The world’s oceans and coasts are awash in a sea of politics. The marine environment is increasingly busy, changing, and a site of degradation, marginalization, injustice, contestation and conflict over declining resources and occupied spaces at local to global scales. Themes of political ecology, such as power and politics, narratives and knowledge, scale and history, environmental justice and equity, are thus salient issues to understand in ocean and coastal governance and management. This subject review examines research on these themes of political ecology in the ocean and coastal environment and reflects on how the insights gained might be applied to governance and management. Political ecology provides important insights into: the influence of power in ocean management and governance processes; the manner in which narratives, knowledge, and scale are used to legitimize and shape policies and management efforts; the effects of historical trajectories on present circumstances, options, and practices; and the nature of inequities and environmental injustices that can occur in the marine environment. Moreover, ocean and coastal researchers, practitioners, and decision makers ought to engage with the political processes and injustices occurring in the ocean. Moving from critical insights to constructive engagements will ensure that political ecology helps to plant seeds of hope in the Anthropocene ocean.  相似文献

Fecal contamination of coastal waters has led local public health agencies to issue tens of thousands of beach advisories annually and to advise against ocean swimming and surfing for 72 hours following a rain. The responsiveness of recreationists to beach advisories and the “72 hour rule” is estimated by merging four years of multi-daily surfer and beachgoer counts at one beach in Southern California with hourly data on beach advisories, recent precipitation, meteorological conditions, and the UCSB academic calendar. Both surfing and beach-going decreased significantly following rainfall in response to the 72 hour rule, showing that recreationists are willing to engage in health risk-reducing avoiding behavior. However, neither surfing nor beach-going decreased significantly during beach advisories. Surfers were significantly more responsive to beach advisories during dry periods than during wet periods, consistent with the hypothesis that recreationists are most likely to respond to a risk warning that they believe provides accurate and additional health risk information beyond what they can observe personally. Additional studies of beach advisories elsewhere could clarify whether responsiveness to beach advisories varies by recreationist demographic, recreational activity, frequency of advisories, or frequency of repeat visitation. Increasing the accuracy and additional information provided by beach advisories, as proposed by numerous authors, could lead to increased responsiveness.  相似文献

Abstract

The passage of the Marine Plastics Pollution Research and Control Act of 1987 (MPPRCA), which codified Annex V of the International Convention for the Prevention of Pollution from Ships (MARPOL), has encompassed every commercial and recreational shipping and boating facility in the United States. As a group, these ports, harbors, and marinas form a significant, although proportionately small, portion of the coastline of the country. More important, the economic benefits derived from the complex shoreside infrastructures required for international ocean trade, commercial and recreational fishing, and pleasure boating indicate just how critical it is for these facilities to be in conformance with effective and prudent coastal zone and environmental management practices.  相似文献

Abstract

Greater commitments of aquatic resources are required as aquaculture activities expand and intensify. At the same time, increasing recreational and residential uses of the coast are placing other demands on many of the same resources. Multiple use disputes are arising and conflicts are intensifying. This paper is a problem analysis based on recent public debates in the state of Washington which surrounded the mechanical harvest of clams, raft culture of mussels, and pen rearing of salmon. Subjects of potential conflict are shown in the questions of continuing the subtidal harvest of geoducks, raft culturing of marine algae for food and chemical extracts, and continuing the use of public nearshore aquatic areas for private oyster farming. This report also suggests that better coastal management techniques need to be developed which address: (1) how environmental impacts and risks are determined; (2) how claims for esthetic quality can be evaluated and measured; and (3) which methods can be used to plan for the aquatic areas which recognize the special features of the aquatic areas.  相似文献

SCUBA diving is an increasingly popular activity that provides a number of benefits to coastal communities. However, the sustainability of recreational diving on coral reefs is largely dependent on the health of reef ecosystems. Divers can minimize their impacts to coral reefs through responsible diving behaviors, which are in part guided by social norms. The behavioral obligation and sanction components of twelve diving behaviors were determined for Florida Keys divers throughout the course of a year. Recognizing that recreationists are not homogenous, these norms were compared according to diver specialization level. Specialized divers felt a stronger obligation not to touch corals and to pick up garbage from the sea floor than did less specialized divers. Specialized divers also reported they would feel greater embarrassment for losing buoyancy control, touching corals, taking pieces of dead corals, or touching marine mammals. The findings point to a connection between specialization level and social norms, and a relationship to ensuring continued reef health.  相似文献

Tropical coastal and marine ecosystems are particularly vulnerable to ocean warming, ocean acidification, and sea-level rise. Yet these projected climate and ocean change impacts are rarely considered in conservation planning due to the lack of guidance on how existing climate and ocean change models, tools, and data can be applied. Here, we address this gap by describing how conservation planning can use available tools and data for assessing the vulnerability of tropical marine ecosystems to key climate threats. Additionally, we identify limitations of existing tools and provide recommendations for future research to improve integration of climate and ocean change information and conservation planning. Such information is critical for developing a conservation response that adequately protects these ecosystems and dependent coastal communities in the face of climate and ocean change.  相似文献

Innovation, organizational capabilities, and environmental values combine to determine institutional change for a major marine port. This conceptual framework is applied to the case of dredged material management for the Port of New York and New Jersey. During the century under review, the institutional setting has changed significantly with: (1) environmental considerations moving from nearly irrelevant to central: (2) the number of interests and organizations increasing; and (3) the decision processes becoming far more complex. Ultimately, the new institutional setting influences organizations and individual decisions. As a result of the changes, the practice of dredged material disposal in ocean waters has been limited based on the level of bioaccumulation of selected contaminants. In response to institutional changes, ports requiring deepened channels must rapidly innovate to meet new environmental obligations for material disposal in order to enhance organizational capabilities necessary to maintain competitive advantages in maritime commerce. Successful marine ports will anticipate and meet new societal expectations related to the environment as a condition for continued legitimacy. Collectively these changes imply that ports have moved beyond a carefully circumscribed mission of transportation and economic development to that of a prominent user of coastal space with broad obligations to the public.  相似文献

ABSTRACT

As outsourcing and offshoring continue to expand, the ocean container industry serves a critical and still increasing role in supporting global trade. Yet, perceived commoditization and intense price competition among ocean container carriers limit opportunities for competitive advantage and formation of long-term shipper–carrier relationships. This environment ultimately yields an unhealthy industry that threatens the stability of global supply chains. Extant literature provides limited insight into how carriers can build strong relationships with shippers to overcome the short-term, transactional-orientation of the industry. Examining a case study of a major ocean container carrier, we apply structural equation modeling to shipper survey data to explore how carrier operational, service, and pricing capabilities influence the strength of the long-term shipper–carrier relationship. Furthermore, we identify unique clusters of shipper needs, helping the carrier understand when and how to promote a particular portfolio of capabilities to customers.  相似文献

Ocean citizenship describes a relationship between our everyday lives and the health of the coastal and marine environment. Through our everyday lives we affect, and are affected by, the marine and coastal environment in numerous ways. As such, individuals have a responsibility to make informed lifestyle choices to minimize this impact. In doing so, the actions of individuals can contribute to the amelioration of large-scale and seemingly insurmountable geographical problems. This article outlines the concept of ocean citizenship within the context of the public understanding of marine environmental issues. The article draws heavily on the experience of the National Maritime Museum as an important contributor to the development of ocean citizenship in the United Kingdom. Specifically, the Planet Ocean initiative will be examined, in which the Museum has adopted a multimodal approach to public engagement through exhibitions, educational resources, and specific research publications. The article concludes by highlighting the importance of geography in the development and sustainability of ocean citizenship.  相似文献

Coastal areas are experiencing high levels of development, largely driven by a number of aesthetic and recreational factors, increased mobility, availability of disposable income for middle and upper income groups and the promise of job opportunities and improved economic well-being for lower income groups. As existing coastal urban nodes expand development “shifts” to less developed areas and places increasing pressure on the surrounding natural environment. This article considers the coastal zone of two municipalities in the Eastern Cape, South Africa, with similar environmental characteristics but disparate socioeconomic and governance histories. It identifies and integrates the drivers of development and land use change in the coastal zone of these municipalities by means of an adapted Driver-Pressure-State-Impact-Response (DPSIR) Framework. Development and land use change are driven by a combination of social, economic, and legislative factors that need to be considered for future management and planning in this unique dynamic system.  相似文献

Understanding public perception of the oceans, and relationship between society and the sea is an important key to the sustainable management of marine resources. This research reports the first population-based survey on Taiwanese public knowledge, attitudes, and actions on marine-related issues. The stratified random sampling by county was completed with 1,120 telephone respondents from October to December 2010. More than 60% of the respondents have heard about global warming, sea-level rising, the Gulf of Mexico oil spill, the coral reef bleaching crisis, and Japan whaling fisheries. However, less than 20% of the respondents are aware of Taiwanese domestic marine policies, such as the Ocean White Paper. On resources conservation, 74.7% of the respondents support the bluefin tuna catches regulations and 76.6% agree that the shark fin fisheries will impact shark resources. Education and age are the major affecting variables for resource conservation and knowledge. Higher education and age 40–49 are most supportive of conservation measures. For marine recreational activities, 42.2% of the respondents can swim, and 44.2% of the respondents had not visited the beach in the previous year. The results suggest that the government could establish a specialized agency to strengthen its marine policy and take more actions to protect ocean environment and conserve marine resources. To encourage more Taiwanese to participate in ocean recreational activities, the government could build a safe facility for marine recreation, cooperate with the private sectors in education, and provide outreach to raise public awareness of the oceans.  相似文献

The study develops a model of recreational fish catch probabilities, based on angler fishing strategies, that is conditional on uncertain information about the coastal ocean environment. We calculate expected catch based on a hypothetical Baseline Data Set and hypothetical data from an Integrated Ocean Observation System (IOOS) to demonstrate potential benefits from IOOS. The role of Bayesian probabilities in Random Utility Models of recreational fishing is identified. The study discusses the types of information that will be required by recreational anglers in the Gulf of Mexico. Results have implications for the construction of ocean observation systems for recreational fishermen.  相似文献

Although the success of marine protected areas (MPAs) and associated zoning schemes is largely dependent on stakeholder acceptance and support, there have been relatively few studies examining the response of recreational stakeholders to MPA proposals. This study investigates the response of recreational boaters to a proposed MPA in British Columbia, Canada. Using a structured questionnaire (n = 543) and a focus group (n = 6), the research examines the level of support for the concept of marine zoning and identifies key factors influencing support or opposition. Results indicate that a small majority of recreational boaters support the concept of marine zoning, but that there are areas of concern that ought to be addressed as MPA implementation proceeds. Support for zoning was strongly related to perceived benefits, particularly environmental benefits. Furthermore, perceived benefits overall were found to outweigh concerns as determinants of recreational boater support for zoning. Major dimensions of opposition included perceptions of over-regulation, loss of access for boating, and mistrust of the government. A suggestion is that such concerns may be mitigated through focused communication and meaningful involvement of boaters in the zoning process.  相似文献

Abstract

During the early 1980s, ocean incineration emerged as one of the hottest issues in the field of hazardous waste management. Ocean incineration involves the thermal destruction of liquid hazardous wastes on specially designed ships and was promoted by the Environmental Protection Agency and powerful industry groups as part of the solution to liquid hazardous waste disposal. Attempts to adopt ocean incineration led to heated debate and apparent defeat of efforts to introduce this technology. The arguments advanced by proponents and opponents are examined. Success of environmental groups opposed to ocean incineration is explained with reference to technical, environmental, socio‐political, and legal factors. Ocean incineration, promoted as a solution to “not‐in‐my‐backyard”; opponents, instead ran afoul of region wide opposition by coastal residents for whom the sea is a common backyard.  相似文献

There is increasing concern regarding the impacts of recreational four-wheel driving (4WDing) on sandy beach environments. The ghost crab Ocypode cordimanus is a widely distributed Australian species that utilizes beaches and dunes for constructing burrows and for foraging. Comparisons of ghost crab abundances (using burrow counts) in areas “open” and “closed” to recreational 4WDing were conducted on exposed sandy beaches on North Stradbroke Island, off the coast of southeast Queensland. Beaches where recreational 4WD activity is present had significantly lower ghost crab abundances than beaches where it is absent. The most plausible reason for this difference in abundance is that ghost crabs are highly vulnerable to being crushed by beach traffic when feeding on the beach at night. To mitigate the impacts of recreational 4WDing on ghost crab population management intervention is needed. Possible changes to the management of recreational 4WD activity include the setting aside of areas free of recreational 4WD activity for the conservation of biodiversity, or a prohibition on driving on the beaches between dusk and dawn. There is also a need for a consistent and transparent approach in Queensland for quantifying and monitoring 4WD activity in sandy beach environments.  相似文献

Abstract

Section 312 of the Clean Waters Act was implemented in 1980 and requires all vessels including recreational boats already equipped with Marine Heads (toilets) to install one of three types of USCG approved Marine Sanitation Devices. These regulations govern all lakes and coastal waters extending to the end of the U.S. territorial sea and is intended to prevent untreated effluent from reaching the marine environment. As provisions of the Clean Water Act are exempt from provisions of the National Environmental Policy Act, no Environmental Impact Statement was written concerning the impacts to the marine environment and the cost to the boating public. The study based on a small survey conducted on Narragansett Bay during the summer of 1980 develops several empirical models to estimate the total costs of MSD conversions. These estimates assume that all recreational boats longer than 21 feet were to comply with Section 312 regulations. Biological Oxygen Demand generated waste by both the resident and visiting fleets have also been estimated and costs per lbs. of BOD equivalent made. Based on these estimates the quantity of waste prevented from entering the receiving waters equals that of a community with less than 700 people. The capital investments of on‐board treatment approximates 30 ¢/gallon, nearly 1000 times the cost of treating municipal waste.  相似文献

Authority to designate marine sanctuaries was established by Title III of the Marine Protection, Research, and Sanctuaries Act of 1972. One may view this authority as the ocean water counterpart to our National Parks and Seashores. Contained herein is a discussion of the components of the Title and how the National Oceanic and Atmospheric Administration (NOAA) plans to carry out the program. There seem to be two types of ocean planning system in the world. First, the federal or united government suggests a basic framework of the plan which is followed by states, countries or areas as shown in the European Union, the United States, Canada, Australia, and so on. Second, a powerful central government prepares a basic ocean plan that guides the following sector plans of the relevant ministries. These cases are shown in Japan, Korea, and China. In Korea, the 2nd Ocean and Fishery Development Plan (OK21, 2011–2020) was made as a comprehensive ocean plan reflecting recent natural and social changes including global warming. The OK21 is declarative in its nature, and so evaluated by its sector plans, which have some specific implementing means such as budgets and manpower, organization, and so on, by the relevant laws. The 2nd OK21 is supported by 21 legally binding sector plans, 14 more than in the 1st plan, thus guaranteeing more effective implementation than in the 1st plan. In addition, most of sector plans are planned to be carried out through the well-coordinated system among the related ministries, thus showing a high degree of implementing efficiency of the plan. Every marine area in the plan, including marine environment, is being supported by more sector plans than before, indicating the equitable development of marine areas in the future. In sum, the 2nd OK21 is expected to show more implementing power due to the well-organized sector plans than in the 1st plan.  相似文献

This article introduces a theme issue of the Coastal Management Journal comprising a set of articles on the potential economic benefits from new investments in coastal ocean observing systems. We describe a methodology to estimate these benefits, and apply this methodology to generate preliminary estimates of such benefits. The approach focuses on coastal ocean observing information within ten geographic regions encompassing all coastal waters of the United States, and within a wide range of industrial and recreational activities including recreational fishing and boating, beach recreation, maritime transportation, search and rescue operations, spill response, marine hazards prediction, offshore energy, power generation, and commercial fishing. Our findings suggest that annual benefits to users are likely to run in the multiple $100s of millions of dollars. The project results should be considered first-order estimates that are subject to considerable refinement as the parameters of regional observing systems are better defined, and as our understanding of user sectors improves.  相似文献
