Despite an effort by Congress to design a market-based public policy to limit development on certain coastal barriers and protect the federal treasury from paying for recovery from expensive natural disasters, growth continued on these shifting sands. In enacting the Coastal Barrier Resources Act, federal policymakers may have overlooked the key role of state and local governments, as well as the role of local developers, landowners, and realtors in shaping development on coastal barriers. By itself, the act will not prevent development. In fact, it appears that development in areas designated under the act will occur if (1) development pressure is strong enough to overcome the disincentives posed by the act, and (2) state and local governments facilitate development. For example, a local government may substitute its own subsidies for those withdrawn by the federal government. Nothing in the act prevents this from occurring. This article examines the key forces affecting development in areas designated under the Coastal Barrier Resources Act (CBRA) and seeks to explain why development has occurred in some designated areas, despite the withdrawal of federal subsidies. Using case studies of selected coastal barriers designated by the act, as well as surveys of state coastal managers and key informants, the research shows that the Coastal Barrier Resources Act, by itself, will not prevent development from occurring in the designated coastal areas.  相似文献

Nearly 40 years on since its first tentative steps in North America, this article considers whether Integrated Zone Coastal Management (ICZM) in Europe has grown to maturity as a form of governance. The article summarizes the findings of recent research concerning the levels of implementation of coastal management in Europe, with particular reference to the UK experience. A research framework is used to identify the different motivations behind the social actor groups involved in coastal management. The application of this framework reveals four major findings about gaps in implementation: (1) the complexity of responsibilities at the coast continues to prevent agencies from taking a “joined-up” approach; (2) a policy vacuum is constraining implementation from national to local scales; (3) informational obstacles are significant in preventing co-ordination between science and policymakers, and between different sectors; (4) a democratic deficit is preventing implementation in the working practices of coastal stakeholders, with little opportunity in decision making for public comment or local accountability, especially offshore. The article also explores different conceptualizations of the role of coastal management and planning held across Europe, providing an analysis using the Strategic Management literature and the experience of the EU Demonstration Programme on Integrated Coastal Zone Management (1996–1999). Recent arrangements, with the availability of priming funds from the European Commission and emphasis on “pilot” and “demonstration” methods, have tended to encourage a project-based approach to ICZM that may fail to realize long-term objectives. The article seeks to present an analysis of the behaviors of scientists, academics, policymakers, and practitioners, and will be of interest to all those seeking to establish ICZM within the wider system of governance, as supported by the Commission of the European Community (2000) Communication on ICZM (COM 547). Some technical solutions are also offered from the UK experience that will be of use to coastal project officers working at national and regional levels.  相似文献

To achieve the desired outcomes of ecosystem-based or integrated coastal management, paradigm shifts must occur in all stages of the policy process. This article focuses on the evaluative stage following policy implementation, specifically on the use of coastal ecosystem condition indicators. A review of the recent literature suggests that coastal ecosystem condition indicators with too broad a scale or too narrow a scope lose utility and applicability. An analysis of these problems of scale and scope reveals that the process through which an index is designed and selected can hinder or heighten its validity. Local and diverse stakeholder input can help to ameliorate weaknesses, increasing the evaluative validity of coastal ecosystem condition indicators.  相似文献

This article provides a brief introduction to the theme issue on “The role of geography in contemporary coastal management policy and practice.” The theme is addressed through a suite of seven articles that collectively consider how geographical understandings and methods relate to contemporary coastal policy and practice. The key theme to emerge from the articles is that geography forms an underlying framework for considering integrated coastal management, largely due to the integrative nature of geography itself.  相似文献

The mobile nature of soft coasts means that coastal communities face uncertainty in their property values and peace of mind when the existing coastal defense is lowered or removed. The acceptance by the U.K. government that coastal realignment in areas of low population density and limited ecological value is unavoidable means that the current state of affairs, where coastal residents have broadly come to assume that they will be defended if they make enough fuss, cannot continue. The government is currently unwilling to confront this consternation and continues to refuse to pay compensation for lost property value. This is creating an outcry over loss of fairness of treatment. This dispute raises important questions of governance for coastal change. This participatory research project worked closely with English Nature, North Norfolk District Council, local residents associations, the Environment Agency, and the Department for Environment, Food and Rural Affairs. What emerged in the analysis were unresolved tensions between national strategic frameworks, emerging planning arrangements, changing economic assessments, and the desirability of delivering, through a number of public and voluntary agencies, local flexibility in participation and in coastal design. This article reports on the research process, the challenges for coastal governance, and the scope for creative partnerships between science, planning, policy delivery, and public acceptance.  相似文献

This article uses coastal flood insurance policy in the United States to discuss the influence of historical and existing policy frameworks on the development of new policy directions in coastal management within a context of risk perception. It is presumed that under conditions of current and future sea-level rise, coastal planning will have to develop forward-looking policy instruments focused on managing human expectations, particularly the expectations of those living along the coast. Planning will be supported, in large part, by evolving scientific evidence on sea-level rise and the attendant hazards that accompany this phenomenon. It is likely that policy proposals for future coastal management will deviate to some degree from previous management practices. The role of previous management practices in supporting a perception of risk that deviates from actual risks is explored using historical and current coastal flood insurance policy in the United States as an example. The goal of this analysis is to highlight the importance of community risk perception, as a function of past policy practice, when considering new coastal management policy directions.  相似文献

Abstract

Coastal borderlands are subjected to particular socioeconomic, political and environmental dynamics in Europe and worldwide. The presence of the international boundary in these areas poses challenges in the process of Integrated Coastal Zone Management (ICZM). The aim of this paper is to explore the existence, characteristics and the role that local cross-border cooperation plays in transboundary coastal zone management as well as the resulting potentialities of local endogenous development for improving the management and governance of the tourism sector, coastal development, fisheries and marine protected areas in the Albera Marítima (Northwestern Mediterranean). The applied methods included document review, statistical information and semi-structured interviews. The research shows that local agents are not capable of developing a stable cross-border network due to persisting lack of trust, weak joint strategic vision and high competitiveness in sectors like fishery and tourism. Based on particularly interesting initiatives occurred in Albera Marítima and other successful experiences in Mediterranean coastal borderlands, a proposal has been made to implement several measures, including a transboundary integrated coastal plan, the joint observatory of fishery resources and a scientific network platform. For the aforementioned issues, the study contributes to the ICZM literature by providing a new perspective on local transboundary cooperation.  相似文献

Emission governance of air pollutants from ships is a common challenge for the world's shipping industry. Under the framework of the International Maritime Organization (IMO), Europe, North America, and other developed regions and countries have established strict ship Emission Control Areas (ECAs). With some of the largest ports in the world, China suffers severe air pollution from ships, posing a threat to the air quality and public health of the coastal cities. To strengthen the control and supervision over air pollutants, such as ship-emitted sulfur oxides (SOx) in coastal areas, China issued a Sulfur Emission Control Area (SECA) policy for ships in January 2016. However, the new SECA policy lags far behind IMO's existing ECA policies, and continues to face many challenges during implementation. This paper outlines the main framework of China's ship SECA policy, analyzes the legal governance basis, discusses major potential challenges for implementing the policy, and puts forward suggestions for future governance. This research aims to promote the effectiveness of China's sulfur emission-reducing SECA policy by putting forth novel ideas for policymakers and stakeholders.  相似文献

Coastal shipping is one of the most sustainable and economically competitive modes of transportation. This study employs the analytic hierarchy process (AHP) method to determine the importance of various factors influencing container carriers’ use of coastal shipping. A three-level hierarchical structure with the 17 attributes is proposed and tested. A previous AHP survey in Taiwan has indicated that port policy and infrastructure is the most critical factor influencing the coastal shipping by container carriers followed by operational cost, operational strategy and operational efficiency. Overall, the results indicate that the five most important attributes influencing the use of coastal shipping are simplified customs procedures; leasing a dedicated terminal; transhipment time; a favourable port charge system and efficient terminal operations.  相似文献

Adapting to changing coastlines is an unprecedented planning challenge as coastal hazards, including those associated with climate change, influence all areas of resource management. Tools have been developed to aid in understanding coastal hazards and to facilitate the planning and implementation of adaptation strategies. Through interviews with members of eight geographically distributed state Coastal Zone Management (CZM) Programs and several federal and nonprofit partners, we explored the utility of current tools for on-the-ground adaptation planning and implementation needs. State CZM Programs operate as trusted information brokers at the nexus between national resources and local needs. Here we provide seven recommendations for how to overcome the challenges identified with tool discovery, lack of trust, and the coarse spatial resolution of national tools. Our findings suggest local community needs are better addressed when end-users play a role in the tool development process. We also recommend leveraging CZM Program connections because they have the knowledge and expertise to identify solutions and disseminate information. While the recommendations presented here were taken from the perspective of state CZM Programs regarding coastal tools, the lessons learned may provide valuable insight into the tool development process for other resource management fields.  相似文献

Four decades ago Australia was credited as being an early leader in implementing integrated coastal management (ICM). Nevertheless, as a federation of states and territories Australia has since struggled to fully implement vertical integration of its coastal governance arrangements. In particular the federal government has historically possessed only a minor role in coastal management despite the recommendations of several major inquires suggesting that this role needed to be enhanced. This article examines a series of circumstances and events over the past two years in Australia that has created the opportunity for the federal government to adopt a more significant and prominent role in coastal management and hence to substantially complete the vertical integration of ICM in Australia. These stimuli for coastal policy reform could also play a role in enhancing ICM in other federated nations.  相似文献

Massachusetts, like many coastal states in the US, stands to be impacted from climate-induced sea level rise. As a result, climate-sensitive coastal policy instruments are critical for providing adequate adaptation options, including an option to allow coastal features to migrate inland. But the migration of coastal features is under threat due to extensive private armoring. This essay highlights specific regulatory instruments at the federal and state level dealing with hard armoring using Massachusetts as an example. It argues specific federal and state regulations legitimize and incentivize hard armoring over other coastal land use planning methods. The current level of armoring in Massachusetts is highlighted and implications under current federal and state policy frameworks are explained. Suggestions for coastal states planning for sea level rise are discussed, including the need for state planning to take the lead. Recommendations for changes at the federal level are also highlighted.  相似文献

The ocean and Great Lakes coasts of the United States are experiencing widespread economic and environmental damage from coastal flooding and erosion. During this century, public response to such coastal hazards has evolved haphazardly in response to particular disasters. Over time, however, the range of response has broadened as research has helped to refine public understanding of physical coastal processes, and specific disasters have been studied before longer term forms of institutional response have been formulated. Earlier reliance on engineered shoreline protection has been supplemented by beach nourishment, flood insurance, building and land use regulations, coastal zone planning, and other approaches. This article interprets the evolution of such public policy innovations in terms of a model that depicts the interaction of spatially differentiated systems of physical, legal, and cultural phenomena in the coastal context.  相似文献

California has a forty-year history of successful coastal zone management. The San Francisco Bay Conservation and Development Commission, the California Coastal Commission, and the State Coastal Conservancy have protected and made accessible hundreds of miles of shoreline. While each agency has played a critical role, this article focuses on the Coastal Commission. Implementing the California Coastal Act, the Coastal Commission has partnered with local government, other agencies, nongovernmental organizations (NGOs), and the public to concentrate new development in already developed areas, and much of the rural coastal zone looks as it did in 1972. The Commission has protected and expanded public shoreline access through its regulatory actions. Using strong ecological science the Commission has protected a wide variety of sensitive habitats and wetlands. And under the authority of the Coastal Zone Management Act, the Commission has reviewed thousands of federal projects to assure that they are consistent with the Coastal Act. Challenges continue, though, including population growth, sea-level rise, and inadequate funding to update local coastal land use plans to address new issues, such as climate change adaptation. New investment is needed at the national, state, and local level to continue the success of the California program.  相似文献

Beach erosion can have important socioeconomic and environmental consequences, particularly in tropical regions where tourism is a significant source of income. Although caused by natural processes, erosion is often aggravated by disorderly anthropogenic modification of the coast and extreme events. In Yucatan, Mexico, increasing urban development and deficient coastal management strategies as well as hurricanes have affected beach stability. This has highlighted the need for adequate coastal planning and policies that ensure the protection of key coastal ecosystems, such as beaches and sand dunes. To address this, a methodology to classify the coast according to its vulnerability is presented in this work. This methodology assumes that morphological features are indicators of beach evolution and the processes driving it and that these can be associated with different levels of vulnerability. The features considered are beach width, dune vegetation, anthropogenic pressure, and shoreline orientation, which were analyzed through aerial images and a multicriteria evaluation. It was observed that the most vulnerable areas are found near the most developed parts of the coast, where narrow beaches with little dune vegetation dominate. It is expected that this index will be of use to coastal planners and decision makers, particularly in the identification of critical zones.  相似文献

Marine and coastal zone policy represents a collaboration of people managing and people managed. This paper takes a holistic stance in suggesting that marine communities are viewed properly as networks of focused interest groups, policymakers, professionals, and publics. The interplay between culture and marine and coastal policy is appropriately one topic of applied social research. Seven ethnographic studies in this domain are introduced in this theme issue and help us to understand sociocultural processes and institutions bearing on marine affairs.  相似文献

Abstract

Persistent development, population pressures, and increasing natural hazards are unequivocally changing socio-ecological systems in the coastal zone. This essay provides direction and initiates scientific dialog on the potential role of mobility in adapting to natural and social changes in coastal environments. The essay identifies four key research areas on information needed to develop coastal management actions and policies that support and recognize socio-ecological coupling in coastal areas. The proposed research includes: (1) modeling localized scenarios that illustrate the tradeoffs associated with various sea level rise adaptation, (2) assessing and consolidating mobility terminology for different applications and contexts, (3) developing solutions to synchronize the co-migration of natural environments and built infrastructure, and (4) evaluating existing or creating new transparent, equitable, and sustainable policies and incentives to support socio-ecological mobility by using case studies and social science methods to understand how people make mobility decisions in different contexts.  相似文献

Access to current, comprehensive, and reliable spatial information is necessary for informed decision making in integrated coastal and ocean management. This need is being met through development of a marine spatial information infrastructure that encompasses both technological and institutional responses. This article traces Canada's experience in developing a marine spatial information infrastructure over the last 30 years starting with the compilation of coastal atlases, through the development of geographic information systems, to remote data acquisition instruments and Web mapping portals. Because of the plethora of initiatives, it has been essential to be selected and limit the number and choice of examples. The institutional response has lagged behind that of technological innovation and hinges on understanding users’ needs and decision support drivers, sustainability of institutional and individual champions, and, above all, cooperation and collaboration among the broad community of practice.  相似文献

Coastal lands provide popular outdoor recreation opportunities including beach recreation, fishing, boating, and wildlife viewing. Published studies measuring the demand for access to coastal lands generally have focused on the recreational value of intensively used beaches, which comprise only a portion of the New England coastline. This article examines the recreational demand for coastal access to a local, free‐access site in southern New England. The study uses data obtained from on‐site interviews conducted during the summer of 1995 at Gooseberry Island, Massachusetts. The estimated average value of a visitor‐day during the summer season is $3.06 for weekdays and $4.18 for weekends and holidays. While these values are at the low end of the range of values published in existing literature addressing beach recreation, the aggregate value of recreation benefits derived from public access to undeveloped coastal areas likely are significant.  相似文献

Sea-level rise (SLR) is not just a future trend; it is occurring now in most coastal regions across the globe. It thus impacts not only long-range planning in coastal environments, but also emergency preparedness. Its inevitability and irreversibility on long time scales, in addition to its spatial non-uniformity, uncertain magnitude and timing, and capacity to drive non-stationarity in coastal flooding on planning and engineering timescales, create unique challenges for coastal risk-management decision processes. This review assesses past United States federal efforts to synthesize evolving SLR science in support of coastal risk management. In particular, it outlines the: (1) evolution in global SLR scenarios to those using a risk-based perspective that also considers low-probability but high-consequence outcomes, (2) regionalization of the global scenarios, and (3) use of probabilistic approaches. It also describes efforts to further contextualize regional scenarios by combining local mean sea-level changes with extreme water level projections. Finally, it offers perspectives on key issues relevant to the future uptake, interpretation, and application of sea-level change scenarios in decision-making. These perspectives have utility for efforts to craft standards and guidance for preparedness and resilience measures to reduce the risk of coastal flooding and other impacts related to SLR.  相似文献
