Bike Share: A Synthesis of the Literature   总被引:1,自引:0,他引:1  
This paper begins by providing an overview of bike share programs, followed by a critical examination of the growing body of literature on these programs. This synthesis of previous works, both peer-reviewed and gray, includes an identification of the current gaps in knowledge related to the impacts of bike sharing programs. This synthesis represents a critically needed evaluation of the current state of global bike share research, in order to better understand, and maximize the effectiveness of current and future programs. Several consistent themes have emerged within the growing body of research on bike share programs. Firstly, the importance bike share members place on convenience and value for money appears paramount in their motivation to sign up and use these programs. Secondly, and somewhat counter intuitively, scheme members are more likely to own and use private bicycles than nonmembers. Thirdly, users demonstrate a greater reluctance to wear helmets than private bicycle riders and helmets have acted as a deterrent in jurisdictions in which helmets are mandatory. Finally, and perhaps most importantly from a sustainable transport perspective, the majority of scheme users are substituting from sustainable modes of transport rather than the car.  相似文献

It has been frequently noted that in a non-regulated environment the development of public transport service is self-adjusting: Faced with decreasing demand, operators will tend to reduce service to cut costs, resulting in a decrease in the level-of-service, which then triggers a further drop in demand. The opposite may also occur: high demand will induce the operator to increase supply, e.g. through an increase in frequency, which results in a higher level-of-service and a subsequent increase in passenger numbers, triggering another round of service improvements. This paper adds to the literature by presenting an analytic model for analyzing these phenomena that we call vicious and virtuous cycles. Based on field data regarding passengers’ variation in willingness-to-wait for a public transport service, we investigate the dynamics of the line service and show how the emergence of a vicious or virtuous cycle depends on the total number of potential passengers, the share of captive riders, and bus capacity. The paper ends with a discussion of the implications of the findings for the planning of public transport services.  相似文献

Abstract

This paper develops a Stated Preference (SP) experiment that provides a way to measure service quality in public transport. The paper introduces an empirical procedure for optimising the SP experiment. This procedure permits the identification of the choice alternatives defining the experiment by simulating the choices of a user sample. By using the data collected from an experimental survey, a Multinomial Logit model was calibrated. This model is a way of identifying the importance of service quality attributes on global customer satisfaction and calculating a Service Quality Index, which provides an operationally appealing measure of current or potential service effectiveness.  相似文献

In this study, the modal shift potential of introducing a free alternative (free public transportation) and of changing the relative prices of transportation is examined. The influence of a cognitive analysis on the zero-price effect is also analyzed. The data used for the analysis stem from a stated preference survey with a sample of approximately 670 respondents that was conducted in Flanders, Belgium. The data are analyzed using a mixed logit model. The modeling results yield findings that confirm the existence of a zero-price effect in transport, which is in line with the literature. This zero-price effect is increased by the forced cognitive analysis for shopping trips, although not for work/school or recreational trips. The results also demonstrate the importance of the current mode choice in hypothetical mode choices and the importance of car availability. The influence of changing relative prices on the modal shift is found to be insignificant. This might be partially because the price differences were too small to matter. Hence, an increase in public transport use can be facilitated by the introduction of free public transport, particularly when individuals evaluate the different alternatives in a more cognitive manner. These findings should be useful to policy makers evaluating free public transport and considering how best to target and promote relevant policy.  相似文献

Technological change and incremental technology, at various levels, are believed to have played an important role in the success of urban public transport in Europe. In this paper, a historical overview of the evolution of different transport modes across different European cities is presented. Our major concern is with the processes of diffusion of urban transport modes in European cities and, in particular, with the factors, mainly of an economic nature, that may explain their rates of adoption across Europe. Among these factors, special attention is given to the role played by the dimension and organisation of public transport markets in the rates of adoption of different public transport modes. The main conclusion of the paper is that the success of the introduction of a new transport mode appeared to be mainly related to its ability to provide cheaper and more reliable transport services compared with previous transport modes, and that, in the case of the electric tram, this was achieved by transforming of the structure of the market relating to this urban transport mode into monopolies.  相似文献

In Germany, many universities have student tickets that are bargained for between student representatives and public transport companies, approved by referendum, and mandatory for all students. They allow the use of public transport at no additional cost. I analyze such a scenario in a theoretical model as an example of a flat-rate ticket for public transport which is implemented by majority decision. The mandatory character of the ticket reduces transaction costs like marketing and ticket inspection, reducing the ticket price and thus the students’ commuting expenses. However, there is a countervailing effect. Students face and rationally expect zero marginal monetary commuting costs, so that new students choose a place of residence which is relatively far from the university. This in turn raises the equilibrium ticket price. It may even be the case that students would be better off if such a ticket had never existed. Nonetheless, they always vote for it in referenda, because accepting the high price is optimal given their place of residence. After laying out the model, I analyze an optimal policy, which consists, for example, of subsidizing student dorms at an efficient distance to the city center.  相似文献

ABSTRACT

Cost overruns are an endemic feature of the provision of transport infrastructure worldwide. In recent decades, a considerable amount of studies has been devoted to assessing the magnitude and determinants of cost overruns in the transportation sector. However, the empirical findings are scattered between different strands of literature, ranging from the fields of construction engineering and management to that of applied economics. To shed light on the determinants of cost overruns in the execution of transport infrastructure projects, we conduct a systematic review of the empirical literature on the topic. Of the 945 articles retrieved, 26 articles published between 2000 and 2016 meet our inclusion criteria. For them, we describe the different empirical approaches, we provide a classification of the determinants employed in the analyses and summarise their impact on cost overruns. Finally, we suggest some directions for further research in the field.  相似文献

ABSTRACT

The need for improved public transport (PT) ticketing in ever-growing deregulated PT markets has made well-designed integrated ticketing systems a priority area of intervention for PT service providers around the world. Yet, very little practical evidence of its impacts are reported in Sweden and in the world at large. The focus of this study was the impacts of the Movingo integrated ticketing scheme in terms of PT patronage, user satisfaction and the perceived quality of the ticketing set-up. Three travel surveys were conducted along the Stockholm-Uppsala route. Methods including logistic regression and correlated t-tests were used to analyse the samples. The findings suggest that the scheme made rail commuting more attractive resulting in an overall increase of about 24% in ticket sales with 3% – 15% car commuters reporting that they patronised PT services after the project. The scheme also resulted in increased rail commuter satisfaction. The overall perceived quality of the ticketing set-up did not however improve due to interoperability challenges. Service providers’ uncertainty about equitable distribution of revenue among the participating service providers, interoperability challenges and the lack of interest among most of the participating service providers to sell Movingo tickets are some issues to be addressed.  相似文献

Public service obligations (PSOs) are used by governments in many countries, including the United States and 11 countries in Europe, to mandate a minimum level of commercial air transportation service, especially for small or rural communities. This paper analyzes PSOs in these 12 countries for the year 2010 using the recently proposed Global Connectivity Index to measure direct and indirect market access and a novel subsidy database covering 90% of PSO movements in these countries to assess value-for-money.We show that PSO services represent about 2.5% of all commercial movements in the 12 countries analyzed, generating about 1% of these countries’ total air transport connectivity. Over all routes for which data was available, approximately USD$ 900 million was earmarked for PSO and air service discount provision in 2010, with average subsidies per movement ranging from about $700 to $3500. PSO market access and efficiency outcomes vary across the countries analyzed. Some countries, such as Germany and the United States, focus on providing network access for smaller communities, thereby creating not only point-to-point, but also onward connectivity, while others such as Norway, Sweden, and Ireland, predominantly aim at providing “lifeline services” that connect remote regions to a nearby economic center without providing onward connections.  相似文献

Munich, Berlin, Hamburg, Vienna, and Zurich – the largest cities in Germany, Austria, and Switzerland – have significantly reduced the car share of trips over the past 25 years in spite of high motorisation rates. The key to their success has been a coordinated package of mutually reinforcing transport and land-use policies that have made car use slower, less convenient, and more costly, while increasing the safety, convenience, and feasibility of walking, cycling, and public transport. The mix of policies implemented in each city has been somewhat different. The German cities have done far more to promote cycling, while Zurich and Vienna offer more public transport service per capita at lower fares. All five of the cities have implemented roughly the same policies to promote walking, foster compact mixed-use development, and discourage car use. Of the car-restrictive policies, parking management has been by far the most important. The five case study cities demonstrate that it is possible to reduce car dependence even in affluent societies with high levels of car ownership and high expectations for quality of travel.  相似文献

Universities, like other types of public and private institutions, when located in a city, have both positive and negative impacts on the area where they are situated. On the one hand, they contribute to the prestige of the area; on the other hand, they are large generators/attractors of traffic. The ability to successfully balance the pros and cons of the urban location of these large traffic-generating institutions is crucial for their success and for the livability of the city. In this paper this issue has been analyzed selecting as a representative case the University of Trieste.The aim of the research is to understand: (a) how mode choice decisions are made by the teaching and administrative staff and by the students at the various locations where academic activities take place, and (b) how they would be affected by 8 different transport management policies. It is found that changing the parking regulations (via the annual permit cost, the hourly parking fee, the number of parking spaces and the location of the parking lots) greatly influences mode choice in favor of bus use, especially for teaching and administrative staff and in the suburban locations. The students would be impacted by such changes only if an hourly parking tariff is introduced. The alternative approach of fully subsidizing the bus services would also have a large impact on bus ridership, affecting the mode choice in particular of the teaching staff and in the main university suburban sites.Since the implementation of these bus-favoring policies could face the opposition either of the university staff or of the bus company, two more balanced policy mixes were tested: the first one, increasing parking price and imposing new parking restrictions, would increase bus ridership by 19%; the second one, reducing both bus and parking subsidies, would increase bus ridership by 13%.  相似文献

Abstract

Despite the proliferation of bus rapid transit (BRT) systems over the past few decades across developed and developing world cities, the impacts across these systems on the urban spatial development and property markets have not been comprehensively studied. The current paper attempts to fill this gap in the literature by reviewing the methodologies, underlying theories, and findings presented in the individual academic studies on BRT land-use and price impacts, mostly drawing on those that have focused on Latin American and Asian systems. The review shows that the land-use and value impacts have been less uniform across systems compared to such operational performance metrics as speed and travel time improvements. While predominantly relying on cross-sectional modeling techniques, the approaches used to evaluate land-use changes induced by the transit systems are not uniform either, with only some studies explicitly measuring changes in types of land use as opposed to simply land or rental price. The study also concludes that more rigorous evaluation is needed as to whether the BRT systems have improved accessibility for the populations that inhabited the corridors previously or whether, instead, the desired land value increases have in fact resulted in significant population displacement.  相似文献

Abstract

Microscopic traffic simulators are the most advanced tools for representing the movement of vehicles on a transport network. However, the energy spent in traffic microsimulation has been mainly oriented to cars. Little interest has been devoted to more sophisticated models for simulating transit systems. Commercial software has some options to incorporate the operation of transit vehicles, but they are insufficient to properly consider a real public transport system. This paper develops an Application Programming Interface, called MIcroscopic Simulation of TRANSIT (MISTRANSIT), using the commercial microsimulator PARAllel MICroscopic Simulation. MISTRANSIT makes advances in three ways: public transport vehicles can have new characteristics; passengers are incorporated and traced as individual objects; and specific models represent the interaction between passengers and vehicles at stops. This paper presents the modelling approach as well as various experiments to illustrate the feasibility of MISTRANSIT for studying policy operations of transit systems.  相似文献

Recent investment in urban ferry transport has created interest in what value such systems provide in a public transport network. In some cases, ferry services are in direct competition with other land-based transport, and despite often longer travel times passengers still choose water transport. This paper seeks to identify a premium attached to urban water transit through an identification of excess travel patterns. A one-month sample of smart card transaction data for Brisbane, Australia, was used to compare bus and ferry origin–destination pairs between a selected suburban location and the central business district. Logistic regression of the data found that ferry travel tended towards longer travel times (OR?=?2.282), suggesting passengers do derive positive utility from ferry journeys. The research suggests the further need to incorporate non-traditional measures other than travel time for deciding the value of water transit systems.  相似文献

ABSTRACT

This paper develops cost models for urban transport infrastructure options in situations where motorcycles and various forms of taxis are important modes of transport. The total social costs (TSCs) of conventional bus, Bus Rapid Transit (BRT), Monorail, Metro (Elevated Rail), car, motorcycle, Taxi and Uber are calculated for an urban corridor covering operator, user and external costs. Based on the parameters for a 7?km corridor in Hanoi, Vietnam, the results show the lowest average social cost (ASC) transport modes for different ranges of demand. Motorcycle might be the best option at low demand levels while conventional bus has advantages with low-medium demand. At medium demand levels, bus-based technologies and Monorail are competitive options while Metro, with a higher person capacity, is the best alternative at the highest demand levels. Compared to other modes, the ASCs of car and Taxi/Uber are greater because of high capital cost (related to vehicles) per passenger and low occupancy. Transport planners and decision makers in low and middle income countries (LMICs) can draw on the findings of this study. However, various limitations are identified and additional research is suggested.  相似文献

This study aims at evaluating the customer expectations in a public sector passenger transport company, a crucial sector in developing countries like India. A questionnaire containing 18 quality characteristics was administered to various customers of three bus depots of one division of a state road transport undertaking in South India. Attribute‐based perceptual mapping using discriminant analysis was done to position the three depots and to identify their strengths and weaknesses. Abstract

This paper explores social media's role in managing unplanned transit networks disruptions. Although literature exists more broadly on the use of social media in transit, this paper presents the first literature review in this setting. When disruptions occur, commuters require reliable, up-to-date information. Its provision reduces anxiety and allows informed choices. Social media is beneficial given it provides real-time information but it can only supplement (not replace) conventional approaches. Information reliability was critical. Research in the field of disaster management illustrates the importance of publicly contributed information. Known as “crowdsourcing”, it is part of the emerging field of crisis informatics which for the first time was linked to unplanned transit disruption management. The results highlight that social media's real-time nature can reduce disrupted travel demand; however, its utilisation can be resource-intensive. A framework presented illustrates how social media utilisation varies according to the operational characteristics of a disrupted network. Social media use as an information delivery tool is still in its infancy and an unwillingness to embrace it is an impediment to sustained growth. Crowdsourcing is one approach that could resolve the issue of transit agency resourcing whilst satisfying the increased demand and expectation for real-time information.  相似文献

In its relatively short life, the automobile has provided a level of mobility unlikely to have been feasible with a reliance on conventional forms of land based public transport. It has contributed in both a positive and negative way to the quality of life, transforming our cities, our way of life, and giving us a greater command over time and space. Concern over the undesirable social and environmental impacts has increased over time, with calls for governments to take action to reduce the automobile's dominant role. New investment in fixed-track public transport and bus priority systems together with strategies to discourage travel have been proposed to improve accessibility and to aid in cleaning up the physical environment. This paper reviews some of the issues facing society as it works to identify policies to achieve an economically and environmentally sustainabie future. There is a need for a broader set of policies to facilitate alternative land use-transport lifestyles while facing appropriate pricing signals. Some of the key issues are adjustments in the relative prices of location and transport, spatial incentives to make public transport economically viable (i.e. changing urban densities, zoning/incentive changes to allow more infill), road pricing (i.e. charging cars the economic cost of using the roads), new information technology systems (e.g. IVHS) to improve the efficiency and effectiveness of transport infrastructure, major improvements in the fuel efficiency of fossil fuelled vehicles, and alternative-fuelled vehicles (clean-air vehicles).  相似文献

The efficiency of a transport system depends on several elements, such as available technology, governmental policies, the planning process, and control strategies. Indeed, the interaction between these elements is quite complex, leading to intractable decision making problems. The planning process and real-time control strategies have been widely studied in recent years, and there are several practical implementations with promising results. In this paper, we review the literature on Transit Network Planning problems and real-time control strategies suitable to bus transport systems.
