Transportation demand continues to grow at an even faster rate than the economies of Chinese cities, placing increasing pressure on a limited road network. In certain cities of the more highly developed coastal plains, the bicycle assumed a dominant role in urban transport in the 1980s, a position maintained in the 1990s. In Shanghai, the bicycle continues to play a dominant role, although policies favour a switch to public transport. In the present paper, cyclist attitudes toward public transport policies were probed with a pilot questionnaire at two important central destinations. An important example of current policies with regard to bicycles involves the creation of separate networks for motorized and non-motorized modes. A pilot scheme for eventual application over a very large area was recently introduced in the central area. We report on the traffic volumes by mode and street before and after its implementation in 1999. Both bicycle and car volumes diminished in the central area, although the decrease was greater for bicycles. On the other hand, interviewed cyclists expressed resistance to various incentives to use public transport. The question raised here is whether the planned increase in public transport share of total intracity travel can be achieved without disincentives to use the bicycle.  相似文献

ABSTRACT

Numerous methodologies measuring walkability have been developed over the last years. This paper reviews the Walkability Index (WI) literature of the last decade (2009–2018) and highlights some limitations in the current approaches. Only a few studies have evaluated walkability in Latin America, mainly in big cities but not in medium and small-sized cities in the region, which present their own urbanisation dynamics, security issues, sidewalk invasion problems, and poor planning. Furthermore, most WIs in the literature use objective mesoscale variables to assess walkability in a given area. This paper contributes to filling these gaps by generating new evidence from a medium-sized city in Latin America to question if characteristics of the built environment encourage walking trips, as found in the literature, are transferable among regions. The study also proposes a novel index comprised of microscale and mesoscale built environment variables to assess walkability using virtual tools and considering users’ perceptions. The WI estimation relies on ranking probability models. The results of the case study suggest that subjective Security and Traffic Safety are the most crucial factors influencing walkability in these kind of cities, which is different from what is found in the literature from cities in developed countries where Sidewalk Condition and Attractiveness are the most important factors. Security appeared to be strongly associated with a subjective dimension, represented by the fear of crime or perceived risk for crime, instead of the actual occurrence of crimes. This result evidences the importance of the physical attributes of the real world and how they are captured, judged, and processed by pedestrians. Then, regional transferability of WIs needs to be done carefully. Finally, results in this paper highlight the importance of microscale built environment characteristics in the WI formulation in these cities. Results are in line with other research in some cities of the region, which found that microscale variables such as pavement quality and presence of obstacles on the sidewalks are relevant components to promote walkability.  相似文献

This paper underlines the important role played by the interaction between transport and land use in the way cities develop and the need to use a fully integrated land‐use/transport model to assess the longer‐term impacts of urban policies. Since most of the models of this type had never been properly tested, the Transport and Road Research Laboratory in the early 1980s set up a collaborative study to examine critically their performance and to assess the impacts of a range of commonly applied policies.

The paper briefly describes the first phase of the study in which nine models from seven countries were subjected to a rigorous set of tests covering a variety of policies. For practical reasons each model was applied to the city on which it was originally calibrated. To overcome some of the problems of comparison, a second phase of the study was conducted in which some models were applied to several cities each so that the differences due to the particular characteristics of the cities could be identified. In carrying out this phase, some cities were examined by several models and discrepancies in the results analysed. The setting up of the second phase of the study is outlined in this paper, but not the results, which are given in later papers in this and subsequent issues of Transport Reviews.  相似文献

ABSTRACT

Cycling is experiencing a revival in many cities. Research has focused on the determinants of cycling – in particular the role of the built environment and road infrastructure. Bicycle parking has received little attention – even though bicycles are parked most of the time. This article reviews the scientific literature on bicycle parking and identifies existing gaps in research and knowledge. The review analyses 94 peer-reviewed papers identified through a search in Scopus and Web of Science, in December 2017. The annual number of papers increased 15-fold between 1995 and 2017. Overall, the level of evidence on the importance of bicycle parking is limited. The majority of studies are based on cross-sectional data with the presence of parking as a binary independent variable. Most studies focus on bicycle parking at public transport stops and at work places. Few studies report on bicycle parking throughout cities, and hardly any on parking at residential locations. Bicycle parking supply and quality appears to be a determinant of cycling for current and potential cyclists. Our findings can serve as input for an evidence-based debate on the role of bicycle parking. For practitioners, our research supports investment in bicycle parking, but acknowledges that a proper evaluation of such initiatives needs to be conducted to increase the level of evidence.  相似文献

The conventional approach towards agricultural transport in Sub-Saharan Africa focuses mostly on motorized transport. This approach is too narrow because it does not reflect the transport requirements and purchasing power of small-scale farmers. This paper explains why a broader approach that includes not only roads, but also paths and tracks; not only trucks but also intermediate means of transport such as donkeys, bicycles and animal carts can considerably improve agricultural transport. Even though the effects of an appropriate approach on agricultural production, marketing and income can be significant, it is more often rejected by decision-makers as primitive and backward.  相似文献

A decade of increasing Federal attention to urban transportation needs has culminated in the 1970 Urban Mass Transportation Assistance Act. This Act is intended to provide 10 thousand million dollars over the next 12 years in Federal assistance money to urban public transportation systems. This paper examines the needs of selected U.S. cities as a basis for (1) understanding the vast, various and complex transportation needs of urban areas throughout the country, and (2) assessing the sufficiency of these funds. The sample cities have been placed into three broad categories based on the state of development of their transportation systems. In Category I cities, the essential need is to ensure the survival of bus systems for the use of non‐drivers, or to provide some other viable alternative to the automobile; in Category II cities, the primary needs are to relieve auto congestion and to improve public transportation components, while in Category III cities, the primary need is massive investment to improve and to extend public transportation facilities. It is concluded that the presently intended Federal funding level for transportation will not meet the financial requirements of the Category III cities.  相似文献

On many urban low‐grade or branch roads, especially in medium or small cities in China, bicyclists and motorists commonly share the non‐barrier road surface. Because bicycles are unpredictable and unstable when moving, motorized vehicles must reduce their speed to safely approach and overtake them. In this study, the gradual deceleration process a motorized vehicle undergoes before it passes a bicycle was analyzed. The motorist was assumed to prefer a comfortable deceleration and to select a higher deceleration rate only when the distance to the bicycle was insufficient to reduce the car's speed to the expected value at a comfortable deceleration rate. Cellular automata (CA) simulations were used to reveal the flow characteristics of motorized vehicles reacting to bicycles traveling along the roadside, and the results show that for the general velocities of motorized vehicles and bicycles traveling on urban branch roads, the road capacity for motorized vehicles is not related to the number of bicycles present. However, the average travel time of motorized vehicles is significantly affected by the presence of bicycles when the number of motorized vehicles on the road is small. In addition, motorized vehicles' average travel time is more influenced by disturbances in the flow of motorized vehicles than by bicycles when the number of motorized vehicles on the road is large. ObjectiveBicycle use for commuting is being encouraged not only to address physical inactivity, but also vehicular congestion, air pollution and climate change. The current study aimed to ascertain the urban environmental correlates and determinants of bicycle use for commuting (bicycle commuting) among the working or studying population in Barcelona, Spain.MethodsAdults (n = 769; 52% females) recruited whilst commuting within Barcelona (Spain) responded to a comprehensive telephone survey concerning their travel behaviour. Based upon responses collected from June 2011 to May 2012, participants were categorised into four groups: frequent bicyclists, infrequent bicyclists, willing non-bicyclists, and unwilling non-bicyclists. The determinants of frequency and willingness (propensity) to commute by bicycle were assessed by multinomial logistic regression models adjusted for potential confounders and covariates.ResultsThe number of public bicycle stations surrounding the home address and amount of greenness surrounding the work/study address were significant positive determinants of bicycle commuting propensity. On the other hand, the number of public transport stations surrounding the home address and elevation of the work/study address were significant negative determinants of bicycle commuting propensity. Individual age, education level, gender, nationality, physical activity level and commute distance significantly affected this propensity.ConclusionGreater availability of public bicycle stations and higher levels of urban greenness may increase bicycle use by adults commuting within a city such as Barcelona, Spain. Electrically-assisted public bicycles may address the challenge of elevation, making this system a more competitive mode against traditional motorised public transport.  相似文献

Following the historical evolution of urban transport in South America, the authors show the economic, technological and cultural facts that have governed its development until today.

The paper, mainly based on experience in large Brazilian cities, gives facts and figures about some of the most important towns where different approaches to urban transport were tried. Information about other South American countries is also given and discussed.

The article details the evolution, current situation and new plans in Sao Paulo city, describing concession criteria, modal split and the economics of the different modes in operation today and planned for future use, ending with the general influence of Sao Paulo experience of urban transport systems in many other Brazilian cities.  相似文献

ABSTRACT

A scientific consensus has recently emerged suggesting that the dominant twentieth century paradigm of solving transportation congestion problems by building more freeways failed. The legacy of the freeway construction era is clearly visible in polluted and congested cities worldwide. To battle these ills, planning academics have been promoting more sustainable built form aligned with dedicated public/active transport provision. Partly as a result of the push coming from academia, a number of cities have sought to remove their freeways and replace the freed up space with alternate transport infrastructure, such as streets and boulevards. To discern if the transportation planning profession is currently undergoing a paradigm shift or whether freeway removal is merely a temporary fad, we have conducted a systematic review of the literature. In this article, we unpack the underlying reasons which have led some cities to removing their freeways. Results reveal that a paradigm shift has arguably not yet taken place in transportation planning. While many cities are creating human-scale and active transport spaces, currently these spaces tend to coexist alongside freeways. American cities, which were once the pioneers of freeway construction, appear to be lagging behind cities in Europe and Asia in this respect. If the current pace of freeway removal continues, it may take a few decades before the transportation planners, politicians, policy makers, and communities adopt radically different norms, methods, and goals. However, a radical approach may need to be taken sooner given alarming global warming predictions.  相似文献

ABSTRACT

Often called paratransit because of their flexible stops, schedules and routes, minibuses make up the bulk of public transport in African cities. Despite their ubiquity and importance, these systems are poorly understood by transportation planners who tend to focus on large-scale urban infrastructure projects such as highways, commuter rail or bus rapid transit systems. The assumption within much of this planning is that these minibus systems are barriers to change and will become at most secondary “feeder” buses within large-scale projects, but structured plans detailing this vision are lacking. This paper argues that frequent failure to collect data and value important paratransit systems as a critical part of transportation in their own right is deeply problematic from the point of view of equity, access and inclusive and effective planning. We ask whether the growing number of bottom up mapping projects of minibus systems can disrupt this status quo. By comparing two mapping projects, Digital Matatus in Nairobi and the Mapa Dos Chapas in Maputo, we find that inclusive, collaborative mapping can help render these minibuses more visible in planning and provoke more grounded and inclusive “planning conversations” on multi-modal integration, passenger information and minibus upgrading, all key but relatively marginalised aspects of creating accessible, low emission, high quality and safe public transport in African cities.  相似文献

The promotion of bicycle transportation includes the provision of suitable infrastructure for cyclists. In order to determine if a road is suitable for bicycling or not, and what improvements need to be made to increase the level of service for bicycles on specific situations, it is important to know how cyclists perceive the characteristics that define the roadway environment. The present paper describes research developed to define which roadway and traffic characteristics are prioritized by users and potential users in the evaluation of quality of roads for bicycling in urban areas of Brazilian medium-sized cities. A focus group discussion identified 14 attributes representing characteristics that describe the quality of roads for bicycling in Brazilian cities. In addition, an attitude survey was applied with individuals to assess their perception on the attributes, along with the importance given to each one of them. The results were analyzed through the Method of Successive Intervals Analysis, which allows the transformation of categorical data into an interval scale. The analysis suggests that both the roadway and traffic characteristics related to segments and those related to intersections are important to the survey respondents. The five most important attributes, in their opinion, are: (1) lane width; (2) motor vehicle speed; (3) visibility at intersections; (4) presence of intersections; and (5) street trees (shading). Therefore, the research suggests that to promote bicycle use in Brazilian medium-sized cities, these attributes must be prioritized.  相似文献

The number of policy initiatives to promote the use of bike-and-ride, or the combined use of bicycle and public transport for one trip, has grown considerably over the past decade as part of the search for more sustainable transport solutions. This paper discusses the experiences with, and impacts of, such initiatives in the Netherlands. The Dutch measures to promote bicycle use in access trips have been generally successful. A country-wide program to upgrade regular and secure bicycle parking at train stations has led to an increase in user satisfaction and a growth in bicycles parked at stations. Smaller programs to stimulate the combined use of bike-and-bus have resulted in an increase in bicycle use, bus use, and share of infrequent bus passengers. Bicycle lockers at bus stops are hardly used by bus passengers, due in part to the dominance of students among bus users as well as the relatively high price of lockers in comparison to the value of bicycles used for access trips. Measures to promote the use of the bicycle in egress trips have met with more varying results. Projects to introduce leasing bicycles for egress trips have failed to attract passengers, for both train and bus services. In contrast, the introduction of flexible rental bicycles at train stations has resulted in a small reduction in car use, growth in train trips, and growth in bicycle use for non-recurrent trips. The Dutch experiences suggest some lessons for promoting bike-and-ride in countries and cities with a less well-developed bicycle infrastructure.  相似文献

Abstract

There is a growing tendency in cities around the world to invest in Bus Rapid Transit (BRT) systems in an attempt to improve the capacity and quality of public transport services. The appeal of BRTs is based on their ability to combine the service level of rail transit systems with the flexibility of buses at relatively lower investment costs, and this was the motivation behind the opening of such a system in the Turkish city of Istanbul in 2007. This system has attracted mixed opinions as to its performance, as while passenger ridership figures are extremely high, proving the effectiveness of the system, there is an argument that the corridor should have been developed with rail technology, and that the BRT is failing to meet the demand. The paper presents a comprehensive analysis of this system, assessing its planning and performance through a comparative analysis of a number of BRTs in the world and Istanbul's metro and tram systems. The analysis confirms the success of the system in terms of passenger statistics, but also highlights a number of problems in certain planning decisions that should be addressed, thus taking the discussion beyond a simplified comparison of bus and rail technologies.  相似文献

Abstract

This paper reviews the incentive structure of concession contracts in several Latin American transit reforms. It also presents a conceptual analysis of the optimal design of concession contracts. The conceptual discussion and case studies reviewed indicate that payment to operators should be linked to operational variables and that some demand risk should optimally be transferred to operators. Performance standards linked to fines and penalties are not sufficient to guarantee good quality of service, particularly in citywide reforms and where institutional capacity ― in terms of size, experience and expertise of staff ― is lacking and regulatory processes are slow, bureaucratic and cumbersome. This review may be useful for policy-makers designing transit reforms in other countries. The policy lessons of the paper are particularly relevant to cities in the developing world but they are also important for reforms in other countries.  相似文献

The big paradigm for cities nowadays is to study the movement of pedestrians at the interface between metro and bus systems – metrobus interchanges. When these interchanges are not well designed, walking is inefficient and can be unsafe for pedestrians. This paper analyses, by means of a pedestrian microsimulation model, metrobus interchange spaces in order to propose planning guidelines for the city of Santiago de Chile. Specific objectives are (1) to identify the variables that provide efficiency and safety in those spaces; (2) to simulate different scenarios using the pedestrian simulation model LEGION; (3) to propose planning and design guidelines for pedestrian spaces at metrobus interchanges; and (4) to contrast the recommendations in the recently opened terminal station on Line 1 of Metro de Santiago: Los Dominicos Station.  相似文献

Electric bicycles and motorcycles have emerged as a possible way of improving the transportation system sustainability. This work’s aim was to quantify the energy consumption, the trip travel and the driving dynamics on specific routes in Lisbon, Portugal. Six electric and conventional bicycles and motorcycles were monitored, and a methodology to quantify the power required in each driving second was developed: Motorcycle and Bicycle Specific Power (MSP and BSP respectively). MSP and BSP allows characterizing energy consumption rates based on on-road data and to define real-world operation patterns (driving power distribution), as well as to benchmark the different propulsion technologies under the same baseline of specific power. For negative MSP and BSP modes, the conventional and the electric motorcycles and bicycles demonstrated a similar pattern. However, their behavior was different for positive modes, since electric technologies allow reaching higher power conditions. The methodology developed estimates accurately the energy consumption (average deviation of −0.19 ± 6.76% for motorcycles and of 1.41 ± 8.91% for bicycles). The MSP and BSP methodologies were tested in 2 Lisbon routes. For the electric motorcycle an increase in trip time (+36%) was observed when compared to the conventional one, while for the electric bicycle a 9.5% decrease was verified when compared to the conventional one. The Tank-to-Wheel (TTW) energy consumption for motorcycles was reduced by 61% when shifting to electric mobility, while a 30% Well-to-Wheel (WTW) reduction is obtained. For the electric bicycles, an additional energy use is quantified due to the battery electricity consumption.  相似文献

The paper compares the risk-taking behavior of the riders of electric-bikes and bicycles and their effects on safety at signalized intersections. Data were collected at signalized intersections in the city of Kunming in China. Traffic conflicts techniques are used to estimate the safety effects of electric-bikes and bicycles, with the incidents observed divided into sixteen types. About 77.7% of conflicts were caused by the risky behavior of the automobiles drivers that in particular did not yield right-of-way to electric-bikes/bicycles, 13.4% by the risky behavior of e-bikers, and the rest by cyclists. Red-light running was the leading cause for the conflicts in which the electric-bikes were at-fault.  相似文献
