Foreign consultants still provide much of the analytical expertise for transport planning studies conducted in the Gulf States and other rapidly developing countries. Most of the systems analysis techniques used are adaptations of those developed for western urban areas. The populations of the Gulf States are unique in that they contain very large populations of foreign workers who have very different social and economic characteristics from the national populations. This paper describes these differences and shows how they have influenced the spatial evolution of the Kuwait metropolitan area and the associated transport demands. The paper also describes the analytical tools that are most appropriate for capturing the transport behaviour of residents of the Kuwait metropolitan area.  相似文献

This paper presents a survey of the empirical literature on the effects of climate change and weather conditions on the transport sector. Despite mixed evidence on many issues, several patterns can be observed. On a global scale especially shifts in tourism and agricultural production due to increased temperatures may lead to shifts in passenger and freight transport. The predicted rise in sea levels and the associated increase in frequency and intensity of storm surges and flooding incidences may furthermore be some of the most worrying consequences of climate change, especially for coastal areas. Climate change related shifts in weather patterns might also cause infrastructure disruptions. Clear patterns are that precipitation affects road safety by increasing accident frequency but decreasing severity. Precipitation also increases congestion, especially during peak hours. Furthermore, an increased frequency of low water levels may considerably increase costs of inland waterway transport. Despite these insights, the net impact of climate change on generalised costs of the various transport modes are uncertain and ambiguous, with a possible exception for inland waterway transport.  相似文献

The advantages, disadvantages, and issues involved in the panel analysis of travel behavior are discussed. Increased statistical efficiency, possibility of improved prediction, and the ability to observe changes and examine behavioral dynamics, are among the advantages panel data offer. Their disadvantages, on the other hand, stem from the added biases and costs of panel survey, and increased complexity involved in the analysis. Following a discussion of response lags, leads, and other dynamic elements of travel behavior, the paper offers a brief review of statistical methods available for the analysis of panel data. Use of panel data and dynamic models for demand forecasting is then described, followed by sample size, interview frequency, and other considerations in panel survey design and administration.  相似文献

Historic vehicles (HVs) are the heritage of road transport that have surprisingly received little attention in the academic literature. This study presents an overview of the literature on HVs, focusing on the three topics that dominate the policy debate on transport: environmental, safety and congestion impacts. We observed that polluting emissions of HVs are per kilometre much higher (often a factor 5 or more) than those of moderns vehicles. The annual average mileage per vehicle per year of HVs is much lower than other vehicles. The lower active and passive safety levels of HVs are compensated by the way these vehicles are driven, resulting in the risk factors per kilometre being roughly equal or lower than other vehicles. The contribution of HVs to congestion is negligible. However, the transport policy discourse is divided on the topic of HVs. More comprehensive and effective laws and regulation are needed to protect this aspect of the heritage of road transport whilst concurrently avoiding or limiting the problems caused by them.  相似文献

This paper reviews and critically assesses procedures which have been adopted to evaluate Advanced Transport Telematics (ATT) projects. The importance of such a review at this juncture stems from the changing position of ATT in transport planning. ATT is no longer simply a field for experimentation, where technical feasibility and user acceptance are dominant concerns. Rather it is a potential mainstream contributor to the functioning of road transport systems. For this reason, ATT project appraisal needs to be developed to the same form, level of sophistication and consistency as the appraisal of conventional transport infrastructure investment. Based on the review set out here, we argue that appropriate methods have not yet been established which, in turn, poses a number of challenging questions, since current socio‐economic evaluation procedures are not directly suited to either measuring or evaluating many of the impacts which ATT schemes are implemented to achieve.  相似文献

This paper summarizes the constraints which a technological innovation in transport must satisfy if it is to achieve widespread application. The existing and likely future travel demands in Australia are reviewed, and for certain types of travel it is concluded that existing modes may become unsuitable or unacceptable. In these areas, it is possible that a new transport technology may find application. In all other areas, it is considered that existing modes, or their functional successors, will continue.

Five possible demand areas in which new transport technology may find application are identified. These are as follows:

1) High speed distribution systems may be introduced in Australian CBD's (Central Business Districts) within the next ten years. These may be progressively extended to provide radial public transport services to the CBD. It is also possible that these systems may eventually be extended to provide a dual‐mode capability in inner‐suburban areas as a partial alternative to freeway construction.

2) New town developments which may be introduced in Australia could include various forms of advanced transportation systems.

3) New aviation modes, possibly including short take off and landing aircraft operating from suburban airports may be introduced to cater for inter‐urban travel.

4) A demand‐responsive transport system to cater for the needs of the transport poor in urban areas may find limited application.

5) In the longer term, possibly by the turn of the century, an improved transport system capable of providing door‐to‐door service over the whole of an urban area and operating under a dual‐mode configuration appears to be possible. It probably would emerge from development of an incremental nature and eventually include the installation of a new technology in the then existing freeway and railway reservations in the city.  相似文献

A review of the problem of road accidents in Gulf countries is presented. A special reference is made to the road safety problem in Kuwait. Using cross‐sectional data from Gulf countries and six other Middle Eastern countries and time‐series data for Kuwait, significant relationships are established between fatality rates and motorization levels. Fatality rates per vehicle were found to be inversely related to vehicle ownership levels. Fatality rates are also related to some social and economical parameters including population per physician, population per hospital bed, school‐age population attending schools, vehicle ownership and gross national product per capita.  相似文献

Research on using high-resolution event-based data for traffic modeling and control is still at early stage. In this paper, we provide a comprehensive overview on what has been achieved and also think ahead on what can be achieved in the future. It is our opinion that using high-resolution event data, instead of conventional aggregate data, could bring significant improvements to current research and practices in traffic engineering. Event data records the times when a vehicle arrives at and departs from a vehicle detector. From that, individual vehicle’s on-detector-time and time gap between two consecutive vehicles can be derived. Such detailed information is of great importance for traffic modeling and control. As reviewed in this paper, current research has demonstrated that event data are extremely helpful in the fields of detector error diagnosis, vehicle classification, freeway travel time estimation, arterial performance measure, signal control optimization, traffic safety, traffic flow theory, and environmental studies. In addition, the cost of event data collection is low compared to other data collection techniques since event data can be directly collected from existing controller cabinet without any changes on the infrastructure, and can be continuously collected in 24/7 mode. This brings many research opportunities as suggested in the paper.  相似文献

Managers of public transport systems have been facing for years the strategic challenge of maintaining high quality of transport services to improve the mobility of citizens, while reducing costs and ensuring safety and low environmental impact. A well-established way to evaluate the performance achieved by the system or by specific activities is to monitor Key Performance Indicators (KPI). However, existing management systems, which refer to flexible yet large and complex data models, provide a limited support to define and select relevant KPIs for the objectives at hand, and even the identification of whether and how the data model is capable to achieve a certain informative need is a critical and time-consuming task. This work is aimed to propose a framework to ease the development of a monitoring system in the public transport domain. The approach is based on the ontological representation of all the knowledge regarding indicators and their formulas, business objectives, dimension analysis and their relation with the Transmodel, the European reference data model for public transport information systems. On its top, a reasoning framework provides logic functionalities to interactively support designers in a set of common design tasks: the choice of the most suitable indicators for the performance monitoring needs at hand, the definition of new indicators and the identification of the minimal set of Transmodel modules needed to calculate them. A case study is included to discuss these applications, while an evaluation shows the feasibility of the approach.  相似文献

A suitable model that enables the analysis of dynamic relationships between transport systems is important for managers to make real-time reaction strategies. This study proposes an autoregressive distributed lag modeling approach that can point a way to interpret the long- and short-term relationships between intercity transport systems. To test the applicability of the approach with regard to evaluating the dynamic competitive relationships between intercity transport systems, an empirical study sample is adopted in evaluating competition between high-speed rail (HSR) and intercity bus services. The results indicate that HSR has a long-run impact on intercity bus transport and the intercity bus transport market is positively affected by its previous operations and negatively influenced by the previous performance of HSR. However, in the short-run, the current period performance of HSR positively affects the intercity bus transport market.  相似文献

The recent development of Intelligent Transportation Systems offers the possibility of cooperative planning of multi-actor systems in a distributed framework, by enabling prompt exchange of information among actors. This paper proposes a modeling framework for cooperation in intermodal freight transport chains as multi-actor systems. In this framework, the problem of optimizing freight transportation is decomposed into a suitable set of sub-problems, each representing the operations of an actor which are connected using a negotiation scheme. A Discrete Event model is developed which optimizes the system on a rolling horizon basis to account for the dynamics of intermodal freight transport operations. This framework allows for an event driven short/medium term planning of intermodal freight transport chains. The proposed methodology is evaluated using a realistic case study, and the results are compared against the First-Come-First-Served strategy, highlighting the significance of cooperation in systems operating close to capacity.  相似文献

Social equity is increasingly becoming an important objective in transport planning and project evaluation. This paper provides a framework and an empirical investigation in the Greater Toronto and Hamilton Area (GTHA) examining the links between public transit accessibility and the risks of social exclusion, simply understood as the suppressed ability to conduct daily activities at normal levels. Specifically, we use a large-sample travel survey to present a new transport-geography concept termed participation deserts, neighbourhood-level clusters of lower than expected activity participation. We then use multivariate models to estimate where, and for whom, improvements in transit accessibility will effectively increase activity participation and reduce risks of transport-related social exclusion. Our results show that neighbourhoods with high concentrations of low-income and zero-car households located outside of major transit corridors are the most sensitive to having improvements in accessibility increase daily activity participation rates. We contend that transit investments providing better connections to these neighbourhoods would have the greatest benefit in terms of alleviating existing inequalities and reducing the risks of social exclusion. The ability for transport investments to liberate suppressed activity participation is not currently being predicted or valued in existing transport evaluation methodologies, but there is great potential in doing so in order to capture the social equity benefits associated with increasing transit accessibility.  相似文献

Complexity in transport networks evokes the need for instant response to the changing dynamics and uncertainties in the upstream operations, where multiple modes of transport are often available, but rarely used in conjunction. This paper proposes a model for strategic transport planning involving a network wide intermodal transport system. The system determines the spatio-temporal states of road based freight networks (unimodal) and future traffic flow in definite time intervals. This information is processed to devise efficient scheduling plans by coordinating and connecting existing rail transport schedules to road based freight systems (intermodal). The traffic flow estimation is performed by kernel based support vector mechanisms while mixed integer programming (MIP) is used to optimize schedules for intermodal transport network by considering various costs and additional capacity constraints. The model has been successfully applied to an existing Fast Moving Consumer Goods (FMCG) distribution network in India with encouraging results.  相似文献

A number of estimation procedures have been suggested for the situation where a prior estimate of an origin-destination matrix is to be updated on the basis of recently-acquired traffic counts. These procedures assume that both the link flows and the proportionate usage of each link made by each origin-destination flow (referred to collectively as the link choice proportions) are known. This paper examines the possibility and methods for estimating the link choice proportions. Three methods are presented: (1) using ad hoc iteration between trip distribution and traffic assignment; (2) combining trip distribution and assignment in one step; (3) solving a new optimization problem in which the path flows are directly considered as variables and its optimal solution is governed by a logit type formula. The algorithms, covergencies and computational efficiencies of these methods are investigated. Results of testing the three methods on example networks are discussed.  相似文献

Made compulsory in France for major transport infrastructures, cost-benefit analysis is constantly being improved to achieve the best socio-economic evaluation possible. According to the philosopher and economist Amartya Sen, this analysis should meet two requirements: one ethical, the other democratic. We will examine the evaluation procedure in France and highlight the gap between its officially more democratic character and its still insufficiently ethical character, from the viewpoint of this dual requirement.  相似文献

Evaluations carried out in many countries show that soft policy measures in the form of personalized travel planning reduce private car use and increase travel by public transport. Sweden is a sparsely populated country that poorly supports public transport, a country with long distances, a cold climate, and a high concentration of private cars, which is why soft policy measures implemented in Sweden may be less cost-effective than has been found in other countries. Thirty-two programs using personalized travel planning were analysed with regard to stewardship, geographic area of application, choice of techniques of exerting an influence, and effects on car use and choice of alternative travel modes. None of the evaluations of the documented programs met the method requirements for such evaluations as regards design and effect measurement. Additionally, reporting was substandard as well as non-standard in the way that is desirable in order to enable comparative analyses. With reservations for these shortcomings, it is inferred that positive effects on a par with the results in other countries have been obtained in some of the implemented programs. It is however necessary to conduct evaluations which are of higher quality. The requirements which will then have to be applied are defined.  相似文献

Over recent decades, there have been numerous cases of land-based transport policies that have lacked clear and coherent strategies. This has not only hampered the resolution of issues like road congestion, but has also created new ones (e.g. strong social opposition to new train infrastructures). The absence of such strategies highlights the need for long-term transport policies with a wider vision of the issues, since land-based transport cannot be considered from just a technical perspective.The main objective of this article is to implement a participatory integrated approach to facilitate the understanding of land-based passenger transport governance issues on Tenerife, in the Canary Islands. Relevant policy issues and alternatives are identified by the stakeholders involved. The inclusion of stakeholders in the assessment process is crucial to frame transport governance issues appropriately and to define and assess plausible policy alternatives. This assessment process even included a final step of validation of the results by stakeholders to foster discussion among them about transport issues and policy alternatives.Finally, due to the obstructive role played by some stakeholders in influencing past transport policies, an analysis of possible coalitions among stakeholders is also discussed.  相似文献
