We have completed a survey of Southern California residents designed to examine whether the details of policy design can make congestion pricing more attractive to the motoring public. A congestion fee proposal is often regarded as simply a tax increase; also, especially in the US, motorists apparently regard the use of congestion fees as coercive, in that they often have few if any practical alternatives to paying the fee. Unlike most opinion surveys on congestion pricing, our survey was quite explicit about the fate of the collected revenues. For example, we presented respondents with policies that returned a substantial portion of the revenues to the public, either in the form of cash (through reductions in sales taxes and vehicle registration fees or through income tax credits) or in the form of coupons to be used for vehicle emissions equipment repair, transit, and the like. In addition, we examined whether the typically intense opposition to congestion pricing if applied only to a part of a roadway, leaving the motorist free to choose between free lanes and toll lanes. We find that a promise to offset the imposition of congestion fees by other taxes can result in a 7% point increase in support for congestion pricing policies, and the restriction of congestion pricing to a single lane on a freeway attracts from 9% to 17% points of additional support.  相似文献

This article reviews empirical studies of how employer-paid parking affects employees' travel choices. A strong effect is found: parking subsidies greatly increase solo driving. When employers reduce or remove parking subsidies, a significant number of solo drivers shift to carpools and/or transit. This conclusion is based on studies of parking subsidies in a variety of circumstances, including central city and suburban areas, private and public employers, and clerical and professional employees. Three measures are developed to compare changes in commute patterns: changes in the share of solo drivers. changes in the number of autos driven to work per 100 employees, and the parking price elasticity of demand for solo driving. The studies reviewed here show that 19 to 81 percent fewer employees drive to work alone when they pay for their own parking. Because 90 percent of American commuters who drive to work receive employer-paid parking, these findings are significant for designing transportation policies to reduce air pollution, traffic congestion, and energy consumption.  相似文献

This study investigated whether the availability of transportation alternatives for older drivers is a determinant of the decision to cease driving. We recruited participants from a total of 7827 drivers aged 69 years or older living in Ibaraki Prefecture, Japan who were scheduled to renew their driving license between February and April 2011. In November 2010, we distributed questionnaires to collect data on predictors of driving cessation, and again in December 2012 to determine who had actually ceased driving. The relative impacts of factors related to driving cessation were then estimated. Of the 3089 respondents, 157 did not renew their license. The strongest determinants of this decision were having been advised to stop driving and if they had developed less confidence in their ability to drive safely. Even so, respondents were far more likely to have actually stopped driving if they were sure that someone else was available to provide a ride when they needed one. The final decision to stop driving is strongly influenced by personal convenience based on private transport, especially amongst drivers who have been advised to stop. The availability of public transport alternatives is not as important a factor in this decision.  相似文献

One full year of high-resolution driving data from 484 instrumented gasoline vehicles in the US is used to analyze daily driving patterns, and from those infer the range requirements of electric vehicles (EVs). We conservatively assume that EV drivers would not change their current gasoline-fueled driving patterns and that they would charge only once daily, typically at home overnight. Next, the market is segmented into those drivers for whom a limited-range vehicle would meet every day’s range need, and those who could meet their daily range need only if they make adaptations on some days. Adaptations, for example, could mean they have to either recharge during the day, borrow a liquid-fueled vehicle, or save some errands for the subsequent day. From this analysis, with the stated assumptions, we infer the potential market share for limited-range vehicles. For example, we find that 9% of the vehicles in the sample never exceeded 100 miles in one day, and 21% never exceeded 150 miles in one day. These drivers presumably could substitute a limited-range vehicle, like electric vehicles now on the market, for their current gasoline vehicle without any adaptation in their driving at all. For drivers who are willing to make adaptations on 2 days a year, the same 100 mile range EV would meet the needs of 17% of drivers, and if they are willing to adapt every other month (six times a year), it would work for 32% of drivers. Thus, it appears that even modest electric vehicles with today’s limited battery range, if marketed correctly to segments with appropriate driving behavior, comprise a large enough market for substantial vehicle sales. An additional analysis examines driving versus parking by time of day. On the average weekday at 5 pm, only 15% of the vehicles in the sample are on the road; at no time during the year are fewer than 75% of vehicles parked. Also, because the return trip home is widely spread in time, even if all cars plug in and begin charging immediately when they arrive home and park, the increased demand on the electric system is less problematic than prior analyses have suggested.  相似文献

A driving restriction policy, as one of the control-and-command rationing measures, is a politically acceptable policy tool to address traffic congestion and air pollution in some countries and cities in the world. Beijing is the first city in China to implement this policy. A one-day-a-week driving restriction scheme was expected to take 20% of cars off the road every week day. Using household survey and travel diary data, we analyze the short-term effect of this driving restriction policy on individual travel mode choice. The data also allow us to identify which demographic groups are more likely to break the restriction rule. The estimates reveal that the restriction policy in Beijing does not have significant influence on individuals’ decisions to drive, as compared with the policy’s influence on public transit. The rule-breaking behavior is constant and pervasive. We found that 47.8% of the regulated car owners didn’t follow the restriction rules, and drove “illegally” to their destination places. On average, car owners who traveled during peak hours and/or for work trips, and whose destinations were farther away from the city center or subway stations, were more likely to break the driving restriction rules. Therefore, Beijing is probably in need of more comprehensive and palatable policy instruments (e.g., a combination of congestion tolls, parking fees, fuel taxes, and high-speed transit facilities) to effectively alleviate traffic congestion and air pollution.  相似文献

The purpose of this paper is to show the possibility of a co-existence of public and private parking management systems even when all the parking spaces are owned by the government. This study focuses on the issue of collecting parking fees by a private firm that has been used by some local governments in Taiwan. We assume that the government behaves as a leader and a private firm as a follower in a Stackelberg three-stage game. At stage 1, the government selects its parking space. At stage 2, the government and the firm set their parking fees simultaneously. At the final stage, consumers (drivers) choose the parking lot between the space of the government and that of the firm by considering the full costs, consisting of the parking fee and the searching (with congestion) time cost. The objective of the government is to maximize welfare and that of the firm is to maximize profit. The model is constructed at first and a simulation analysis is then made. The result supports the strategy of adopting the franchise of collecting parking fees if the private firm is more efficient than the government. Moreover, the government may keep fewer parking spaces and release more parking spaces to the firm under the goal of maximizing welfare.  相似文献

A growing literature exploits macroscopic theories of traffic to model congestion pricing policies in downtown zones. This study introduces trip length heterogeneity into this analysis and proposes a usage-based, time-varying congestion toll that alleviates congestion while prioritizing shorter trips. Unlike conventional trip-based tolls the scheme is intended to align the fees paid by drivers with the actual congestion damage they do, and to increase the toll’s benefits as a result.The scheme is intended to maximize the number of people that finish their trips close to their desired times. The usage-based toll is compared to a traditional, trip-based toll which neglects trip length. It is found that, like trip-based tolls, properly designed usage-based tolls alleviate congestion. But they reduce schedule delay more than trip-based tolls and do so with much smaller user fees. As a result usage-based tolls leave most of those who pay with a large welfare gain. This may increase the tolls’ political acceptability.  相似文献

In the next three decades there will a huge increase in both the absolute number of older people and in their percentage of the populationin almost all Western European countries, North America, and Australia. Most older people will have active lifestyles in which mobility and access play a major role and almost all older men and a majority of older women will be car drivers, used to the convenience and flexibility which the car provides.Using data from the US, Australia, Germany, New Zealand, Norway, and the United Kingdom, the paper shows that, in spite of cultural and policy differences, older people around the world are more likely to have a license, to take more trips, and to do so more often as the driver of a car than older people just a decade ago; they are also less likely to use public transit. These trends have a number of sustainability implications – the most obvious one is increased environmental pollution. For example, even though older people may travel less than younger drivers they may be polluting proportionately more because a) they are less likely to make as great a proportion of trips in public transit as younger people and b) the trips they do make may create more pollutants. In addition, older drivers may incur more wasted miles due to wayfinding errors and trip-scouting behavior. And when older people curtail their driving, younger family members may have to increase (or lengthen) their trip-making to provide needed services or additional transportation.While this paper stresses the environmental problems posed by an aging population, effective strategies arise from a focus on a broader definition of sustainability. The most important approach is to accept the inevitable and work to make the private car "greener" and safer. New transit service concepts and strategic community and neighborhood design and service elements can complement the development of cleaner cars.Although many of the potential strategies are not new, or can be expensive to implement, the convergence of environmental concerns with other problems arising from the automobility of the elderly – including increasing crash rates and serious loss of mobility among those unable to drive – may make these policies more politically viable than in the past.  相似文献

Proper intersection sight distance can effectively lower the possibility of intersection accidents. American Association of State Highway and Transportation Officials (2011) provide a series of recommended dimensions of intersection sight triangles for uncontrolled and stop/yield‐controlled intersections. However, in reality, although the actual intersection design for unsignalized intersections satisfies the requirements of sight distance and clear sight triangle in American Association of State Highway and Transportation Officials' guideline, there are still a large number of crashes occurring at unsignalized intersections for drivers running stop/yield signs or failing to slow down. This paper presents a driving simulator study on pre‐crash at intersections under three intersection field of view (IFOV) conditions. The aim was to explore whether better IFOVs at unsignalized intersections improve their emergent collision avoidance performance under an assumption of valid intersection sight distance design. The experimental results show drivers' ability to identify potential hazards to be significantly affected by their IFOVs. As drivers' IFOV improved, drivers were more likely to choose braking actions to avoid collisions. Better IFOVs were also associated with significant increases in brake time to intersection and significant reductions in deceleration rate and crash rate, thus leading to a lower risk of traffic crash involvement. The results indicate that providing a better IFOV for drivers at intersections should be encouraged in practical applications in order to improve drivers' crash avoidance capabilities. A recent study reported that the Macroscopic Fundamental Diagram of a medium size city exhibited a clockwise hysteresis loop on a day in which a major disturbance caused many drivers to use unfamiliar routes. It is shown below that, even in a perfectly symmetric network with uniform demand, clockwise loops are to be expected when there are disturbances, especially if the disturbances cause a significant fraction of the drivers to not change routes adaptively. It is also shown that when drivers are not adaptive networks are inherently more unstable as they recover from congestion than as they are loaded. In other words, during recovery congestion tends more strongly toward unevenness because very congested areas clear more slowly than less congested areas. Since it is known that uneven congestion distributions reduce network flows, it follows that lower network flows should arise during recovery, resulting in clockwise loops. Fortunately, the presence of a sufficient number of drivers that choose routes adaptively to avoid congested areas helps to even out congestion during recovery, increasing flow. Thus, clockwise loops are less likely to occur when driver adaptivity is high.  相似文献

Nonlinear pricing (a form of second-degree price discrimination) is widely used in transportation and other industries but it has been largely overlooked in the road-pricing literature. This paper explores the incentives for a profit-maximizing toll-road operator to adopt some simple nonlinear pricing schemes when there is congestion and collecting tolls is costly. Users are assumed to differ in their demands to use the road. Regardless of the severity of congestion, an access fee is always profitable to implement either as part of a two-part tariff or as an alternative to paying a toll. Use of access fees for profit maximization can increase or decrease welfare relative to usage-only pricing for profit maximization. Hence a ban on access fees could reduce welfare.  相似文献

Although car-following behavior is the core component of microscopic traffic simulation, intelligent transportation systems, and advanced driver assistance systems, the adequacy of the existing car-following models for Chinese drivers has not been investigated with real-world data yet. To address this gap, five representative car-following models were calibrated and evaluated for Shanghai drivers, using 2100 urban-expressway car-following periods extracted from the 161,055 km of driving data collected in the Shanghai Naturalistic Driving Study (SH-NDS). The models were calibrated for each of the 42 subject drivers, and their capabilities of predicting the drivers’ car-following behavior were evaluated.The results show that the intelligent driver model (IDM) has good transferability to model traffic situations not presented in calibration, and it performs best among the evaluated models. Compared to the Wiedemann 99 model used by VISSIM®, the IDM is easier to calibrate and demonstrates a better and more stable performance. These advantages justify its suitability for microscopic traffic simulation tools in Shanghai and likely in other regions of China. Additionally, considerable behavioral differences among different drivers were found, which demonstrates a need for archetypes of a variety of drivers to build a traffic mix in simulation. By comparing calibrated and observed values of the IDM parameters, this study found that (1) interpretable calibrated model parameters are linked with corresponding observable parameters in real world, but they are not necessarily numerically equivalent; and (2) parameters that can be measured in reality also need to be calibrated if better trajectory reproducing capability are to be achieved.  相似文献

Morning commuters choose their departure times and travel modes based on a combinational evaluation of factors associated with the chances of running into bottleneck congestion, likely schedule delays, parking space availability as well as monetary costs of traveling and parking. This study investigates a morning commute problem with carpooling behavior under parking space constraint at destination. We consider such a scenario that as a competing mode of the transit line, the highway contains a carpool lane only used by carpoolers while all solo drivers are forced to use a general purpose (GP) lane. Unlike the standard bottleneck model, the rush-hour dynamic departure patterns with a binding parking supply vary with the relative proportion of the two lanes’ capacities. The possible departure pattern domain with different parking supply and lane capacity allocation is explored in terms of the relative extra carpool cost and distinguished between the bi-mode and multi-mode equilibria. It is found that compared with solo drivers, carpoolers have shorter rush hour in order to smooth the extra carpool cost. With the decrease of parking spots, the number of solo drivers cuts down gradually, whilst the number of carpoolers climbs up firstly and then declines in the multi-mode system. Under mild assumptions, the best system performance can be realized with the joint consideration of total travel cost and vehicle emission cost through optimizing the lane capacity allocation and the parking supply.  相似文献

Driving behavior is generally considered to be one of the most important factors in crash occurrence. This paper aims to evaluate the benefits of utilizing context-relevant information in the driving behavior assessment process (i.e. contextual driving behavior assessment approach). We use a Bayesian Network (BN) model that investigates the relationships between GPS driving observations, individual driving behavior, individual driving risks, and individual crash frequency. In contrast to prior studies without context information (i.e. non-contextual approach), the data used in the BN approach is a combination of contextual features in the surrounding environment that may contribute to crash risk, such as road conditions surrounding the vehicle of interest and dynamic traffic flow information, as well as the non-contextual data such as instantaneous driving speed and the acceleration/deceleration of a vehicle. An information-aggregation mechanism is developed to aggregates massive amounts of vehicle GPS data points, kinematic events and context information into drivel-level data. With the proposed model, driving behavior risks for drivers is assessed and the relationship between contextual driving behavior and crash occurrence is established. The analysis results in the case study section show that the contextual model has significantly better performance than the non-contextual model, and that drivers who drive at a speed faster than others or much slower than the speed limit at the ramp, and with more rapid acceleration or deceleration on freeways are more likely to be involved in crash events. In addition, younger drivers, and female drivers with higher VMT are found to have higher crash risk.  相似文献

High-occupancy-vehicle (HOV) lanes are often suggested as a cost-effective alternative to address growing traffic congestion problems by providing priority treatment for buses and carpools. As a consequence of introduction of HOV lanes, some auto drivers would switch to buses and carpools, thereby reducing total vehicle demand, whereas there would be fewer lanes available for the remaining vehicles, thus possibly increasing the time cost of solo drivers. It is therefore an important issue to evaluate the efficiency of HOV lanes based on some system-wide cost-effectiveness measures. This short note presents a simple demand-supply equilibrium model to evaluate the benefit resulting from HOV lanes, and therefore determine whether and how many HOV lanes should be introduced in a multilane highway.  相似文献

The drive to reduce fuel consumption and greenhouse gas emissions is one shared by both businesses and governments. Although many businesses in the European Union undertake interventions, such as driver training, there is relatively little research which has tested the efficacy of this approach and that which does exist has methodological limitations. One emerging technology employed to deliver eco-driving training is driver training using a simulator. The present study investigated whether bus drivers trained in eco-driving techniques were able to implement this learning in a simulator and whether this training would also transfer into the workplace. A total of 29 bus drivers attended an all-day eco-driving course and their driving was tested using a simulator both before and after the course. A further 18 bus drivers comprised the control group, and they attended first aid courses as well as completing the same simulator drives (before-after training). The bus drivers who were given the eco-driving training significantly improved fuel economy figures in the simulator, while there was no change in fuel economy for the control group. Actual fuel economy figures were also provided by the bus companies immediately before the training, immediately after the training and six months after the training. As expected there were no significant changes in fuel economy for the control group. However, fuel economy for the treatment group improved significantly immediately after the eco-driving training (11.6%) and this improvement was even larger six months after the training (16.9%). This study shows that simulator-based training in eco-driving techniques has the potential to significantly reduce fuel consumption and greenhouse gas emissions in the road transport sector.  相似文献

This paper provides findings from a review of employer based demand management strategies for reducing traffic congestion in several areas of the United States. The research was carried out by K.T. Analytics, Inc. in 1989 under a contract with the Federal Department of Transportation, Transportation Systems Center. Relying on a review of employer based programs in 26 sites, as well as selected literature, the paper draws conclusions about the effectiveness of employer based transportation systems management (programs to encourage carpooling, transit, biking, cycling, walking and flextime) and parking management (preferential parking for carpoolers, removal of parking subsidies, and other measures) aimed at reducing solo driving and peak period commuting.Several conclusions are offered for local planners and policy makers. Demand Management programs can be effective in reducing traffic congestion, provided they are targeted to larger employment centers, accompanied by transit development, high occupancy vehicle incentives and parking management strategies, especially pricing. Flextime should not be encouraged without careful evaluation as it may discourage ridesharing. Guaranteed ride home services appear promising and deserve attention. With all strategies, long term vigilance will be necessary as programs are susceptible to change over time. Stringent public policies do not appear necessary for development of effective programs. Ordinances should require plans not specific strategies, as it is difficult estimating the probable effectiveness of particular strategies. Ordinances should contain sanctions for employers not carrying out agreed to plans, and should include fees and financing to support public sector review of plans and on-going monitoring.  相似文献

Over the last decade, transport companies have tried to reduce fuel consumption using efficient driving programs. In them, motorists have to apply different specific techniques while driving. Thus, to succeed in this learning process there are two key elements: the knowledge of efficient driving techniques and the drivers’ motivation. The latter is a human factor which companies usually bring about by using reward systems. In this case, having a fair evaluation mechanism is the keystone to determine goal fulfilment. This paper presents a complete methodology to evaluate driving efficiency of drivers in professional fleets. The evaluation methodology is based on a continuous process which determines the maturity of the motorist in different aspects, such as the efficiency during the start of the vehicle movement, during motion or in stop events. In addition, the evaluation methodology includes an early-classification method to establish the initial efficiency level of the individual drivers which permits an adaptation of the learning process from the beginning. A dashboard has also been developed to support the evaluation methodology. 880 professional drivers have been evaluated with this methodology. Results show that the evaluation methodology identifies drivers’ weaknesses, to be improved in successive iterations of the learning process.  相似文献

This paper reviews two road-user surveys on the use of mobile phones on the road in Finland where the mobile phone ownership rate is highest in the world (70% in August 2000). From 1998 to 1999 the proportion of drivers that chose to use a mobile phone while driving rose from 56% to 68%, while the proportion of phone using drivers who experienced dangerous situations due to phone use rose from 44% to 50%. The proportion of drivers who used their phones in some way to benefit safety on the road remained at about 55%. The youngest, novice drivers had the highest level of phone usage of all age categories. Over 48% of the interviewees believed that the government should ban the use of hand-held mobile phones while driving, and another 27% believed that all types of mobile phone use should be banned while driving. Those drivers who used their phones the most each day were more likely to want some form of restrictions, than those who had lower usage. This is a strong message to the elected lawmakers and raises the problem of exactly how regulatory bodies would go about controlling the future growth of new driver support and non-driving related communication devices in road vehicles. It was concluded that legislating for hands-free use only would be a reasonable course of action. Mandating that the current generation of equipment should be optimized for hands-free use should result in future generations of in-vehicle equipment also being optimized for hands-free use as a minimum criterion.  相似文献

This paper presents the results of a survey testing whether California residents would support the concept of “green” transportation taxes and fees. Green taxes and fees would be set at variable rates, with higher rates for more polluting vehicles and lower rates for those that pollute less. The results show that the concept of green transportation taxes and fees strongly appeals to Californians. The survey data were also analyzed to identify if sub-groups within the state were particularly likely to support or oppose green transportation taxes and fees. Support for the green taxes and fees held at 50% or higher across most population sub-groups. Bivariate analysis showed that demographic factors were generally poor predictors of support, but that some attitudinal and knowledge variables did correlate with increased support for the green taxes and fees. Multivariate analysis confirmed that pro-environment and pro-government attitudes are significant and strong predictors of support for increasing transportation revenues.  相似文献
