The contribution by women to fisheries economies globally continues to be overlooked, in part, because “fishing” is often narrowly defined as catching fish at sea, from a vessel, using specialized gears. Both men and women are involved in fisheries, but often in different roles and activities. Fisheries research, management, and policy have traditionally focused on direct, formal, and paid fishing activities—that are often dominated by men, ignoring those that are indirect, informal, and/or unpaid—where women are concentrated. This has led to a situation where men's and women's contributions to fisheries are not equally valued or even recognized and has resulted in women being largely excluded from fisheries decision-making processes. Here, we examine the contributions by women in the fisheries sector of five globally significant marine fishing countries—Mexico, Peru, Senegal, South Africa, and Vietnam. These countries each have strong links between livelihoods and marine capture fisheries, yet represent different geographic, socioeconomic, and governance contexts. Through a synthesis of existing data, case studies, and consultation with local experts, we found that the contribution by women to the fisheries of these five countries is substantial. However, this investigation also revealed major gaps in understanding of gender inequalities in the fisheries sector and the need for better gender-disaggregated data to inform fisheries policy.  相似文献

Abstract

This article presents the results of an impact assessment of a component of a large scale USAID sustainable fisheries management project initiative aimed at integrating gender and strengthening the role of women in fisheries management in Ghana. The assessment is based on a literature review and qualitative field data collection. It assessed gender integration from three entry points: improving the Ghanaian policy environment for gender in fisheries, empowering women post-harvest processors, and engaging women gleaners in fisheries co-management. The assessment found that an important milestone was the adoption and implementation of the Ghanaian Fisheries Sector’s National Gender Mainstreaming Strategy in 2016. Summarizing the impacts on local post-harvest processors and gleaners, the assessment found that female post-harvest processors have increased capacity, confidence, and engagement in fisheries management. Gender mainstreaming efforts have succeeded in challenging cultural norms about women’s role in fisheries. Women have been exposed to sustainable fisheries management and are better equipped with the knowledge and leadership skills to advocate for good fisheries practices, which they actively demonstrate.  相似文献

Abstract

Fisheries management in the USA, as governed by the Magnuson–Stevens Fishery Conservation and Management Act (MSA), has been decidedly more successful at meeting its conservation goals than has fisheries management in the EU, as governed by the Common Fisheries Policy (CFP). In an effort to explain the different outcomes in these two systems that share many management attributes, we evaluated them against a list of effective governance attributes gleaned from the literature. We also examined the distribution of rights and responsibilities within each system, and the resulting stewardship incentives. Five effective governance attributes are fully realized under the MSA but have historically been absent from the CFP system: adequate regulatory authority, effective enforcement mechanisms, science-based decision-making, conservation-oriented goals and clear objectives, and directives. These governance system gaps, along with uneven distributions of rights, responsibilities, and incentives, may be responsible for the observed difference in conservation outcomes.  相似文献

The Dungeness crab (Cancer magister) fishery, economically robust in California while other fisheries are depressed, is under pressure to develop new management tools. The California Legislature and responsible state agencies have responded to each new crisis in the fishery with revised management regulations that are unwieldy in adapting to changing conditions. Some fishermen are displaced, while others benefit. This then leads to the next set of challenges and reactions. The differing economic needs of processors and fishermen, large and smaller producers, and northern and southern fishermen, plus the agendas of influential nongovernmental organizations, produce advocacies for conflicting management options, hindering progress toward resolution. The Legislature wants guidance from the fishery, but the fishery does not speak with one voice. Alternative dispute resolution can help these diverse but interdependent interests move toward agreement on new management tools. The principles of adaptive management—gathering information, setting goals, predicting outcomes, monitoring and evaluating results toward obtaining such outcomes, then reviewing what worked and what failed—can lead to more economically and socially optimal outcomes.  相似文献

A step-wise approach to implementing ecosystem-based fishery management (EBFM) offers both a tractable policy opportunity and feasible set of scientific responsibilities in ongoing efforts to incorporate ecosystem dynamics into fisheries management. This case study of oysters in the Chesapeake takes a regional approach and utilizes a fishery species that is a popular menu item, an important habitat for other fish species, and a cultural touchstone in the area. From grounding in ecosystem service policy goals and a survey of stakeholders from across industry, management, science, and community groups, we developed eight indicators that are meant to serve as a first-order check for EBFM. We evaluated these indicators based on data availability, spatial coverage of the whole region, and relevance to ecosystem service goals. Spatial integration of indicators addressing chemical, biological, social, and economic factors, allows identification of localities within the region that require more attention, either by scientists or policymakers, in order to meet EBFM goals.  相似文献

Fisheries are a complex mixture of social, political, economic, and biological aspects, and often biological or economic end goals are given priority in fisheries governance. However, there is a growing trend around the world to include non-economic social objectives in fisheries management schemes, e.g., supporting rural communities, increasing opportunities for newcomers or part-time fishermen, or providing equitable access for culturally and historically important fisheries. In Iceland, fisheries management has given biological and economic goals' precedence over social goals, and there is no formal inclusion of a social science advisory body or formalized direct input from all relevant stakeholders in the fisheries governance process. Non-economic social sciences such as geography, anthropology, sociology, and political science can add important information and considerations that in turn make fisheries more sustainable in the long run. In this paper, we explain the role of social science in fisheries governance, explore how social aspects are addressed in other fisheries governance schemes, and review highlights from fisheries social science research in Iceland. We hope to generate a meaningful conversation regarding the possibilities of a modern, pioneering fisheries' governance process in Iceland where social, economic, and biological goals and research are all given equal attention.  相似文献

Fisheries management has been used to address declining fisheries and threats to livelihood and food security. Past research suggests that public support for fishery policies is a necessary component for sustaining the long-term success of fisheries management. This study predicted public support by examining fishers’ perspectives on co-management and fish catch since the establishment of marine protected areas (MPAs), a commonly employed fisheries management tool. Data were obtained from onsite surveys (n = 505) with fishers from three municipalities in Cebu, Philippines: Oslob, Santander, and Samboan. Structural path analyses revealed that beliefs about co-management and fish catch predicted support for fishery policies (R2 = 59%). Separate path analyses for each municipality showed that co-management had greater influence in predicting public support for fishery policies in Oslob and Santander. Fish catch was a better predictor for public support for fishery policies in Samboan. Results can help local governments, non-governmental organizations, and fishery managers to prioritize, plan, and improve fisheries management in municipal waters.  相似文献

Coastal communities, indigenous peoples, and small-scale fishers rely on the ocean for livelihoods, for subsistence, for wellbeing and for cultural continuity. Thus, understanding the human dimensions of the world’s peopled seas and coasts is fundamental to evidence-based decision-making across marine policy realms, including marine conservation, marine spatial planning, fisheries management, the blue economy and climate adaptation. This perspective article contends that the marine social sciences must inform the pursuit of sustainable oceans. To this end, the article introduces this burgeoning field and briefly reviews the insights that social science can offer to guide ocean and coastal policy and management. The upcoming United Nations Decade of Ocean Science for Sustainable Development (2021–2030) provides a tremendous opportunity to build on the current interest, need for and momentum in the marine social sciences. We will be missing the boat if the marine social sciences do not form an integral and substantial part of the mandate and investments of this global ocean science for sustainability initiative.  相似文献

The United States has a new national ocean policy that adopts ecosystem-based management (EBM) as its first principle for managing U.S. ocean spaces and marine resources. However, U.S. laws that govern the uses of ocean spaces present a challenging tangle of authorities and mandates that do not easily facilitate ecosystem-based policies. For over 30 years, U.S. marine fisheries management has been guided by eight Regional Fishery Management Councils. Working under the many laws that guide setting stewardship priorities for ocean ecosystems, councils provide the Federal Government with advice on fisheries harvest levels, fish habitat protections, and fishing community needs. Implementing EBM for any ocean ecosystem requires a careful examination of the laws and policy processes that affect human interaction with that ecosystem. This article explores the U.S. perspective on federal ecosystem-based fisheries management, its part in U.S. national ocean policy, and how fishery management councils might position themselves as both EBM policymakers and policy takers for ocean resource management.  相似文献

Papahānaumokuākea Marine National Monument is one of the world's largest marine protected areas and was designated the first mixed conservation site in the United States due to its natural and cultural importance. It is also the world's first cultural seascape, being recognized for its continuing connections to indigenous people. As the westernmost place in the Hawaiian universe, many believe these islands and seas are the pathway that Native Hawaiians travel after death, returning to pō (night; realm of the gods). This intimate kinship has profound implications for contemporary management. Current management emphasizes integration of science, policy, cultural knowledge, traditions, and practices to create successful management strategies appropriate for both natural and cultural resources. This management is based on Native Hawaiian values and practices that incorporate observation and understanding of the natural world, indigenous principles and philosophies, cultural norms, community relationships, and unique epistemologies deeply imbedded in and formed by relationships of people with place. A cornerstone of this effort has been the direct involvement of cultural practitioners in policy, management, education, and research. This biocultural approach has led to more effective management of the monument and serves as a model for conservation around the world.  相似文献

Fishing and shellfish aquaculture are important sources of income for coastal communities in Thailand and other parts of tropical Asia, but environmental impacts associated with these small-scale activities can effect water quality, nearshore habitats, and fish populations. The management of coastal fisheries and aquaculture has, therefore, become a major concern for government fisheries officials who are searching for cost effective measures to improve the regulation of these sectors. Synthetic aperture radar (SAR) images from the RADARSAT-1 satellite were acquired to determine if stationary fishing and aquaculture gears within a coastal study site in the Upper Gulf of Thailand could be identified, and if automatic signature separation of gear types was possible. The use of SAR imagery for a coastal monitoring application was also evaluated and the potential of this technology to improve resource management outcomes considered.  相似文献

The current regime of fisheries management and the prospects for attaining a more locally oriented, collaborative system of fisheries management in Diani-Chale, Kenya are examined. At present fisheries management in Diani-Chale is characterized by diminished government capacity for regulation, weakened local institutions, and little ability to exert control over the use of fisheries. Local level management requires the development and use of local institutions that can govern the use of fishery resources. The fish landing sites used by fishers and their associated fishing grounds were identified to be at the appropriate level for resolving fishery management issues. A more formal role for these entities, the clarification of fishing ground tenure and access rights, and support for the development and enforcement of local fishing rules can further local management. The socioeconomic condition of fishers, their fear of losing landing sites, and the continued perception of the imposition of a marine reserve pose barriers to initiatives seeking to further local level management.  相似文献

The geoduck clam fishery, worth approximately CDN $40 million 1 US $ equivalence: 35 million (Bank of Canada exchange rate on February 1, 2006). in annual landed value, is British Columbia's most valuable invertebrate fishery. This fishery has been co-managed by the Department of Fisheries and Oceans (DFO) and the Underwater Harvesters Association (UHA) since 1989. Earlier input control measures such as effort regulation, seasonal closures, and licenses failed to work effectively for more than ten years, resulting in excess fishing capacity, over harvesting, poor economic returns, and unsafe fishing practices. Output control measures such as the individual vessel quota system (IVQ) have, to some extent, proven successful in improving revenues, controlling excess fishing capacity, gaining compliance with regulations, and involving fishers in the joint decision-making processes. However, there are public concerns about a common property resource at risk of being dominated by a few UHA license holders. Additionally, there are concerns about the job losses resulting from IVQ implementation, as well as distribution and equity issues. This article traces and examines the policy context for fisheries management in the British Columbia (BC) geoduck fishery, discusses the major concerns surrounding the exploitation of long lived Methuselah's clams and concludes with areas for further research in sustaining this lucrative fishery.  相似文献

This article uses the Central Coast region of California as a case study to examine the challenges of protecting coastal ecosystems near areas of intensive agricultural production. Coastal water quality and biodiversity are greatly impacted by regional land use. Agricultural land use can have significant impacts on water quality through erosion and the runoff of agricultural chemicals. While the Central Coast region of California is a center for intensive agricultural production, it is also home to the largest marine sanctuary in the United States. This combination has resulted in intensive efforts from government agencies and conservation organizations to reduce pollution associated with agriculture. Efforts have focused on education and incentives, but are recently facing increasing challenges stemming from new standards created by the produce industry in response to food safety concerns. Personal interviews with crop growers were used to explore these challenges and to better understand the range of possible environmental impacts resulting from new food safety standards. Results indicate that substantial management changes are taking place that are likely to impact regional water quality and wildlife. This case study also explores the role of policy networks in shaping management decisions and illustrates how certain approaches to addressing agricultural pollution may be vulnerable to external policy changes.  相似文献

In 1991, the Aquaculture Department of the Southeast Asian Fisheries Development Center launched a community-based fishery resources management project on Malalison Island, in central Philippines, to help conserve the country's marine resources and to help the fisherfolk rise above their poverty. The eight-year project integrated various disciplines in biology, economics, sociology, public administration, and engineering in its study of fishery resources and fishing communities and in evolving intervention strategies for resource conservation and management, and for community development. The project's most important accomplishment was the inculcation among the fisherfolk of the importance of resource conservation and management. The most important lesson learned was that an enlightened and empowered fisherfolk could be effective managers and responsible users of fishery resources.  相似文献

A mail survey of coastal user groups, academics, and state coastal zone management program managers was conducted to determine the perceptions of the performance of state coastal zone management programs relative to the protection of coastal resources, the management of coastal development, the improvement of public access, and the management of coastal hazards. Information on the perceived importance of the selected issues to each of the 24 states being studied was also solicited. Findings on the perceptions of various categories of interest groups, academics, and program managers with respect to the overall performance of state coastal zone management programs in the four issue areas were presented in an earlier article, “Perceptions of the Performance of State Coastal Zone Management Programs in the United States”; (Knecht et al., 1996). The present article draws on a subset of these data—the responses from the coastal user groups and the academics—and presents the findings at the regional and individual state level. In terms of perceived performance of state coastal zone management programs on a regional basis relative to the selected issue areas, the highest rating went to the Great Lakes region for its management of public access. However, the North Atlantic region received the highest performance rating for the three other issue areas: protection of coastal resources, management of coastal development, and management of coastal hazards. Looking at state performance with regard to the coastal issues judged to be of most importance to the states—the protection of coastal resources and the management of coastal development—respondents indicated that states should improve their performance in both areas, with the greatest need related to the management of coastal development. Overall, the states of the North Atlantic, Great Lakes, and South Atlantic regions were perceived to be performing somewhat better relative to the four issue areas than the states in the Pacific and Gulf of Mexico regions. While the data do not shed light on the reasons for these regional differences, we suggest that, in the case of the Pacific region at least, the differences could be associated with higher expectations among the resident population with regard to environmental quality in general and coastal management in particular.  相似文献

Understanding public perception of the oceans, and relationship between society and the sea is an important key to the sustainable management of marine resources. This research reports the first population-based survey on Taiwanese public knowledge, attitudes, and actions on marine-related issues. The stratified random sampling by county was completed with 1,120 telephone respondents from October to December 2010. More than 60% of the respondents have heard about global warming, sea-level rising, the Gulf of Mexico oil spill, the coral reef bleaching crisis, and Japan whaling fisheries. However, less than 20% of the respondents are aware of Taiwanese domestic marine policies, such as the Ocean White Paper. On resources conservation, 74.7% of the respondents support the bluefin tuna catches regulations and 76.6% agree that the shark fin fisheries will impact shark resources. Education and age are the major affecting variables for resource conservation and knowledge. Higher education and age 40–49 are most supportive of conservation measures. For marine recreational activities, 42.2% of the respondents can swim, and 44.2% of the respondents had not visited the beach in the previous year. The results suggest that the government could establish a specialized agency to strengthen its marine policy and take more actions to protect ocean environment and conserve marine resources. To encourage more Taiwanese to participate in ocean recreational activities, the government could build a safe facility for marine recreation, cooperate with the private sectors in education, and provide outreach to raise public awareness of the oceans.  相似文献
