With traffic impact analyses and impact fee assessment becoming more popular, the need for accurately estimating the trip generation rate of a proposed development is becoming more important. An overwhelming percentage of state transportation agencies depend either partly or entirely on the ITETrip Generation Report to predict the traffic that will be attracted to and/or produced from a proposed development. However, the rates obtained from the ITE publication have been derived from data collected throughout the United States. They represent a national average and fail to take into account the local trip generation characteristics that the site under consideration might have. This paper establishes a methodology for obtaining more reliable local trip generation rates using Bayesian statistics. In this method, the ITE rates are assumed to be the prior information, which are updated using limited local trip generation data that are available. The method also allows for temporal updating, incorporating subjective judgment and using borrowed data in the updating procedure. Sample calculations in this paper illustrate the developed methodology.  相似文献

Investment in new or up-graded roads both raises the level and alters the pattern of accessibility over the whole area served by the road system. Vehicle-users will perceive the opportunities that this increased accessibility offers and respond in various ways, most of which can lead to more rather than less travel on the system. To the extent that travel increases overall, it can be said to have been induced by the road-improvement. Conversely, congestion as it spreads on the network will deter some travel and can be said to have a traffic suppression effect.The purpose of this first paper is to spell out, as clearly as possible, what is meant by induced traffic and to relate its various components to the full range of behavioural responses by travellers. In doing so, it draws upon the recently published (December 1994) report by the Standing Advisory Committee on Trunk Road Assessment (SACTRA) and response by the UK Government. The paper concludes with some of the implications of induced/suppressed traffic for current methods of forecasting and evaluation of road investment, which are covered in more detail by subsequent authors.  相似文献

In a car-free city centre car traffic is limited by an area-wide ban to its functionally necessary share. This usually includes delivery and service vehicles and residents' cars. The lock-out of unnecessary car traffic must not be an isolated measure, but part of a pulland-push approach. The most important supporting measure concerns the provision of attractive public transport services. Case studies from Bologna, Lubeck, Aachen, York, and Nuremburg are reported.  相似文献

An important aspect of area-wide traffic calming concepts is the integration of major urban roads, because 70 to 80 percent of all urban accidents occur on major roads. Traffic calming which is primarily based on the locational shift to such main thoroughfares is socially injust, because — in spite of all disturbances on those streets — about one quarter of the urban population live there. Social justice can only be somewhat achieved if the expenditures for traffic calming and streetscaping are not used — as today is most common — for accumulating the advantages in the low traffic side streets, but aimed at a partial balance and compensation for the strains caused by car traffic on the major streets. Some compensatory measures and new design principles will be discussed. Backgrounds are the experience in six German model cities of area-wide traffic calming, several research projects and the discussion about new guidelines for major urban roads. Where traffic and environmental burdens focus, the concentration concept should be extended by compensatory measures. That is the state of discussion in Germany examplified by nine topics.This is an edited version of a speech presented by the author at the International Conference Living and Moving in Cities in Paris, January 1990.  相似文献

This article derives from a study concerned with the traffic implications of a proposed redevelopment of the Central Market in Ghana's second largest city, Kumasi, which is situated almost in the geographic centre of the country. The market adjoins a big roundabout which is located at the point of intersection not only of north-south national routes but also at a point on which most of the city's main roads carrying cross-town traffic converge. The problem of traffic in terms of accessibility and environment is described in relation to the functions of the market. This is compared with a similar situation in London's Piccadilly Circus. Based on the results of traffic surveys and an analysis of the urban structure, alternative solutions to the problem in Kumasi are examined and tested using traffic assignment techniques. Consequently, on the basis of accessibility and environmental requirements, proposals are made as to the best line of action to take. The article ends with some lessons of the study.  相似文献

Abstract

This paper reviews the main modules of an integrated system for incident management in real-time, -sim. A core to such a system is a microscopic simulator with extended abilities to model the temporal and spatial evolution of specified non-recurrent traffic conditions. The paper reviews the mathematical formulation of the car-following and lane-changing modules. The model is validated using a simulation-based approach. Concluding comments on the general validation process of the model are provided. The paper finally presents a sample of the accident patterns replicated by the model together with their implications for real world validation.  相似文献

This paper reviews the present levels of operating support to, and public investment in, public transport systems in Western Europe. All internal bus, tram and rail services are included, and estimates made for total support in Britain, Sweden, West Germany, the Netherlands and France. To make comparison meaningful, these are shown in relation to GDP and traffic carried. Support levels in Britain are below average, but by no means the lowest as sometimes assumed. Reasons for providing support are considered, including existence of financial burdens arising historically, assistance to particular groups of users, problems in price discrimination and inability of other modes' charges to reflect costs. The extent to which support payments may merely subsidise inefficiency is outlined. A distinction is drawn between productive efficiency, i.e. the resources used to provide a specified level of service and fare, and allocative efficiency, i.e. the extent to which resources are allocated so as to maximise traffic, etc. The extent for reducing support yet retaining the present general level of service and fare is considered.Means of raising finance for support are outlined, including relative roles of central and local government. The scope of local taxes being raised to meet local objectives is considered, notably in the French versement transport: In conclusion, it is suggested that trunk inter-city services should cover all costs from fares, by a discriminatory pricing policy, but central government provide a basic support level for rural areas. In urban areas, practical limits exist to price discrimination, and the best policy may be collective purchase of facilities through a local tax.  相似文献

A brief transit strike in early December 1976 disrupted bus services to the city of Pittsburgh and surrounding Allegheny County. That strike provided an opportunity for testing a variety of approaches to increase ride-sharing and to reduce traffic congestion, and for examining the effect of the strike on traffic congestion and on individual travel behavior. Even though over 60% of the commuters to the CBD use transit, the effects of the strike were relatively mild. There was some increase in traffic flow into the CBD and some spreading of the peak period. The largest proportion of the transit commuters who made trips to the CBD during the strike were dropped off by a non-commuter, increasing highway traffic. The most severe impact was felt by those transit commuters who had no cars in the household; 25% of these commuters (only 3% of the total CBD commuters) stayed home from work on the first day of the strike. Most attempts to mitigate the impact of the strike had little effect, largely because most commuters were able to manage adequately during the short strike. The anticipated parking problem, on which much of the contingency planning was focused, did not emerge, largely because of the use of carpooling and drop-off mode by many of the transit users.  相似文献

Over the years Singapore has introduced several fiscal measures aimed at restraining car ownership and usage and thus preventing traffic congestion. Two new methods have recently been added: the Vehicle Quota System which limits the number of new vehicles registered each month and the Weekend Car Scheme which allows cars to be registered for use during off-peak hours only, with substantial financial savings to the owners. The Vehicle Quota System involves monthly public tenders for Certificates of Entitlement needed to register new cars. Over the past 30 months the cost of COE's has been increasing and now constitutes between 12% and 27% of the on-the-road price of a new car. The fluctuations in the COE premiums for different vehicle categories are presented and analysed. The initial problems and the recent modifications made as a result of public pressure are also described. It seems that the increases in COE premiums are likely to continue under strong economic growth conditions as the demand for cars is more income-elastic than price-elastic.  相似文献

The purpose of this paper is to explore an important and unique role which community participation and involvement can play in a revised transportation planning process. A review of diverse views about community participation, as well as a critique of the current urban transportation planning process, reveals that the former has played, primarily, ad hoc opportunistic and diverse roles, and that the latter is in desperate need for dynamic, subjective, impact information — required to assess attractive transportation systems. The contributions of several disciplines — economics, operations research, management science, political science, public administration, and others — are reviewed to assist in the development of a conceptual framework for a new community participation role, as a provider of key information to the planning process. An eclectic, experimental approach is recommended to explore the possibilities further.  相似文献

Global warming, increasing traffic congestion, diminishing resources and declining health levels have led to the introduction of several policies aimed at deterring car-usage. However many such policies have not only often failed to achieve their objective, they also risk jeopardising the retail sector. To help understand why, this study measures the importance shoppers assign to car convenience, their perceptions of shopping malls and shopping strips (also referred to as Main Street or the High Street) in relation to it, and then compares them in their actual provision of it. To achieve these objectives, the study utilised a consumer household survey and a retail audit. The results of the study indicate that consumers regard car convenience as an important determinant of where they choose to shop, and perceive malls as a superior source of it. Moreover, with the sole exception of being able to park close to desired stores, malls offer car-borne shoppers more convenient access and parking. The findings suggest that any strategy designed to deter car usage should be designed to impact equally on both mall shopping and strip shopping, or risk tipping the balance even further in favour of the mall.  相似文献

The introduction of the congestion charge in central London on the 17th of February, 2003, led to a reduction in congestion. One factor that has not been fully analysed is the impact of the congestion charge on traffic casualties in London. Less car travel within the charging zone may result in fewer traffic collisions, however, as the number of pedestrians, cyclists, and motorcyclists increased after the introduction of the congestion charge, the number of traffic casualties associated with these groups may also have increased. Reductions in congestion can also lead to faster speeds. Therefore, there could be increases in injury severity for those crashes that do occur. An intervention analysis was conducted to investigate the effect of the congestion charge on traffic casualties for motorists, pedestrians, cyclists, and motorcyclists, both within the charging zone and in areas of London outside the zone. This was done for killed and serious injuries (known as KSI in British terminology) and for slight injuries to examine whether there were any shifts in severity outcomes. Our results suggest no statistically significant effect for total casualties in London, but within the charging zone there has been a statistically significant drop in motorist casualties, and possibly an increase in cyclist casualties. There is an associated effect of an increase in casualties of motorcyclists and cyclists in some areas outside the charging zone, suggesting that changes in the design of the congestion charge may be needed to achieve reductions in casualties.

Dr. Mohammed A Quddus   is a Lecturer in Transport Studies at Loughborough University. Prior to this he was a Research Assistant at Imperial College London where he obtained his PhD in 2006. His main research interests are in road transport safety, geographic information science and its application to transport planning. Dr. Washington Y. Ochieng   is the Reader in Geomatics and Transport Telematics at Imperial College London. He is the Director of the Engineering Geomatics group that carries out research in ATM-ATC, positioning and navigation, and transport telematics. This paper examines the spatial patterns of population density, household automobile ownership and other socio-demographic variables that affect urban travel, as a function of distance from the central city core. Spatial density functions provide a useful characterization of urban structure, and of its evolution when taken at different time intervals. Analysis of the data from four case cities (Austin, Atlanta, Dallas, Phoenix) for 1960, 1970 and 1980 reveals continuing overall dispersion away from the traditional central core, accompanied by the densification of formerly low-density suburbs. This presents implications for high congestion levels in the densifying suburban communities, comparable to those typically associated with the CBD. This paper presents the results of a major before-and-after study carried out to establish the short term effects of the removal of a severe bottleneck in the road network around Amsterdam. An important focus in the study was on measuring changes in the timing of travel, as well as changes in route choice, mode choice, destination choice and frequency of travel. The results of the study indicated that, in the short run, there was little or no change in mode choice, nor was there significant emergence of new induced trips. On the other hand, large shifts in time of travel as well as route choice were reported, emphasising the importance of alterations to the timing and routes of existing trips when congestion is relieved, and the need to consider the benefits these bring in evaluating the impact of any road investment.  相似文献

With the recent increase in the deployment of ITS technologies in urban areas throughout the world, traffic management centers have the ability to obtain and archive large amounts of data on the traffic system. These data can be used to estimate current conditions and predict future conditions on the roadway network. A general solution methodology for identifying the optimal aggregation interval sizes for four scenarios is proposed in this article: (1) link travel time estimation, (2) corridor/route travel time estimation, (3) link travel time forecasting, and (4) corridor/route travel time forecasting. The methodology explicitly considers traffic dynamics and frequency of observations. A formulation based on mean square error (MSE) is developed for each of the scenarios and interpreted from a traffic flow perspective. The methodology for estimating the optimal aggregation size is based on (1) the tradeoff between the estimated mean square error of prediction and the variance of the predictor, (2) the differences between estimation and forecasting, and (3) the direct consideration of the correlation between link travel time for corridor/route estimation and forecasting. The proposed methods are demonstrated using travel time data from Houston, Texas, that were collected as part of the automatic vehicle identification (AVI) system of the Houston Transtar system. It was found that the optimal aggregation size is a function of the application and traffic condition.

Local bus services were deregulated in October 1986 in all areas of Britain except London. Government policy is to extend deregulation to London, though not in the current parliament. This paper analyses statistics on bus accidents from the national road accident database from 1981 to 1991 to compare results for London and the rest of Great Britain, and to consider whether deregulation has affected safety. The conclusions depend on the assumption that accident recording practice was not itself affected by deregulation.Bus accident rates are higher in London than on built-up roads elsewhere, partly apparently because of road traffic conditions in London, and partly because open-platform buses have higher accident rates involving occupants, including boarding and alighting accidents, than buses with doors.The main safety effects of deregulation operate through its effects on bus activity, though there is also some evidence that the rate per bus-kilometre of accidents involving other road users fell slightly. This may be due in part to the trend towards smaller buses associated with deregulation. Deregulation has led to a fall in bus patronage, and thus to a fall in occupant casualties; and to a rise in bus-kilometres, and thus to a rise in casualties among other road users in accidents involving buses. The number of fatal and serious casualties among other road users involved in bus accidents is larger than the number among bus occupants, so deregulation in London could lead on balance to a small rise in fatalities involving buses. On the other hand, the number of slight casualties among other road users involved in bus accidents is smaller than the number among bus occupants, so deregulation in London could lead to a fall in the number of slight casualties involving buses.Although there were fears that changes in the management of bus operations or financial pressures might lead to increased accident rates following deregulation, there no evidence in the findings to support such fears.This paper was first presented at the 3rd International Conference on Competition and Ownership in Surface Public Transport at Mississauga, Canada on 25–29 September 1993. The New York State Department of Transportation was required to certify as to the economy and efficiency of transit operators participating in the State's public transportation operating assistance program. This paper describes the efforts undertaken to meet this mandate.Discussed are past efforts to link performance measures to funding programs; reasons for modifying measures which had been used in previous efforts; and some of the problems and issues raised by the use of such criteria. The paper identifies 15 performance measures being used by New York State in its evaluations, the actual ranges encountered in the transit operations being funded through the state program, and tentative acceptable and desirable levels of those measures which the Transportation Department is using in its evaluation. The role these measures play in the state's operating assistance policy decision process is also described.  相似文献

The 1974 Railways Act set British Rail (BR) the rather vague objective of providing a passenger service broadly comparable with that then existing within a given level of support. For the first few years under the Act, BR succeeded in operating within the financial constraints imposed, but only by considerable increases in charges and by negotiating wage settlements which implied declining real wages. From 1978 on, rising labour costs and reduction in traffic led to a rapidly developing crisis in BR's financial position.The position of each section of BR's business is discussed briefly. It is shown that the designation of some sectors as being purely commercial is inappropriate, since this means that benefits to users and to the community at large are ignored in decision-making. Similarly, the direction to maintain social passenger services at a given level means that finance and investment are concentrated unduly on preservation of the existing pattern of service, rather than on providing value for money. In both sectors, the likelihood is that in general fares are too high and services too frequent.At an operational level, the criterion of maximising the (weighted) volume of traffic carried is advocated as a practical way of choosing between alternative fare and service-level packages. More broadly based strategic studies would be needed to decide on the weights to be adopted, the level of finance to be made available, and the overall strategy.  相似文献
