollution exposure as an externality of traffic, particularly important during traffic congestion when on-road pollution exposure is highest. Marginal private and external cost equations are developed that include on-road pollution exposure in addition to time, fuel, and pollution emissions components. The marginal external cost of on-road exposure includes terms for the marginal vehicle’s emissions, the increased emissions from all vehicles caused by additional congestion from the marginal vehicle, and the additional exposure duration for all travelers caused by additional congestion from the marginal vehicle. A sensitivity analysis shows that on-road pollution exposure can be a large portion (18%) of marginal social costs of traffic flow near freeway capacity, ranging from 4% to 38% with different exposure parameters. In an optimal pricing scenario, excluding the on-road exposure externality can lead to 6% residual welfare loss because of sub-optimal tolls. While regional pollution generates greater costs in uncongested conditions, on-road exposure comes to dominate health costs on congested freeways because of increased duration and intensity of exposure. The estimated marginal cost and benefit curves indicate a theoretical preference for price controls to address the externality problem. The inclusion of on-road exposure costs reduces the magnitudes of projects required to cover implementation costs for intelligent transportation system (ITS) improvements; the net benefits of road-pricing ITS systems are increased more than the net benefits of ITS traffic flow improvements. When considering distinct vehicle classes, inclusion of on-road exposure costs greatly increases heavy-duty vehicle marginal costs because of their higher emissions rates and greater roadway capacity utilization. Lastly, there are large uncertainties associated with the parameters utilized in the estimation of health outcomes that are a function of travel pollution intensity and duration. More research is needed to develop on-road exposure modeling tools that link repeated short-duration exposure and health outcomes.  相似文献

Subnational incentives to adopt zero emission vehicles (ZEVs) are critical for reducing the external economic damages posed by transportation to air quality and the climate. Few studies estimate these damages for on-road freight, especially at scales relevant for subnational policies requiring cross-border cooperation. Here, we assess the damages to US receptors from emissions of air pollutants (PM2.5, NOx, SO2, NH3), and greenhouse gases (CO2, CH4, N2O) from medium and heavy duty freight trucking, and the benefits of ZEV adoption by census division in the Province of Ontario. We develop an integrated modelling framework connecting a travel demand model, a mobile emissions simulator, and a regression based marginal damages model of air pollutants and climate change. We estimate $1.9 billion (2010 USD) in annual cross-border damages, or $0.16/VKT, resulting from scaled up atmospheric emissions from a ‘typical day’ of medium and heavy duty truck traffic volume for Ontario in 2012. This implies approximately $8000 per truck per year in damages, which could inform an economic incentive for emission reduction. The provincial goal of 5% ZEV adoption would reduce GHG emissions in 2012 by 800 ktCO2e, yielding $89 Million (2010 USD) in cross-border benefits annually, with air quality co-benefits of $83/tCO2e. This result varies between −19% and 22% based on sensitivity analysis for travel and emissions models, though economic damages are likely the largest uncertainty source. Such advances in subnational scale integrated modeling of the environmental impacts of freight can offer insights into the sustainable design of clean freight policy and programs.  相似文献

In this paper we consider travel across Virginia and identify sustainability “sweet spots” where commute lengths and vehicle emissions per mile combine to maximize green travel in terms of total CO2 emissions associated with commuting. The analysis is conducted across local voter precincts (N = 2373 in the state) because they are a useful proxy for neighborhoods and well-sized for implementing policy designed to encourage sustainable travel behavior. Virginia is especially appropriate for an examination of variability in sustainable travel behavior and technologies because the state’s transportation, demographic, and political patterns are particularly diverse and have been changing rapidly. We identify four Virginia precinct-based sustainability clusters: Sweet Spots, Emerging Sweet Spots, Neutral and Non-sustaining. A model of demographic differences among the clusters shows that sustainability outcomes, understood in terms of both local commute behavior and vehicle emissions, are significantly associated with the diverse demography and politics of the state. We also look at changes in transportation sustainability and socio-demographic trends within the clusters over the past half-decade, showing that differences in sustainability and demographic metrics are actually accelerating within the state over time. We conclude with a discussion of the implications of the differences among the clusters for developing and implementing effective transportation sustainability policies across the state.  相似文献

The Federal Clean Air Act Amendments of 1990 (CAAA) may be the most powerful of all environmental laws affecting transportation. They are intended to significantly affect transportation decision-making, not only to achieve air quality goals but also to affect broader environmental goals related to land use, travel mode choice, and reductions in vehicle miles traveled. The CAAA require greater integration of transportation and air quality planning, and assign a greater responsibility to transportation plans and programs for reducing mobile source emissions. By expanding the requirements for determining the conformity of transportation plans, programs, and projects with State Implementation Plans for air quality, and by expanding the use of highway funding sanctions to enforce those requirements, the CAAA ensure a continuing linkage between transportation and environmental goals.While the CAAA give transportation and air quality decision-makers the mandate to better coordinate their respective planning processes, the Intermodal Surface Transportation Efficiency Act of 1991 offers the tools to help carry out that mandate. Consequently, this paper summarizes the transportation and air quality provisions of both of these Acts and their relationships.  相似文献

The vehicle population of Beijing is sharply increasing at an average annual rate of 14.5%, causing severe transportation and environmental problems. The Beijing municipal government and the public have worked hard to control vehicular emissions since 1995. Strategies and measures have been introduced to regulate land use and traffic planning, emission control of in-use vehicles and new vehicles, fuel quality improvement, introduction of clean fuel vehicle technology and fiscal incentives. New development plans for Beijing will change the transportation structure by encouraging public transportation. For in-use vehicles, the I/M program has employed ASM tests since early 2003 and the government has encouraged the retirement of high-emission vehicles. For new vehicles, Beijing introduced Euro 1 and Euro 2 emission standards in early 1999 and 2003, respectively. It is also confirmed that Euro 3 standards will be introduced in 2005. At the same time, the fuel quality in Beijing was improved significantly, by banning lead and reducing sulfur among other changes. CNG and LPG were introduced in 1999 and are used in buses and taxis. Today Beijing has the largest CNG bus fleet in the world with more than 2000 dedicated CNG buses. Beijing has also focused on fiscal incentives such as tax deductions for new vehicles meeting enhanced emission standards to encourage their sales. These strategies and measures have had an impact on the control of vehicular emissions. Despite the rapid increase of the vehicle population by 60% between 1998 and 2003, total vehicular emissions have not increased. With the enhancement of vehicular emission control, the air quality in Beijing is improving as the city strives to its goal for a “Green Olympics”.  相似文献

In combination, the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and the Clean Air Act Amendments of 1990 (CAAA) are innovative and aggressive efforts to move US cities toward integrated transportation and air quality planning. Under these complementary laws, air quality has become a major national transportation goal. In areas with serious air pollution, air quality will be a major consideration in determining the future shape of urban transportation.This paper considers how the CAAA and ISTEA combine to provide an innovative national policy approach of interest to countries seeking to encourage sustainable development in urban centers. The CAAA mandates measurable and enforceable air quality targets. Nation-wide standards are set for acceptable levels of carbon monoxide, ground level ozone, and small particulates. ISTEA includes directions for transportation planners and decision-makers to follow to reach air quality and other goals — transportation planning must emphasize system efficiency, and for cities with severe air pollution, transportation projects are expected to contribute to cleaner air. Each urban area has flexibility in how it applies this framework to reflect its priorities and solve its problems. Strict federal sanctions provide incentives for compliance with both laws.Enactment of these laws has produced a period of transition and uncertainty as well as of challenge and opportunity for planners and elected officials.
