Prior to Superstorm Sandy, the importance of dunes had been widely overlooked in many coastal societies. However, the stark contrast between New Jersey coastal areas that were and were not protected by dunes has created a positive paradigm shift in coastal law and public dune opinion. Government officials are mandating the construction of artificial dunes along New Jersey's coast, but it is necessary for communities to first understand the complex nature of these unique systems. With the proper knowledge, a dune can be both a protective structure as well as a working habitat that will ultimately better protect upland infrastructure and improve beach health. However, a general lack of terminological consistency among formal media and governing entities makes properly quantifying and assessing dune health difficult and unwarranted ecological conclusions inevitable. Here, dune terminology, “blowout,” “washout,” and “bowling” is clarified and defined and the dynamic nature of dunes is explained.  相似文献

Contrary to common perceptions, the creation of protected areas does not start when they are officially declared but generally follows a long process. For instance, the Galapagos Marine Reserve (GMR) was not “born” when it was formally announced on March 18th 1998, but several decades before that. Through document analysis and key informant interviews, we applied the “step zero” approach to examine what happened prior to the implementation of the GMR. This study reveals that the GMR did not arise from a social and political vacuum; rather, events took place in the distant past, even centuries ago, influenced the reserve's creation and current status. Its establishment was driven by complex geopolitical, economic, social, and environmental factors from both within and outside Galapagos. Additionally, the process of creating the GMR was convoluted, marked by hidden interests and conflictive political agendas that triggered controversies between users. The making of the GMR was also influenced by the interest in promoting “nature-based” tourism, and the regulations that followed had disadvantaged small-scale fishers. This knowledge about the reserve's pre-implementation phase enables a broader understanding of the current challenges facing the performance of the GMR and points to possible governance interventions needed to enhance its sustainability.  相似文献

This contribution addresses the need for a simple model for managers to employ when planning strategies for the management of touristic beaches under sea level rise. A methodological framework was developed and tested in two Aegean archipelago islands (Lesvos and Rhodes, Greece). The scheme can represent the status of touristic island beaches, based on easily obtained variables/indicators and projections of beach erosion/retreat under different scenarios of mean sea level rise (MSLR) and extreme events. Information on beach geomorphological characteristics, environmental setting, water quality, management, and services (such as those used in the “Blue Flag” classification) was collated/collected and beach erosion/retreat due to CV & C was estimated through suitable ensembles of cross-shore (1-D) morphodynamic models. A Strength-Weaknesses-Opportunities-Threats (SWOT) framework was employed to assist in the selection of indicators and multicriteria analysis used to optimize indicator weights and rank beaches according to their sustainability under sea level rise. Implementation of the framework at the two islands has shown that: the majority of Lesvos and Rhodes beaches (82% of a total of 217 beaches and 58% of a total of 97 beaches, respectively) can be classified as beaches with no, or minimal, human interference, suggesting that under environmentally sound coastal management further touristic development might be afforded; there could be very significant effects of the sea level rise on the carrying and buffering capacities of the most developed (“Blue Flag”) beaches, with some expected even under conservative projections to be completely eroded by 2100, unless technical adaptation measures are taken; and using the proposed framework, touristic beaches can be rapidly ranked in terms of their resilience to sea level rise and their development potential, allowing prioritization of effective management responses.  相似文献

The Bay Conservation and Development Commission (BCDC), has designated a number of shoreline sites around San Francisco Bay for exclusive use of water‐related industry. This is intended both to reduce future needs for Bay fill, and to reserve those waterfront sites needed for long‐term industrial growth. The Commission currently defines water‐related industries as those “requiring”; a shoreline site for water transportation. The Commission is now considering the use of an economic criterion for identifying water dependency. This involves comparisons of the uniquely water‐related benefits and costs to the firm to locate on the shoreline, as opposed to its location at an inland site. By limiting use of deepwater sites to those industries that are significantly water‐dependent under this criterion, long‐term economic efficiency is served, and the need for future Bay fill for industrial growth is reduced. The data and analysis required to implement an economic water‐dependency criterion do not appear to be a barrier to use of such a test in the regulatory process. Whereas water dependency is an important concern to BCDC, other factors, including environmental constraints, must also be weighed when evaluating industrial projects.  相似文献

Estuarine habitats of southeast Australia have been undergoing changes characterized by a reduction of saltmarsh and an increase of mangroves. Incorporated into these changes have been mangrove migration into saltmarsh areas, thus contributing to the latter's decline. At the same time, rapid and extensive change in the catchments of many estuaries has occurred as a result of urban and rural development. It has been estimated that the changes observed between mangrove and saltmarsh wetland vegetation is caused by a series of processes, including urbanization and increased population pressure, increased rainfall, increased nutrients, mangroves recolonizing previously cleared areas, engineering works and subsequent altered tidal patterns, sea-level rise, and subsidence of intertidal flats. Planning strategies are suggested that can be implemented in an integrated manner to mitigate the threats from these processes and to ensure the sustainable management of mangrove and saltmarsh wetlands.  相似文献

Collisions with ships are a significant threat to the endangered North Atlantic right whale. To reduce this threat, The National Oceanic and Atmospheric Administration's (NOAA) National Marine Fisheries Service (NMFS) and the U.S. Coast Guard (USCG) established the Mandatory Ship Reporting System (MSRS) in July 1999. Under this system, all commercial ships, 300 gross tons or greater, are required to report to a shore-based station when entering either of two areas surrounding designated critical habitat: one in waters off the northeastern United States and the other off the southeastern United States. Information reported to the system includes entry location, destination, intended route, and speed. Reporting ships receive an automated message indicating precautionary steps to be taken to avoid hitting whales. Ship tracks between sequential ship locations were estimated by using a geographic information system (GIS) and mapped to illustrate traffic patterns within the MSRS. In the northeast, 69% of all valid tracks transited right whale critical habitat areas. All but two southeastern tracks intersected critical habitat. “High-use” traffic corridors were identified within the system. The majority of ships (59%) traveled at speeds greater or equal to 14 kn, a reported speed at which large whales may be critically injured. This characterization provides a portrait of ship traffic in right whale aggregation areas that can be used to develop measures to reduce the threat of ship strikes to right whales.  相似文献

Abstract

The term “mitigation”; has been used in connection with habitat losses attributable to federal water projects as early as the Rivers and Harbors Act of 1899 and the Fish and Wildlife Coordination Act of 1934. Most of the current requirements to mitigate habitat losses associated with water development projects apply to wetlands, as they are biologically productive and have been destroyed at an increasing rate during recent years by developers seeking prime land in the coastal zone. A case study of the Port of Coos Bay and the City of North Bend, Oregon, provides an actual experience of estuarine mitigation in a dredging project and an airport fill. The case was developed as part of a larger curriculum research study for seaport management. This article is primarily written as a case with a brief introduction and discussion of mitigation requirements, followed by the text of the case and ending with a series of hypotheses for further research.  相似文献

In principle, public rights of access to “outfield” along the Norwegian shoreline are protected by law. A case study from the village of Saltnes indicates that it is difficult for people to stay or walk along a populated shoreline area without feeling that they are violating privacy norms. Such “mental” barriers and subjective perceptions are not formally addressed in Norwegian regulations concerning legal rights of public access, but appear to affect the extent of recreational use. Interviews with property owners and visitors in Saltnes indicated that two key elements help to improve the situation. First, physical markers demarcating public land (“outfield”) and private land (“infield”) such as vegetation, small fences, signs, boulder walls, paths, and so on seem to reduce discomfort both for visitors and residents. Second, property owners and visitors value polite behavior highly, and communication between different groups of interests seems to clarify the challenging public/private divide. A main impression was that people find present rules and regulations unclear and diffuse and difficult to practice. It is relevant to ask whether the public accessible parts of developed and populated coastal zones are identifiable through the infield–outfield divide; more specific and adapted regulation of public traffic is needed on private shoreline properties.  相似文献

Coastal estuaries in the northern Gulf of Mexico are important habitat for wading birds, but are threatened by land use and ecological changes. Conservation has been demonstrated to be more effective when stakeholders are included in the decision-making process. Public Participation Geographic Information Systems (PPGIS) facilitates the inclusion of stakeholder preferences in the planning process by allowing a direct spatial comparison with other ecological data. In this study, we used a PPGIS survey of residents of two counties on Alabama’s Gulf Coast to identify wading bird conservation hotspots as identified by local residents. Additionally, we assessed the ability of general public respondents to accurately identify wading bird habitat, determined whether participants associated wading bird habitat with particular land cover types, and examined whether respondents identified areas with high wading bird species richness. We found that respondents could accurately identify suitable wading bird habitat on a map of the study area, but underrepresented riparian forest, which is an important habitat for many wading bird species. Additionally, participants tended to prioritize areas that support higher wading bird species richness. Thus, this study demonstrated how PPGIS can function as an important tool for incorporating both stakeholder management preferences and identifying knowledge gaps.  相似文献

This study explores how Management Control Systems (MCS) enhance the performance of shipping companies. Based on data collected from semi-structured interviews, MCS are distinguished in three categories according to the purposes they fulfill: “Basic MCS” are implemented in order to set standards and support basic operations of the business, “Cost MCS” collect information about cost minimization while “External Information MCS” focus on compliance with the requirement of the cargo owners. Furthermore, evidence collected through a survey instrument addressed to shipping companies located in Greece suggests that the choice of MCS is contingent upon the strategy pursued by the shipping companies. Moreover, this paper tests whether shipping companies with an optimal fit between their strategies and their MCS experience superior business performance and a higher perceived usefulness of MCS. Results reinforce the notion that the performance of the shipping companies is contingent on the use of those control systems which are consistent with their strategies and a number of control variables such as experience of the person implemented the MCS, the size, and age of company.  相似文献

Researchers are turning to alternative data sources (e.g., resource user knowledge) to provide information required for wildlife management. Little is known about the reliability of data elicited from resource users relative to data obtained from user-independent approaches (e.g., observations of fish catches). We test for consensus among three methods that quantify past (1996 to 2007) seahorse catch-per-unit-effort (CPUE) for a small-scale, data-poor fishery in the Philippines: interviews with fishers about good, bad, and typical catch; fisher logbooks; and observations of catch landings. Interviews and logbooks indicated no trends in CPUE through time, consistent with results from the fisher-independent metric, catch landings. Although interview estimates of “typical” CPUE greatly exceeded “typical” observed catches and logbook estimates, interview estimates of “bad” CPUE were comparable. Catch landings estimates for a fisher in a particular year were uncorrelated to what he reported during retrospective interviews. Interviews should be used cautiously to inform specific catch targets (e.g., total allowable catches), although including interview questions about a range of catch experiences (e.g., good, bad and typical), may improve interview-derived data. Logbooks are particularly useful for capturing information about fishing expeditions that produce no fish, which are largely missed by other methods.  相似文献

Abstract

This paper concerns the limitations on integrating visual management into the coastal zone planning process as exemplified by the Commonwealth of Massachusetts, a state with a strong tradition of “home rule”; and a CZM implementation program based on a “networking”; of existing state authorities. The implications of the Massachusetts experience are that: (a) management of esthetic resources at the state level continues to be much less of a priority than management of ecological resources such as wetlands or floodplains; (b) visual management has yet to engender a strongly supportive constituency beyond that concerned with historic preservation; (c) project review focusing on visual impacts may be a more appropriate activity for local rather than state government; and (d) the technical aspects of visual management or impact assessment are far more advanced than their political acceptability. Political realities, together with the decision that implementation of the program should be based on a networking of existing authorities, thus determined the degree to which visual management could be incorporated into the state's program. As a result, the program's principal instruments of visual management became a strengthening of existing programs such as Wild and Scenic Rivers, reliance on wetland protection statutes to indirectly protect natural scenic values, and the use of the federal consistency provisions of the Coastal Zone Management Act to foster focused growth patterns through provision of publicly funded infrastructures. Esthetically oriented project review, with the exception of potential impacts on historic sites, was left to the discretion of local government, and a technical assistance program was created to provide funding or professional skills to communities interested in developing their own esthetic controls or design review processes. Maine, Rhode Island, and other New England states have followed a similar course.  相似文献

The management success of a marine protected area (MPA) is essentially a social construct because people have differing views on what defines success. Conflicting opinions between stakeholders need to be identified and resolved to ensure these factors do not interfere with successful functioning of MPAs. This study looked at developing and prioritizing performance indicators for Maria Island Marine Nature Reserve (MIMNR), Australia. Performance indicators were developed for MIMNR based on an expert-led, structured framework and then prioritized using the Analytic Hierarchy Process (AHP), with respect to input from key informants of stakeholder groups. Results showed that all stakeholder groups agreed that management of MIMNR should first focus on “abundance and size of native species,” and that managers, fishers, and environmental nongovernmental organizations place a significantly higher priority on ecological over socioeconomic and governance performance indicators. Researchers placed even emphasis across all priorities. Results suggest that MIMNR should first focus on monitoring “abundance and size of native species” and demonstrates the capacity of the AHP to increase management effectiveness and improve the decision-making process. Furthermore, by identifying where discrepancies in preferences exist, the outcomes of this research can be used to enhance collaboration among stakeholders.  相似文献

High-cycle fatigue experiments are performed on welded tubular steel X-joints, with braces and chord of equal diameter. They are scaled-down joints, used extensively in offshore wind platforms. Three different welding procedures are considered in specimen fabrication: manual, fully-automatic and manual with HFMI post-weld treatment. Τwo possible locations for crack initiation were identified: chord “crown” and “in-between location”, also verified by numerical calculations and fractography of failed specimens. Monotonic loading tests on fatigue-cracked specimens showed good performance in terms of ultimate strength and deformation capacity, despite the presence of through-thickness cracks. The results are compared with predictions from relevant design standards.  相似文献

Scientific knowledge is central to “good” governance of coastal spaces: developing methods through which the complexities of the coastal zone can be understood by stakeholders to improve the sustainable management of coastal systems. Enhancing our knowledge of the range of processes that shape coastal spaces and define the total behavioural environment of the system remains a primary challenge for the coastal research community. However, this article raises the argument that current approaches to Integrated Coastal Zone Management (ICZM)—the preferred governing framework for the coastal environment, do not give sufficient emphasis to this fundamental need. Improving the basic scientific knowledge that underpins policymaking at the coast is argued to be urgently needed. Issues such as that of developing a communality of the purpose and approach between stakeholders within the coastal zone (through conflict resolution and access to information, for example) seem to claim the rights of the integrated management research agenda. However, the very nature of ICZM as “worthwhile coastal management” requires that integrated management represents more than a governing framework. Successful integration in coastal management must also be underpinned by knowledge of the integrated behavior of the system. Science has an increasingly marginalized position within ICZM and as a result geographers, contributing knowledge of the patterns and processes of the human and environmental landscapes, are also becoming a disappearing breed in integrated coastal management.  相似文献

This article explores how a fresh approach to integrated coastal zone management (ICZM) in Ireland might be forged through the identification of a number of key innovative cross-sectoral professional initiatives and interdisciplinary academic thinking in this sector. It includes three interlinked research themes that assess existing cross-sectoral data management issues (to include an assessment of readiness for the INSPIRE and compliance with the Re-use of Public Sector Information European Union Directives), the degree of cross-pollination between the various sectors involved in managing the Irish Coastal Zone (to identify the need (or otherwise) for capacity- building to encourage cross-fertilization of ideas, skills, and knowledge exchange), and cross-professional competencies (to assess the desire/need (if any) for those working in coastal zone management to add to their existing competencies through continuous professional development or lifelong learning opportunities). Indeed, the specific competencies for coastal practitioners are identified here and these further illustrate the need for professional recognition of the role, responsibilities, and therefore the requirement for an appropriately qualified “Coastal Manager” professional, one that is seen not merely as a nicety but rather a necessity—a core enabler in any future innovative and integrative management approach.  相似文献

This article demonstrates how benefit transfer can quantify tourism and existence values. Existing literature values of sea otters and a meta analysis yield benefit estimates of several million dollars for the increased number of sea otters expected by USFWS in the next decade if the “no otter zone” is eliminated and otters allowed to expand along the Santa Barbara coast. These benefit estimates of sea otter expansion exceed the costs to commercial fishing. Thus the benefit transfer approach can contribute to a more complete economic analysis of endangered species recovery or critical habitat efforts than the current USFWS approach.  相似文献
