This paper presents a newly developed decision support model to assess transport infrastructure projects: CBA-DK. The model combines use of conventional cost–benefit analysis to produce aggregated single point estimates, with quantitative risk analysis using Monte Carlo simulation to produce interval results. The embedded uncertainties within traditional CBA such as ex-ante based investment costs and travel time savings are of particular concern. The paper investigates these two impacts in terms of the Optimism Bias principle which is used to take account of the underestimation of construction costs and the overestimation of travel time savings. The CBA-DK methodological approach has been used to apply suitable probability distribution functions on the uncertain parameters, thus resulting in feasibility risk assessment moving from point to interval results. The proposed assessment model makes use of both deterministic and stochastic based information. Decision support as illustrated in this paper aims to provide assistance in the development and ultimately the choice of action, while accounting for the uncertainties surrounding transport appraisal schemes. The modelling framework is illustrated by the use of a case study appraising airport and runway alternatives in the capital of Greenland – Nuuk. The case study has been conducted in cooperation with the Home Rule Authorities of Greenland.  相似文献

This paper explains the need for the application of cost-benefit analysis to the evaluation of alternative projects for investment in the transport field and outlines briefly the historical development of the technique. The results of a comparative survey of a number of cost-benefit studies which have been carried out in Britain and some conclusions as to their thoroughness and comprehensiveness (or otherwise) are presented. The article concludes with a number of specific and detailed recommendations to remedy apparent methodological weaknesses. Six of these recommendations seem to merit particular attention:
  1. The viewpoint of most studies should be extended so as to avoid confinement, for example, within an arbitrary local government boundary, and a wider range of “externalities” should be considered. Intangibles should be included explicitly in all such evaluation exercises.
  2. The actual incidence of costs and benefits should be examined in order to indicate the directional impact of the project and its implications in terms of equity. The elimination of transfer payments and double-counting should be postponed until the latest possible stage in the evaluation.
  3. Equity considerations should be investigated in any transportation plan, since most projects have considerable equity implications for particular areas or socio-economic groups.
  4. Discounted cash flow techniques, which are still used only in a minority of transportation studies, should become standard practice. Most evaluations are based on a single-year rate of return, or at best on simple trend forecasting. More resources should be devoted to proper evaluation of alternative plans which give due importance to the cost and benefit streams through time.
  5. Sensitivity analysis should be used in all transportation evaluations. Knowledge of the impact of different assignments, shadow prices, and discount rates are essential information for any decisionmaker.
  6. Last, but not least, much greater communication should exist between analyst and decisionmaker than has existed in the past.

Planning occurs as a part of governmental operations wherever decision-making happens. For US metropolitan areas, the locuses of decision-making are multiple, ranging in scale from very small jurisdictions up through the hierarchy to state and federal levels, and in function from general governments to many special-purpose agencies — transportation, health care, education, etc. Almost all might affect or be affected by urban transportation decisions and actions. Since no one of these units of government is comprehensive in authority and activity, there is no single, centralized planning operation that is truly comprehensive. Pluralistic planning is increasingly trying to foresee and to accommodate the interactions among the various levels and functions. Instead of fragmenting, with the fragments pulled apart and insulated, we need to move toward partitioning, not merely to delimit boundaries but also to identify interfaces. This movement is hampered by the differentials in the development of the state-of-the-art of the technical planning process now used by the several levels and functional units of government. This is most advanced, and most effective, for small, homogeneous suburban jurisdictions primarily concerned with guiding and controlling physical development; it is in disarray in central cities trying to cope with social and economic problems as well as with physical deterioration; at the metropolitan scale it is highly developed technically but not very influential. There is a trend toward a network of planning activities that recognizes and facilitates interrelationships and interactions, both vertically among functional boundaries and horizontally across geographical-scale distinctions — a trend toward the comprehensive —but we have a very long way to go.Paper prepared for the Highway Research Board Conference on Organization for Continuing Urban Transportation Planning.  相似文献

This paper explores critical success conditions of collaborative planning projects in the area of urban transport, evaluating the impact of new collaborative methods, instruments and processes on project performance. Hypothesis building is based on a comparative, empirical research design, rather than on deductive theory construction. Potential critical success conditions are derived from literature. Based on five urban transport planning projects in Gothenburg (Sweden), London (United Kingdom), Milwaukee (United States), Tokyo (Japan) and Mexico City (Mexico), a rough set analysis of the five cases reveals validated success conditions, which can be used for formulating hypotheses for further research or for policy and process improvement. The results suggest that a dedicated management of the multi-actor network, a high diversity of actors, as well as an extensive use of knowledge integration methods in combination with a high network density are critical success conditions of these planning processes. Surprisingly, the extensive use of unilateral methods also showed to be an important success condition. The traditional role of the planner will have to be complemented with the expertise of network and methodology management. The authors conclude that rough set analysis can be a valuable addition to narrative, single-case analysis of collaborative urban transport planning processes.  相似文献

This paper provides a unifying framework for micro-based models of freight transport demand. An expected utility of profits model is posed that clarifies the conditions under which a system of equations (continuous) regression model should be used as opposed to the conditions that make a quantal choice model appropriate. The model also indicates the nature of subjective data that is necessary for estimating demand. In general, the conditions that give rise to the appropriate use of a quantal choice model imply that the needed subjective information is completely contained in the subjective probability distributions on the service characteristics; the utility function itself is irrelevant.  相似文献

Environmental issues have received a prominent place in transport policies of most European countries. The coordination of such policies however, is fraught with many difficulties. The increasing freight flows after the European integration are a source of concern, but have not yet led to straightforward and effective environmental strategies.The paper focuses on the Trans Alpine freight transport systems in the light of the future integration of single national transport systems into the European transport network. The environmental, social and institutional peculiarities of this ‘region’ have favoured—in the past—the development of strong nationally-oriented policies, partly in contrast with the goals promoted by the European Union. The present analysis aims to highlight opportunities, and limits inherent, in the implementation of various infrastructure projects oriented towards a drastic change of the Alpine transport systems structure. The Alpine countries, viz. Austria and Switzerland, play a central role in the promotion of environmental benign modes of transport of goods, with a clear focus on rail. The route choice and modal split of freight flows in Europe are taking place simultaneously. In this paper the results of European freight flow models (based on logit analysis and neural networks) will be presented. An important exercise is then to assess the consequences of various types of eco-taxes on road transport in Europe. In this context, several policy scenarios will be dealt with.  相似文献

We examine the accessibility benefits associated with some land-use policy strategies for the Netherlands that anticipate on expected climate change. A disaggregate logsum accessibility measure using the Dutch national land-use/transport interaction model TIGRIS XL is used to compute changes in consumer surplus. The measure provides an elegant and convenient solution to measure the full accessibility benefits from land-use and/or transport policies, when discrete choice travel-demand models are available that already produce logsums. It accounts for both changes in generalised transport costs and changes in destination utility, and is thus capable of providing the accessibility benefits from changes in the distribution of activities, due to transport or land-use policies. The case study shows that logsum accessibility benefits from land-use policy strategies can be quite large compared to investment programmes for road and public transport infrastructure, largely due to changes in trip production and destination utility, which are not measured in the standard rule-of-half benefit measure.  相似文献

Despite widespread growth in on-road public transport priority schemes, road management authorities have few tools to evaluate the impacts of these schemes on all road users. This paper describes a methodology developed in Melbourne, Australia to assist the road management authority, VicRoads, evaluate trade-offs in the use of its limited road-space for new bus and tram priority projects. The approach employs traffic micro-simulation modelling to assess road-space re-allocation impacts, travel behaviour modelling to assess changes in travel patterns and a social cost benefit framework to evaluate impacts. The evaluation considers a comprehensive range of impacts including the environmental benefits of improved public transport services. Impacts on public transport reliability improvements are also considered. Although improved bus and tram reliability is a major rationale for traffic priority its use in previous evaluations is rare. The paper critiques previous approaches, describes the proposed method and explores some of the results found in its application. A major finding is that despite a more comprehensive approach to measuring the benefits of bus and tram priority, road-space reallocation is difficult to economically justify in road networks where public transport usage is low and car usage high. Strategies involving the balanced deployment of bus and tram priority measures where the allocation of time and space to PT minimises negative traffic impacts is shown to improve the overall management of road-space. A discussion of the approach is also provided including suggestions for further methodology development.

Although the aviation industry is increasingly becoming important for Africa’s economic development and integration, the ability of airlines to access foreign markets remains hindered by restrictive regulatory policies. Attempts have been made to fully liberalize the intra-African air transport market. Except for general assertions about the merits/demerits of liberalization, our empirical understanding of the welfare effects of such polices in Africa remains rudimentary. This study empirically measures the economic effects of air transport liberalization, mainly on two supply side variables: fare and service quality, measured as departure frequency. The empirical models evaluate how air fares and departure frequency respond to measures of openness in air services agreements, while controlling for other determinants. The results show up to 40% increase in departure frequency in routes that experienced some type of liberalization compared to those governed by restrictive bilateral air service agreements. Furthermore, there is a relatively larger increase in departure frequency in routes which experienced partial liberalization compared to fully liberalized ones. This can be explained by the diminishing marginal effect of progressive liberalization on departure frequency. While the effect of liberalization is substantial in improving service quality, there is no evidence of its fare reducing effect.  相似文献

In this paper the multi‐actor multi‐criteria analysis (MAMCA) method to evaluate transport projects is presented. This evaluation method specifically focuses on the inclusion of qualitative as well as quantitative criteria with their relative importance, defined by the multiple stakeholders, into one comprehensive evaluation process in order to facilitate the decision making process by the different stakeholders. The MAMCA methodology is introduced by an overview of other evaluation methods for transport projects in the past and is illustrated by means of two practical cases. The introduction will lead us to the theoretical conception of the MAMCA method where we draw the attention to the proven usefulness of the MAMCA for the evaluation of transport projects and the inclusion of different kinds of stakeholders, individuals as well as groups, into the evaluation process.  相似文献

This paper reports on an analysis of a range of largely non-construction congestion reduction techniques which was funded by the U.S. National Cooperative Highway Research Program (NCHRP). A number of evaluations of the direct and indirect effec tiveness, costs, timing and feasibility of 22 major classes of promising techniques was performed. Based on this analysis, the study team evaluated 17 of these techniques as both effective and feasible in a U. S. institutional context.However, none of these 17 offered more than marginal reductions in peak-period traffic congestion when applied individually. Some techniques affected so small a percentage of travelers that reductions in congestion would not be discernible. Other techniques promised significant congestion reductions in theory but did not realize that promise in practice. It was concluded that many techniques could be implemented together with the potential for far greater combined effectiveness.An analysis was performed to determine how best to package or jointly implement promising techniques to optimize their combined effectiveness. It was found that all promising techniques could not be applied together because of conflicts in their impact. This analysis suggested eight sample packages or combinations of mutually supportive techniques. This paper uses state of the art stated choice designs to parameterise modal choice models for commuting and non-commuting travel futures in the presence of new public transport infrastructure (variations of new heavy rail, light rail and dedicated busway systems). D-optimal choice experiments are developed for a set of labelled modal alternatives in which respondents establish a reference benchmark based on the existing service levels (for access, linehaul and egress trip legs) which is used in a computer aided personal interview instrument to generate future scenarios of service levels for current and prospective new modals options. We show that a fully integrated stated choice experiment provides all the information required to obtain behaviourally relevant parameter estimates (within a nested logit framework) for all but the mode-specific constants (MSCs). The MSCs can be calibrated for the current modes within a network model setting, giving the transport planner an appropriate model for predicting the patronage potential for proposed new public transport infrastructure services. A useful by-product is a new set of behavioural values of travel time savings for access, egress, linehaul and wait times.  相似文献

As a newly industrialized country, Korea has shown remarkable economic progress in the last three decades. This phenomenal growth has rapidly increased demands for better quality of life. This includes, among others, increasing demand for high quality transportation system services. In this paper, the method of Analytic Hierarchy Process (AHP) is utilized to evaluate rural highway improvement projects in Korea. The appropriate rural highway improvement projects for widening and paving were selected and studied on the basis of some selection criteria. The results have shown that there are some significant differences in prioritizing projects using the traditional economic evaluation method as compared to those resulting from the use of AHP. As demonstrated, the AHP proves to be an effective tool in evaluating transportation system projects.  相似文献

Policies of general nature for improving the competitive position of intermodal transport have not always been successful. On the contrary, specific policies, such as targeting the supply chain or the offered services and transport are probably more effective in identifying and subsequently shifting transport from road to intermodal. The aim of the paper is the development of a methodology with the necessary tools to assess the potential of a specific policy measure to produce a modal shift in favour of intermodal transport. In addition, for the cases of positive outcomes, the necessary elements for the policy action plan are presented. The methodology comprises of three parts: a toolbox called the macro-scan, which assesses the potential for modal shift, a sensitivity analysis and the policy action plan. Thus, an insight on the impact of a modal shift on supply chains and on the potential for modal shift is acquired. The methodology, developed within the SPIN Research Project of the European Commission, will be useful to policy makers at governmental level as well as to the private sector, especially in the European Union countries.  相似文献

Savings in travel time and more specifically their monetary value typically constitute the main benefit to justify major investment in transport schemes. However, worthwhile use of travel time is an increasingly prominent phenomenon of the digital age. Accordingly, questions are increasingly being asked regarding whether values of time used by countries around the world based on their appraisal approaches are too high. This paper offers the most comprehensive examination of our theoretical and empirical understandings of international appraisal approaches and how they account for worthwhile use of travel time. It combines the economics perspective with wider social science insight and reaches the conclusion that past revolutions in transport that have made longer and quicker journeys possible are now joined by a digital revolution that is reducing the disutility of travel time. This revolution offers potential economic benefit that comes at a fraction of the cost of major investments in transport that are predicated on saving travel time. The paper highlights the challenges faced in both current and indeed potential alternative future appraisal approaches. Such challenges are rooted in the difficulty of measuring time use and productivity with sufficient accuracy and over time to credibly account for how travel time factors into the economic outcomes from social and working practices in the knowledge economy. There is a need for further research to: establish how improvements in the opportunities for and the quality of worthwhile use of travel time impact on the valuation of travel time savings for non-business travel; improve our understanding of how productive use of time impacts on the valuation of time savings for business travellers; and estimate how these factors have impacted on the demand for different modes of travel.  相似文献

The multinomial logit model in discrete choice analysis is widely used in transport research. It has long been known that the Gumbel distribution forms the basis of the multinomial logit model. Although the Gumbel distribution is a good approximation in some applications such as route choice problems, it is chosen mainly for mathematical convenience. This can be restrictive in many other scenarios in practice. In this paper we show that the assumption of the Gumbel distribution can be substantially relaxed to include a large class of distributions that is stable with respect to the minimum operation. The distributions in the class allow heteroscedastic variances. We then seek a transformation that stabilizes the heteroscedastic variances. We show that this leads to a semi-parametric choice model which links the linear combination of travel-related attributes to the choice probabilities via an unknown sensitivity function. This sensitivity function reflects the degree of travelers’ sensitivity to the changes in the combined travel cost. The estimation of the semi-parametric choice model is also investigated and empirical studies are used to illustrate the developed method.  相似文献
