This paper explores the long-run impacts of gross domestic product, exchange rate, and transport costs on bilateral air and ocean freight flows between the US and China. The study employs a cointegration framework by using export and import data over the period of 2003:Q1-2014:Q2. Results show that gross domestic product is the key determinant of bilateral freight flows, indicating that real income of a trading partner is a driving force of the bilateral freight flows between the US and China. In examining the sensitivities of the bilateral trade flows, air freight flows are found to be more responsive to a real income change than ocean freight flows. The bilateral exchange rate is a significant factor affecting the freight flows from China to the US, suggesting that a US dollar appreciation against the Chinese yuan increases the inflows of Chinese commodities to the US. The impacts of the bilateral exchange rate and transport cost are found to vary at industry and commodity levels. These findings support the importance of employing disaggregate data in the bilateral freight flow analysis. 相似文献

The demand for container terminal yards is growing significantly faster than the supply of available land; therefore, containers are typically stacked high to better utilize the land space in container yards. However, in the process of container retrieval, non-productive reshuffling may be required to relocate the containers that are stacked on top of the target container. Container retrieval is directly related to the operational efficiency of terminals. Because the industry has become increasingly competitive, it has become critical to introduce a systematic approach to retrieving containers. In this study, we develop a heuristic that can generate feasible working plans for rail-mounted gantry cranes (RMGC) in container yards to minimize the number of container movements while taking the RMGC working time into consideration. The methodology takes into consideration the case that containers are grouped in terms of their retrieval order. Multi-lift RMGC models also are studied. Comprehensive numerical experiments reveal that the method runs faster than other methods published in the literature by several orders of magnitude; additionally, our method is able to solve instances larger than practical use. The number of movements approaches a theoretical lower bound, and the numerical results clearly demonstrate the tradeoff between the number of movements and the working time, and provide useful insights for yard planning. 相似文献

As the interface point between road and rail, intermodal freight terminals (IFTs) are critical elements in the total freight distribution chain. This paper addresses the twin objectives of reducing freight transport costs and improving customer service by putting forward a number of indicators designed to measure the performance of IFTs. Each of the three major performance areas, namely customer service, operational efficiency and terminal productivity are discussed in detail. A methodology is put forward which enables operating strategies to be evaluated. Computer simulation is used in order to arrive at strategies which reduce operating and capital costs and satisfy customer service requirements. The simulation model outputs include performance measures related to customer service such as mean waiting times required for loading and unloading of containers, as well as productivity measures of terminal operations such as lifting equipment utilisation. 相似文献

Operating rail infrastructures that are shared among different uses is complex. In Western Europe, the predominance of passenger traffic over freight has traditionally led to thorough scheduling of capacity use, with an increasing tendency to anticipate through the design of regular-interval timetables. The paper discusses the specific challenges posed by fitting freight into the timetabling process for a mixed-use rail network, based on current French experience. The analysis is carried out from the perspective of the infrastructure manager. It is mainly supported by the results of a series of about 30 interviews, carried out in 2012 and 2013 with the parties involved in the timetabling process. The paper provides a comprehensive understanding of the process in terms of organization, rules and practices, with an emphasis on the characteristics of freight traffic compared with passenger traffic. The author highlights three key management issues for the French infrastructure manager when dealing with freight: (1) the uncertainty surrounding the mid-long term development of the rail freight market at the national level; (2) the heterogeneity resulting from the diversity of commodities, convoys and profiles and behaviors of the capacity applicants; (3) the volatility of some freight traffic resulting in a great amount of activity in the later stages of the timetabling process. If uncertainty about the future appears to be a highly sensitive issue in the French context, heterogeneity and volatility of freight traffic can be perceived as management challenges that may be experienced, to a greater or lesser degree, on other rail networks. 相似文献

Freight transfer operations are critical in combined transport networks. In this paper a simulation model and modelling approach to the transfer of cargo between trains at rail terminals is presented. The model is used to study the Port-Bou terminal, the main intermodal terminal at the Spanish-French frontier. Four different gantry crane operation modes to interchange containers between trains are evaluated. These operation rules are tested in several scenarios to examine the critical factors of the system and the best operation rule for each situation. Latest generation software is used to develop the model that incorporates modular programming and enhanced graphic systems for output representation. It allows a dynamic display of the simulated system and, likewise, the possibility of developing modules that can be reused in other studies. The research shows how simulation can be a useful planning tool in the rail transportation context. 相似文献

In the rail industry, profit maximization relies heavily on the integration of logistics activities with an improved management of revenues. The operational policies chosen by the carrier have an important impact on the network yield and thus on global profitability. This paper bridges the gap between railroad operations planning and revenue management. We propose a new bilevel mathematical formulation which encompasses pricing decisions and network planning policies such as car blocking and routing as well as train make-up and scheduling. An exact solution approach based on a mixed integer formulation adapted to the problem structure is presented, and computational results are reported on randomly generated instances. 相似文献

This paper presents a comprehensive review of the literature on off-peak hour deliveries (OPHD). The review identifies different approaches and policy levers used in the past, such as the laissez-faire approach, a road pricing approach, an incentives approach, and a regulatory approach. The paper also identifies different delivery reception schemes discussed in the literature. The authors complement the theory with a synthesis of pilot tests and the analysis of a set of interviews with practitioners (from the public sector and other organisations) in charge of OPHD programmes. The results from this review show the potential benefits that these programmes could bring about, the challenges faced in the early stages – along with potential solutions – and the significant progress that has been made in this domain in the last decade. According to the review, the results from the pilot tests tend to be positive, suggesting the importance of these programmes to reach more efficient and sustainable transportation systems. 相似文献

In many urban centers the demand for parking increases sharply before Christmas mainly due to shopping activity — causing parking congestion. One way to ameliorate such congestion is by disseminating parking information. Informed drivers may divert to relatively under-utilized parking facilities relieving the pressure on congested facilities. The City of Nottingham in England tested a real-time parking information system designed to alleviate congestion in the City Center parking facilities. Real-time information was disseminated through the radio, while historical information regarding parking locations was disseminated through newspaper advertisements and leaflets. The objective of this study is to assess impacts of the parking information system on travelers' knowledge and decisions.Survey research was used to understand traveler response. Respondents' levels of knowledge regarding car parks were analyzed by developing Poisson regression models. Drivers were more likely to have greater knowledge of city center car parks if they used several information sources (radio broadcasts, newspaper advertisements or leaflets and word-of-mouth), were active seekers of parking information, and searched for parking rather than going directly to a parking facility. In addition, the study of behavior showed that drivers were more inclined to use the relatively under-utilized Park-and-Ride facilities instead of the city center car parks if they received parking information from Newspaper advertisements/leaflets. Overall, the parking information service in Nottingham was effective; it seems reasonable to establish such information dissemination and monitoring systems at parking facilities in other urban areas. Furthermore, to support informed travel and activity participation decisions, parking information should be integrated with traffic and transit information. 相似文献

This paper analyses a set of measures for transport efficiency improvements from the perspective of the road haulier, particularly regarding improvements suitable for urban distribution and their effects. The first part of the paper addresses literature within the area of transport efficiency. The second part reviews potential transport efficiency improvements with respect to environmental impact and the number of actors involved in the decision. The third part presents results from interviews with the CEOs of two road hauliers regarding their opinions of the transport efficiency measures. Finally, the conclusions about transport efficiency measures are summarized in a matrix, taking into account whether these measures can be considered as costs or benefits for the actors involved. The results show ambiguous and often intricate relations with regard to costs and benefits for the actors in the system. They also explain part of the inertia to change within the freight industry. However, an increasing number of transport operators are now offering more sustainable transport solutions and this service might gain them a competitive advantage in the future. 相似文献

Over recent years, parking policy has become a key element of transport policy in many countries. Parking policy measures can affect many different dimensions of travel behaviour but are likely to be most significant in terms of travellers' choice of parking type and location. This dimension of travel choice has, to date, received comparatively little attention, yet is of vital importance if we are to properly understand and predict the effects of parking policy measures.This paper presents two studies addressing this issue carried out in the United Kingdom and Germany. Both studies used a stated preference approach in order to collect disaggregate data on travellers responses to changes in parking attributes and used these data to build simple logit models of parking type choice. The studies were designed in order to allow comparable choice models to be estimated from the two datasets. The results obtained strongly indicate the need to separately identify the costs associated with different components of the parking activity (e.g., general in-vehicle time, parking search time, egress time) and also point to the existence of significant differences in the relative valuation of these components across different journey purposes. Where possible, the results of the choice modelling exercises are also compared with existing revealed and stated preference results and are found to be generally in line with prior expectations. 相似文献

This paper is about distance and time as factors of competitiveness of intermodal transport. It reviews the relevance of the factors, evaluates time models in practice, compares network distances and times in alternative bundling networks with geometrically varied layouts, and points out how these networks perform in terms of vehicle scale, frequency and door-to-door time. The analysis focuses on intermodal transport in Europe, especially intermodal rail transport, but is in search for generic conclusions. The paper does not incorporate the distance and time results in cost models, and draws conclusions for transport innovation, wherever this is possible without cost modelling. For instance, the feature vehicle scale, an important factor of transport costs, is analysed and discussed.Distance and time are important factors of competitiveness of intermodal transport. They generate (direct) vehicle costs and – via transport quality – indirect costs to the customers. Clearly direct costs/prices are the most important performance of the intermodal transport system. The relevance of quality performances is less clarified. Customers emphasise the importance of a good match between the transport and the logistic system. In this framework (time) reliability is valued high. Often transport time, arrival and departure times, and frequency have a lower priority. But such conclusions can hardy be generalised. The range of valuations reflects the heterogeneity of situations. Some lack of clarity is obviously due to overlapping definitions of different performance types.The following parts of the paper are about two central fields of network design, which have a large impact on transport costs and quality, namely the design of vehicle roundtrips (and acceleration of transport speed) and the choice of bundling type: do vehicles provide direct services or run in what we call complex bundling networks? An example is the hub-and-spoke network. The objective of complex bundling is to increase vehicle scale and/or transport frequency even if network volumes are restricted. Complex bundling requires intermediate nodes for the exchange of load units. Examples of complex bundling networks are the hub-and-spoke network or the line network.Roundtrip and bundling design are interrelated policy fields: an acceleration of the roundtrip speed, often desirable from the cost point of view, can often only be carried out customer friendly, if the transport frequency is increased. But often the flow size is not sufficient for a higher frequency. Then a change of bundling model can be an outcome.Complex bundling networks are known to have longer average distances and times, the latter also due to the presence of additional intermediate exchange nodes. However, this disadvantage is – inside the limits of maximal vehicle sizes – overruled by the advantage of a restricted number of network links. Therefore generally, complex bundling networks have shorter total vehicle distances and times. This expression of economies of scale implies lower vehicle costs per load unit.The last part of the paper presents door-to-door times of load units of complex bundling networks and compares them with unimodal road transport. The times of complex bundling networks are larger than that of networks with direct connections, but nevertheless competitive with unimodal road transport, except for short distances. 相似文献

Breakthrough innovations, whether technological, organizational or both, are a necessity if the market share of intermodal freight transport is to expand. The main growth potential lies in the markets for flows over short distances, for perishable and high-value commodities, for small consignments, and for flows that demand speed, reliability and flexibility. It will take radical innovations to produce a breakthrough in the modal split and allow these new markets to be conquered. Safe and reliable traffic management is vital for uninterrupted and successful operation of the European rail network, where mixed traffic (i.e. freight and passenger) services are run. Although rail freight derailment is infrequent, its consequences can be severe and may result in different forms of costs, including infrastructure; rolling stock; traffic disruptions; injuries and fatalities. The objective of this research paper is to conduct a cost benefit analysis (CBA) to identify cost effective mitigation techniques for efficient rail freight traffic management in Europe, by 2050. Reviewing previous derailments and studies, eight sets of derailment causes are analysed and, for each of them, sets of mitigation techniques are aimed at for their alleviation. The study finds that the highest cumulative costs of derailment are associated with ‘wheel failure’, while the lowest cumulative cost is identified for ‘excessive track width’. Regarding mitigation techniques, the lowest cumulative benefits are demonstrated for ‘track height’ interventions, whereas ‘wheel failure’ alleviation demonstrates the highest benefits, in value terms (all by 2050). In most cases, the benefit to cost ratio did not exceed 2.6; in two cases (‘track height’ and ‘rail failures’) the ratio remained below 1 – a negative outcome where cost is higher than benefit. The study suggests that the most cost-efficient interventions are those applied to ‘hot axle box and axle rupture’ and ‘spring and suspension failure’. 相似文献

The increase of international freight commerce is creating pressure on the existing transport network. Cooperation between the different transport parties (e.g., terminal managers, forwarders and transport providers) is required to increase the network throughput using the same infrastructure. The intermodal hubs are locations where cargo is stored and can switch transport modality while approaching the final destination. Decisions regarding cargo assignment are based on cargo properties. Cargo properties can be fixed (e.g., destination, volume, weight) or time varying (remaining time until due time or goods expiration date). The intermodal hub manager, with access to certain cargo information, can promote cooperation with and among different transport providers that pick up and deliver cargo at the hub. In this paper, cargo evolution at intermodal hubs is modeled based on a mass balance, taking into account hub cargo inflows and outflows, plus an update of the remaining time until cargo due time. Using this model, written in a state-space representation, we propose a model predictive approach to address the Modal Split Aware – Cargo Assignment Problem (MSA–CAP). The MSA–CAP concerns the cargo assignment to the available transport capacity such that the final destination can be reached on time while taking into consideration the transport modality used. The model predictive approach can anticipate cargo peaks at the hub and assigns cargo in advance, following a push of cargo towards the final destination approach. Through the addition of a modal split constraint it is possible to guide the daily cargo assignment to achieve a transport modal split target over a defined period of time. Climate change poses critical challenges for rail infrastructure and operations. However, the systematic analysis of climate risks and the associated costs of tackling them, particularly from a quantitative perspective, is still at an embryonic phase due to the kaleidoscopic nature of climate change impacts and lack of precise climatic data. To cope with such challenges, an advanced Fuzzy Bayesian Reasoning (FBR) model is applied in this paper to understand climate threats of the railway system. This model ranks climate risks under high uncertainty in data and comprehensively evaluates these risks by taking account of infrastructure resilience and specific aspects of severity of consequence. Through conducting a nationwide survey on the British railway system, it dissects the status quo of primary climate risks. The survey implies that the top potential climate threats are heavy precipitation and floods. The primary risks caused by the climate threats are bridges collapsing and bridge foundation damage due to flooding and landslips. The findings can aid transport planners to prioritise climate risks and develop rational adaptation measures and strategies. 相似文献

A well-designed service plan efficiently utilizes its infrastructure and ensures an acceptable level of service stability with consideration of potential incidents that disturb or disrupt the rail transit services. To perform service evaluation, an integrated process combining capacity, resource usage, and system reliability is required to quantify service efficiency and stability in a consistent way. This study adopts capacity-based indices, “capacity utilization” and “expected recovery time”, as the attributes for service efficiency and stability, and develops a comprehensive evaluation framework with three corresponding modules to incorporate capacity, service plan, and system reliability and maintainability simultaneously. The capacity analysis module computes the rail transit capacities under normal and degraded operations. The reliability module classifies and fits the proper reliability and maintainability distributions to the historical interruption data. The service efficiency and stability module analyzes the results of the previous two modules and evaluates the service efficiency and stability of rail transit service plans. Empirical results show that the established evaluation framework can not only evaluate the service efficiency and stability but also identify critical sections and time slots. This tool can help rail transit operators rapidly assess their operational changes and investment strategies related to efficiency and stability so as to provide efficient and stable services to their customers. 相似文献

ABSTRACTThe role of information in the efficient management of freight transport systems is well acknowledged. Administrative functions, such as negotiation or payments, involve intensive communication, while the production of the transport service relies heavily on the sharing of information (e.g. track and trace). Yet, specific literature on information flows is relatively scarce. This paper sets out to contribute to filling in this gap. Firstly, it elaborates a set of maps of the information flows for four conceptualisations – direct link, corridor, hub and spoke, and connected hubs – of maritime freight transport, initially proposed by Woxenius (2007, “Generic Framework for Transport Network Designs: Applications and Treatment in Intermodal Freight Transport Literature.” Transport Reviews 27 (6): 733–749. doi:10.1080/01441640701358796). The results reveal a high degree of similarity between import and export services. Secondly, it assesses the complexity of each conceptualisation’s flow network using the concept of entropy. Flows are characterised along four variables: involved agents, timing, and contents and message type. Additionally, a new taxonomy is proposed to categorise the messages. The results evidence the heterogeneous contributions of each category to the complexity of the flows. Finally, the results also reveal that the information flows for the tasks in the pre-transport stage are not specific to the conceptualisation in question and are of comparable complexity to the flows occurring during the transport stage. 相似文献

Trucks travel both short distances for local deliveries and long distances for transporting goods across the country. Often their travel behavior is tour-based, they run under tight schedules and under curfew on selected roads. Despite these differences from personal travel, in practice truck models largely follow person travel methods. To overcome this shortcoming, a two-layer truck model is developed for the Chicago Metropolitan Area. Long-distance trucks are driven by commodity flows, with distribution centers, rail yards, marine ports and airports being represented explicitly. Empty trucks are accounted for as well. For the short-distance truck model, a novel parameter estimation method makes use of limited data to derive region-specific parameters. The model is fully operational and validates reasonably well against traffic counts. 相似文献
