Year-class strength in North-East Arctic cod (Gadus morhua), which inhabit the Barents Sea, and commercial landings of juveniles from this population, have been positively correlated with Norwegian meltwater discharge one and three years in advance, respectively. A conceptual model is developed, by empirical data used to investigate how the freshwater signal may be transmitted with time and in space through the food-web. It assumes that interannual variation in discharged volume of meltwater during summer forces planktonic primary production in neritic fronts. The strength of this impulse is transmitted from one organismic system to another, along the north Norwegian shelf, being advected by Calanus finmarchicus, a herbivorous copepod. The population system of this copepod interacts with the survival and growth of juvenile NE Arctic cod, and causes the cod stock size to fluctuate with the strength of the signal. By migration and advection within their respective population systems, NE Arctic cod and C. finmarchicus possibly transmit the freshwater signal on extensive time and space scales, from the Norwegian shelf to distant parts of the Arctic Mediterranean Ecocystem that contains both population systems. Continued empirical research and numerical modelling is needed to develop this theory.  相似文献

Abstract

Shoreline management in the state of Washington attempts to provide opportunities for both urban and rural interests to express themselves. Local governments have wide latitude in determining the spatial patterns which they deem desirable. The state provides general guidelines to insure that local governments adhere to the policy of the act. On shores designated as shores of state‐wide significance the state has reserved the right to protect state interests over local interests. Since the Washington State Shoreline Management Act generally covers only 200 ft inland from the ordinary high tide line, and each local government develops its own management program, it is doubtful that nodal or spread development on a regional level in Puget Sound can be meaningfully addressed under its provisions. There may, however, be evidence of nucleation or spread patterns at the local level.  相似文献

European hake (Merluccius merluccius) female size at maturity is estimated on an annual basis for Bay of Biscay and Galician coast, which are parts of the distribution of the Northern and Southern stocks, respectively. Clear trends in this reproductive parameter are observed along the time series and the potential factors affecting these trends have been investigated. Total biomass, different indexes of SSB, age diversity index, fishing mortality at age, NAO winter index, upwelling index and temperature were included in multiple regressions models to assess the relative importance of each of them on shifts in size at maturity.Bay of Biscay and Galician coast hake have followed different evolution in patterns of changes in size at maturity. In Bay of Biscay, a steadily decline of 15 cm has been observed from 1987 to 2004, which is well predicted by fishing mortality and age diversity, but also the environment may have played an important role. However, on the Galician coast a drastic decline of 16 cm from 1980 to 1988 was followed by a rapid increase in size at maturity during the next 10 years to original values and a stable period in the last 6 years. Decreasing biomass may explain the decline in size at maturity in the first period. However, total biomass and spawning biomass declined even during the period when size at maturity increased, which is contrary to compensatory theory. Shifts in environmental regime, NAO and upwelling, may have contributed to a decelerated growth during this period that might explain the later maturation.  相似文献

Abstract

Threats to the survival of West Indian manatees (Trichechus manatus) vary throughout their range so that protection of this endangered species requires careful planning on a regional and local basis. The importance and vulnerability of various components of manatee habitats in the Crystal River area of northwestern Florida were assessed, using an ordinal‐combination mapping technique similar to procedures practiced in urban and regional planning. Habitat components were mapped and evaluated in juxtaposition with relevant characteristics of human use of the area, to identify areas of existing and potential manatee/human conflicts in need of reconciliation. Areas evaluated as the most important manatee habitats within this region include Crystal Bay and River, Homosassa River, and the Suwannee River estuary. Existing overlap of human activities with important manatee habitats is most critical near the urban communities of Crystal River and, to a lesser degree, Homosassa Springs. The need for integration of this ecological information into coastal land‐use planning is discussed.  相似文献

Abstract

Although the early efforts to save San Francisco Bay in the 1960's provided the role model for protection of California's 1100 mile ocean coastline, neither Proposition 20 of 1972 nor the California Coastal Act of 1976 provided any benefits to San Francisco Bay. One result is that the Bay is locked into its urban, shoreline‐use dominated plan of 1969 while every other estuary and coastal wetland in California receives much stronger protection of its resources. Furthermore, due to the complexity of California's water laws, there is no instream flow protection for receiving waters such as San Francisco Bay. This is particularly critical considering that 70% of the Bay's freshwater inflow has been diverted. The Bay's present decline as the largest and most important estuary on the West Coast, as well as its possible death as an estuary, may be irreversible. The problem requires the immediate attention of engineering, scientific, economic and legal disciplines if San Francisco Bay is to be saved.  相似文献

To identify the potential relationship between Pheaocystis globosa bloom conditions and seawater properties, a hydrobiological survey was performed in the inshore waters of the Eastern English Channel over the course of the phytoplankton spring bloom. Chlorophyll concentration, auto- and hetero/mixotrophic composition of protists and standing stock, and seawater viscosity were measured weekly from March to June 2004. The decline of the bloom is characterized by a massive foam formation in the turbulent surf zone. Before foam formation, seawater viscosity significantly increased, showing a significant positive correlation with chlorophyll concentration. In contrast, after foam formation this correlation was negative, seawater viscosity kept increasing despite a sharp decrease in chlorophyll concentrations. No significant correlation has been found between seawater viscosity and the composition of the phytoplankton assemblages observed during the survey. However, significant positive correlations have been found between seawater viscosity and both the size and the abundance of P. globosa colonies. From the correlation patterns observed between chlorophyll concentration and seawater viscosity, we suggest that the rheological properties of seawater are mainly driven by extracellular materials associated with colony formation and maintenance rather than by cell composition and standing stock.  相似文献

Abstract

South Carolina has a significant stock of diked coastal wetlands, dating from the days of rice culture before the Civil War. A survey of those controlling these sites along the entire South Carolina coast reveals that many continue to be used for waterfowl hunting, with management practices becoming more intensive than they were when partial data were gathered a decade ago. It also suggests that most of the acreage involved is located in large fields, where management is more difficult and mosquito control problems are more likely. This survey also indicates that public access is limited, but that there is evidence of continuing conflict over ownership. This situation creates a persisting dilemma for coastal zone management, shaping conflicts between alternative strategies for the use of natural systems.  相似文献

We monitored the feeding success (percent feeding incidence at length and mean feeding ratio at length) of Arctic cod (Boreogadus saida) and sand lance (Ammodytes sp.) larvae in relation to prey density, light, temperature and potential predator density under the ice cover of southeastern Hudson Bay in the spring of 1988, 1989 and 1990. Both prey density and light limited larval fish feeding. The relationship between feeding success and actual food availability (nauplii density X irradiance) was adequately described by an Ivlev function which explained 64 and 76% of the variance in Arctic cod and sand lance feeding success respectively. By affecting both prey density and irradiance, the thickness of the Great Whale River plume (as defined by the depth of the 25 isohaline) was the main determinant of prey availability. Arctic cod and sand lance larvae stopped feeding when the depth of the 25 isohaline exceeded 9 m. Limitation of feeding success attributable to freshwater inputs occurred exclusively in 1988, the only time when the depth of the 25 isohaline exceeded the 9 m threshold. The close dependence of larval fish feeding success on the timing of the freshet and plume dynamics suggests a direct link between climate and survival of Arctic cod and sand lance larvae. The actual impact of climate fluctuations and/or hydro-electric developments on recruitment will depend on the fraction of the larval dispersal area of the two species that is affected by river plumes.  相似文献

Abstract

This paper concerns the limitations on integrating visual management into the coastal zone planning process as exemplified by the Commonwealth of Massachusetts, a state with a strong tradition of “home rule”; and a CZM implementation program based on a “networking”; of existing state authorities. The implications of the Massachusetts experience are that: (a) management of esthetic resources at the state level continues to be much less of a priority than management of ecological resources such as wetlands or floodplains; (b) visual management has yet to engender a strongly supportive constituency beyond that concerned with historic preservation; (c) project review focusing on visual impacts may be a more appropriate activity for local rather than state government; and (d) the technical aspects of visual management or impact assessment are far more advanced than their political acceptability. Political realities, together with the decision that implementation of the program should be based on a networking of existing authorities, thus determined the degree to which visual management could be incorporated into the state's program. As a result, the program's principal instruments of visual management became a strengthening of existing programs such as Wild and Scenic Rivers, reliance on wetland protection statutes to indirectly protect natural scenic values, and the use of the federal consistency provisions of the Coastal Zone Management Act to foster focused growth patterns through provision of publicly funded infrastructures. Esthetically oriented project review, with the exception of potential impacts on historic sites, was left to the discretion of local government, and a technical assistance program was created to provide funding or professional skills to communities interested in developing their own esthetic controls or design review processes. Maine, Rhode Island, and other New England states have followed a similar course.  相似文献

Green turtles (Chelonia mydas) are among the most high profile species in San Diego Bay, California, and understanding impacts of coastal development and industry is essential to the management and conservation of this local population. Here we describe power plant changing energy production and its impact on turtle habitat use and our ability to research and manage this population. For over 20 years, green sea turtles have been captured, assessed, and tagged near the South Bay Power Plant (SBPP) in the San Diego Bay; from 2002–2011, 104 turtles were captured on 212 occasions. As the 50-year-old SBPP generates less energy, effluent patterns change and water temperatures decrease, presumably to more natural conditions. There has been a concurrent decrease in turtle-capture success, perhaps due to lesser visitation to the effluent site where nets are tended. Seasonal catch-per-unit-effort declined from a high of 4.14 turtles per monitoring day, to a nine-year low of 1.33 during the 2010–2011 season. It is already apparent that management decisions related to energy policy are affecting the habitat and behavior of this stock of endangered turtles. Green turtles are expected to remain in the San Diego Bay after the SBPP becomes inoperative and continuing research will monitor future impacts and distribution shifts resulting from the expected changes in thermal pattern within south San Diego Bay. Research efforts to study this population (i.e., capture methods and locations) will require modification in response to these changes. Lessons learned here are applicable to the immediate coastal development of San Diego, as well as at similar interactions between marine turtles and industrial thermal effluent discharge throughout Southern California, the United States, and beyond.  相似文献

The results of a study on the spatial and temporal dynamics of size-fractionated biomass and production of phytoplankton in the Ross Sea during the austral spring and summer are reported. The spring cruise took place in the offshore Ross Sea from 14 November to 14 December 1994. Sampling was carried out on a transect of 27 stations distributed from 76.5 to 72.0°S along 175°E, and covered the three main Antarctic environments of the polynya open waters, the marginal ice zone and the pack ice area. Three subsystems were identified. The subsystem of the polynya was characterised by the predominance of the micro- and nano-planktonic fractions, chlorophyll (Chl a) concentrations from 69.6 to 164.7 mg m−2 and production rates from 0.68 to 1.14 g C m−2 day−1. The second subsystem, the marginal ice zone, showed a relative increase of the micro-planktonic fraction, high biomass levels (from 99.64 to 220 mg Chl m−2) and production rates from 0.99 to 2.7 g C m−2 day−1. The subsystem of the pack ice area had a phytoplankton community dominated by the pico-planktonic fraction and showed low biomasses (from 19.4 to 37.7 mg Chl m−2) and production rates (0.28 to 0.60 g C m−2 day−1). Selective grazing by krill is considered an important factor in determining the size structure of the phytoplankton communities. The summer study consisted of a time series carried out in inshore waters of Terra Nova Bay from 12 January to 8 February 1990. In a well stabilised water column and with high levels of PAR always available, the primary production rates of a community dominated by micro-plankton varied from 0.52 to 1.2 g C m−2 day−1 (average 0.84). A high P/B ratio, up to 3, and a remarkably elevated mean phaeopigment (Phaeo)/Chl a ratio of 2.4 indicated an active removal of biomass by grazing, confirmed by the presence of faecal pellets in quantities reaching 6000 m−3 in the upper 50 m. The peculiarities of the inshore versus offshore environments in terms of community size structure, production processes and their implications as regards the food web are discussed.  相似文献

Abstract

This paper deals with the difficulties of implementing legislation in non‐Western social and cultural contexts. The author presents an abbreviated case study of Alaska's effort to increase the economic returns of resident fishermen by restricting entry into state‐controlled fisheries. This paper examines how the implicit objectives of Alaska's Limited Entry Act of 1973 were effectively obstructed by the regulatory policy and by the implementation process. The paper focuses on the impact of this policy on Native Americans of Bristol Bay, Alaska, the site of the largest commercial fishery in Alaska and the world's largest salmon runs. Presented are some of the reasons several hundred natives were ultimately excluded from participating in the local commercial fishery.  相似文献

Abstract

In the early 1970s, Seattle Piers 90/91 were declared surplus federal property by the GSA. These obsolescent half‐mile‐long piers and their adjacent uplands were purchased by the Port of Seattle for redevelopment. This urban waterfront site of almost 200 acres presents the Port of Seattle with a number of severe planning problems. While it is the last large deep‐water site on Elliott Bay, it is also in a very sensitive location, since it is overlooked on two sides by vocal residential communities with a history of active intervention in development projects on visual and other environmental grounds.

At Piers 90/91, public concerns over the visual effects of port redevelopment include:

1. nuisance effects of night‐operations lighting on adjacent hillside residences;

2. nighttime obstruction of distant views due to increased foreground illumination;

3. day and night view obstruction by tall structures such as container‐handling cranes;

4. alteration of the character of both day and nighttime views by new port facilities.

As part of a program to study the effects of alternative redevelopment strategies for Piers 90/91, the Port has undertaken a through examination of the visual effects of different uses, their visual appropriateness, and the ways by which adverse visual effects can be mitigated. The results were incorporated into an environmental impact statement which documented compliance with the Seattle Shoreline Master Program and with view protection and glare provisions of the City's S.E.P.A. guidelines.

A systematic Visual Resource Management (VRM) approach was successfully employed on this coastal zone project. Major elements included visibility mapping, key view selection, analysis of existing visual character, simulation of alternatives, assessment of relative visual compatibility, and determination of effective mitigation measures. Community involvement has also been a critical element in this approach to assessing and managing the visual effects of redevelopment in a major urban port.  相似文献

High frequency sampling was performed in daylight hours along a 35 km transect in the Ligurian Sea to investigate the upper layer zooplankton distribution during the spring phytoplankton bloom. The results show detailed spatial structure and biomass of key zooplankton functional groups, copepods, salps and krill larvae, within the different water masses characterizing this region. Although observed values of total copepod biomass distribution were rather constant along the transect, species-specific patterns were observed in the copepod spatial distribution. The larger species Calanus helgolandicus, as well as Centropages typicus, Oithona spp., and Oncaea spp., were associated with the frontal zone. However, Acartia spp. had a scattered distribution, and Clausocalanus/Paracalanus did not have a clear pattern. In addition, krill larvae were concentrated in the frontal area and salps had a scattered pattern. The cross-shore zooplankton distribution appeared strongly influenced by both the Northern Ligurian current governing inshore waters, which acts as a major flushing forcing, and the Ligurian front, which governs offshore waters and may act as retention area for zooplankton.  相似文献

ABSTRACT

This study undertakes one of the first empirical attempts to investigate and contribute a set of innovative findings to investor herding behavior and herding spillover effects in globally listed shipping company stock returns. Distinguishing between OECD and Non-OECD markets, herding behavior is tested on a diversified set of shipping companies traded in international equity markets, over different business cycle phases, financial crises, and external shocks. A set of dynamic models, well established in the relevant behavioral finance literature, is implemented. Empirical evidence indicates investor herding behavior in shipping stock returns and herding spillover effects between different shipping sectors, albeit not robust in all cases. These challenging findings can have a material impact on efficient investment and financing decisions of shipping market players.  相似文献

The Chesapeake Bay is vulnerable to severe flooding caused by hurricanes and strong Northeasters. A 3D storm surge model of the Chesapeake Bay is developed for studying the impact of model domain size, wind directions and Ekman transport on the storm surge in the Chesapeake Bay. The model encompasses the Chesapeake Bay and the US East Coast shelf to reduce the influence of model domain size on surge prediction inside the Chesapeake Bay and to account for both local and remote wind effects. This study used 3D model experiments, with respect to different wind directions, to diagnose the relative influences of the local and remote wind effects and Ekman transport on spatial surge distribution during storm events. The model results confirmed that spatial surge distribution can be well explained by the superposition of two distinct physically driven mechanisms during a storm event: incoming surge wave caused by remote effects and local wind forcings. A large model domain is a necessity for predicting storm surge accurately inside the Chesapeake Bay. The model results suggest that the interactions of the incoming surge propagating into the Bay and the local wind forcing from N and NE directions result in an enhanced setup in the lower to middle portions of the Bay, whereas the superposition of incoming surge and the local wind forcing from S and SE directions enhance the surge in the upper Bay region. A combined northwesterly wind over the middle to upper portions of the Bay and southwesterly wind over the lower Bay can cause a large setdown throughout the entire Bay. The Ekman setup along the coast contributes significantly to the water level variations during storm events. It enhances (reduces) surge inside the Bay under the wind forcings from N and NE (SW, S, and SE) directions.  相似文献

The current regime of fisheries management and the prospects for attaining a more locally oriented, collaborative system of fisheries management in Diani-Chale, Kenya are examined. At present fisheries management in Diani-Chale is characterized by diminished government capacity for regulation, weakened local institutions, and little ability to exert control over the use of fisheries. Local level management requires the development and use of local institutions that can govern the use of fishery resources. The fish landing sites used by fishers and their associated fishing grounds were identified to be at the appropriate level for resolving fishery management issues. A more formal role for these entities, the clarification of fishing ground tenure and access rights, and support for the development and enforcement of local fishing rules can further local management. The socioeconomic condition of fishers, their fear of losing landing sites, and the continued perception of the imposition of a marine reserve pose barriers to initiatives seeking to further local level management.  相似文献

Copepod species diversity, abundance and assemblages in relation to water masses over the continental shelf of the Yellow Sea (YS) and East China Sea (ECS) were studied extensively based on the net plankton samples in autumn 2000. Multivariate analysis based on copepod assemblage resulted in recognition of five groups (Groups 1−5) corresponding to the water masses. Groups 1 and 2 delineated from inshore stations with low salinity YS Surface Water, and offshore stations with YS Cold Water in the YS. Group 3 located in the joint area of YS and ECS mainly with Mixed Water. Groups 4 and 5 in the ECS delineated two assemblages mainly from inshore and shallow stations with ECS Mixed Water in the southeastern ECS, and offshore stations along the ECS shelf edge controlled by saline Kuroshio Water. Salinity and temperature were more important in characterizing copepod assemblage of the continental shelf than chlorophyll a.  相似文献

Abstract

States and other jurisdictions may protect coral reefs using biological water quality standards outlined by the United States Clean Water Act (CWA). Such protection will require long-term, regional monitoring of the resource using biological indicators and a probability-based sampling design. A 60-station survey targeting nearshore linear coral reef was conducted across southern Puerto Rico in December 2011 to document the status of reef inhabitants using a probabilistic, regional sampling design. The quantity, type and condition of stony corals, fish, gorgonians, and sponges were documented from each station, providing a robust representation of linear reef status and composition across the region. Fish represented 106 unique taxa and stony corals 32 unique taxa. Benthic organisms (stony corals, sponges, and gorgonians) averaged nearly 12 colonies per square meter, more than half of which were gorgonians. Assessment results can be used as a baseline to compare with future regional surveys to quantify change in reef condition over time (trend). Both temporal and spatial changes can be expected after large-scale disturbances like hurricanes Maria and Irma in 2017. The indicators and probabilistic sampling design support the long-term regional monitoring envisioned by the Environmental Protection Agency to implement CWA protections in Puerto Rico and elsewhere.  相似文献

In 1991 the Philippine government shifted many coastal management responsibilities to local governments and fostered increased local participation in the management of coastal resources. In their delivery of integrated coastal management (ICM) as a basic service, many local governments have achieved increasing public awareness of coastal resource management (CRM) issues. Continuing challenges are financial sustainability, inadequate capacities, weak law enforcement, and lack of integrated and collaborative efforts. To address these challenges, a CRM certification system was developed to improve strategies and promote incentives for local governments to support ICM. This system is being applied by an increasing number of local governments to guide the development and implementation of ICM in their jurisdiction. The CRM benchmarks required for a local government to achieve the first level of certification are: budget allocated, CRM related organizations formed and active, CRM plan developed and adopted, shoreline management initiated and two or more best practices implemented. Implementation is providing tangible benefits to communities through enhanced fisheries production associated with MPAs, revenues from user fees and enhanced community pride through learning exchanges and involvement in decisions, among others.  相似文献
