AbstractDuring the past decades, the number of coastal and marine construction projects has multiplied in China, posing a serious threat to underwater cultural heritage in its waters. In contrast, there are few rules dealing with underwater cultural heritage impact assessment which has not yet become a mandatory procedure in various coastal and marine construction projects. With China putting forward the Belt and Road Initiative, the conflicts between the protection of underwater cultural heritage and the need of various coastal and marine construction projects might become more frequent. Chinese legislation in this domain, undergoing important revision, intends to establish a mandatory procedure of proactive archeological investigation. This revision could have a great influence on the protection of underwater cultural heritage as well as the coastal and marine construction projects in China but the relevant provisions are still far from satisfactory. The present study will review the current Chinese legislation concerning the impact assessment of marine or coastal construction projects on underwater cultural heritage and explore the possibility for further improvement at the legislative level. 相似文献

One of the most urgent environmental problems facing the shipping industry today is the reduction of Greenhouse Gas (GHG) emissions from its operations and the possible cost-effective ways in which this reduction could be accomplished. Various technical and operational measures have been proposed as well as market-based instruments for the achievement of the compliance of marine industry with these measures. This paper investigates the levels of environmental awareness of the Greek shipping companies and their views and practices on the proposed policies for the reduction of GHG emissions from their ships. A survey was carried out using a questionnaire distributed to Greek shipping companies of different sizes, involved in different segments of the marine industry, so that the survey's results not only represent a large part of the Greek shipping industry but also reveal the different environmental attitudes and practices on maritime GHG emissions among the shipping companies. Given the size and the importance of the Greek shipping industry in the international maritime field, this paper's results present a special significance as they could be further analyzed and taken into account for the achievement of the compliance of marine industry with any future policy instrument for the reduction of maritime GHG emissions. 相似文献

We developed an empirical model to explain the changing global competition among major countries involved in the shipbuilding industry over the last three decades. In order to develop future strategies for not only shipbuilding companies but shipping companies and governments, it is necessary to understand the past logic of their competitive strategies. Using the real strategic behaviours and decision rules of shipbuilding companies derived through a literature survey and interviews, we developed a model using the Cournot oligopoly with Choquet Expected Utility (CEU) theory. Three national players, Japan, Korea and China, are supposed to be either optimistic or pessimistic, which allows us to incorporate the different attitude of the players into the demand uncertainty for our model. Competitive reaction functions are derived and compared with the estimation results via multiple regression with annual shipbuilding tonnage data. Our results provide strong evidence that the major players are bound to use simple rules for competitive quantity decisions, but change the rules completely when they become ineffective. In addition, the competitive behaviour of the players depends on both the degree of demand uncertainty and the different attitudes of the players towards uncertainty. 相似文献

渤海湾为中国内海,沿海工业企业密集,经济发达,海洋生态环境对经济的发展起着巨大的支撑作用。而渤海湾海洋生态脆弱,海体自然循环一次约需80年,任何污染事故的发生对经济影响都极为严重,因此加强对油品运输码头监管,消除隐患、杜绝事故发生、保持渤海海洋环境清洁显得尤为重要。文中着重针对曹妃甸三十万吨原油码头溢油风险与污染防控展开分析论述,并提出看法和建议。 相似文献
