This paper presents the findings of a qualitative analysis using on-street perception and expert interview surveys of city centre streets that have been transformed into shared spaces in Auckland, New Zealand. The principal purpose was to investigate how well the shared streets performed, especially in relation to movement, access and place functions. The shared space sites at the Elliott, Lorne and Fort Street areas were measured against the performance criteria of Placemaking, Pedestrian Focus, Vehicle Behaviour Change, Economic Impetus and Safety for all users. On-street perception surveys totalling 360 responses (120 per site) were used in this study, together with an additional set of 40 responses from a survey of a control site in O’Connell Street that remained as a traditional street. Fifteen professionals with background in transportation and urban planning participated in semi-structured expert interviews. The main results of the Median Perception Ratings from the on-street surveys confirmed that the shared spaces generally performed positively. The statistical analysis revealed that the performance criteria of ‘Pedestrian’ and ‘Safety’ had a commanding influence over the other performance measures, and with the interconnectivity of the five objectives the perceived success of the urban shared spaces.  相似文献

The promotion of space sharing in order to raise the quality of community living and safety of street surroundings is increasingly accepted feature of modern urban design. In this context, the development of a shared space simulation tool is essential in helping determine whether particular shared space schemes are suitable alternatives to traditional street layouts. A simulation tool that enables urban designers to visualise pedestrians and cars trajectories, extract flow and density relation in a new shared space design, achieve solutions for optimal design features before implementation, and help getting the design closer to the system optimal. This paper presents a three-layered microscopic mathematical model which is capable of representing the behaviour of pedestrians and vehicles in shared space layouts and it is implemented in a traffic simulation tool. The top layer calculates route maps based on static obstacles in the environment. It plans the shortest path towards agents’ respective destinations by generating one or more intermediate targets. In the second layer, the Social Force Model (SFM) is modified and extended for mixed traffic to produce feasible trajectories. Since car movements are not as flexible as pedestrian movements, velocity angle constraints are included for cars. The conflicts described in the third layer are resolved by rule-based constraints for shared space users. An optimisation algorithm is applied to determine the interaction parameters of the force-based model for shared space users using empirical data. This new three-layer microscopic model can be used to simulate shared space environments and assess, for example, new street designs.  相似文献

This paper presents a new concept of urban shared‐taxi services. The proposed system has a new organisational design and pricing scheme that aims to use the capacity in traditional taxi services in a more efficient way. In this system, a taxi acting in ‘sharing’ mode offers lower prices to its clients, in exchange for them to accept sharing the vehicle with other persons who have compatible trips (time and space). The paper proposes and tests an agent‐based simulation model in which a set of rules for space and time matching between a request of a client and the candidate shared taxis is identified. It considers that the client is only willing to accept a maximum deviation from his or her direct route and establishes an objective function for selecting the best candidate taxi. The function considers the minimum travel time combination of pickup and drop‐off of all the pool of clients sharing each taxi while allowing to establish a policy of bonuses to competing taxis with certain number of occupants. An experiment for the city of Lisbon is presented with the objectives of testing the proposed simulation conceptual model and showing the potential of sharing taxis for improving mobility management in urban areas. Results show that the proposed system may lead to significant fare and travel time savings to passengers, while not jeopardising that much the taxi revenues. This paper studies the effects of road pricing on land use under different development scenarios (business as usual scenario and transit oriented development scenario) by a quantitative method, which combines the integrated land use and transport interaction model (TRANUS model) with the scenario-planning techniques. Moreover, in order to further analyze the differences of the land use effects of road pricing on traffic analysis zones (TAZs) with different urban form attributes, a quantitative classification method combining factor analysis and cluster analysis is then used to quantitatively classify TAZs. The results demonstrate that the effects of road pricing on the land use of a specific region depend on the urban form attributes of the region. The higher the densities of employments and population, and better street design (high densities of street and intersections) and public transportation condition, the less the region is negatively affected by road pricing, and vice versa. More importantly, rail transit can alleviate the negative impact of road pricing on commercial development and population concentration of the region. Therefore, before introducing a road pricing policy, it is necessary to develop public transport system, especially rail transit.  相似文献

Abstract

In an efficient transportation system, traffic safety is an important issue and it is influenced by many factors. In a country like Iran, until now safety improvements are mainly concentrated on road engineering activities, without much attention for vehicle technology or driving behaviour. One important aspect of road safety engineering activities is the so‐called treatment of hotspots or dangerous accident locations. Until recently, accident hotspots were identified and remedied by the esxperts’ personal judgements and a handful of statistics without taking into account other important factors such as geometric and traffic conditions of the road network. This paper therefore aims to define and identify the criteria for accident hotspots, then giving a value to each criterion in order to develop a model to prioritize accident hotspots when traffic accident data is not available. To do this, the ‘Delphi’ method has been adopted and a prioritization model is produced by the use of a ‘Multiple Criteria Decision‐Making’ method. The procedure is illustrated on a collection of 20 road sections in Iran. In addition, the model is validated against an existing database of road sections containing safe locations and hotspots. Finally, a sensitivity analysis is carried out on the proposed method.  相似文献

This study measures urban form as indicators of metropolitan sprawl and explores its impact on commuting trips and NOx and CO2 emissions from road traffic in all metropolitan statistical areas (MSAs) and four groups’ MSAs separated by population in the continental United States. Encompassing all MSAs, the study adds the accessibility factor to four existing factors: density, land use mix, centeredness, and street connectivity. The study establishes multivariate regression models between urban form, commuting trips, and emissions from road traffic while controlling for socioeconomic conditions. The study shows that urban form index and five urban form factors have a statistically significant association with commuting trips, NOx and CO2 emissions from road traffic. In four MSA groups as determined by MSA population size, higher values of urban form factors (i.e., lower sprawl) are statistically associated with more walking commuters. On the other hand, higher values of urban form factors are associated with fewer commuting vehicles per household in large MSAs with the moderate effect, a lower average commuting drive time in medium and small MSAs, and more commuters using public transportation in medium and large MSAs. This study provides an urban form index covering all metropolitan areas in the continental United States by adding another urban form factor, and the findings show that urban form factors have different effects on mode choices, drive time, and emission from road traffic depending on the MSA population size.  相似文献

It can establish a large, fully functioning, real-time, accurate and efficient transportation management system. Intelligent transportation systems shift the focus from road managers to road users. In order to achieve this purpose, intelligent transportation systems use advanced technology to provide drivers with convenient information to help reduce traffic congestion and to increase available road capacity. This paper analyzes the interdependency across two critical infrastructures of transportation and motor fueling supply chains, and investigates how vulnerability to climatic extremes in a fueling infrastructure hampers the resilience of a transportation system. The proposed model features both a bi-stage mathematical program and an extension to an ‘α-reliable mean-excess’ regret model. The former aspect allows decision makers to optimize the pre-disaster asset prepositioning against the maximum post-disaster system resilience. The latter aspect of the proposed model devalues the impact of ‘low-probability, high-cost’ sub-scenarios upon model results. The model reveals the reliance of post-disaster urban mobility on the interdependent critical infrastructure of motor fueling supply chains. The results also suggest how investment in the fueling infrastructure’s vulnerable elements protects urban mobility while the transportation network is stressed or under attack.  相似文献

In Niamey, private motor vehicles carry 80% of those who use public transport. These vehicles are urban shared taxis called ‘redheads’ and run through the streets of the city in all directions. Their vital importance for the mobility of city‐dwellers justifies their strict supervision and the setting of fares by public authorities.

At present, the ‘redheads’ are in crisis. Taxi owners are no longer able to make a profit on their capital and are ceasing to invest. Urban buses are unable to replace taxis, for they operate at a large deficit. The government of Niger hopes to restore the level of transport service by means of new regulations for the taxi business in the city.

But this business is in the hands of both taxi owners and drivers, who, while partners in the operation, dispute over their share of the revenues. The aim of this article is to provide an economic and political analysis of this particular form of production of urban transport, in which employers who cannot control their companies, employees who reserve the profits of the business for themselves, and public authorities who are compelled to intervene, are coming face to face.  相似文献

ABSTRACT

Governments require decision tools to deal with road traffic accidents, a pandemic resulting in millions of deaths around the world. Evidence shows that human factors are one of the major causes of road accidents, and there is much interest in identifying variables that may have an impact on drivers’ perception of risk. To this aim, we design a stated choice experiment with eight hypothetical driving scenarios considering attributes that have been strongly associated with increased accident risks: (i) driving speed, (ii) driving the wrong way in a one-way street, (iii) overtaking on a bend, and (iv) driving under the influence of alcohol or drugs. Data from a sample of survey respondents are used to estimate a hybrid discrete choice model incorporating two latent variables, Driver Concentration and Safe Driving. Our results may contribute to the design of public policies geared to prevent accidents by encouraging safer driving behaviour.  相似文献

Taxi khattee is a fixed route unregulated shared taxi. It is a very common mode of transportation in Iran. Fixed route, unscheduled operation, open, unlimited pick‐up and drop‐off locations, and share ride are common features of taxi khattees. Low passenger capacity and working in high demand corridors provides for the possibility of high service frequencies any time of the day. Taxi khattees are similar to jitneys, which are obsolete or illegal in many countries. The aim of this research is to design transit network of an area using taxi khattees in addition to buses. The methodology employed in this paper simultaneously considers the costs to the users and operators on the one hand, and those of the public non‐users on the other hand. Taxi khattees are used in the design of a multimodal network along with buses to characterize the appropriate economic domain for their use. Moreover, their operation indices are compared against those of buses. A sensitivity analysis is carried out on various performance measures. Results show taxi khattees should be used in areas where population density is low, work force is inexpensive, social costs are not considered in fare calculation, and users' value of time is high. The study contradicts the common belief that since taxi khattees provide a high frequency compared to buses, they are economically plausible to use in a transit fleet. Abstract

The recent completion of two major transport studies of predominantly urban areas in the Middle East (Amman‐Jordan and Bahrain) has provided the opportunity to compare and contrast the transport characteristics of, and medium term transport policies for, the two areas.

While in structure the two transport systems have many similarities, their base year usage differs significantly. In view of the much lower income levels in Amman, and the resulting lower levels of car ownership, greater reliance is placed on public transport in Amman than in the more car‐oriented society in Bahrain. Against this background, and in the context of broadly similar overall levels of growth in travel demand, their development in the medium term future should follow different paths. Amman will need to depend on public transport very heavily, with only limited road building. Bahrain should be able to develop a satisfactory road system, with public transport playing its current role except for the provision of services for some relatively modest number of restrained private vehicle users. In both cases, however, substantial investment in off‐street parking spaces is needed.

The paper briefly describes the social and economic backgrounds of the two areas, and reviews the transport systems and the organisations responsible for them. Travel demand forecasts are summarized, leading to the transport plan and policy development. The prospects for implementation are discussed, and the paper lastly focuses on some aspects which are key to the development of the transport systems in the two countries.  相似文献

This study attempts to present an urban road transportation strategy focusing on the mitigation of both GHGs emission and public health damage, taking Xiamen City as a case study. We developed a Public Health and GHGs Emission model to estimate the impacts of direct energy-consumption-related GHGs emissions and public health damage in Xiamen’s road transportation strategies from 2008 to 2025, considering the environmental benefits and economic costs. Two scenarios were designed to describe future transportation strategies for Xiamen City, and mitigation potentials for both GHGs emission and public health costs were estimated from 2008 to 2025 under a series of options. The results show that enacting controls on private vehicles would be most effective to GHGs mitigation, while enacting controls on government and rental vehicles would contribute the most to NO2 and PM2.5 reductions. Compared with the Business as Usual scenario, the Integrated scenario would achieve about a 68% energy consumption reduction and save 0.23 billion yuan (95% CI: 0.16, 0.32) in health costs in 2025. It is clear that integrated and advisable strategies need to mitigate the adverse impacts of urban road vehicles on GHGs emissions and public health and economic costs, particularly in regions of rapid urbanization.  相似文献

ABSTRACT

Through the comprehensive consideration of four subsystems – overall development level, infrastructure construction, public transportation service level and policy support – an index system of public transport priority performance evaluation is established. A performance evaluation of bus priority implementation in Wuhan City from 2007 to 2016 is carried out by applying the difference coefficient CRITIC-TOPSIS model. The obstacle factor model is also used to diagnose the factors affecting the priority performance of urban public transport. The research results show that, during this decade, the comprehensive performance of Wuhan City’s public transport priority developed from poor to medium, then to good and finally to excellent. The overall development level and infrastructure construction performance subsystems have the highest obstacle degree, followed by public transportation service levels and policy support performance subsystems. The research idea and method of this paper provide a realistic basis for promoting the priority performance of urban public transport.  相似文献

Abstract

Road construction of all kinds, especially of urban motorways, has in recent years acquired a very bad reputation in industrialized countries. Traffic engineers are, because of their attitude, not entirely without blame for this development. With their attention glued nearly hypnotically to dimensions and technical design, considerations about the meaning and function of the construction are very often neglected, all the more since the engineers might otherwise risk their own jobs. It is, however, becoming increasingly clear that the cause of the scepticism and uneasiness prevailing in the public is the lack of a comprehensive judgement. Using a concrete example, this paper describes how decision‐making can degenerate when such judgement is omitted. Using a second example, it is then demonstrated how such a comprehensive judgement can be integrated in decision‐making from the very beginning. Such an integration sets very high methodological and procedural standards and constructive aids are offered for this purpose. It is shown that, while the substantial findings of a comprehensive judgement should be logically consistent, plausible and up to the latest standard of knowledge, the nature and intelligibility of the presentation and the preparedness for a publicly presented explanation in the form of ‘after‐care’ are of much greater importance for decision‐making in the political sphere. This ‘after‐care’ should accordingly become an indispensable component of the decision‐making process.

All those involved should become aware of the fact that a ‘positive’ result of decision‐making in the field of road construction is not a priori defined as the construction of road and a ‘negative’ one as its prevention. The actual positive result is rather the creation of a consciousness of the problem on hand, which can serve as a basis on which a decision is taken in full realization of all its consequences.  相似文献

In Brazil, buses represent the main mode of public transportation. However, in recent years intercity and interstate bus companies have been facing a growing competition with other forms of transportation such as bus companies competitors, illegal transportation companies, chartered buses, and, more recently, air companies. In this scenario characterized by growing competition, it is essential to evaluate the quality of road transportation of passengers. In order to contribute to the analysis of this issue, this paper presents a methodological approach to assess the quality of intercity road transportation of passengers, according to the customers’ perspective. By conducting a case study in a city of almost 500,000 inhabitants from the interior of Rio de Janeiro, an Importance–Satisfaction Analysis (ISA) and an assignment procedure were used in order to obtain: (i) the main factors (criteria) that influence the quality of service intercity road transportation of passengers, (ii) the importance degree of criteria related to road transportation of passengers, (iii) the satisfaction of the users of road transportation under the considered criteria, (iv) the critical criteria/items, and (v) the categories which best represent the quality of service intercity road transportation according to the passengers’ perspective. Finally, several possible corrective actions to improve the quality of services considering each critical item/criterion were highlighted and special recommendations were done for the critical process (ticket sales).  相似文献

Abstract

An area pricing scheme for Jakarta, Indonesia, is currently under review as a transportation control measure along with the operation of new bus rapid transit (BRT) system. While this scheme may be effective for congestion reduction in the central business district (CBD), provision of alternative means of transportation for auto users that are ‘pushed-out’ is of great importance to obtain public acceptance. Hence, it is necessary to simulate simultaneously the area pricing scheme and the BRT development which may serve as an alternative for assumed ‘pushed-out’ auto users. Utilizing data from an opinion survey, this paper studies how BRT and auto ridership are likely to vary as a function of traveler and system attributes. Additionally, the study attempts to evaluate the way this new travel mode is distinguished from other existing conventional transportation alternatives in Jakarta. The survey data contains socioeconomic information of over 1000 respondents as well as details of to-work/school trips to the CBD including mode, travel cost, time, etc. Respondents were asked about their willingness to shift from their current mode to BRT to make the same travel for different BRT fare levels. Modeling efforts suggest that a mixed logit model performs better in explaining choice behavior. Therefore, this model was used for policy simulation. The simulation results brought about many implications as to the tested policies. While the developed models may be applied only to future BRT corridors in which the survey was conducted, they capture the key variables that are significant in explaining mode choice behavior and present great potential for practical use in policy simulation and analysis in a large metropolitan area of the developing world.  相似文献

This article describes a novel approach for the binary classification of two‐wheeler road users in a dense mixed traffic intersection. The classification is a supervised procedure to differentiate between motorized and non‐motorized (human‐powered) bikes. Road users were first detected and tracked using object recognition methods. Classification features were then selected from the collected trajectories. The features include maximum speed, cadence frequency in addition to acceleration‐based parameters. Experiments were conducted on a video data set from Shanghai, China, where cyclists as well as motorcycles tend to share the main road facilities. A sensitivity analysis was performed to assess the quality of the selected features in improving the accuracy of the classification. A performance analysis demonstrated the robustness of the proposed classification method with a correct classification rate of up to 93%. This research contributes to the literature of automated data collection and can benefit the applications in many transportation‐related fields such as shared space facility planning, simulation models for two‐wheelers, and behavior analysis and road safety studies. The promotion of bicycle transportation includes the provision of suitable infrastructure for cyclists. In order to determine if a road is suitable for bicycling or not, and what improvements need to be made to increase the level of service for bicycles on specific situations, it is important to know how cyclists perceive the characteristics that define the roadway environment. The present paper describes research developed to define which roadway and traffic characteristics are prioritized by users and potential users in the evaluation of quality of roads for bicycling in urban areas of Brazilian medium-sized cities. A focus group discussion identified 14 attributes representing characteristics that describe the quality of roads for bicycling in Brazilian cities. In addition, an attitude survey was applied with individuals to assess their perception on the attributes, along with the importance given to each one of them. The results were analyzed through the Method of Successive Intervals Analysis, which allows the transformation of categorical data into an interval scale. The analysis suggests that both the roadway and traffic characteristics related to segments and those related to intersections are important to the survey respondents. The five most important attributes, in their opinion, are: (1) lane width; (2) motor vehicle speed; (3) visibility at intersections; (4) presence of intersections; and (5) street trees (shading). Therefore, the research suggests that to promote bicycle use in Brazilian medium-sized cities, these attributes must be prioritized.  相似文献

完整街道扫描仪以"连通"为目的构建,以移动载具的形式在未来城市的路网中部署、载人运行,借助其上搭载的传感器、车联网功能扩展出对交通流、街道环境、行人进行扫描、记录、分析、影响的能力,成为一种面向未来智慧城市的人居环境感知系统。当完整街道扫描仪成规模部署后,其作用将不仅限制于交通领域,还将深入参与进共享经济、数据安全、城市发展规划,有潜力成为一种新的经济发展模式。本文聚焦从单车智能到人居环境智能的城市管理智能化维度需求演变,从未来交通管理、未来城市管理与数字经济产业支撑三个方向对完整街道扫描仪满足未来智慧城市的需求进行阐述。同时,也总结出了完整街道扫描仪的原型系统概念模型,以及已搭建进行的示范应用。  相似文献
