Abstract

One of the least understood aspects of coastal zone utilization is how communities respond and adapt to changes occurring in the marine environment and to changes which transform the socioeconomic, political, and administrative environment of the coastal zone. In Atlantic Canada, it is estimated that there are some 1,300 “fishing communities,”; yet these communities vary considerably in terms of population size, proximity to urban centers, and dependence upon the local resource base to provide employment opportunities and alternatives. Although numerous government planning documents have purported to support “community revitalization”; and “self‐sufficiency/self‐reliance,”; few inquiries have been directed toward ascertaining how communities have maintained resiliency in the face of unexpected and sudden shock, or have adapted to more gradual change. This essay argues that human communities and ecological systems may have similar attributes, and that appropriate resource development and management planning should take account of these traits as well as the sustaining structural support mechanisms.  相似文献

ABSTRACT

Maritime shipping necessitates flexible and cost-effective port access worldwide through the global shipping network. This paper presents an efficient method to identify major port communities, and analyses the network connectivity of the global shipping network based on community structure. The global shipping network is represented by a signless Laplacian matrix which can be decomposed to generate its eigenvectors and corresponding eigenvalues. The largest gaps between the eigenvalues were then used to determine the optimal number of communities within the network. The eigenvalue decomposition method offers the advantage of detecting port communities without relying on a priori assumption about the number of communities and the size of each community. By applying this method to a dataset collected from seven world leading liner shipping companies, we found that the ports are clustered into three communities in the global container shipping network, which is consistent with the major container trade routes. The sparse linkages between port communities indicate where access is relatively poor.  相似文献

The purpose of this paper is to detect and describe general trends in the spatial distribution of epibenthic and demersal communities of Le Danois Bank (El Cachucho) in relation to the environmental variables that characterize their habitat by means of multivariate ordination. Data were derived from two multidisciplinary surveys carried out in October 2003 and April 2004 included in the ECOMARG project. The surveys were focused on the study of the physical scenario, including both geological (seabed characterization from bathymetry and backscatter data) and hydrographic features, and the different compartments of the benthic fauna (endobenthic, epibenthic, suprabenthic and demersal communities). For the present study, epibenthos and demersal species were sampled using two different gears, a 3.5 m beam trawl and a Porcupine 39/52 type baca otter trawl respectively. The total species richness combining both samplers ascended to 221, including 71 species of fishes, 65 crustaceans, 35 molluscs, 29 echinoderms, 10 cnidarians and 5 sponges.Multivariate methods were used for the study of the characteristics of communities and habitats. Hierarchical cluster analysis was applied to calculate and visualize similarities between samples in terms of species composition. To assess the amount of variation of faunal densities related to a set of eight environmental variables, a redundancy analysis (RDA) was used. The set of environmental variables used were: depth, near-bottom temperature and salinity, sedimentary typology (dry weight percentages of coarse sands, medium and fine sands, silt and organic matter) and seafloor reflectivity. Using the spatial distribution of the ranges of depth and seafloor reflectivity that characterize the habitats of the faunal assemblages we defined the spatial distribution of the different communities.The multivariate analysis of 18 beam-trawl samples and 15 otter trawl samples showed the existence of 4 main assemblages associated with the more characteristic habitats of the area. The CallogorgiaChimaera community live mainly in the areas at the top of the Bank (425–550 m depth), where the sediment coverage is lower and there exists a high presence of rocky outcrops. The GryphusGaleus community were found in the areas at the top of the Bank covered by medium and fine sand sediments with low organic matter content. The PhormosomaTrachyrincus community live on the sedimentary terraces that characterize the Bank break (550–800 m) and the PheronemaDeania community occupy all the deeper (800–1050 m) sedimentary grounds of the inner basin.  相似文献

Abstract

Catch share programs are used in fisheries management to meet goals such as species recovery, overcapacity reduction, and economic efficiency. Anticipated impacts include fleet consolidation, infrastructure reduction, and social disruption within communities. The Pacific Coast Groundfish Fishery Social Study (PCGFSS) aims to understand social changes related to the recently implemented West Coast Groundfish Trawl Catch Share Program. In this article, we use a subset of PCGFSS data to explore the ways remaining fishery participants have thus far adapted to catch shares. While some vessels have left the fishery, we found that many participants are adapting to this catch shares program despite challenges. Quota leasing strategies, fishery diversification, gear innovation, and community quota funds are some of the tools participants are using to continue operating under the catch shares program. These early challenges and adaptations to the catch share program are worthy of continued tracking, as researchers, managers, and fishing communities, would benefit by considering first-hand perspectives of the on-the-ground realities of harvesting groundfish in the rationalized fishery.  相似文献

Abstract

Community vulnerability is increasingly evaluated through quantitative social indices, typically developed using secondary data sources rather than primary data collection. It is necessary to understand the validity of these indices if they will be used to inform policy and decision making. This paper presents a ground-truthing effort to validate quantitative indices that characterize the well-being of Alaska fishing communities. We utilized ethnographic data collected from 13 representative communities and a capital assets framework to ground-truth the indices, in which qualitative ranks of vulnerability were compared against quantitative indices. The majority (73.8%) of ranks were in complete or moderate agreement and the results indicate that most of the indices are representative of community vulnerability; yet some variables utilized to create the indices could be modified to better reflect realities in Alaska. Indices of commercial fishery engagement and reliance appeared to be more reliable than socio-economic indicators, particularly for smaller fishing communities. We also confirmed that the indices do not capture political, or ecological factors that affect levels of community vulnerability. We conclude that quantitative indices of community vulnerability are useful rapid assessment tools; however, they should be validated, and complemented with ethnographic data prior to their implementation as policy making and management tools.  相似文献

Transferring decision-making process from central to local government and enhancing the role of local communities in managing coastal zones is an increasing commitment by governments in Southeast Asia. This article analyzes decentralized coastal zone management in two neighboring countries, Malaysia and Indonesia. The Federal system in Malaysia is argued to be able to influence more decentralized coastal zone management and to promote community-based management approaches. Meanwhile, the large diversity of coastal resources and communities combined with a still as yet tested decentralization policy in Indonesia is argued to bring more challenges in implementing the decentralization and community-based approaches in coastal zones. The lessons learned in this study provide insight in how far decentralized coastal zone management has taken place in Malaysia and Indonesia. The significant differences in the pattern of coastal zone management in these two countries are discussed in detail. This study recognizes that co-management and community-based approaches can be appropriate in dealing with coastal zone management. This comparative perspective is important to the development of a bigger picture of sustainable coastal zone management processes and cross-regional knowledge-sharing in Southeast Asia.  相似文献

Raja Ampat, Indonesia, possesses the greatest diversity of corals and reef fishes on the planet. The area is a priority for marine conservation for the provincial government, local communities, and major international nongovernmental organizations such as The Nature Conservancy and Conservation International. Traditional marine resource management practices in the region, referred to as sasi, have the potential to support conservation objectives. This article contends that while traditional marine resource management systems may support conservation, they must be reinforced by a supportive social structure and governance system to remain relevant in a rapidly changing world. Two villages in Raja Ampat were studied to gain a better understanding of sasi and how this practice has been affected by cultural, political, and economic change. These villages illustrate how the role of religious authorities, access to alternative livelihoods, proximity to urban centers, and capacity for monitoring and enforcement may influence the effectiveness of marine resource management systems. Our research suggests that the continued relevance of sasi in marine resource management relies on the support of influential local leaders and businesses and government regulations that reinforce traditional resource use practices.  相似文献

ABSTRACT

e-Transformation in container ports means port organization-wide innovative transformation encompassing internal and external value chains based on information and communication technology. There is a considerable theoretical literature on the impact of e-Transformation on business performance, but there is very little empirical study on its effectiveness in ports. The objective of this paper is to empirically investigate how e-Transformation in container port management can influence customer satisfaction and port competitiveness. The findings reveal that e-Transformation in container ports can affect customer satisfaction and port competitiveness through e-Workplace, customer relationship management and security, implying that container ports should make every effort to focus on e-transformation in these critical areas. Due to limited empirical studies in this area, the findings have provided an empirical support for the importance of e-Transformation in container terminal management and shed more light on how e-Transformation can affect customer satisfaction and port competitiveness.  相似文献

Longitudinal stresses due to combined horizontal and vertical bending moments in ships, corresponding to a return period of 20 years, are estimated by linear response analysis. In principle, the stress should be obtained by combining the stress in all sea states that can occur over a long-term period. A method to determine the desired long-term extreme stress by considering only a few short-term sea states is presented. The sea states have a certain probability of occurrence, and are each identified by a contour line in the (H s, T p)-plane. This approach makes it possible to estimate the extreme loads on the vessel in a practical and accurate manner. Moreover, it is shown that the long-term stress can be estimated by combining the individual long-term extreme stresses due to vertical and horizontal bending moments by using the sum-of-squares approach and accounting for the correlation between stresses. It was found that the correlation coefficient can be taken as the largest of the ones calculated along the contour line. It is shown that this correlation coefficient can even be approximated by the normalized phase angle at the wave length where the dominant response has its peak value. A comparison with the results obtained using well-known combination rules is presented. While linear analysis has been used here, it is believed that the approach can be generalized to stresses with nonlinear behavior, and hence represent a significant improvement in calculation efficiency. Abstract

The implementation of catch share programs can have socio-economic and ecological benefits, yet may also change the distribution of those benefits within a fishery or across communities. Quota set-asides can mitigate the impacts of these changes. During the implementation of the West Coast groundfish trawl catch share program, 10% of the quota was set aside to be used toward five goals in the Adaptive Management Program (AMP). This quota was to serve as an insurance policy during the substantial changes that were expected to occur under the new management regime. However, this program has not yet been fully developed, in part due to delayed decision-making and the controversial nature of allocating quota. Here, we examine and score six policy options for the AMP against four criteria: effectiveness, flexibility, political viability, and implementability. While each of the options has strengths and weaknesses, those that ranked highly include allocating quota pounds (QP) via the status quo and via auction. Our results highlight the drawbacks of delaying contentious decisions, where uncertainty for participants can constrain operational decisions and subsequent economic gains. We demonstrate the utility of this decision-making framework for evaluating tradeoffs between alternatives, especially for a program with multiple, competing objectives.  相似文献

Abstract

Indigenous peoples’ efforts toward environmental conservation are indivisible from their cultural identity and their social and political organizations. Indigenous resurgence, including the reinvigoration and reestablishment of Indigenous ways of living, are linked to the management, restoration, and conservation of marine and coastal ecosystems around the world. However, there remains a significant gap in the recognition and support of Indigenous governance systems in international policy discussions regarding conservation work. As a way to address this gap, we offer an analysis of marine Indigenous community-led conservation initiatives from around the world that were recipients of the UNDP Equator Prize, framed by initial research on Indigenous-led conservation in British Columbia, Canada. We highlight specific Indigenous governance strategies undertaken by such communities that foster both marine resource conservation and stewardship. The strategies we identified included practicing Indigenous traditional resource management, protection of traditional territories, Indigenous-led actions of environmental conservation, and data collection and monitoring. We also identified networking and collaboration with non-Indigenous supporters, as was reinvestment into education and capacity-building within the community. We conclude with concrete policy suggestions drawn from these cases that can help strengthen the leadership and self-determination of Indigenous peoples on local resource and environmental issues, and aid in much broader conservation efforts globally.  相似文献

ABSTRACT

As outsourcing and offshoring continue to expand, the ocean container industry serves a critical and still increasing role in supporting global trade. Yet, perceived commoditization and intense price competition among ocean container carriers limit opportunities for competitive advantage and formation of long-term shipper–carrier relationships. This environment ultimately yields an unhealthy industry that threatens the stability of global supply chains. Extant literature provides limited insight into how carriers can build strong relationships with shippers to overcome the short-term, transactional-orientation of the industry. Examining a case study of a major ocean container carrier, we apply structural equation modeling to shipper survey data to explore how carrier operational, service, and pricing capabilities influence the strength of the long-term shipper–carrier relationship. Furthermore, we identify unique clusters of shipper needs, helping the carrier understand when and how to promote a particular portfolio of capabilities to customers.  相似文献

Abstract

In some cases, the major risk encountered by an industry seeking to site a facility is that of community acceptance. Without community acceptance of a proposed project, construction can be delayed, taxes can be prohibitive, and operations can be prevented through the opposition and influence of local groups. This paper describes the community acceptance risk, the traditional industrial approach to countering local opposition, and a positive approach to achieving community acceptance. This positive approach entails careful site selection; affirmative management of the community acceptance problem, including explicit planning of the community acceptance effort, assignment of staff with specific responsibilities to implement plans, and a budget for mitigating the impacts of the project on the community; acquisition of sufficient land to buffer unavoidable impacts of the project; a carefully formed corporate policy on the public release of information concerning the project; and constructive participation in state and local government policy development.  相似文献

Understanding how people are dependent on Large Scale Marine Protected Areas (LSMPAs) is important for understanding how people might be sensitive to changes that affect these seascapes. We review how resource dependency is conceptualized and propose that it be broadened to include cultural values such as pride in resource status, scientific heritage, appreciation of aesthetics, biodiversity, and lifestyle opportunities. We provide an overview of how local residents (n = 3,181 face-to-face surveys), commercial fishers (n = 210, telephone surveys), and tourism operators (n = 119 telephone surveys) are potentially dependent on the Great Barrier Reef (GBR), a region currently experiencing significant environmental, social, and economic change. We found that commercial fishers and tourism operators were dependent not only financially on the GBR, but also because of their age, years in the industry and region, lack of education, and the number of dependents. These stakeholders lacked flexibility to secure alternative employment. All stakeholder groups, regardless of economic imperatives, were dependent on the GBR because of their cultural connections. We propose that resource dependency also provides an umbrella concept to describe the cultural services provided by an ecosystem, which can be described through place-based dependence and place-identity.  相似文献

Abstract

Port O'Connor, Texas, a small unincorporated community on the Gulf Coast, was studied to assess the residents’ attitudes toward the potential growth related to Outer Continental Shelf (OCS) development. In contrast to attitudes of residents in many East Coast communities, residents of Port O'Connor do not feel threatened by OCS‐related growth. Rather, the risks they perceive result from increased tourism. They are well familiar with the social costs of tourism. They are less familiar with the social risks involved in increased OCS activities.

In terms of coastal zone management policy, this study highlights the importance of attending to the concerns of local residents for their social structure and way of life. The social risks imposed by increased OCS activity must be considered important factors in plans for OCS development.  相似文献

Abstract

the prospect of global warming and consequent sea level rise will have important implications for coastal communities. this article examines the land use implications of alternate sea level rise scenarios on the city of myrtle beach, south carolina. current trends as well as high and low sea level rise scenarios are superimposed on the city's beach profile and near shore contours to estimate the type and value of land development likely to be impacted.

It is found that losses associated with accelerated sea level rise would be particularly high in the city's hotel district and that overall property loss could range from 21 to 60% of the city's total property value. to lessen these potential losses, coastal communities such as myrtle beach must choose among one of three policy options including: (1) barricade the beach, (2) raise the land, and (3) implement a strategic retreat. specific alternatives within each of these options are explored in turn. the article concludes that successful development plans will incorporate ground rules sensitive to and consistent with dynamic coastal processes.  相似文献

Abstract

Marine and coastal zone policy represents a collaboration of people managing and people managed. This paper takes a holistic stance in suggesting that marine communities are viewed properly as networks of focused interest groups, policymakers, professionals, and publics. The interplay between culture and marine and coastal policy is appropriately one topic of applied social research. Seven ethnographic studies in this domain are introduced in this theme issue and help us to understand sociocultural processes and institutions bearing on marine affairs.  相似文献

Phytoplankton community structure was investigated in a 1-year study period from January to December 2006 in the Tunis North Lagoon (South Mediterranean). Twice a month, sampling was carried out from the whole water column. Phytoplankton species composition showed seasonal dynamics following the general environmental variable trends in the study area, with variation in species abundance levels within each season characterised by the presence of different phytoplankton communities. Analysis of environmental variables indicated that phytoplankton-dominant communities were associated with various water physicochemical characteristics, especially water temperature and salinity. Accordingly, significant correlation was recorded between water temperature and dinoflagellates (r = 0.35; p < 0.05) in summer and diatoms (r = 0.69; p < 0.05) in autumn, whereas euglenophytes, cyanophytes and chlorophytes were slightly correlated with temperature in autumn. Salinity was positively correlated with dichtyophytes (r = 0.41; p < 0.05) in winter and with diatoms (r = 0.65; p < 0.05) and euglenophytes (r = 0.57; p < 0.05) in autumn. On the other hand, relationships between high nitrogen nutrient concentration and phytoplankton concentration were recorded for diatoms (r = 0.43; p < 0.05 with NO2; r = 0.49; p < 0.05 with NO3) in winter. Silicate concentration supported proliferation of diatoms (r = 0.58; p < 0.05) in autumn in our study period. In contrast, increase of dinoflagellate concentration was associated with the decrease of these parameters in spring and summer.  相似文献

The North Bay of Biscay continental shelf is a major French demersal fishery, but little was known on the trophic food web of its benthic communities. In order to determine the benthic trophic web, the objectives of this study are to describe the macro- and megafaunal benthic community structure (species richness, abundance and biomass) and to establish the trophic pathways (food sources and trophic levels) by applying carbon and nitrogen stable isotopic analysis to the main benthic and demersal species (invertebrates and fish). Two distinct benthic communities have been identified: a muddy sand community within the central part of the bay, and an outer Bay of Biscay Ditrupa sand community of higher species richness, abundance and biomass than the muddy sand community. Deposit-feeders, suspension feeders and predators, distributed in three main trophic levels, dominate both communities. Large differences in stable carbon ratio values within the primary consumers provide evidence of two different food sources: i) a pelagic food source made up of recent sedimenting particulate organic matter on which zooplankton and suprabenthos feed and ii) a benthic detrital food source supplying deposit feeders and partly benthic suspension feeders. Differences in isotopic signatures were also observed within the upper trophic levels that allowed estimation of the contribution of each food source component to the diet of the upper consumers. Finally, the use of stable isotopic composition together with the species' feeding strategy allow identification of the main differences between the trophic functioning of the two benthic communities and highlight the importance of the role of detrital pathways in the carbon cycling within the continental shelf benthic trophic web.  相似文献

Abstract

This article analyzes support for and opposition to state land‐use planning in Oregon, using voting records from the 1976 referendum to repeal Oregon's regulatory legislation and survey data. Support for controlled growth legislation is found to be a product of both individual‐level characteristics and characteristics of the larger community where one resides. The most influential contextual variables are the county's economy and the class composition of the city. The authors conclude that coastal zone managers must exercise caution when interpreting individual survey data which indicate support for various environmental concerns. Contextual differences must be taken into consideration because sources of support for coastal zone management may vary among individuals, depending on the nature of the communities in which they live.  相似文献
