Under the United States federal Clean Air Act Amendments of 1977, states must implement transportation system management (TSM) tactics in urban areas that have not attained national ambient air quality standards for carbon monoxide and photochemical oxidants. This paper provides a preliminary assessment of the effectiveness and feasibility of using TSM tactics to improve air quality. Based on this assessment, the authors conclude that TSM measures should be effective in eliminating localized carbon monoxide problems, but that such measures are not likely to contribute significantly toward reducing regional oxidant levels. In addition, because most individual TSM tactics can have only marginal impacts on regional motor vehicle emissions, coordinating the planning and implementation of a portfolio of TSM measures will be an essential element of an effective TSM program for improving air quality.  相似文献

Connectivity plays a crucial role as agencies at the federal and state level focus on expanding the public transit system to meet the demands of a multimodal transportation system. Transit agencies have a need to explore mechanisms to improve connectivity by improving transit service. This requires a systemic approach to develop measures that can prioritize the allocation of funding to locations that provide greater connectivity, or in some cases direct funding towards underperforming areas. The concept of connectivity is well documented in social network literature and to some extent, transportation engineering literature. However, connectivity measures have limited capability to analyze multi-modal public transportation systems which are much more complex in nature than highway networks.In this paper, we propose measures to determine connectivity from a graph theoretical approach for all levels of transit service coverage integrating routes, schedules, socio-economic, demographic and spatial activity patterns. The objective of using connectivity as an indicator is to quantify and evaluate transit service in terms of prioritizing transit locations for funding; providing service delivery strategies, especially for areas with large multi-jurisdictional, multi-modal transit networks; providing an indicator of multi-level transit capacity for planning purposes; assessing the effectiveness and efficiency for node/stop prioritization; and making a user friendly tool to determine locations with highest connectivity while choosing transit as a mode of travel. An example problem shows how the graph theoretical approach can be used as a tool to incorporate transit specific variables in the indicator formulations and compares the advantage of the proposed approach compared to its previous counterparts. Then the proposed framework is applied to the comprehensive transit network in the Washington–Baltimore region. The proposed analysis offers reliable indicators that can be used as tools for determining the transit connectivity of a multimodal transportation network.  相似文献

Abstract

The concepts of ‘customer satisfaction’ (CS) and ‘quality of life’ (QOL) have both been used, on a limited basis, in strategic planning and performance measurement at state departments of transportation. However, the meanings and usefulness of these concepts are still unclear or evolving to many practitioners. Based on a review of the literature and customer opinion data collected for various transportation studies in the USA and Europe, this paper offers two important contributions to the transportation literature. The paper clarifies the relationship between the CS and QOL concepts, placing CS in the broader context of customer opinions and subjective well-being. The paper then identifies six categories of survey tools for collecting customer opinions, describing how each can be used within a performance management framework to reveal the QOL impacts of transportation decisions. Agencies can use the definitions, conceptual relationships, performance measures, and decision-making processes discussed in this paper to refine their performance management programs, to better understand customer and public perceptions, and to make systematic progress toward their QOL oriented goals.  相似文献

Accessibility measures reflect the level of service provided by transportation systems to various locations. Basic transportation choice behavior is defined to include those decisions of how many automobiles to own and how many trips to which destinations to make by automobile and by public transit. Here, these decisions are assumed to be made jointly by urban households and are conditional upon residential location decisions. It is the purpose of this paper to explore the role of accessibility as a causal factor in such basic transportation choice behavior.An economic utility theory model of choice behavior is postulated in which the benefits from making trips to specific destinations are reflected by measures of destination attraction. Through determination of utility-maximizing trip frequencies, indirect utility functions are developed which include accessibility concepts. Behavioral implications of these concepts are proposed and contrasts are drawn to accessibility measures used in conventional segregated models of trip distribution, modal choice, and automobile ownership.Sensitivity analyses of alternative empirical definitions of accessibility in the choice model are conducted using data from the Detroit Regional Transportation and Land Use Study — covering counties in southeastern Michigan. These analyses employ a multinomial logit estimation technique and focus on definitions of trip attraction. Results of these analyses indicate that more complicated attraction measures can be replaced by measures involving the proportion of either urban area population or urban area employment within a traffic analysis zone. Also, evidence is found that decision-makers in the case study area consider trips of up to 60 or even 90 minutes duration when evaluating accessibilities offered by alternative public and private transportation systems.  相似文献

Taxicab transportation is a significant segment of urban transportation. Taxicabs, along with other “paratransit” type systems, provide service with characteristics between the automobile and mass transportation. Consequently, they are well suited to a number of special purposes. Taxicabs currently serve a wide range of trip purposes by travellers with varied socio-economic characteristics. Taxicab transportation is most attractive for serving lower density area and off-peak travel particularly where there is only minimal mass transit service. In this regard, taxicabs are a supplement to conventional mass transit. The use of taxicabs for collection and distribution functions for both passengers and freight is gradually being realized. The multiple use of taxicabs offers advantages of increasing taxicab productivity and reducing individual trip costs. Many of the problems related to taxicabs are regulatory and institutional in nature. Unless these constraints are eased or removed, wider application of taxicab transportation, including productivity gains, will be limited.  相似文献

In combination, the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and the Clean Air Act Amendments of 1990 (CAAA) are innovative and aggressive efforts to move US cities toward integrated transportation and air quality planning. Under these complementary laws, air quality has become a major national transportation goal. In areas with serious air pollution, air quality will be a major consideration in determining the future shape of urban transportation.This paper considers how the CAAA and ISTEA combine to provide an innovative national policy approach of interest to countries seeking to encourage sustainable development in urban centers. The CAAA mandates measurable and enforceable air quality targets. Nation-wide standards are set for acceptable levels of carbon monoxide, ground level ozone, and small particulates. ISTEA includes directions for transportation planners and decision-makers to follow to reach air quality and other goals — transportation planning must emphasize system efficiency, and for cities with severe air pollution, transportation projects are expected to contribute to cleaner air. Each urban area has flexibility in how it applies this framework to reflect its priorities and solve its problems. Strict federal sanctions provide incentives for compliance with both laws.Enactment of these laws has produced a period of transition and uncertainty as well as of challenge and opportunity for planners and elected officials. This paper presents an approach to include both the unstorable feature of transportation service and the technological differences within railway companies in efficiency and effectiveness measurements. We explore efficiency and effectiveness for a group of 40 global railways in the year 2002, using traditional data development analysis (TDEA) and network data development analysis (NDEA). Comparing the results obtained from the NDEA model with those from the TDEA indicate that performance measures are quite different in terms of the magnitude, and even using different DEA type models to evaluate railway system performance does not distort the ranking of their performance. We also analyze the inter-related effects among three performance measures, finding that transportation service characteristics have positive effects on the evaluation of performance. Generally speaking, the NDEA model provides deeper insight regarding the sources of inefficiency and process-specific guidance to railway managers so as to help them improve their railway’s performance.  相似文献

ABSTRACT

To survive under the ever increasing competitive and global pressures to operate more efficiently, transportation companies are obliged to adopt a collaborative focus. Various types of cooperative supply chain relationships have been discussed in both professional and academic literature over the last decades. However, research on horizontal cooperation in logistics remains scarce and scattered across various research domains. Companies operating at the same level of the supply chain and performing comparable logistics functions may cooperate horizontally to increase their productivity, improve their service level and enhance their market position. In this paper, the focus is on the operational planning of horizontal cooperations between road transportation carriers. Following a scientific literature review, a distinction may be made between two operational approaches to horizontal logistics collaboration: order sharing and capacity sharing. For both research streams, a detailed overview of solution techniques proposed in literature is presented. Moreover, some interesting opportunities for future research are identified.  相似文献

In this paper, we will first review literature of the land use and transportation interaction and then develop a new land use allocation methodology called Three Stages-Two-Feedback Method (Integration Method) for both land use allocation and the transportation policy options with a practical implementation. Then we apply this method in an urban general planning project in China with more than 1.2 million populations. In this project, we evaluated three land use allocation strategies and three transportation policy options using two application tools (with and without feedbacks) using this method implemented in a land use planning system UPlan and a transportation planning system Emme. The results show that the use of the feedback method (Application Two) results in a vehicle distance reduction and the increase in the service coverage area of transit bus stops at the same time. Due to the use of transportation accessibility and the congestion measures with a MSA implementation, the accessibility measure shows a convergent process over iterations. This nice feature can be used for alternative comparisons. Future research subjects are also discussed.  相似文献

The scheduling operations of many paratransit agencies in the United States are undertaken manually. Those customers who are eligible to travel call in their requests the day before the trip is needed. As the trip requests are received, they are entered into a list of unscheduled trips. In order to schedule these trips, the scheduler must first determine the number of drivers and shuttle buses that are available as well as the time of availability of each. The scheduler must then try to match the rides that are in “similar” areas around the “same” time to place together on the driver's schedule. As new trip requests are made, the schedulers must adjust the trips that are already scheduled to try and schedule as many trips as possible in the most efficient way.

By developing a system that would improve the scheduling system operations of, in this case, DART (Delaware Administration for Regional Transit) First State Paratransit, customers can expect to receive better service that will improve their ability to travel throughout the community. Some devices that could also improve the operations of paratransit agencies are described in this paper, such as satellite‐based Global Positioning System (GPS), radio communication systems, mobile computers, radio frequency‐based data communication systems, internet web pages, automated paratransit information systems, and card‐based data storage and transfer media. However, because paratransit systems are difficult to operate cost‐efficiently, the optimum and most cost‐efficient device must be selected. The system chosen for DART First State Paratransit includes the use of a relational database management system (RDMS) and a transportation Geographic Information System (GIS). RDMS keeps track of the database information as well as the scheduled trips and the GIS is ideal for analyzing both geographic and temporal data. An examination of the relationship between energy supplies and transportation systems indicates that a major confrontation is forthcoming. Predictions of the world's petroleum supplies and the primary dependence of transportation systems on petroleum show that there will be a depletion of these supplies in the next 50 years unless major changes in transportation and energy planning and policy making are forthcoming. A closer examination of specific transportation systems through the use of the transportation/ energy efficiency indicates that automobiles, aircraft and intercity trucking are most inefficient on a mobility per unit of petroleum basis. Recommendations on the difficult problem of how to account for the depletion characteristics of transportation systems are given. These include coordinated transportation and energy planning, restricted petroleum and transportation toll and tax rates, research and development on propulsion systems less dependent on petroleum, and a shifting of emphasis to higher transportation/energy efficiency systems such as compact automobiles, buses and trains.  相似文献

Network location models have been used extensively for siting public and private facilities. In this paper, we investigate a model that simultaneously optimizes facility locations and the design of the underlying transportation network. Motivated by the simple observation that changing the network topology is often more cost-effective than adding facilities to improve service levels, the model has a number of applications in regional planning, distribution, energy management, and other areas. The model generalizes the classical simple plant location problem. We show how the model can be solved effectively. We then use the model to analyze two potential transportation planning scenarios. The fundamental question of resource allocation between facilities and links is investigated, and a detailed sensitivity analysis provides insight into the model's usefulness for aiding budgeting and planning decisions. Recent studies to evaluate the quality of transit service are generating a good amount of renewed interest in an old idea, the passenger's perspective; this new interest stems from recognizing that transit service quality should be characterised, measured, and managed by parameters capturing both passenger and transit operator perspectives. However, although the selected parameters are user‐oriented in their input, the output may not be as user‐oriented as considered, and the number or the percentage of passengers is often neglected. As a result, the findings are often misleading because the perspectives of transit operators dominate. Therefore, academics and practitioners must rethink their strategies of quality analysis of public transportation by stressing more on the role of passengers. These challenges are addressed in this paper with a practical, simple, and holistic framework, for Transit Quality (TRANSQUAL). This framework provides for the involvement of all stakeholders in the characterisation, measurement, and management of the stages of quality monitoring, which is jointly analyzed at different planning levels. In the characterization stage, the framework supports the selection of parameters to be monitored. The measurement stage sets and measures four quality areas in terms of percentage of passengers who expect a predefined level of service, for whom the service is designed, who receive the planned service, and who perceive the service as delivered. The management stage computes the differences between these percentages, points out criticalities, and recommends corrective actions. Door-to-door transportation service for elderly and persons with disabilities is often called dial-a-ride (DAR), and is usually provided by transit agencies through private contractors. Growth in DAR ridership is reported across the United States and this tendency will likely continue due to aging population. Such trends encourage development of models that can provide decision support in planning new DAR systems or expanding existing ones. Several statistical models were previously developed to predict the required DAR system capacity, given various characteristics of the service region, level-of-service requirements and operator constraints. Our work contributes to this line of research by proposing statistical and machine learning approaches that provide more accurate predictions over a wider range of scenarios. This is accomplished through transformation of variables and application of generalized linear model and support vector regression. Proposed models are built into an online tool that can help transit planners and policy makers: (a) estimate the capacity and operating cost of a DAR system needed to provide the desired level of service, (b) explore tradeoffs between system costs and levels of service, and (c) compare the cost of providing DAR service with other transportation alternatives (e.g., taxi, conventional transit).  相似文献

Increasing private sector involvement in transportation services has significant implications for the management of road networks. This paper examines a concession model’s effects on a road network in the mid-sized city of Fresno, California. Using the existing transportation planning models of Fresno, we examine the effects of privatization on a number of typical system performance measures including total travel time and vehicle miles traveled (VMT), the possibility of including arterials, and the differences between social cost prices and profit maximizing prices. Some interesting insights emerge from our analysis: (1) roads cannot be considered as isolated elements in a concession model for a road network; (2) roads can function as complements at some levels of demand and become substitutes at other levels; (3) policy makers/officials should consider privatizing/pricing arterials along with privatizing highways; (4) temporally flexible but limited price schedule regulations should be part of leasing agreements; and (5) non-restricted pricing may actually worsen system performance, while limited pricing can raise enormous profits as well as improve system performance.  相似文献

A macroscopic assessment of the impacts of private and public transportation systems on the sustainability of the Greater Toronto Area (GTA) is undertaken from economic, environmental and social perspectives. The methodology draws upon the urban metabolism and sustainability indicators approaches to assessing urban sustainability, but compares modes in terms of passenger-kms. In assessing the economic sustainability of a city, transportation should be recognized as a product, a driver and a cost. In 1993, the traded costs of automobile use in the GTA were approximately balanced by the value of the automobile parts and assembly industry. But local transit costs 1/3 to 1/6 of the auto costs per person-km, in traded dollars, mainly because local labour is the primary cost.Public transportation is more sustainable from an environmental perspective. Automobile emissions are a major contributor to air pollution, which is a serious contemporary environmental health problem in Toronto. Public transportation modes are less energy intensive (including indirect energy consumption) and produce CO2 at an order of magnitude lower, although these benefits are partially undermined by under-utilization of transit capacity and the source of electricity generation.The social benefits of automobile use are likely more significant than costs in determining GTA residents' preferential mode choice. The speed and access of auto use provide important economic benefits, e.g. relating to employment and product choice. Nevertheless, offsetting the service attributes of private transportation are large social costs in terms of accidents. The costs of automobile insurance provide one tangible measure of such negative impacts.In order to improve the sustainability of the GTA, innovative approaches are required for improving the performance level of public transportation or substantially reducing the need for the service level provided by automobiles. Efforts such as greater integration of bicycles with public transit, or construction of light-rail systems in wide roadways, might be considered. But to be sustainable overall, a transportation system has to be flexible and adaptable and so must combine a mixture of modes.  相似文献

Traffic congestion negatively impacts our society. Most of the traditional transportation planning techniques – though effective – require rigorous amounts of data and analysis which consumes time and resources. This paper uses social network analysis (SNA) to analyze transportation networks, and consequently corroborate the effectiveness of SNA as a complementary tool for improved transportation planning. After creating the connection between the language and concepts of SNA and those of transportation systems – as well as developing a model that utilizes different SNA centrality measures within the transportation context – the authors utilize SNA to investigate traffic networks in three case studies in the state of Louisiana, analyze the results and draw conclusions. To this effect, with minimal cost and time, the model identifies the most critical intersections that should be further investigated using traditional techniques. These results are in agreement with the findings of Louisiana’s Department of Transportation and Development.  相似文献

Recent earthquake disasters have caused major damage to transportation networks, leading to significant economic disruption. While this suggests the need to evaluate total system performance in transportation risk assessment, in addition to examining the vulnerability of individual components such as bridges, no appropriate measures currently exist. This paper develops post-disaster system performance measures and applies them to the urban rail and highway transportation systems in the Kobe, Japan, region devastated by the 1995 Hyogoken–Nanbu earthquake. Performance is evaluated in terms of network coverage and transport accessibility. Performance degradation was much more severe for highways and railways than for other lifeline infrastructure systems. Both transportation systems fared poorly in the disaster but service restoration proceeded much more rapidly for rail. The restoration of highway system performance correlated closely with the recovery of highway traffic volumes. The paper further develops a measure of subarea transport accessibility and applies this to Kobe’s constituent city wards. Results indicate substantial spatial disparity that is maintained throughout the restoration period. Comparisons with the 1989 Loma Prieta and 1994 Northridge earthquakes in the US show that although these disasters caused notable damage to highway bridges, system performance degradation was small in comparison with the Kobe experience. The paper argues that explicitly measuring transportation system performance can greatly facilitate both understanding the effects of historic disasters and preparing for future hazard events.  相似文献

The record of public involvement in the transportation planning process in the United States has been uneven and, at times, disappointing. It is therefore a matter of some satisfaction that the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), recognizes that public involvement and input is essential in transportation plan-making. However, little guidance is available to planners as to how participatory democracy could possibly be enhanced and improved in the existing transportation planning process. As matters stand today, the predominant use of technical rationality in the planning process, to the exclusion of communicative action, has probably been the biggest problem. This paper introduces the concepts of communicative action to buttress and complement technical rationality, currently used in the transportation planning process. A real-life case-study is presented to demonstrate how communicative action was successfully used in a problem-ridden planning situation. Validity claims as suggested by Habermas in his Theory of Communicative Action are used in this case-study. It is concluded that academic institutions as well as planning agencies will have to make a concerted effort to educate and train planners not only to be involved with the engineering of our infrastructure, but also to be equally concerned with coping with the social, economic and political dimensions of planning.  相似文献

The urban parking and the urban traffic systems are essential components of the overall urban transportation structure. The short-term interactions between these two systems can be highly significant and influential to their individual performance. The urban parking system, for example, can affect the searching-for-parking traffic, influencing not only overall travel speeds in the network (traffic performance), but also total driven distance (environmental conditions). In turn, the traffic performance can also affect the time drivers spend searching for parking, and ultimately, parking usage. In this study, we propose a methodology to model macroscopically such interactions and evaluate their effects on urban congestion.The model is built on a matrix describing how, over time, vehicles in an urban area transition from one parking-related state to another. With this model it is possible to estimate, based on the traffic and parking demand as well as the parking supply, the amount of vehicles searching for parking, the amount of vehicles driving on the network but not searching for parking, and the amount of vehicles parked at any given time. More importantly, it is also possible to estimate the total (or average) time spent and distance driven within each of these states. Based on that, the model can be used to design and evaluate different parking policies, to improve (or optimize) the performance of both systems.A simple numerical example is provided to show possible applications of this type. Parking policies such as increasing parking supply or shortening the maximum parking duration allowed (i.e., time controls) are tested, and their effects on traffic are estimated. The preliminary results show that time control policies can alleviate the parking-caused traffic issues without the need for providing additional parking facilities. Results also show that parking policies that intend to reduce traffic delay may, at the same time, increase the driven distance and cause negative externalities. Hence, caution must be exercised and multiple traffic metrics should be evaluated before selecting these policies.Overall, this paper shows how the system dynamics of urban traffic, based on its parking-related-states, can be used to efficiently evaluate the urban traffic and parking systems macroscopically. The proposed model can be used to estimate both, how parking availability can affect traffic performance (e.g., average time searching for parking, number of cars searching for parking); and how different traffic conditions (e.g., travel speed, density in the system) can affect drivers ability to find parking. Moreover, the proposed model can be used to study multiple strategies or scenarios for traffic operations and control, transportation planning, land use planning, or parking management and operations.  相似文献
