This paper aims to empirically identify the competitiveness of container ports in Asia by examining factors influencing the perceived competitive edge of each port using the Hierarchical Fuzzy Process, a method embracing human knowledge and/or judgement into a mathematical framework. This analysis is unique in that the ‘human-perceived’ competitiveness on Asian container ports is examined under the quantifiable framework. The findings reveal that Singapore is the most competitive port among the sampled ports. Moreover, the methodology employed here shows the potential to be applicable to other transport and logistics related service industries.  相似文献

The many varied views on resilience indicate that it is an important concept which has significance in many disciplines, from ecology to psychology to risk/disaster management. Therefore, it is important to be able to quantifiably measure the resilience of systems, and thus be able to make decisions on how the resilience of the system can be improved. In this paper we will work with the definition, due to Pimm (1991), that resilience is “how fast a variable that has been displaced from equilibrium returns to it.” We will think of a system as being more or less resilient depending on the speed with which a system recovers from disruptive events or shocks. Here we consider systems which revert to an equilibrium state from shocks, and introduce a measure of resilience by providing a quantification of the rapidity of these systems’ recovery from shocks.We use a mean-reverting stochastic model to study the diffusive effects of shocks and we apply this model to the case of the London Underground. As a shock diffuses through the network, the human-flow in the network recovers from the shock. The speed with which the passenger counts return to normal is an indicator of how quickly the line is able to recover from the shock and thereafter resume normal operations.  相似文献

This article investigates strategic responses of inland ports to institutional forces pressuring their adoption of sustainability practices. We postulate that even though inland port operators strive for economic viability, there are growing pressures from various stakeholders for continuous enhancement of their environmental and social sustainability practices. We apply institutional theory to classify the effects of these forces based on five institutional antecedents – cause, constituents, content, control, and context – and further expand our theoretical framework with resource dependence tenets to discuss the spectrum of strategic responses available to inland ports to deal with institutional forces. We examine our theoretical arguments with empirical evidence collected from four inland ports using a case study-based approach. We conclude that while inland ports have a strong disposition towards social sustainability, economic considerations are still most emphasized, and environmental issues are mostly regarded in compliance with the legally mandated minimum. The most important sources of institutional pressure are identified as cause, constituents, and control. In a further step, we present evidence of the inland ports’ potential strategic responses. The study also provides insights for managers and policy makers on strategic options as appropriate organizational responses to proliferating institutional pressures for sustainability practices adoption.  相似文献

Abstract

A multimodal trip planner that produces optimal journeys involving both public transport and private vehicle legs has to solve a number of shortest path problems, both on the road network and the public transport network. The algorithms that are used to solve these shortest path problems have been researched since the late 1950s. However, in order to provide accurate journey plans that can be trusted by the user, the variability of travel times caused by traffic congestion must be taken into consideration. This requires the use of more sophisticated time-dependent shortest path algorithms, which have only been researched in depth over the last two decades, from the mid-1990s. This paper will review and compare nine algorithms that have been proposed in the literature, discussing the advantages and disadvantages of each algorithm on the basis of five important criteria that must be considered when choosing one or more of them to implement in a multimodal trip planner.  相似文献

Even where unreliability has been recognised as a significant component in the generalised cost of trip-making, few attempts have been made to quantify it in the evaluation of transport improvements. This neglect is perhaps explained by the difficulty of observing a suitable trade-off situation in which transport users can trade money directly or indirectly for improved reliability of their transport modes.This article investigates the characteristics of a possible trade-off which might be made by commuters — the allowance of extra time for travelling in order to avoid unpredictable lateness at destination. The form of the costs of a response to unreliability of this nature is considered within a more general framework of the allocation of time under uncertainty or risk conditions.Certain other approaches to the evaluation of travel unreliability are reviewed and a brief outline is given to a current research project which attempts to test the applicability of the safety margin in London commuters' timing of the trips that they take to work.Any views expressed in this article are those of the author and are not necessarily those of the Department of the Environment.  相似文献

An essential element of demand modeling in the airline industry is the representation of time of day demand—the demand for a given itinerary as a function of its departure or arrival times. It is an important datum that drives successful scheduling and fleet decisions. There are two key components to this problem: the distribution of the time of day demand and how preferred travel time influences itinerary choice. This paper focuses on estimating the time of day distribution. Our objective is to estimate it in a manner that is not confounded with air travel supply; is a function of the characteristics of the traveler, the trip, and the market; and accounts for potential measurement errors in self-reported travel time preferences. We employ a stated preference dataset collected by intercepting people who were booking continental US trips via an internet booking service. Respondents reported preferred travel times as well as choices from a hypothetical set of itineraries. We parameterize the time of day distribution as a mixture of normal distributions (due to the strong peaking nature of travel time preferences) and allow the mixing function to vary by individual characteristics and trip attributes. We estimate the time of day distribution and the itinerary choice model jointly in a manner that accounts for measurement error in the self-reported travel time preferences. We find that the mixture of normal distributions fits the time of day distribution well and is behaviorally intuitive. The strongest covariates of travel time preferences are party size and time zone change. The methodology employed to treat self-reported travel time preferences as potentially having error contributes to the broader transportation time of day demand literature, which either assumes that the desired travel times are known with certainty or that they are unknown. We find that the error in self-reported travel time preferences is statistically significant and impacts the inferred time of day demand distribution.  相似文献

Despite the hundreds of billions of dollars being spent on infrastructure development -- from roads, rail and airports to energy extraction and power networks to the Internet -- surprisingly little reliable knowledge exists about the performance of these investments in terms of actual costs, benefits and risks. This paper presents results from the first statistically significant study of cost performance in transport infrastructure projects. The sample used is the largest of its kind, covering 258 projects in 20 nations worth approximately US$90 billion (constant 1995 prices). The paper shows with overwhelming statistical significance that in terms of costs transport infrastructure projects do not perform as promised. The conclusion is tested for different project types, different geographical regions and different historical periods. Substantial cost escalation is the rule rather than the exception. For rail, average cost escalation is 45% (SD=38), for fixed links (tunnels and bridges) it is 34% (62) and for roads 20% (30). Cost escalation appears a global phenomenon, existing across 20 nations on five continents. Cost estimates have not improved and cost escalation not decreased over the past 70 years. Cost estimates used in decision-making for transport infrastructure development are highly, systematically and significantly misleading. Large cost escalations combined with large standard deviations translate into large financial risks. However, such risks are typically ignored or underplayed in decision-making, to the detriment of social and economic welfare.  相似文献

Abstract

This paper presents a definition of sustainable urban freight transport (SUFT), based on the existing theories and concepts, and develops an indicator set that describes SUFT. The definition of SUFT makes a categorisation of actions possible which enables actors to select effective strategies towards SUFT. The indicator set consists of two levels: impact indicators – which describe how the urban freight transport violates the principles of sustainability; and performance indicators – which describe different categories determining the characteristics and performance of the urban transport system. A literature study analyses the characteristics determining the performance of actors in the urban freight transport chain. Knowing the current state and improvement potential of the urban freight transport system are prerequisites for defining successful strategies and implementing effective actions.  相似文献

Short sea shipping (SSS) is called to play a key role in ensuring sustainable mobility in the European context. In the past years several studies tried to define the SSS requirements and also to identify the SSS lines that were economically viable. However, no studies approach the profile of their users—the road transport firms—and the organizational patterns adopted by them, in order to gain a better understanding of this transport modality. This research, on the basis of a sample of 81 international road transport firms that use SSS between Spain and Italy, analyses the profile of these firms and certain elements inherent to their relationship with the shipping firms, according to the two modalities of organizing their SSS transport operations: accompanied versus unaccompanied.  相似文献

Reducing the air pollution from increases in traffic congestion in large cities and their surroundings is an important problem that requires changes in travel behavior. Road pricing is an effective tool for reducing air pollution, as reflected currently urban road pricing outcomes (Singapore, London, Stockholm and Milan). A survey was conducted based on establishing a hypothetical urban road pricing system in Madrid (a random sample size n = 1298). We developed a forecast air pollution model with time series analysis to evaluate the consequences of possible air pollution decreases in Madrid. Results reveal that the hypothetical road pricing for Madrid could have highly significant effects on decreasing air pollution outside of the city and in the inner city during the peak operating time periods of maximum congestion (morning peak hours from 7:00 to 10:00 and evening peak hours from 18:00 to 20:00). Furthermore, this system could have significant positive effects on a shift toward using public transport and non-motorized modes inside the hypothetical toll zone. This reveals that the system has a high capacity to motivate a decrease in air pollution and impose more sustainable behavior for public transport users.  相似文献

This paper describes a simplified methodology designed for quick investment appraisal of improvements to a transport network, and discusses its limitations and advantages particularly in the context of a developing country. The approach basically considers:
  • - a method to define the total population (relevant origin-destination pairs) affected by the project
  • - the selection of a low-cost background model to represent transport demand on a network at an aggregate level
  • - the choice of a suitable marginal demand model (in this case a discrete mode choice model) capable of providing the required sensitivity and accuracy to model the project
  • - the estimation of the marginal demand due to the project during all the years of the study horizon, and
  • - a sensitivity analysis to assess the robustness of the decision recommended using these two models.
  • Finally, the paper summarises the results of applying the methodology to the case of an extension to the Santiago underground; it was found that the project has a high social rate of return (almost 20 per cent). However, from the point of view of a private evaluation, it can cover its operating costs only.  相似文献

    A framework for developing object-oriented software in transport modelling in proposed and demonstrated with the implementation of the calculation of road traffic noise (CORTN). Major tasks in the life cycle of an object-oriented development process are identified, and illustrated with the implementation of TRANSOOP – a software library containing 33,000 lines of C++ programming code. Software re-use from this library to produce a object-oriented noise program is compared with conventional computer programming shows that almost 90 per cent of the lines of code were drawn from TRANSOOP.     Abstract

    The European railway market has gone through a period of liberalization over the last two decades. The liberalization of the railway market has also affected port-related railway transport. Efficient port-related transport chains are key in the competition among ports, however providing this efficiency is to a large extent a coordination challenge. Many forms of coordination are needed to ensure that the railway chain operates efficiently, including the bundling of cargo, and good organization between railway companies, terminal operators and the infrastructure managers to realize an efficient use of assets. From the literature, it appears that less attention has been paid to the economic organization of port-related railway transport in general, and specifically in the new liberalized institutional environment. The goal of this paper is to come up with a framework to better understand the issue of coordination in port-related railway chains in a liberalized institutional environment. This paper presents a conceptual framework rooted in Transaction Cost Economics (TCE). Based on an in-depth study into coordination in liberalized container railway market at the Port of Rotterdam, empirical illustrations are used to adjust the TCE approach toward a dynamic model influenced by Douglas North's theory on economic and institutional change. Empirics from the port of Rotterdam show that new players have entered the railway market and their role has changed. This paper shows that coordination of railway operations has become more complex after the regime change. From a port perspective, liberalization does not lead to an optimal allocation of resources in a process that is highly operationally interdependent. In the liberalized environment, coordination arrangements are necessary to enable efficient coordination of railway operations in Rotterdam.  相似文献

    The major challenge in the development of sustainable freight transportation systems (SFTSs) is due to the involvement of numerous dynamic uncertainties and intrinsic sustainability risks. Sustainability risks are potential threats that can have undesirable impacts on the sustainability of a system. The main objective of this study is to identify and evaluate the sustainability risks associated with freight transportation systems (FTSs). Accordingly, a risk analysis approach is developed by innovatively integrating the intuitionistic fuzzy set theory and D-number theory to quantitatively model the sustainability risks. Intuitionistic fuzzy numbers can examine both the membership and non-membership degrees of an element while the D-number theory increases the objectivity of assessments by fusing multiple expert judgments. The proposed risk assessment model facilitates the managers in the development of SFTSs by ensuring visibility, predictability and measurability in freight operations. Unlike the conventional perception, the findings indicate that most of the high priority sustainability risks in FTSs are socially induced rather than financially driven and consciousness in people’s conduct is must to attain the positive results. The analysis alerts the freight managers toward the high priority sustainability risks and guides in pro-active strategy formulation and optimum allocation of mitigation resources to minimize disruptions in SFTSs.  相似文献

    Exclusive high occupancy vehicle lanes, which have become a popular method of addressing the problem of urban traffic congestion, are often justified on the basis of inappropriate measures of effectiveness, and limited analyses. This paper demonstrates a theoretically consistent and defensible approach of high occupancy vehicle lane evaluation based on consumer welfare theory.     Cargo handling in ports is a multioutput activity, as freight can arrive in many forms such as containers, bulk, rolling stock, or non-containerised general cargo. In this paper, the operation of cargo handling firms in a Spanish port is analysed through the estimation of a multioutput cost model that uses monthly data on three representative firms located at the Las Palmas port. This permits the calculation of product specific marginal costs, economies of scale (general and by firm) and economies of scope, which help identifying optimal pricing policies and the potential cost advantages of increasing production.  相似文献

    This paper explains the theory in support of total cost analysis (TCA) to compare transportation system alternatives. The full costs of each alternative are first aggregated, including travel time costs and monetizable environmental and social costs. Many costs which are considered on the benefits side of the equation in benefit-cost analysis (BCA) as "cost savings" are brought over to the costs side. Total cost differences among alternatives are then traded off against their estimated non-monetized benefits or impacts, just as a consumer trades off product quality against cost before deciding which product he or she will buy. One advantage of TCA over traditional BCA is that the concept of "total cost" is more easily understood by the public and by political decision-makers than BCA concepts such as "net present worth", "benefit-cost ratio" and "internal rate of return". A second advantage is that there is no suggestion that all "benefits" have been considered; decision-makers are free to use their own value judgements to trade off total cost against non-monetizable social, environmental and economic impacts, just as they trade off quality and convenience against cost when purchasing goods and services in their roles as consumers. The TCA approach is demonstrated in this paper through a case study of two systemwide alternatives for the Baltimore, MD urban area.  相似文献
