The heightening of issues, such as sustainable development and environmental pollution have resulted in many governments pursuing transport policies which aim to promote the use of public transport modes, including walking, as well as discourage the use of the car for various activities, such as shopping, work, recreation, etc. However, little has been done on understanding shoppers' perceptions of transport modes for shopping purposes. Particularly, not much research has been done on examining the attitudes of car owners and non-car owners towards transport modes for shopping purposes. Using Singapore as a study area, this study has attempted to analyse car owners and non-car owners' perceptions of the different types of transport modes (i.e., car, taxi, bus, mass rapid transit and walk) in their shopping trips. The research found that each transport mode has its own unique set of attributes. In addition, car owners and non-car owners portray different attitudes towards the public transport modes and the car. This calls for different strategies for these two groups of shoppers in encouraging them to use the public transport modes and restrain the use of the car.  相似文献

Annual electric bike (e-bike) sales in China grew from 40,000 in 1998 to 10 million in 2005. This rapid transition from human-powered bicycles, buses and gasoline-powered scooters to an all-electric vehicle/fuel technology system is special in the evolution of transportation technology and, thus far, unique to China. We examine how and why e-bikes developed so quickly in China with particular focus on the key technical, economic, and political factors involved. This case study provides important insights to policy makers in China and abroad on how timely regulatory policy can change the purchase choice of millions and create a new mode of transportation. These lessons are especially important to China as it embarks on a large-scale transition to personal vehicles, but also to other countries seeking more sustainable forms of transportation.

Variable message signs (VMS) can provide up‐to‐date traffic information and guidance to drivers through electronic signs at the roadside. The paper draws together the results from VMS field trials conducted in nine cities as part of European Union‐sponsored research projects carried out between 1994 and 1999. The projects followed common guidelines in carrying out field trial evaluations, which has enabled generalized findings to be made on the impacts of the different VMS applications. The main emphasis in the paper is on drivers' reactions to VMS and the impacts of VMS on road network efficiency. Results are reported for four different types of traffic information. For incident messages, it is not only the severity of the problem reported that influences the level of diversions, but also other factors such as the specific location mentioned and the availability of viable alternative routes to avoid the problem location. For route guidance information, it is demonstrated that substantial diversions occur when the route advice differs from that given normally. For continuous information describing the traffic state on a major route, information increases the use of the major route and reduces use of alternative routes if there are no traffic problems reported on the major route. Travel time information was well regarded by drivers and found to be effective in inducing route changes. In general, the deployments of VMS to inform drivers of traffic conditions have proved successful in terms of improving network travel times and reducing environmental impacts. Whilst such changes have been relatively small, driver perception of the benefits is much higher. This is potentially very significant in terms of the role that VMS can play in the development of integrated transport strategies, as the provision of information may encourage greater acceptance of a range of demand management measures.  相似文献

Electric vehicles (EVs) are considered as a feasible alternative to traditional vehicles. Few studies have addressed the impacts of policies supporting EVs in urban freight transport. To cast light on this topic, we established a framework combining an optimization model with economic analysis to determine the optimal behavior of an individual delivery service provider company and social impacts (e.g., externalities and welfare) in response to policies designed to support EVs, such as purchase subsidy, limited access (zone fee) to congestion/low-emission zones with exemptions for EVs, and vehicle taxes with exemptions for EVs. Numerical experiments showed that the zone fee can increase the company’s total logistics costs but improve the social welfare. It greatly reduced the external cost inside the congestion/low-emission zone with a high population, dense pollution, and heavy traffic. The vehicle taxes and subsidy were found to have the same influence on the company and society, although they have different effects with low tax/subsidy rates because their different effects on vehicle routing plans. Finally, we performed a sensitivity analysis. Local factors at the company and city levels (e.g., types of vehicle and transport network) are also important to designing efficient policies for urban logistics that support EVs.  相似文献

Environmental problems have become urgent in many countries. A large contribution to the solution of environmental problems is expected from technological change. This raises the issue of how technological change takes place, and more in particular how technological change can be promoted that is beneficial to long term sustainability objectives.

In the paper we discuss this topic in the context of the transport sector. This is relevant because transportation contributes significantly to various types of pollution, existing trends might lead to even more negative impacts and finally there are high expectations about the potential of future technological development to reduce the environmental impact of transportation.

We approach the issue of technological change towards more environmentally sound development from the perspective of technology dynamics and sustainable development. We argue that additional theoretical insights are needed especially when one wants to study technological change in the context of environmental problems. We therefore discuss a strategy of cooperation between government and firms in network. Special attention is paid to the role of the government in networks and the use of a new type of instruments.  相似文献
