A preliminary theoretical model is developed for the mechanism of behavioural adaptations to changes in the road transport system, which describes the process of behavioural change, explains the nature of adaptation phenomenon, and predicts its effects on road safety programmes. This paper examines transport policy development in a regional grouping of states whose present transport policies reflect their differing colonial pasts. In addition to locational and physical factors, vested interests in preserving present arrangements, lack of assessment of the repercussions of integration, and lack of political will to surrender to a supra‐national authority decisions which will be binding at the national level are identified as major factors militating against the successful formulation of a common transport policy in West Africa. It is suggested that, although major changes of policy are often difficult and costly to implement, there is the need to effect institutional changes within the subregion in order to achieve the transport objectives of the ECOWAS treaty. 相似文献

This paper provides a unifying framework for micro-based models of freight transport demand. An expected utility of profits model is posed that clarifies the conditions under which a system of equations (continuous) regression model should be used as opposed to the conditions that make a quantal choice model appropriate. The model also indicates the nature of subjective data that is necessary for estimating demand. In general, the conditions that give rise to the appropriate use of a quantal choice model imply that the needed subjective information is completely contained in the subjective probability distributions on the service characteristics; the utility function itself is irrelevant. 相似文献

Transport authorities, especially those in developing countries where rising income stimulate increased car ownership rates, are often concerned with maintaining or increasing levels of public transport use. Therefore, the ability to identify clients at risk of abandoning the system can be valuable for remedial measures, allowing for more focused quality improvements. We present and apply a model that determines the probability of migrating from public to private transport at both aggregated and disaggregated levels. In application, the model predicted migration with 60% accuracy in the first preference recovery measure. The proposed model can improve the understanding of the behavior of public transport users, the analysis of demand stability and the factors influencing migration. This, in turn, can help to focus policy and management measures and increase the efficiency of public investment. 相似文献

Abstract This two‐part article, concerned with the way public transport ridership is affected by the various relevant factors, is based on the Executive Summary of The Demand for Public Transport (Webster and Bly 1980), the report of the TRRL‐sponsored International Collaborative Study on Factors Affecting Public Transport Patronage. Part I of the article, which was concerned with the social and economic conditions in which public transport operates, showed the importance of the background factors such as income, car ownership and land use on public transport usage: it also indicated how the longer‐term impacts of the more direct demand factors (fares, service levels) often show themselves in changes in car ownership levels, activity patterns (i.e. where people live, work, shop, socialize, etc) and land‐use development. Part II reviews the current state of knowledge on the effects of changes in fare levels and quality of service and of the introduction of various traffic and transport measures (traffic restraint, bus priority, etc): it outlines current methodology on costing public transport services and draws the supply and demand sides together in a consideration of particular strategies which are at the disposal of the operator, the planner and the policy maker. 相似文献

Markets for transport are often characterised by unequal demand in both directions: every morning during peak hours the trains are crowded while moving towards the direction of large cities, whereas they may be almost empty in the other direction. In this paper we discuss the implications of these imbalances for price setting of transport firms. From the viewpoint of economic theory, two regimes can be distinguished: one where – owing to price discrimination – the flows are equal, and one where unequal flows are the result. Special attention is paid to the case where the transport firm does not apply price discrimination, as is the case with most railway firms in Europe. We find that in the case of substantial joint costs, the introduction of price discrimination not only leads to an increase of profits, but also to positive effects on consumer surplus. This result differs from the standard result in the literature on industrial economics. The standard result purports that with linear demand functions price discrimination has a negative impact on the welfare of the average consumer and that this negative impact dominates the positive effect on profits of the producer. 相似文献

The present study uses meta-regression in order to explain the wide variation in elasticity estimates obtained in previous demand studies, and provide summaries of several bus demand elasticities.One important finding as to the price elasticity is that the often cited rule of thumb of −0.3 holds good if quality of service represented by vehicle-kilometres is treated as an exogenous variable, but not when it is treated as endogenous.Based on the results it is recommended that demand models should include car ownership, price of petrol, own price, income and some measure of service among the explanatory variables and that the service variable should be treated as endogenous.In previous meta-studies in this field focus has been on own price elasticity only while this study also includes elasticities with respect to, level of service, income, price of petrol and car ownership. The short run for the US are found to be −0.59, 1.05, −0.62, 0.4 and −1.48 respectively. 相似文献

Trip chaining is a growing phenomenon in travel and activity behaviour. Individuals increasingly seek out opportunities to minimise the amount of travel required as part of activity fulfilment, given the competing demands on time budgets and their valuation of travel time savings. This search for ways of fulfilling (more) activities with less travel input has produced a number of responses, one of which is trip chaining. A particularly important policy implication of trip chaining is the potential barrier it creates in attracting car users to switch to public transport. This paper seeks to improve our understanding of trip chaining as a barrier to public transport use. A series of discrete choice models are estimated to identify the role that socio-economic and demographic characteristics of households have on the propensity to undertake trip chains of varying degrees of simplicity/complexity that involve use of the car or public transport with an embedded commuting or non-commuting primary purpose. Multinomial logit, nested logit and random parameter logit models are developed and contrasted to establish the gains in relaxing the strict conditions of the multinomial logit model. 相似文献

This paper examines all the disparate technologies and techniques capable of smoothing the integration of public transport modes and services at both the urban and interurban scale. The paper focuses on the application of information technology and telematics solutions which have been designed to create as seamless a journey as possible from the point of view of the transport system user. The scope of the paper is therefore deliberately wide‐ranging and includes an examination of measures as apparently unconnected as smartcard ticketing, bus priority systems, automatic vehicle locationing, trip planning and on‐board information systems as well as new public transport services offering demand responsive travel and integration with taxi services. There are various activities now taking place in ITS research and development in Japan. Advanced information and communication technologies have been applied to improve public transport systems, as well as automated highway systems. In the first part of this paper, we show three examples of public transport systems recently developed in ITS environment. These transport systems are operated in local cities and towns in Japan: the travel information system for tram users in Hiroshima, the demand responsive bus system in Nakamura and the co‐operative use of electric vehicle in Ebina. In the second part of the paper, we explain how we have monitored individual passenger on public transport using cellular phones for location positioning. Location positioning technology for mobile object is essential for the operation and management of ITS supported public transport systems. Furthermore, such accurate and detailed positioning data can be utilized for travel behaviour analysis in demand modeling. The mobile instrument and monitoring systems shown in this paper can be combined with any of the case studies of ITS application to public transport systems. 相似文献

Abstract This short paper supplements and updates the writer's Recent Developments in the Pricing of Local Public Transport Services, Transport Reviews, 1 (2), pp. 127–150 (1981). That paper described the situation as at 1980 in Britain, with some examples from other countries. This paper updates the position with regard to four main issues: (a) Impact of the Transport Act 1980 in Britain, which has virtually removed fares control from stage carriage services, and removed all price and quantity control from express services by road. (b) Further development of zonal pricing, travelcards and off‐bus fare collection on urban systems, and the effects of price reductions (and subsequent increases) in London, West Midlands, and Merseyside. (c) Problems concerning the legality of financial support for fares policies in British cities. (d) Following a presentation of work arising from the earlier paper at the meeting of the Transportation Research Board in Washington, D.C. in January 1983, the contrast between British and American policy is reviewed, with the writer's personal view on current policy there. In this study, we developed a persuasive communication program to induce public-transport-oriented residential (PTOR) choice. We implemented an experiment that targeted students from the University of Tsukuba, Japan, who were in the process of changing their residential location. These students were randomly assigned to four groups: the first group was a control group; the second group received an information brochure about apartment flats typically used by students in Tsukuba city; the third group received a brochure identical to the one given to the second group, except that it also included information about the level of bus service for every flat; and the fourth group was provided with a leaflet that provided motivation for PTOR choice, in addition to the brochure used for the third group. The residential locations were investigated 5 months after the intervention. There was a significant difference between the control group and the third and fourth groups. The ratio of PTOR choice in the group with the information was twice as high as that for the control group. Furthermore, the persuasive message also increased PTOR choice. Additionally, the target groups’ frequency of bus use from home or the university was significantly high compared with the control group. 相似文献

Using a single line model, it has been shown recently that the presence of a stringent financial constraint induces a less than optimal bus frequency and larger than optimal bus size. This occurs because the constraint induces a reduction of the importance of users’ costs (their time); in the extreme, users’ costs disappear from the design problem. In this paper we show that such a constraint also has an impact on the spatial structure of transit lines. This is done departing from the single line model using an illustrative urban network that could be served either with direct services (no transfers) or with corridors (transfers are needed). First, the optimal structure of lines is investigated along with frequencies and vehicle sizes when the full costs for users and operators are minimized (unconstrained case); the optimal lines structure is shown to depend upon the patronage level, the values of time and the cost of providing bus capacity. Then the same problem is solved for the extreme case of a stringent financial constraint, in which case users’ costs have relatively little or no effect in determining the solution; in this case the preferred outcome would be direct services under all circumstances, with lower frequencies and larger bus sizes. The impact of the financial constraint on the spatial structure of transit lines is shown to be caused by the reduction in cycle time under direct services; the introduction of users’ costs in the objective function makes waiting times reverse this result under some circumstances. 相似文献

Because of a general trend of increasing costs of public transport operations and higher subsidies (in some cases accompanied by falling patronage) the European Conference of Ministers of Transport (ECMT) initiated a study of subsidisation and sought the help of the Transport and Road Research Laboratory. The study, in which eighteen countries took part, was concerned with the aims of subsidy, the sources and conditions attached to subsidy, trends in subsidies and the effect of subsidies on patronage, fares, service levels, costs and productivity.The qualitative information concerning the aims of subsidy was analysed in relation to the likelihood of achieving such aims, taking into account current experience of attempts to switch car drivers to public transport. The quantitative information on trends referred to public transport stage services covering where possible the entire country and relating to the period 1965–77; these data were supplemented by data from 59 cities in different parts of the world collected in the course of a TRRL-sponsored study of travel demand factors. The relationship between patronage and service levels, and between subsidies and various operating factors, including costs and productivity, were studied using regression analysis and the general conclusion reached was that although the major part of the subsidy paid was reflected by reduced fares and improved service levels there may well have been some leakage into higher unit costs and manning levels. 相似文献

This paper discusses a method to evaluate scheduled, fixed-route public transport. One major evaluation criterion in the method is total travel time, subdivided into walking time, waiting time, time on vehicle, transfer time, and concealed waiting time. The other major criterion is costs incurred by a given supply of transport. In contrast with conventional methods, this method operates with real measures, i.e. real location (instead of traffic zones), real time (instead of average travel time), and real costs (instead of proxy-costs). The purpose is to produce relevant and easily understandable results suitable to open planning, for instance planning with citizen participation. Five examples of application of the method are given: (1) evaluation of changes in suburban bus services; (2) evaluation of geographical localities as regards public transport; (3) evaluation of circular bus routes; (4) evaluation of flexible work hours versus fixed work hours and, finally; (5) production of user information on transport service.The research on evaluation of public transport was carried out in collaboration between Aalborg Municipality and the University of Aalborg 1980–1981. It was funded by the Department of Education, the University of Aarhus, Aalborg Municipality, the University of Aalborg's Data Centre and the University of Aalborg. This paper surveys Swiss public transport structure and policy. The regulatory regime is explained with the division between the two operators working under federal monopoly — the State railways (SBB) and the postbuses (PTT) — and the rest of the system. The rather complicated Swiss subsidy arrangements are described. The federal government's emphasis on introducing cheap public transport fares on environmental grounds through the federal transport measures (BTM) and the use of cheap fares in urban areas are discussed. The paper notes the Swiss people's rejection by a referendum of a federal commission's proposal for an integrated transport policy, though some of the solutions were introduced in their own right: the division of SBB into two parts, and the creation of the concept Rail 2000, later developed into Rail + Bus 2000. Finally, the paper reviews problems of the Swiss policy, including the future of cheap fares, making some comparisons with developments in Scandinavia. 相似文献
