One interaction between environmental and safety goals in transport is found within the vehicle fleet where fuel economy and secondary safety performance of individual vehicles impose conflicting requirements on vehicle mass from an individual’s perspective. Fleet characteristics influence the relationship between the environmental and safety outcomes of the fleet; the topic of this paper. Cross-sectional analysis of mass within the British fleet is used to estimate the partial effects of mass on the fuel consumption and secondary safety performance of vehicles. The results confirmed that fuel consumption increases as mass increases and is different for different combinations of fuel and transmission types. Additionally, increasing vehicle mass generally decreases the risk of injury to the driver of a given vehicle in the event of a crash. However, this relationship depends on the characteristics of the vehicle fleet, and in particular, is affected by changes in mass distribution within the fleet. We confirm that there is generally a trade-off in vehicle design between fuel economy and secondary safety performance imposed by mass. Cross-comparison of makes and models by model-specific effects reveal cases where this trade-off exists in other aspects of design. Although it is shown that mass imposes a trade-off in vehicle design between safety and fuel use, this does not necessarily mean that it imposes a trade-off between safety and environmental goals in the vehicle fleet as a whole because the secondary safety performance of a vehicle depends on both its own mass and the mass of the other vehicles with which it collides.  相似文献

Considering the role of transport for a 1.5 Degree stabilization pathway and the importance of light-duty vehicle fuel efficiency within that, it is important to understand the key elements of a policy package to shape the energy efficiency of the vehicle fleet. This paper presents an analysis focusing on three types of policy measures: (1) CO2 emission standards for new vehicles, (2) vehicle taxation directly and indirectly based on CO2 emission levels, and (3) fuel taxation. The paper compares the policies in the G20 economies and estimates the financial impact of those policies using the example of a Ford Focus vehicle model. This analysis is a contribution to the assessment of the role of the transport sector in global decarbonisation efforts. The findings of this paper show that only an integrated approach of regulatory and fiscal policy measures can yield substantial efficiency gains in the vehicle fleet and can curb vehicle kilometres travelled by individual motorised transport. Using the illustrative example of one vehicle model, the case study analysis shows that isolated measures, e.g. fuel efficiency regulation without corresponding fuel and vehicle taxes only have minor CO2 emission reduction effects and that policy measures need to be combined in order to achieve substantial emission reduction gains over time. The analysis shows that the highest level of impact is achieved by a combination regulatory and fiscal policies rather than only one policy even if this policy is more aggressive. When estimating the quantitative effect of fuel efficiency standards, vehicle and fuel tax, the analysis shows that substantial gains with regard to CO2 emission are only achieved at a financial impact level above 500 Euros over a four year period.  相似文献

This paper introduces the fleet size and mix pollution-routing problem which extends the pollution-routing problem by considering a heterogeneous vehicle fleet. The main objective is to minimize the sum of vehicle fixed costs and routing cost, where the latter can be defined with respect to the cost of fuel and CO2 emissions, and driver cost. Solving this problem poses several methodological challenges. To this end, we have developed a powerful metaheuristic which was successfully applied to a large pool of realistic benchmark instances. Several analyses were conducted to shed light on the trade-offs between various performance indicators, including capacity utilization, fuel and emissions and costs pertaining to vehicle acquisition, fuel consumption and drivers. The analyses also quantify the benefits of using a heterogeneous fleet over a homogeneous one.  相似文献

In today’s world of volatile fuel prices and climate concerns, there is little study on the relationship between vehicle ownership patterns and attitudes toward vehicle cost (including fuel prices and feebates) and vehicle technologies. This work provides new data on ownership decisions and owner preferences under various scenarios, coupled with calibrated models to microsimulate Austin’s personal-fleet evolution.Opinion survey results suggest that most Austinites (63%, population-corrected share) support a feebate policy to favor more fuel efficient vehicles. Top purchase criteria are price, type/class, and fuel economy. Most (56%) respondents also indicated that they would consider purchasing a Plug-in Hybrid Electric Vehicle (PHEV) if it were to cost $6000 more than its conventional, gasoline-powered counterpart. And many respond strongly to signals on the external (health and climate) costs of a vehicle’s emissions, more strongly than they respond to information on fuel cost savings.Twenty five-year simulations of Austin’s household vehicle fleet suggest that, under all scenarios modeled, Austin’s vehicle usage levels (measured in total vehicle miles traveled or VMT) are predicted to increase overall, along with average vehicle ownership levels (both per household and per capita). Under a feebate, HEVs, PHEVs and Smart Cars are estimated to represent 25% of the fleet’s VMT by simulation year 25; this scenario is predicted to raise total regional VMT slightly (just 2.32%, by simulation year 25), relative to the trend scenario, while reducing CO2 emissions only slightly (by 5.62%, relative to trend). Doubling the trend-case gas price to $5/gallon is simulated to reduce the year-25 vehicle use levels by 24% and CO2 emissions by 30% (relative to trend).Two- and three-vehicle households are simulated to be the highest adopters of HEVs and PHEVs across all scenarios. The combined share of vans, pickup trucks, sport utility vehicles (SUVs), and cross-over utility vehicles (CUVs) is lowest under the feebate scenario, at 35% (versus 47% in Austin’s current household fleet). Feebate-policy receipts are forecasted to exceed rebates in each simulation year.In the longer term, gas price dynamics, tax incentives, feebates and purchase prices along with new technologies, government-industry partnerships, and more accurate information on range and recharging times (which increase customer confidence in EV technologies) should have added effects on energy dependence and greenhouse gas emissions.  相似文献

Differentiated vehicle taxes are considered by many a useful tool for promoting environmentally friendly vehicles. Various structures have been implemented in several countries, e.g. Ireland, France, The Czech Republic, and Denmark. In many countries the tax reforms have been followed by a steep change in new vehicle purchases toward more diesel vehicles and more fuel-efficient vehicles. The paper analyses to what extent a vehicle tax reform similar to the Danish 2007 reform may explain changes in purchasing behaviour. The paper investigates the effects of a tax reform, fuel price changes, and technological development on vehicle type choice using a mixed logit model. The model allows a simulation of the effect of car price changes that resemble those induced by the tax reform. This effect is compared to the effects of fuel price changes and technology improvements. The simulations show that the effect of the tax reform on fuel efficiency is similar to the effect of rising fuel prices while the effect of technological development is much larger. The conclusion is that while the tax reform appeared in the same year as a large increase in fuel efficiency, it seems likely that it only explains a small part of the shift in fuel efficiency that occurred and that the main driver was the technological development.  相似文献

Vehicle fuel efficiency has taken on more economic and environmental significance due to the rise in gasoline prices in 2007/2008. We examine adoption of fuel efficiency technologies by the US automobile industry between 1985 and 2002 and consider the environmental implications. The technology efficient frontier between vehicle weight and fuel efficiency of the US automobile fleet did not move outward significantly for an extended period in the 1980s and 1990s indicating a lack of company- or industry-wide adoption of new fuel efficiency technologies. While the firm with inferior technology capability did push its efficient frontier outward to close the technology gap, the two leading firms’ efficient frontiers first showed signs of possible regression in the early 1990s, and did not move outward significantly until the mid 1990s. Several managerial and policy options are examined for improving vehicle fuel efficiency.  相似文献

The future of US transport energy requirements and emissions is uncertain. Transport policy research has explored a number of scenarios to better understand the future characteristics of US light-duty vehicles. Deterministic scenario analysis is, however, unable to identify the impact of uncertainty on the future US vehicle fleet emissions and energy use. Variables determining the future fleet emissions and fuel use are inherently uncertain and thus the shortfall in understanding the impact of uncertainty on the future of US transport needs to be addressed. This paper uses a stochastic technology and fleet assessment model to quantify the uncertainties in US vehicle fleet emissions and fuel use for a realistic yet ambitious pathway which results in about a 50% reduction in fleet GHG emissions in 2050. The results show the probability distribution of fleet emissions, fuel use, and energy consumption over time out to 2050. The expected value for the fleet fuel consumption is about 450 and 350 billion litres of gasoline equivalent with standard deviations of 40 and 80 in 2030 and 2050, respectively. The expected value for the fleet GHG emissions is about 1360 and 850 Mt CO2 equivalent with standard deviation of 130 and 230 in 2030 and 2050 respectively. The parameters that are major contributors to variations in emissions and fuel consumption are also identified and ranked through the uncertainty analysis. It is further shown that these major contributors change over time, and include parameters such as: vehicle scrappage rate, annual growth of vehicle kilometres travelled in the near term, total vehicle sales, fuel economy of the dominant naturally-aspirated spark ignition vehicles, and percentage of gasoline displaced by cellulosic ethanol. The findings in this paper demonstrate the importance of taking uncertainties into consideration when choosing amongst alternative fuel and emissions reduction pathways, in the light of their possible consequences.  相似文献

Τhis study demonstrates the combination of a microscopic traffic simulator (AIMSUN) with an instantaneous emissions model (AVL CRUISE) to investigate the impact of traffic congestion on fuel consumption on an urban arterial road. The micro traffic model was enhanced by an improved car-following law according to Morello et al. (2014) and was calibrated to replicate measured driving patterns over an urban corridor in Turin, Italy, operating under adaptive urban traffic control (UTC). The method was implemented to study the impact of congestion on fuel consumption for the category of Euro 5 diesel <1.4 l passenger cars. Free flow and congested conditions led to respective consumption differences of −25.8% and 20.9% over normal traffic. COPERT 5 rather well predicted the impact of congestion but resulted to a much lower relative reduction in free flow conditions. Start and stop system was estimated to reduce consumption by 6% and 11.9% under normal and congested conditions, respectively. Using the same modelling approach, UTC was found to have a positive impact on CO2 emissions of 8.1% and 4.5% for normal and congested conditions, respectively, considering the Turin vehicle fleet mix for the year 2013. Overall, the study demonstrates that the combination of detailed and validated micro traffic and emissions models offers a powerful combination to study traffic and powertrain impacts on greenhouse gas and fuel consumption of on road vehicles over a city network.  相似文献

Due to unexpected demand surge and supply disruptions, road traffic conditions could exhibit substantial uncertainty, which often makes bus travelers encounter start delays of service trips and substantially degrades the performance of an urban transit system. Meanwhile, rapid advances of information and communication technologies have presented tremendous opportunities for intelligently scheduling a bus fleet. With the full consideration of delay propagation effects, this paper is devoted to formulating the stochastic dynamic vehicle scheduling problem, which dynamically schedules an urban bus fleet to tackle the trip time stochasticity, reduce the delay and minimize the total costs of a transit system. To address the challenge of “curse of dimensionality”, we adopt an approximate dynamic programming approach (ADP) where the value function is approximated through a three-layer feed-forward neural network so that we are capable of stepping forward to make decisions and solving the Bellman’s equation through sequentially solving multiple mixed integer linear programs. Numerical examples based on the realistic operations dataset of bus lines in Beijing have demonstrated that the proposed neural-network-based ADP approach not only exhibits a good learning behavior but also significantly outperforms both myopic and static polices, especially when trip time stochasticity is high.  相似文献

Vehicle border crossings between Mexico and the United States generate significant amounts of air pollution, which can pose health threats to personnel at the ports of entry (POEs) as well as drivers, pedestrians, and local inhabitants. Although these health risks could be substantial, there is little previous work quantifying detailed emission profiles at POEs. Using the Mariposa POE in Nogales, Arizona as a case study, light-duty and heavy-duty vehicle emissions were analyzed with the objective of identifying effective emission reduction strategies such as inspection streamlining, physical infrastructure improvements, and fuel switching. Historical traffic information as well as field data were used to establish a simulation model of vehicle movement in VISSIM. Four simulation scenarios with varied congestion levels were considered to represent real-world seasonal changes in traffic volume. Four additional simulations captured varying levels of expedited processing procedures. The VISSIM output was analyzed using the EPA’s MOVES emission simulation software for conventional air pollutants. For the highest congestion scenario, which includes a 200% increase in vehicle volume, total emissions increase by around 460% for PM2.5 and NOx, and 540% for CO, SO2, GHGs, and NMHC over uncongested conditions for a two-hour period. Expedited processing and queue reduction can reduce emissions in this highest congestion scenario by as much as 16% for PM2.5, 18% for NOx, 20% for NMHC, 7% for SO2 and 15% for GHGs and CO. Other potential mitigation strategies examined include fleet upgrades, fuel switching, and fuel upgrades. Adoption of some or all of these changes would not only reduce emissions at the Mariposa POE, but would have air-quality benefits for nearby populations in both the US and Mexico. Fleet-level changes could have far-reaching improvements in air quality on both sides of the border.  相似文献

This paper shows the results of a comparative fleet test the main objective of which was to measure the influence of Low Viscosity Oils (LVO) over the fuel consumption and CO2 emissions of urban buses. To perform this test, 39 urban buses, classified into candidate and reference groups depending on the engine oil viscosity, covered a 60,000 km mileage corresponding to two rounds of standard Oil Drain Interval (ODI). In the same way, for 9 buses of the 39 buses, the effect of differential LVO over fuel consumption and their interaction with engine LVO was assessed during the second ODI.Test results confirm that the use of LVO could reduce fuel consumption, hence CO2 emissions. However, special attention should be taken prior to its implementation in a fleet, particularly if the vehicles are powered by engines with high mechanical and thermal stresses during vehicle operation because this could lead to friction loss increase, loss of the potential fuel consumption reduction of LVO and, in the worst scenario, higher rates of engine wear.  相似文献

Abstract

On-road light-duty vehicles (LDVs) play an important role in contributing to urban air pollution. Although vehicles are getting cleaner, regional growth in vehicle population and vehicle miles traveled would somewhat offset California's efforts in transportation pollution reduction. To better understand the role of LDVs in future air pollution, we conduct a case study for Sacramento, California, and investigate future trends in urban air pollution attributable to the light-duty fleet. Results indicate that ambient concentrations of CO, NO x , and total organic gases (TOGs) caused by future light-duty fleets would dramatically decrease over coming years. The resulting concentrations in 2030 might be as low as approximately 20% of the 2005 concentrations. These reflect the improvements in vehicle/fuel technologies and standards in California. However, the future particulate matter (PM10) pollution could be slightly worse than that caused by the 2005 fleet. This is a result of the growing fleet-average emission factors of particulates from 2005 to 2030. For purposes of future particulate control, more attention needs to be paid to LDVs, besides heavy-duty vehicles.  相似文献

The growth of vehicle sales and use internationally requires the consumption of significant quantities of energy and materials, and contributes to the deterioration of air-quality and climate conditions. Advanced propulsion systems and electric drive vehicles have substantially different characteristics and impacts. They require life cycle assessments and detailed comparisons with gasoline powered vehicles which, in turn, should lead to critical updates of traditional models and assumptions. For a comprehensive comparison of advanced and traditional light duty vehicles, a model is developed that integrates external costs, including emissions and time losses, with societal and consumer life cycle costs. Life cycle emissions and time losses are converted into costs for seven urban light duty vehicles. The results, which are based on vehicle technology characteristics and transportation impacts on environment, facilitate vehicle comparisons and support policy making in transportation. Substantially, more sustainable urban transportation can be achieved in the short-term by promoting policies that increase vehicle occupancy; in the intermediate-term by increasing the share of hybrid vehicles in the car market and in the long-term by the widespread use of electric vehicles. A sensitivity-analysis of life cost results revealed that vehicle costs change significantly for different geographical areas depending on vehicle taxation, pricing of gasoline, electric power and pollution. Current practices in carbon and air quality pricing favor oil and coal based technologies. However, increasing the cost of electricity from coal and other fossil fuels would increase the variable cost for electric vehicles, and tend to favor the variable cost of hybrid vehicles.  相似文献

This paper aims to investigate the impact of the built environment (BE) and emerging transit and car technologies on household transport-related greenhouse gas emissions (GHGs) across three urban regions. Trip-level GHG emissions are first estimated by combining different data sources such as origin–destination (OD) surveys, vehicle fleet fuel consumption rates, and transit ridership data. BE indicators for the different urban regions are generated for each household and the impact of neighborhood typologies is derived based on these indicators. A traditional ordinary least square (OLS) regression approach is then used to investigate the direct association between the BE indicators, socio-demographics, and household GHGs. The effect of neighborhood typologies on GHGs is explored using both OLS and a simultaneous equation modeling approach. Once the best models are determined for each urban region, the potential impact of BE is determined through elasticities and compared with the impact of technological improvements. For this, various fuel efficiency scenarios are formulated and the reductions on household GHGs are determined. Once the potential impact of green transit and car technologies is determined, the results are compared to those related to BE initiatives. Among other results, it is found that BE attributes have a statistically significant effect on GHGs. However, the elasticities are very small, as reported in several previous studies. For instance, a 10 % increase in population density will result in 3.5, 1.5 and 1.4 % reduction in Montreal, Quebec and Sherbrooke, respectively. It is also important to highlight the significant variation of household GHGs among neighborhoods in the same city, variation which is much greater than among cities. In the short term, improvements on the private passenger vehicle fleet are expected to be much more significant than BE and green transit technologies. However, the combined effect of BE strategies and private-motor vehicle technological improvement would result in more significant GHGs reductions in the long term.  相似文献

The ’MOT’ vehicle inspection test record dataset recently released by the UK Department for Transport (DfT) provides the ability to estimate annual mileage figures for every individual light duty vehicle greater than 3 years old within Great Britain. Vehicle age, engine size and fuel type are also provided in the dataset and these allow further estimates to be made of fuel consumption, energy use, and per vehicle emissions of both air pollutants and greenhouse gases. The use of this data permits the adoption of a new vehicle-centred approach to assessing emissions and energy use in comparison to previous road-flow and national fuel consumption based approaches. The dataset also allows a spatial attribution of each vehicle to a postcode area, through the reported location of relevant vehicle testing stations. Consequently, this new vehicle data can be linked with socio-demographic data in order to determine the potential characteristics of vehicle owners.This paper provides a broad overview of the types of analyses that are made possible by these data, with a particular focus on distance driven and pollutant emissions. The intention is to demonstrate the very broad potential for this data, and to highlight where more focused analysis could be useful. The findings from the work have important implications for understanding the distributional impacts of transport related policies and targeting messaging and interventions for the reduction of car use.  相似文献

The present paper examines a Vehicle Routing Problem (VRP) of major practical importance which is referred to as the Load-Dependent VRP (LDVRP). LDVRP is applicable for transportation activities where the weight of the transported cargo accounts for a significant part of the vehicle gross weight. Contrary to the basic VRP which calls for the minimization of the distance travelled, the LDVRP objective is aimed at minimizing the total product of the distance travelled and the gross weight carried along this distance. Thus, it is capable of producing sensible routing plans which take into account the variation of the cargo weight along the vehicle trips. The LDVRP objective is closely related to the total energy requirements of the vehicle fleet, making it a credible alternative when the environmental aspects of transportation activities are examined and optimized. A novel LDVRP extension which considers simultaneous pick-up and delivery service is introduced, formulated and solved for the first time. To deal with large-scale instances of the examined problems, we propose a local-search algorithm. Towards an efficient implementation, the local-search algorithm employs a computational scheme which calculates the complex weighted-distance objective changes in constant time. Solution results are presented for both problems on a variety of well-known test cases demonstrating the effectiveness of the proposed solution approach. The structure of the obtained LDVRP and VRP solutions is compared in pursuit of interesting conclusions on the relative suitability of the two routing models, when the decision maker must deal with the weighted distance objective. In addition, results of a branch-and-cut procedure for small-scale instances of the LDVRP with simultaneous pick-ups and deliveries are reported. Finally, extensive computational experiments have been performed to explore the managerial implications of three key problem characteristics, namely the deviation of customer demands, the cargo to tare weight ratio, as well as the size of the available vehicle fleet.  相似文献

This paper compares the vehicle purchasing behaviors in Japan between before and after the eco-car (environmental friendly vehicle) promotion policy implemented. Consumer behaviors are modeled as a two-stage decision process: a consideration set formation stage and a choice-making stage. In the first stage, all available vehicle types are included in the choice set, and consumers are assumed to apply a conjunctive screening rule to construct consideration sets. In the second stage, consumers only evaluate the vehicles in the consideration set and choose the one with maximum utility. The applied Hierarchical Bayes model can avoid the issue of an indifferentiable and irregular likelihood surface caused by thresholds and discontinuities, and the data augmentation and Markov-Chain Monte Carlo estimation methods make it possible to estimate two stages simultaneously using only the information about the consumers’ actual choices. The estimations indicate that the change of consumer behavior during the formation of consideration sets after the policy implemented: more people preferred compact and hybrid vehicles because of their better fuel efficiency and more competitive prices under the tax reduction policy. The results show, however, that most of consumers who purchase hybrid vehicles after the policy implemented are only including hybrid vehicles in their consideration sets, and oil price and vehicle price still play important roles in the choice-making stage for these who consider both gasoline and hybrid vehicles.  相似文献

Taxing vehicle emissions has been advocated as an effective measure to solve the smog and haze problems in China. This paper investigates the effects of vehicle emission taxes on residential segregation in a model of a monocentric city with two income classes. The proposed model explicitly considers the interactions among three types of stakeholders, namely the authority, property developers and heterogeneous households in terms of income level. The properties of the proposed model are analytically explored and the optimal vehicle emission taxes that maximize the social welfare of the urban system are determined. The conditions under which either the rich or the poor lives in the urban central area while the other class in the suburb are identified. The findings show that (i) a high emission tax can drive the low-income households to migrate from suburbs to urban central areas, and the high-income households to migrate from urban central areas to suburbs; (ii) the implementation of the vehicle emission taxes can effectively reduce the air pollution cost and increase the total social welfare of the urban system; and (iii) the emission tax policy may incur inequity issue in terms of change in utility levels of different income classes before and after introducing the vehicle emission taxes.  相似文献

Energy used in transport is a particularly important focus for environment-development studies because it is increasing in both developed and developing countries and is largely carbon-intensive. This paper examines whether a systemic, mutually causal, cointegrated relationship exists among mobility demand, gasoline price, income, and vehicle ownership using US data from 1946 to 2006. We find that those variables co-evolve in a transport system; and thus, they cannot be easily disentangled in the short-run. However, estimating a long-run relationship for motor fuel use per capita was difficult because of the efficacy of the CAFE standards to influence fleet fuel economy. The analysis shows that the fuel standards program was effective in improving the fuel economy of the US vehicle fleet and in temporarily lessening the impact on fuel use of increased mobility demand. Among the policy implications are a role for efficiency standards, a limited impact for fuel tax, and the necessity of using a number of levers simultaneously to influence transport systems.  相似文献
