Abstract

Analysis of recent substantive coastal land use management laws shows that their main thrust is to provide for protection of the coastal environment from adverse impacts of uncontrolled development. The four purposes cited most frequently among laws of 17 states were: Protection of wildlife and fisheries, protection of ecosystems or the natural environment, control of development, and enhancement of esthetic values. Other purposes were to: Protect life and property, enhance public recreation, conserve soil, and protect water resources. Development and economic purposes were cited in relatively few laws.  相似文献

Abstract

This paper reports on research conducted in support of a coastal zone management effort to reduce erosion and sedimentation impacts in a wetland watershed, Elkhorn Slough, Monterey County, California. The research reviews methods of determining soil erosion susceptibility and relating it to land‐use intensity within the watershed, measured by a land disturbance index. Erosion susceptibility is measured in three ways: by a combination of slope and the erosion factor of the Universal Soil Loss Equation; by field measurement of erosion and deposition on selected sites; and by computer‐assisted terrain analysis of data from secondary sources. Land use is shown to be a more important factor than landform in influencing relative erosion susceptibility.  相似文献

Abstract

In this article we consider a linear programming model for assessing the aggregate impact of land‐use activities scattered over a large area on the resultant pollutant concentrations in coastal waters. The dispersion to coastal waters of the adverse environmental loads generated by the land uses is described by a set of transport coefficients that measure the attenuation of pollutants, such as industrial BOD, carried to the coast along surface drainage basins. Further dispersion in the waters caused by tidal action is then described by the simple procedure know as “pollution susceptibility.”; The model seeks to minimize the steady‐state concentrations of pollutants by establishing an optimal spatial configuration of residential, commercial, and industrial land uses. This configuration is constrained by a number of restrictions based on local and regional targets for growth and development. The methodology discussed in this article is intended to be useful to regional planners, and is based on a study conducted for the Long Island area.  相似文献

Abstract

This article analyzes support for and opposition to state land‐use planning in Oregon, using voting records from the 1976 referendum to repeal Oregon's regulatory legislation and survey data. Support for controlled growth legislation is found to be a product of both individual‐level characteristics and characteristics of the larger community where one resides. The most influential contextual variables are the county's economy and the class composition of the city. The authors conclude that coastal zone managers must exercise caution when interpreting individual survey data which indicate support for various environmental concerns. Contextual differences must be taken into consideration because sources of support for coastal zone management may vary among individuals, depending on the nature of the communities in which they live.  相似文献

Abstract

The first comprehensive attempt at development control along the Canadian Great Lakes shoreline was the 1976 lakeshore regulation policy adopted by the Regional Municipality of Haldimand‐Norfolk on the north Lake Erie shore. This innovative strategy was initiated at the municipal level as a component of the regional land‐use planning process. Determination of efficiency and effectiveness of the policy implementation process is based on analysis of permit approval files. All development applications submitted between 1976 and 1980 in the Turkey Point and Long Point Peninsulas are evaluated. Those areas, the most popular cottaging areas in the region, are most susceptible to flood and erosion hazards. Of the total applications submitted during the four‐year study period, 37 percent were in these areas. The policy was ineffective and inefficient in controlling development in the two peninsulas. Applications were approved in the majority of cases, despite regulatory prohibition of developments in hazard‐susceptible areas. There were lengthy decision‐making delays, often exceeding one year, and frequent violations of regulatory procedures. Recommendations are suggested to improve policy implementation.  相似文献

Abstract

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) was created to prevent species becoming threatened through international trade. It generally prohibits international commercial trade in seriously threatened species but permits trade in a regulated manner in species vulnerable to exploitation but not yet at risk of extinction. CITES covers comparatively few marine taxa, reflecting the fact that most marine species have much greater ranges and fecundity than terrestrial species and so are more resilient to exploitation. Exceptions are to be found in the higher vertebrates. Several marine mammals may have benefited from CITES controls, although their popular appeal, commercial importance, and extreme vulnerability have meant that other treaties and conservation activities have been adopted to control their exploitation. Marine turtles Cheloniidae and the estuarine crocodile (Crocodylus porosus) certainly have benefited from CITES controls. Many commercially important fishes and invertebrates are covered by international and regional fishery agreements; a few, with life histories making them particularly vulnerable to exploitation, are subject to CITES controls. The structure of CITES limits its utility as a conservation tool for marine species, but where other mechanisms fail or are absent, it plays a useful role, and it is particularly valuable as an international trade monitoring mechanism.  相似文献

A new method of catastrophe control is described in one dimension nonlinear system. Catastrophe control based on catastrophe theory is a brand new area for control theory. A certain catastrophe is created at a desired location by appropriate control, which has preferred properties. Washout filter is presented and applied to preserve the original equilibrium of a system.Washout filter aided dynamic feedback controller is developed for the creation of eatastrophe, and an example is given to illustrate the process. Catastrophe control may provide a new way of designing warning signals of impending collapse or catastrophe for monitoring and control purposes.  相似文献

Given the uncertainty of parameters and the random nature of disturbances that effect a ships course, a robust course controller should be designed on the basis of rudder/flap vector control. This paper analyzes system uncertainty, and the choice of weighting functions is also discussed. When sea waves operate on a ship, the energy-concentrating frequency varies with the angle of encounter. For different angles of encounter, different weighting functions are designed. For the pole of a nominal model existing in an imaginary axis, the bilinear-transform method is used. The "2-Riccati" equation is adopted to solve the H∞ controller. A system simulation is given, and the results show that, compared with a PID controller, this system has higher course precision and more robust performance. The course-keeping control of underactuated hovercraft with two aft propellers was considered. The control of the heading error and cross-track error was accomplished by the yaw torque merely in this case. The hovercraft dynamic model is nonlinear and underactuated. At first the Controllability of course-keeping control for hovercraft was proved, then a course-keeping control law was derived that keeps hovercraft heading constant as well as minimizes the lateral movement of hovercraft. The proposed law guarantees heading error and sway error all converge to zero exponentially. Simulation tests were carried out to illustrate the effectiveness of the proposed control law. For further research, the disturbance influence would be considered in the dynamic equations.  相似文献

This paper evaluates the policy of Swedish public transport authorities, determining whether the number of trips on local public transport could have been increased without increasing subsidies. Based on annual data from Swedish counties, the evaluation found that between 1986 and 2001 public transport fares exceeded the passenger-maximising fare most of the time in all but two counties, the average deviation being 1-215%. Evaluating the alternative, passenger-maximising policy, including both fare and service changes for 2001, demonstrated that demand for local public transport in Swedish counties could have been increased by 0-178% without increasing subsidies. Aggregated, this represents a 2.3% increase in the number of trips on local public transport in Sweden.  相似文献

ABSTRACT

In this paper, the research concentrates on the intermodal land transportation systems which link Antwerp and Rotterdam with a shared hinterland in the long and medium distance range. It uses a choice-based experiment which has been calibrated on the basis of real case studies to understand shipper’s choices between end-to-end chains. The stated choices reveal shippers’ preferences when needing to choose between two logistic pathways, which employ a similar multimodal composition of transport modes to bring the container from door-to-door, but which route the container differently through alternative maritime gateways. The study therefore touches upon the topic of port competition applying a value-driven supply chain approach. Despite narrow differences on the main performance criteria of the door-to-door chains, the empirical analysis proves that shippers are not loyal to one of the ports, but give preference to the lowest cost solution. Enhancing the frequency levels of the inland transportation solution is only at the benefit of the more costly chain. The findings reiterate the importance of intermodal land transport systems in the competition between load centres.  相似文献

[Objective ] To meet the requirements of remotely controlling ship in curved, narrow and crowded inland waterways, this paper proposes an approach that consists of CNN-based algorithms and knowledge based models under ship-shore cooperation conditions. [Method]On the basis of analyzing the characteristics of ship-shore cooperation, the proposed approach realizes autonomous perception of the environment with visual simulation at the core and navigation decision-making control based on deep reinforcement learning, and finally constructs an artificial intelligence system composed of image deep learning processing, navigation situation cognition, route steady-state control and other functions. Remote control and short-time autonomous navigation of operating ships are realized under inland waterway conditions, and remote control of container ships and ferries is carried out. [Results]The proposed approach is capable of replacing manual work by remote orders or independent decision-making, as well as realizing independent obstacle avoidance, with a consistent deviation of less than 20 meters. [Conclusions]The developed prototype system carries out the remote control operation demonstration of the above ship types in such waterways as the Changhu Canal Shenzhou line and the Yangtze River, proving that a complete set of algorithms with a CNN and reinforcement learning at the core can independently extract key navigation information, construct obstacle avoidance and control awareness, and lay the foundation for inland river intelligent navigation systems. © 2022 Journal of Clinical Hepatology. Fuzzy neural networks(FNN)based on Gaussian membership functions can effectively control the motion of underwater vehicles.However,their operating processes and training algorithms are complicated,placing great demands on embedded hardware.This paper presents an advanced FNN with an S membership function matching the motion characteristics of mini underwater vehicles with wings.A learning algorithm was then developed.Simulation results showed that the modified FNN is a simpler algorithm with faster calculations and improves responsiveness,compared with a Gaussian membership function-based FNN.It is applicable for mini underwater vehicles that don't need accurate positioning but must have good maneuverability.  相似文献

S-surface control has proven to be an effective means for motion control of underwater autonomous vehicles (AUV). However there are still problems maintaining steady precision of course due to the constant need to adjust parameters, especially where there are disturbing currents. Thus an intelligent integral was introduced to improve precision. An expert S-surface control was developed to tune the parameters on-line, based on the expert system, it provides S-surface control according to practical experience and control knowledge. To prevent control output over-compensation, a fuzzy neural network was included to adjust the production rules to the knowledge base. Experiments were conducted on an AUV simulation platform, and the results show that the expert S-surface controller performs better than an S-surface controller in environments with currents, producing good steady precision of course in a robust way.  相似文献

ABSTRACT

This paper addresses the reconsideration of price bubbles specific to the shipping freight market based on the method of the Generalized Supremum Augmented Dickey–Fuller (GSADF). This approach offers the opportunity to recognize multiple bubbles and set their corresponding original and final dates. Empirical results reveal that four bubbles existed in the shipping freight market between October 1988 and February 2018 in which freight deviated from fundamental values. Strong demand (especially in China), the supply capacity, crude oil prices and U.S. dollar fluctuations are potential explanations for the first three bubbles. The global financial crisis that burst in 2008 is the major factor results in the last bubble. Hence, we must distinguish the potential reasons of bubbles in different periods and take measures such as promoting economic multipolarization, strengthening the bargaining power of China, building an effective information transfer system, employing financial derivatives and accelerating the consolidation of the shipping industry to alleviate the negative influences on global seaborne trade.  相似文献

The flexibility demand of marine nuclear power plant is very high,the multiple parameters of the marine nuclear power plant with the once-through steam generator are strongly coupled,and the normal PID control of the turbine speed can't meet the control demand.This paper introduces a turbine speed Fuzzy-PID controller to coordinately control the steam pressure and thus realize the demand for quick tracking and steady state control over the turbine speed by using the Fuzzy control's quick dynamic response and PID control's steady state performance.The simulation shows the improvement of the response time and steady state performance of the control system.  相似文献

The maritime and port sector is widely considered conservative concerning the ability to introduce innovation in respect to other industries. This may be due to the lack of cooperative interactions among the several players involved. It does not mean that innovation does not occur in this industry. Along with some technical innovations, managerial, organizational, and cultural innovations also take place in the sector. The literature has considered the assessment and effects of the adoption of particular innovation, but still few studies underline the innovation path in a broad sense with a specific focus on terminal operators. The present article aims at filling this gap through a field analysis grouping together case studies developed in different world regions and examining the adoption path of innovation through a mix of three different techniques (i.e. the H- and I-indexes, a Systems of Innovation Analysis, and a Qualitative Comparative Analysis). Research outcomes underline how, even if no unique recipe for success can be found, specific factors (e.g. a ranking of innovation objectives, coordination among actors, and institutions) can influence the achievement of success. The analyses allow suggesting strategic and policy advice that may help link in a better way the innovation drivers with their actual effects.  相似文献

Some European governments subsidize their residents when they travel at sea. This paper seeks to analyze the impact on prices of maritime passengers’ subsidies in Europe. Following a review of the scarce academic literature on this topic and the subsidy scheme in Europe, a sample of firms’ prices and other characteristics of 40 European routes for 2016 are analyzed. Both an estimation of a price equation and a matching approach are applied and reach the same conclusion: prices per kilometer are around 40 per cent higher on those subsidized routes due to subsidies. This outcome reduces the potential subsidy gain to consumers.  相似文献
