OCS development: A community's acceptance of risk

Abstract

Port O'Connor, Texas, a small unincorporated community on the Gulf Coast, was studied to assess the residents’ attitudes toward the potential growth related to Outer Continental Shelf (OCS) development. In contrast to attitudes of residents in many East Coast communities, residents of Port O'Connor do not feel threatened by OCS‐related growth. Rather, the risks they perceive result from increased tourism. They are well familiar with the social costs of tourism. They are less familiar with the social risks involved in increased OCS activities.

In terms of coastal zone management policy, this study highlights the importance of attending to the concerns of local residents for their social structure and way of life. The social risks imposed by increased OCS activity must be considered important factors in plans for OCS development.     

OCS development and commercial and recreational fishing

As the controversy over Outer Continental Shelf (OCS) oil and gas leasing continues, with environmentalists and fishermen seeking to block or delay leasing decisions that they think will adversely affect their interests, the need for better estimates of the environmental costs associated with OCS development becomes increasingly apparent. Although high degrees of precision in such estimates may never be economic, let alone feasible, better knowledge would reduce the uncertainty surrounding the magnitude of such costs, and would make it easier to come to grips with the problem and reduce, if not resolve, the controversy.

A new journey of IMO development

Logistics integration and network orientation in the port and maritime industry have redefined the functional role of ports in value chains and have generated new patterns of freight distribution and new approaches to port hierarchy. Existing models on the spatial and functional evolution of ports and port systems only partially fit into the new freight distribution paradigm. This paper aims to add to existing literature by introducing a port regionalization phase in port and port system development. It is demonstrated that the regionalization phase and associated hinterland concepts demand new approaches to port governance and a functional focus that goes beyond the traditional port perimeter.

This article argues that the increased competition and uncertainties faced by corporations and countries as a result of the globalisation and volatility of world trade in the first decade of this century have resulted in new collaborative relationships in international logistics. Evidence, largely from Canada, identifies shifts in corporate relationships. The changes are consistent with expectations derived from Williamson’s economics of governance. Relationships between negotiating firms involve greater collaboration to enhance mutual gains in face of more dynamic and uncertain conditions.

新型造船活络头通用胎架的研究

胎架是制造船体曲面分段和曲形立体分段的形状胎膜和工作台,是造船中使用最普遍、最重要的必备工装,分为专用胎架和通用胎架两大类。其主要作用是在分段制造过程中支撑分段、保证分段曲形正确和控制装焊变形。本文在分析数字化通用胎架功能要求的基础上,提出了一种新型造船活络头通用胎架,并介绍了该胎架的设计方案,以期为相关研究提供参考。     

基于新型趋近律的潜艇垂直面滑模控制仿真

针对潜艇垂直面运动强非线性、耦合性和参数不确定的特点,为更好地实现对潜艇垂直面运动的控制,在Matlab环境下,基于垂直面线性操纵运动模型,考虑舵的动态响应,用首舵控制深度,尾舵控制纵倾角,采用新型趋近律设计滑模控制器并设计了基本的全维状态观测器;同时设计了常规的PID控制器并选取了最佳的PID控制参数,分别在3种情况下对2种控制器控制下的潜艇垂直面运动进行对比仿真。仿真结果表明,滑模控制器比PID控制器具有更好的控制性能和较强的鲁棒性,对实际潜艇的垂直面运动控制有一定的指导意义。     

新运输法草案第13条的借鉴意义
