Abstract

With the future of the Coastal Energy Impact Program (CEIP) in question and with oil and gas leasing and drilling activities in the Gulf of Mexico expected to increase, the question arises as to how energy impacts are to be mitigated. It is concluded that CEIP has helped to mitigate coastal energy impacts. If it is left unfunded, an alternative would be to provide Outer Continental Shelf (OCS) royalties to states to be used for impact prevention and mitigation.  相似文献

Abstract

State coastal zone management programs are responding to the potential impacts of accelerated sea level rise through a wide range of activities and policies. This article provides a brief overview of the Coastal Zone Management Act and other federal laws that provide the basis for coastal state regulatory activities. It surveys the level of response to sea level rise by state coastal management programs in 24 marines coastal states, from formal recognition to implementation of policies addressing the issue. Individual state CZMP responses and policies that have been implemented or proposed are categorized. The adaptation of sea level rise to ongoing institutional objectives is discussed and policy constraints and trends are summarized.  相似文献

Abstract

Most federal and state coastal laws were framed with a distinct emphasis on preservation of rural/recreational areas. Yet in recent years a rural/urban coastal dichotomy has emerged. This has been especially prominent in the siting of energy facilities since these operations are often water dependent; power plants, for example, need huge amounts of cooling water, and offshore oil and gas extraction requires onshore support facilities. Recently, this issue has gained special prominence on the East Coast with the commencement of offshore oil and gas exploration. A case study was conducted in Hudson County, New Jersey, in New York harbor. In this area five oil‐related facility proposals were rejected from 1972 to 1976, primarily due to citizen opposition. Citizen activists now see the urban waterfront as a special place to which they want access and amenity uses rather than a continuation of past, almost exclusive industrial development. Hudson County citizens share the aspirations of those in several urban coastal areas which have experienced waterfront revitalization, including Baltimore, Boston, Chicago, Detroit, New Haven, Philadelphia, San Francisco, Seattle, and Toronto. Innovative siting which utilizes inland, rather than coastal, locations is suggested as one way to lessen urban/rural siting tensions.  相似文献

Abstract

This paper concerns the limitations on integrating visual management into the coastal zone planning process as exemplified by the Commonwealth of Massachusetts, a state with a strong tradition of “home rule”; and a CZM implementation program based on a “networking”; of existing state authorities. The implications of the Massachusetts experience are that: (a) management of esthetic resources at the state level continues to be much less of a priority than management of ecological resources such as wetlands or floodplains; (b) visual management has yet to engender a strongly supportive constituency beyond that concerned with historic preservation; (c) project review focusing on visual impacts may be a more appropriate activity for local rather than state government; and (d) the technical aspects of visual management or impact assessment are far more advanced than their political acceptability. Political realities, together with the decision that implementation of the program should be based on a networking of existing authorities, thus determined the degree to which visual management could be incorporated into the state's program. As a result, the program's principal instruments of visual management became a strengthening of existing programs such as Wild and Scenic Rivers, reliance on wetland protection statutes to indirectly protect natural scenic values, and the use of the federal consistency provisions of the Coastal Zone Management Act to foster focused growth patterns through provision of publicly funded infrastructures. Esthetically oriented project review, with the exception of potential impacts on historic sites, was left to the discretion of local government, and a technical assistance program was created to provide funding or professional skills to communities interested in developing their own esthetic controls or design review processes. Maine, Rhode Island, and other New England states have followed a similar course.  相似文献

Abstract

In this article, an overview of the status of coastal zone management (CZM) in South Africa is presented. Firstly, it provides background to the development of various initiatives to promote sustainable use of coastal resources within the context of sociopolitical changes in South Africa. Thereafter, it examines the progress made with respect to key attributes underpinning most CZM programs. Finally, it identifies obstacles to achieving effective CZM in South Africa and makes recommendations to address these shortcomings. The review reveals that whilst considerable progress has been made in certain areas of program development, such as resource conservation and pollution control, there are several gaps and inadequacies within existing efforts. These include the absence of a clear policy to guide efforts, lack of coordination amongst government departments involved in CZM, as well as inadequacies in our legal and administrative system. The promulgation of a Coastal Zone Management Act and the establishment of a Coastal Unit charged with the coordination and review of all activities impinging on coastal resources are amongst the recommendations made.  相似文献

Abstract

The location as well as pace of marina development is a major issue in current coastal zone management. The supply and demand for marinas providing certain services in specific locations are growing and must be met. At the same time the environmental integrity of the coastal zone must be maintained against the many possible impacts of marina development. Compounding these problems from the view of both the developer and coastal zone manager is the absence of necessary data and accepted methodologies for estimating future supply needs for marine berthing. This paper describes a multi‐focii approach to the establishment of an information base and marina supply projections for the Mississippi Gulf Coast. Data on existing marina types, services, and facilities are obtained via fieldwork; future marina slip supply needs are estimated using a combination of several techniques and data sources. The study serves two purposes. First, it initiates the basis for improved management of marina development on Mississippi's Gulf Coast. Second, on a more theoretical level, it stimulates research toward developing and validating supply and demand projection techniques for marinas.  相似文献

Abstract

A survey of coastal state legislation reveals several types of statutes affecting activities occurring in coastal regions: Coastal management statutes, wetland statutes, and shoreline statutes. Each coastal state has adopted methods to delineate coastal areas or features, whether an entire coastal zone, a limited feature such as wetlands, or shorelands. Boundary delineation is done according to linear measurements, political boundaries, roads and highways, vegetation, elevation, tidal flow, and other factors. An appendix is provided containing state statutory provisions relating to boundary‐delineation techniques.  相似文献

Abstract

Although New Zealand has a population of 3 million and a coastline of about 10,000 miles there are already heavy pressures on some parts of it. Historically, subdivisions of less than 10 acres require the setting aside of a one‐chain esplanade reserve as part of a general reserve contribution. Some national and regional parks also include significant areas of coast. Recently the Lands and Survey Department has commenced a detailed study of the coastline. Another very recent development is the requirement of an Environmental Impact Report for all major government works. The Waitemata Harbour has been the subject of a detailed study and the reports are now beginning to appear. There has been a heavy demand for shallow bays and estuaries for sanitary land fill, as well as for dredge fill. The main pressure on the coast at present is for holiday cottage sites and some legislative changes may be necessary. In the future new marinas will probably be considered particularly in relation to the extent they provide for the general public rather than a selected few. Industry is only just beginning to make an impact upon the coast. New power stations, natural gas or thermonuclear, are likely to be located on the coastline and this would bring some environmental problems. Recently, it has been argued that to ensure wise use of the coastline there should be national, rather than local or regional, control by a specially appointed Coastal Commission.  相似文献

Abstract

Coastal borderlands are subjected to particular socioeconomic, political and environmental dynamics in Europe and worldwide. The presence of the international boundary in these areas poses challenges in the process of Integrated Coastal Zone Management (ICZM). The aim of this paper is to explore the existence, characteristics and the role that local cross-border cooperation plays in transboundary coastal zone management as well as the resulting potentialities of local endogenous development for improving the management and governance of the tourism sector, coastal development, fisheries and marine protected areas in the Albera Marítima (Northwestern Mediterranean). The applied methods included document review, statistical information and semi-structured interviews. The research shows that local agents are not capable of developing a stable cross-border network due to persisting lack of trust, weak joint strategic vision and high competitiveness in sectors like fishery and tourism. Based on particularly interesting initiatives occurred in Albera Marítima and other successful experiences in Mediterranean coastal borderlands, a proposal has been made to implement several measures, including a transboundary integrated coastal plan, the joint observatory of fishery resources and a scientific network platform. For the aforementioned issues, the study contributes to the ICZM literature by providing a new perspective on local transboundary cooperation.  相似文献

Abstract

Port O'Connor, Texas, a small unincorporated community on the Gulf Coast, was studied to assess the residents’ attitudes toward the potential growth related to Outer Continental Shelf (OCS) development. In contrast to attitudes of residents in many East Coast communities, residents of Port O'Connor do not feel threatened by OCS‐related growth. Rather, the risks they perceive result from increased tourism. They are well familiar with the social costs of tourism. They are less familiar with the social risks involved in increased OCS activities.

In terms of coastal zone management policy, this study highlights the importance of attending to the concerns of local residents for their social structure and way of life. The social risks imposed by increased OCS activity must be considered important factors in plans for OCS development.  相似文献

Consistent with the policies set forth in the Coastal Zone Management Act, the California Coastal Act seeks to balance the utilization and conservation of coastal resources, taking into account the social and economic needs of the citizens of California. One way the statute pursues this balance is through its provisions for ports. These provisions have functioned as a type of smart growth planning for ports, encouraging densification of existing port districts and possibly averting maritime commercial and industrial sprawl along the California coast. One unintended consequence of the encouraged consolidation of port activities, when combined with the rapid growth in international trade over the last four decades, has been disproportionally large environmental and health impacts on low-income and minority communities surrounding ports. This article examines how the Port of Long Beach's conformance with the California Coastal Act has resulted in ongoing environmental justice concerns. It discusses approaches employed by the Port of Long Beach to reduce environmental justice concerns resulting from significant and unavoidable environmental impacts and offers suggestions for how to address this issue.  相似文献

Abstract

Presently, much of Israel's 190‐kilometer‐long Mediterranean coast is either unoccupied, devoted to unsuitable uses, or is in use by activities which have no special need to be near the water's edge. This has resulted from years of lack of appreciation by policy‐makers of the coast as a valuable resource, of national development policies that directed attention to other regions, and of the relatively limited demand for coastal recreation.

In the last decade the importance of these factors has diminished. In turn, there is now mounting pressure for the development of coastal land. Increasingly, rising standards of living with a greater demand for recreational facilities, the growth of tourism as a major industry, and demands of the environmental lobby for conservation of part of the coastal land are factors bound to cause intensive change along the coast and to affect the quality of its resources. These trends have brought about public intervention in deciding the future of the coast. This paper reviews and analyzes Israel's coastal policy and its resource management programs, and also discusses the potential challenges to their full implementation.

Three types of programs were suggested as the main management tools: a coastal research and development effort, national coastal land use planning and pollution prevention, and monitoring and control programs. Major objectives of the programs were to be achieved through land use controls. Consequently, an important role is given in the development and implementation of the coastal program to agencies responsible for the management of physical land use planning and development.

Successful implementation of the management program, however, will depend on the ability of its administrators to coordinate the actions of many interests, on success in changing attitudes among decision‐makers as to the value of the coast, and on widening support for coastal resource conservation among a presently uninvolved public.  相似文献

Abstract

Risk assessment is a methodology which has been used to evaluate the safety of major public projects, notably aerospace programs, liquefied natural gas import facilities, and nuclear power plants.

This article begins with a review of public attitudes toward risk and then describes the basic components of a risk assessment. Subsequent critical analysis suggests the pitfalls inherent in the technique, especially in regard to the establishing of a criterion of safety against which the results of a risk assessment will be compared. The author identifies three such criteria and rejects two of them, including the one most commonly used in federal government agency decision‐making, as unreliable or philosophically unacceptable.

The article concludes with comments on the applicability of risk assessment in coastal zone management.  相似文献

Abstract

Coastal zone management in Oregon is based on the state's general land‐use law. This body of law is designed to deal with population increase, urbanization, and preservation of agricultural land, as well as with other problems throughout the state. Early planning and policy recommendations for the coast were in the hands of a commission having predominantly local membership. This commission produced an extensive series of studies, policies, and recommendations which were assembled as a proposed management tool for natural resources. Staff of the commission was then absorbed into the state land‐management agency, which developed final goals and guidelines for compliance with the Coastal Zone Management Act. Adoption of the coastal goals in December 1976 has triggered deadlines for local government compliance within the coastal zone. The management program is now undergoing federal review.  相似文献

Abstract

The purpose of this article is to describe a program of agricultural land preservation in Carlsbad, California. This program focuses on agricultural subsidies and has been adopted and certified by the California State Coastal Commission and is scheduled for implementation on January 1, 1982.

This subsidy program is a variation of development rights transfer. Although no property rights are actually transferred, owners of land designated for agricultural use are subsidized by fees imposed on land designated for potential conversion to residential use. The Carlsbad program is placed into context by means of a brief review of similar proposals which attempt to preserve agricultural land in a fair and equitable manner.

The importance of agricultural land preservation is emphasized through discussions of urban development pressure, the significance of agriculture in the Carlsbad coastal zone, and the work of the California State Coastal Commission.  相似文献

Major impacts of climate change have been projected for tourism in Europe. Typically, these projections took general tourism activities such as sight-seeing and their climate requirements as their point of reference. The purpose of this study is to reassess the impact of climate change, by looking specifically at beach tourism in summer, a crucial market segment in Europe and more specifically in the Mediterranean. As beach tourism requires relatively high temperatures, relatively modest shifts in attractiveness are found. With respect to climate, the Mediterranean is likely to remain Europe's prime region for summer-time beach tourism for at least the next 50 years. Coastal managers in Mediterranean destinations are advised to focus some of their attention on other climate change impacts such as sea-level rise or water availability, and include environmental quality and diversification of activities in their deliberations. In non-Mediterranean regions, a promising strategy may be to focus on short- and medium-distance visitors who can take advantage of the new opportunities for beach tourism, and to explore the merits of seasonal climate forecasting.  相似文献

Abstract

Competition for the use of our nation's shoreline has produced a thorough analysis of means to accommodate the increased demands of the public for access to the shore. The issue of public access in Rhode Island is considered at three levels. First, Rhode Island cases involving common law doctrines, such as the public trust, dedication, and so forth, are examined for their relevance. Second, the effect of the federal government in Rhode Island through the Coastal Zone Management Act and its amendments is studied. Finally, two types of state management programs are considered—a Commission for the Discovery of Rights of Way and the Coastal Resources Management Council.  相似文献

Abstract

The application of the input‐output method to regional analysis of coastal zone production and consumption activities is examined. A review of previous Northeastern input‐output studies provides a framework for analyzing selected methodological procedures utilized in this type of analysis. While commercial fishing and other marine‐related activities have been shown to have important economic impact on coastal communities, the review indicates that in certain cases the methodological procedures adopted tended to yield an upward bias to the estimation of economic impacts. Standardization of procedures is recommended for future studies.  相似文献

ABSTRACT

To improve the security and efficiency of terminal operations, a key issue for land area layout at a foreign trade container terminal is to plan and design an inspection area. Since it directly affects terminal traffic, while determining inspection area site selection, we should pay a great attention to operations and management of terminal traffic as well as container inspection. This paper employs a system decomposition technique to develop an integrated simulation framework, which enables us to flexibly obtain the whole picture of terminal traffic conditions and evaluate traffic impacts of inspection area site selection. A real-world terminal with typical patterns of land area layout is chosen to carry out a case study, which shows that traffic flow is unevenly distributed on the terminal road network and that the distribution is influenced by truck streams at the terminal. New findings also include: (1) traffic volume at the terminal apron is rather unbalanced in association with the non-continuous utilization of berths; (2) a proper inspection area should be located near the gate if the terminal conditions permit from the perspective of terminal traffic. This work may provide a decision-making reference for the planning and construction of foreign trade container terminals.  相似文献
