Abstract

This short paper supplements and updates the writer's Recent Developments in the Pricing of Local Public Transport Services, Transport Reviews, 1 (2), pp. 127–150 (1981). That paper described the situation as at 1980 in Britain, with some examples from other countries. This paper updates the position with regard to four main issues:

(a) Impact of the Transport Act 1980 in Britain, which has virtually removed fares control from stage carriage services, and removed all price and quantity control from express services by road.

(b) Further development of zonal pricing, travelcards and off‐bus fare collection on urban systems, and the effects of price reductions (and subsequent increases) in London, West Midlands, and Merseyside.

(c) Problems concerning the legality of financial support for fares policies in British cities.

(d) Following a presentation of work arising from the earlier paper at the meeting of the Transportation Research Board in Washington, D.C. in January 1983, the contrast between British and American policy is reviewed, with the writer's personal view on current policy there.

Transport policy aims to assist the transport system to work more efficiently and effectively. An understanding of the reasons why people choose to move freight in a certain manner is critical to the development of appropriate policies. This article outlines a data collection approach and the development of a disaggregate mode choice model applicable to the analysis of freight shipper decision making. It focuses on the choice between rail and road in Java, Indonesia. The model indicates that safety, reliability and responsiveness are major attributes influencing rail/road freight mode choice. Transport policies aimed at improving these dimensions should increase the attractiveness of rail transport.  相似文献

Transport accounts for about 25% of global CO 2 emissions. Transport activities are on the rise in the coming decades. Would associated CO 2 emissions move upwards as well, and at what rate? The present paper explores the future of these CO 2 emissions, starting from four scenarios for global transport. Considering fuel consumption, energy efficiencies in transport, occupancy rates of transport means, size of cars on the market, and possible environmental policies we find CO 2 emissions are persistently increasing, especially in the less wealthy areas of the world. In Europe, policies that attempt to control mobility and also limit CO 2 emissions may succeed in reducing emissions growth by about 30%. Efforts to increase energy efficiency of transport, in particular road transport, would contribute most to such reduction.  相似文献

Abstract

Transport accounts for around a quarter of CO2 emissions globally. Transport modelling provides a useful means to explore the dynamics, scale and magnitude of transport-related emissions. This paper explores the modelling tools available for analysing the emissions of CO2 from transport. Covering a range of techniques from transport microsimulation to global techno-economic models, this review provides insights into the various advantages and shortcomings of these tools. The paper also examines the value of having a broad range of perspectives for analysing emissions from transport. The paper concludes by suggesting that the broad range of models creates a rich environment for exploring a spectrum of policy questions around the emissions from transport, and the potential for combining modelling approaches further enhances the understanding that can be attained.  相似文献

For a period of four days, experts from all parts of the world discussed transport research and planning problems. The discussions were divided into eight so‐called ‘sub‐topics’. Fortunately, one of the sub‐topics, ‘Man and his Transport Behaviour’ (chaired by Moshe Ben‐Akiva, U.S.A. and Werner Brög, Federal Republic of Germany) dealt with the individual and his behaviour. This complemented the traditionally supply‐oriented thinking of the transport planners by introducing the demand component which had frequently been neglected in the past. Since the view has become increasingly widespread that transport is meant to serve people, and thus, that research should emphasize the (potential) users of the transport system, the number of papers submitted and presented on this sub‐topic was especially large.

However, the number of papers which could be included in the ‘Conference Proceedings’ was limited and this would have meant that a number of interesting documents could not be published. Therefore, papers on four special areas within this sub‐topic are to be published in four consecutive issues of Transport Reviews. The areas which will be dealt with are ‘Telecommunications’, ‘Non‐Motorised Transport’, ‘Special Problems in Third World Countries’ and ‘Fare Structures in Public Transport’. The papers were selected strictly according to their contents. A brief commentary in each issue explains in turn the reasons for choosing each of the four subject areas.

Abstract

Mathematical and computational techniques are developed for the processing and analysis of annual Ministry of Transport roadworthiness (MOT) test data that the UK Department for Transport has placed in the public domain. First, techniques are given that clean erroneous records and a linking procedure is provided that permits the inference of an individual vehicle's mileage between consecutive tests. Methods are then developed that analyse aggregate mileage totals, as a function of vehicle age, class and geography. The inference of aggregate mileage rates as a function of time is then considered.  相似文献

The research presented in this paper explores the context, method, and value of focus group research in transit needs assessments. Group participatory research can generate data that are not easily obtained by other methods. The paper focuses on lessons from three Nebraska communities whose transit disadvantaged rely on community-based paratransit services. Because of the size of the paratransit population and the inability to control who showed up to the focus group sessions, a modified group research protocol was adopted in order to garner information from whomever attended the session. The population parameters and the number of people at the meetings were anticipated by the researchers and mitigated by incorporating nominal group techniques. Research findings from the focus group sessions are discussed paying particular attention to the candid and policy-specific comments made by the focus group participants. The paper concludes with an application of focus group research in transit planning.  相似文献

The Lebanese Council of Ministers has recently endorsed a plan for the reform and organization of the Land Public Transport Sector (LPTS). The plan implies a new role for the government: it would cease being just a loss-making service provider and become the planner and regulator of the sector under a new strategy. The strategy would aim at creating the enabling environment and conditions that allow and ensure the existence of sufficient, affordable and efficient transport services provided by several private-sector operators functioning under competitive conditions. Thus, the existing autonomous Railway and Public Transport Authority (RPTA) will be restructured to serve as the effective regulator, its bus operations will be corporatized (for possible eventual privatization), and all existing private sector service providers will be regulated. Following a brief overview of the problems of the sector and the components of the reform and organization plan, this paper focuses on developing options for the restructuring of the RPTA to carry out its new role.  相似文献

Transport policy in Korea is driven by the need to cope with ever-worsening traffic conditions. The development of an intelligent transport systems (ITS) Master Plan for Korea is of particular interest and demonstrates the heavy reliance placed on ITS measures to facilitate both the management of congested (but expanding) highway networks and to encourage a shift to greater use of public transport. The paper highlights the major achievements of ITS in Korea by assessing the evidence provided by the widespread implementation of ITS technologies (such as the creation of 'showcase' demonstrations). Some observations from the implementation of ITS in (so-called) transitional economies are presented.  相似文献

One of the biggest unresolved problems regarding the completion of the free internal transport market within the European community is the problem of harmonization of taxation on the road haulage industry. As the highest tax country, Britain might be expected to have to reduce its level of taxes as part of any harmonization.

This paper considers the current methodology of the British Department of Transport regarding the allocation of the track and external costs of road transport, in the light of developments in methodology and experience elsewhere in Western Europe and North America. We find a number of reasons for believing that, far from overstating the marginal social cost of use of roads by the road haulage industry, the current British approach actually understates it. Thus any move towards harmonizing tax levels may reduce taxes in Britain at a time when they should be increasing.  相似文献

Abstract

This two‐part article, concerned with the way public transport ridership is affected by the various relevant factors, is based on the Executive Summary of The Demand for Public Transport (Webster and Bly 1980), the report of the TRRL‐sponsored International Collaborative Study on Factors Affecting Public Transport Patronage. Part I of the article, which was concerned with the social and economic conditions in which public transport operates, showed the importance of the background factors such as income, car ownership and land use on public transport usage: it also indicated how the longer‐term impacts of the more direct demand factors (fares, service levels) often show themselves in changes in car ownership levels, activity patterns (i.e. where people live, work, shop, socialize, etc) and land‐use development.

Part II reviews the current state of knowledge on the effects of changes in fare levels and quality of service and of the introduction of various traffic and transport measures (traffic restraint, bus priority, etc): it outlines current methodology on costing public transport services and draws the supply and demand sides together in a consideration of particular strategies which are at the disposal of the operator, the planner and the policy maker.  相似文献

Abstract

Transport companies are finding themselves compelled to attach growing importance to the education and further education of their staff in the face of transport's increasing complexity, of its increased market‐economic thinking where competition takes the place of collective economic thinking and of financial constraints.

The necessity for increased education and further education of the managerial staff of the transport companies has also led to a two‐fold division of this task in Switzerland: on the one side the academic education in universities, on the other the further education of the management staff by the transport companies.

The extent of education and research done on “transport” varies in Swiss universities. Special courses are given at the St. Gall Graduate School of Economics, Business and Public Administration in transport economics and at the Technical Universities of Zürich and Lausanne in transport engineering.

This paper underlines the important role played by the interaction between transport and land use in the way cities develop and the need to use a fully integrated land‐use/transport model to assess the longer‐term impacts of urban policies. Since most of the models of this type had never been properly tested, the Transport and Road Research Laboratory in the early 1980s set up a collaborative study to examine critically their performance and to assess the impacts of a range of commonly applied policies.

The paper briefly describes the first phase of the study in which nine models from seven countries were subjected to a rigorous set of tests covering a variety of policies. For practical reasons each model was applied to the city on which it was originally calibrated. To overcome some of the problems of comparison, a second phase of the study was conducted in which some models were applied to several cities each so that the differences due to the particular characteristics of the cities could be identified. In carrying out this phase, some cities were examined by several models and discrepancies in the results analysed. The setting up of the second phase of the study is outlined in this paper, but not the results, which are given in later papers in this and subsequent issues of Transport Reviews.  相似文献

ABSTRACT

The role of information in the efficient management of freight transport systems is well acknowledged. Administrative functions, such as negotiation or payments, involve intensive communication, while the production of the transport service relies heavily on the sharing of information (e.g. track and trace). Yet, specific literature on information flows is relatively scarce. This paper sets out to contribute to filling in this gap. Firstly, it elaborates a set of maps of the information flows for four conceptualisations – direct link, corridor, hub and spoke, and connected hubs – of maritime freight transport, initially proposed by Woxenius (2007, “Generic Framework for Transport Network Designs: Applications and Treatment in Intermodal Freight Transport Literature.” Transport Reviews 27 (6): 733–749. doi:10.1080/01441640701358796). The results reveal a high degree of similarity between import and export services. Secondly, it assesses the complexity of each conceptualisation’s flow network using the concept of entropy. Flows are characterised along four variables: involved agents, timing, and contents and message type. Additionally, a new taxonomy is proposed to categorise the messages. The results evidence the heterogeneous contributions of each category to the complexity of the flows. Finally, the results also reveal that the information flows for the tasks in the pre-transport stage are not specific to the conceptualisation in question and are of comparable complexity to the flows occurring during the transport stage.  相似文献

Abstract

Transport operations constitute a critical prerequisite for the successful staging of a special event. Operations are more challenging to manage for those events that are infrequent and last for several days. In this case, the requirements for unconditional success, coupled with the uncertainties involved, necessitate robust contingency planning. The paper presents a methodological process for developing the transport‐related contingency plans to address pre‐identified emergencies in major events, such as the Olympic Games. War games are proposed to test the resulting contingency plans and train the staff involved in plan implementation. There has been a great deal of research on deriving estimates of the value of travel time savings (VTTS) as a way of converting travel time benefits of toll roads relative to free routes into monetary units, the major user benefit in the development of forecasts of traffic and hence revenue streams. By contrast there has been almost no consideration given to identifying the role that various tollroad products play in establishing preferences for toll routes over non-tolled routes. Increasingly tollroads give users the option to pay by cash at a toll booth, by electronic tolling or by a pre- or post-paid debit and credit account system involving vehicle identification. The efficiency gained by electronic tolling for both the users and the operator have resulted in moves in many jurisdictions to eliminate cash collection entirely (or not introduce it when introducing a new tolled road facility), and to introduce a range of pre- and post-payment options. This has been accompanied by a growing move to distance-based charging in some contexts which is more cumbersome to structure with a cash option. This paper investigates current and potential travellers’ preferences for a range of toll products and how much individual’s are willing to pay for very specific toll products. Data from a stated choice experiment is used in a mixed logit model to establish the role that toll products play in the context of offered times and costs of alternative routes, in choosing between alternative ways of paying for the use of tolled routes.

Abstract

The congestion charging schemes in London and Singapore are compared and assessed in the light of guidelines set out in the Smeed Report, published by the UK Ministry of Transport in 1964 Ministry of Transport. 1964. Road Pricing: The Economic and Technical Possibilities, London: HMSO.  [Google Scholar], and their performance in reducing congestion and raising net revenue. The aim is to draw lessons for other towns and cities considering the introduction of congestion charging. One important result from Electronic Road Pricing in Singapore is that a per‐entry charge is more effective at reducing congestion than a per‐day charge. It is concluded that although Electronic Road Pricing in Singapore is more in line with the desirable properties outlined in the Smeed Report, both schemes are part of a wider package of transport policies, and that is probably the most important reason for their success. The main lesson for other towns and cities around the world considering the possibility of introducing congestion charging is that any such scheme ought to be accompanied by complementary measures that will provide motorists with a valid alternative to the car.  相似文献

Abstract

This paper offers a new approach to identify realistic acceptable levels of subsidy for flexible transport services (FTSs) and then proposes guidance on selection of the most appropriate vehicle types which should be offered in the design of FTS for different environments. The guidance is evidence based and has been derived from detailed analysis of the economic performance of seven FTS pilot applications plus a further five feasibility studies implemented as part of the EU FLIPPER (Flexible Transport Services and ICT platform for Eco-Mobility in urban and rural European areas) project. A major conclusion from the analysis is that the product of the demand multiplied by the average trip distance provides a very strong indicator as to the type of vehicle which should be used. It is hoped this guidance will provide a valuable aid in designing the most suitable and cost-effective FTS solutions in both urban and rural environments.  相似文献

Various models that incorporate concepts from Non-Cooperative Game Theory (NCGT) are described in the transport literature. Game Theory provides powerful tools for analysing transport systems, but these tools have some drawbacks that should be recognised. In the current paper we review games that describe transport problems and discuss them within a uniform context. Although the paper does not introduce new tools, it presents insights concerning the relations between transport models and games. We divide existing games into groups and show that some common features characterise multiple games. We distinguish between games that make a conceptual contribution and games that are suitable for application. Compact or symmetric game structures make remarkable observations but often do not support actual decision-making. Less aesthetic formats, most of which are Stackelberg games between authorities and travellers, are stronger as instruments that assist in determining real-life policies; these formulations can be treated by practitioners as mathematical programs with equilibrium constraints and not as games. Yaron Hollander is currently conducting economic research of bus reliability at the Institute for Transport Studies at the University of Leeds. He previously worked for the Technion—Israel Institute of Technology; for the Israel Institute for Transportation Planning and Research; and for the public transport department at Ayalon Highways Co. Joseph N. Prashker is a professor at the Faculty of Civil and Environmental Engineering at the Technion—Israel Institute of Technology. Till recently he served as head of the Transportation Research Institute at the Technion.
