As Louisiana continues to experience substantial coastal wetland loss—at the rate of a football field every 45 min—and multiple disasters, state and federal officials struggle with implementing restoration plans in this highly productive ecosystem. The 2007 Louisiana Comprehensive Master Plan for a Sustainable Coast is the first large-scale restoration plan in the United States to incorporate hazard mitigation. However, there is no mandate for local governments to adhere to this plan. Building upon the planning quality and evaluation literature, this study analyzes comprehensive land use plans in Louisiana's coastal zone to systematically assess the quality of the plans within the context of a non-mandated, $50 billion large-scale state restoration plan. Results indicate a great disparity in plan quality; a majority of the local governments lack the capacity to implement the nonstructural programmatic elements of the state's plan. The study concludes with a discussion and recommendations for practice and future research.  相似文献

Abstract

Evacuation inland ("horizontal evacuation") is the traditional method of saving life in areas forecast as the site of hurricane landfall. But “high confidence”; warning time is only 12 hours, while some coastal areas are now so densely populated that twice that time is required for evacuation. Coastal managers must therefore risk the ire of local citizens “unnecessarily”; evacuated early, and the associated risk that several false alarms will reduce citizen compliance, or the risk that evacuation will be too long delayed.

The alternative of vertical evacuation (going upstairs in hurricane‐proof buildings) is resisted by planners who are concerned that its risks are too high and that partial acceptance of the concept would vitiate compliance with the horizontal component. But in some areas there may no longer be a choice: prudent coastal managers must determine the potential need and capability for vertical evacuation in their areas. Effective integration of both vertical and horizontal evacuation will require development of new plans and policies.  相似文献

Planning emergency evacuation operations in a proactive manner in public marine transportation systems is a critical success factor for passenger and crew safety. Despite the fact that there is a growing attention on safety issues for marine transportation systems, providing a real-time decision support for evacuation planning under different emergency conditions has not yet been addressed. In this context, this paper contributes to the related literature by providing a comprehensive methodology including simulation and statistical analysis along with a three-module decision support system (DSS) for ferryboat emergency evacuation. Emergency evacuation and fire environment are simulated via Maritime EXODUS V5.1 and SMARTFIRE V4.3, respectively. The methodology is applied to a real-life Ro-Ro ferry, and the results not only revealed significant factors on emergency evacuation performance, but also demonstrated the validity of the developed decision support system.  相似文献

Abstract

Coastal zone management in Oregon is based on the state's general land‐use law. This body of law is designed to deal with population increase, urbanization, and preservation of agricultural land, as well as with other problems throughout the state. Early planning and policy recommendations for the coast were in the hands of a commission having predominantly local membership. This commission produced an extensive series of studies, policies, and recommendations which were assembled as a proposed management tool for natural resources. Staff of the commission was then absorbed into the state land‐management agency, which developed final goals and guidelines for compliance with the Coastal Zone Management Act. Adoption of the coastal goals in December 1976 has triggered deadlines for local government compliance within the coastal zone. The management program is now undergoing federal review.  相似文献

This article examines the evacuation behavior of residents in two South Carolina communities, Hilton Head and Myrtle Beach, during the 1996 hurricane season. Two hurricanes that approached South Carolina but hit in North Carolina allowed us to study the impact of repeated “false alarms”; (evacuations ordered based on expectations of a hurricane landfall that proved to be wrong). Differences in evacuation behavior, specific information and concerns prompting evacuation, and the reliability of information sources between hurricane events are examined to determine the impact of false alarms on the credibility of warning systems. Data were derived from a face‐to‐face survey of residents 2 weeks after Hurricane Fran in September 1996. We found that the role of official advisories was more limited than reported in previous research as people sought information on more diverse sets of concerns in their decision making. Reliance on the media and the Weather Channel, in particular, for storm characteristics and advisories was an important factor in evacuation decision making during both hurricane events. The perceived lack of reliability of gubernatorial warnings coupled with dependence on the media suggests that residents find other sources of information more personally relevant. Thus, while residents do not find that officials are “crying wolf,”; they are searching elsewhere for information to assess their own risk—what does it mean to me if there is a wolf? This increased attention toward individual differences in perceived threat may become more pronounced in future evacuations from hurricanes.  相似文献

Abstract

This paper concerns the limitations on integrating visual management into the coastal zone planning process as exemplified by the Commonwealth of Massachusetts, a state with a strong tradition of “home rule”; and a CZM implementation program based on a “networking”; of existing state authorities. The implications of the Massachusetts experience are that: (a) management of esthetic resources at the state level continues to be much less of a priority than management of ecological resources such as wetlands or floodplains; (b) visual management has yet to engender a strongly supportive constituency beyond that concerned with historic preservation; (c) project review focusing on visual impacts may be a more appropriate activity for local rather than state government; and (d) the technical aspects of visual management or impact assessment are far more advanced than their political acceptability. Political realities, together with the decision that implementation of the program should be based on a networking of existing authorities, thus determined the degree to which visual management could be incorporated into the state's program. As a result, the program's principal instruments of visual management became a strengthening of existing programs such as Wild and Scenic Rivers, reliance on wetland protection statutes to indirectly protect natural scenic values, and the use of the federal consistency provisions of the Coastal Zone Management Act to foster focused growth patterns through provision of publicly funded infrastructures. Esthetically oriented project review, with the exception of potential impacts on historic sites, was left to the discretion of local government, and a technical assistance program was created to provide funding or professional skills to communities interested in developing their own esthetic controls or design review processes. India is in the course of an economic transition. The economic growth nurtured the life in the cities and cities have become a major livelihood destination for everyone. This migration of people contributed to the increased urbanization of Indian cities. The booming economy fostered the well-being and shaped the lifestyle of people in such a way that the dependency on private vehicle has become an unavoidable affair. Along with population growth, the increased vehicle ownership gave rise to overall spurt in travel demand. But the supply side lagged behind the demand adding to many of the transport related externalities such as accidents, congestion, pollution, inequity etc. The importance of sustainability is understood in the current urban transport scenario leading to the development and promotion of sustainable transport polices. The core agenda of these polices is to target the travel behavior of people and change the way they travel by creating a different travel environment. However, the impacts of many such policies are either unknown or complex. Hence, before adopting and implementing such policies, it is important for the decision makers to be aware of the impacts of them. The role of travel demand models comes here as they predict the future travel demand under different policy scenarios. This paper reviews the ability of travel demand models applied in India in analyzing the sustainable transport policies. The study found that the conventional model system in India, which is trip based four step aggregate methodology, is inadequate in analyzing the sustainable transport policies. A review of alternative approach, known as activity based travel demand modeling found that they are capable of handling such policies better than conventional models and are assistive to the decision makers in arriving at right mix of polices specific to the situations. Since there is no operational activity based travel demand model system developed in India, the study at the end envisaged a conceptual framework of an integrated activity based travel demand model based on the requirements identified from the review. This can potentially replace the existing travel demand models and can be used for planning applications once the modification & validation have been done according to the existing activity-travel behavior of individuals.  相似文献

As noted often by the former California Coastal Commission Executive Director Peter Douglas, the history of how the California coast was saved is a great repository of untold stories. Although the Commission has had a dramatic and tangible impact on California's coastal geography, the public is largely unaware of many of its early accomplishments. This article begins to chronicle the rich stories of California's coastal legacy by telling the story of how the Commission utilized the Coastal Zone Management Act (CZMA) to prevent Southern Pacific Railroad from developing a seven-mile stretch of the Monterey Bay shoreline. In so doing, the Commission helped make possible the creation of the Monterey Peninsula Recreational Trail, a public bicycle and pedestrian path that has grown to sixteen miles in length and runs through the heart of John Steinbeck's world-famous Cannery Row. The controversy also was the subject of the first judicial challenge of a state's federal authority under the CZMA and precluded private commercial and residential development that would have dramatically altered the urban form of the Monterey Peninsula. It is important to tell the story as the Coastal Commission's role in this remarkable accomplishment has been almost completely overlooked.  相似文献

Abstract

The Virginia Wetlands Act of 1972 provides the localities of Tidewater Virginia an opportunity to participate in the management of the state's coastal wetlands resources. This study attempts to analyze the effectiveness of this legislation and to examine the implications of a local management scheme for coastal resource management on a broader scale. Criteria are also established that can be used to evaluate the effectiveness of such a law. When examined in the light of these criteria, the Virginia Wetlands Act emerges, for the most part, as an effective piece of environmental quality legislation that has had a significant impact on wetlands destruction in the state of Virginia. During the two‐year period following the passage of the Act, wetlands losses through the permitting process showed an 18‐fold decrease from previous estimates. The Wetlands Act appears to have been generally accepted by the public and has resulted in consistently uniform decisions, which have reduced wetlands losses without unduly restricting the necessary and legitimate development of the state's wetlands.  相似文献

Abstract

This paper presents the methodology and results of a study commissioned by the Division of Coastal Resources of the New Jersey Department of Environmental Protection. The objective of the study was to assess the economic and social impacts of potential energy activities on New Jersey's shorefront recreational resources for the purpose of formulating policies concerning the location of energy facilities on the coast. The Coastal Tourism Response Model developed as part of the project is briefly described and suggestions are offered for model application. The paper reviews the literature assessing the impacts of environmental changes on human attitudes and behavior and further discusses energy facilities and tourists in particular. It concludes that energy facilities, if carefully planned, can coexist with tourism activities, and stresses the role of regional differences and local attitudes toward development and preservation as key factors in determining the state policy.  相似文献

Abstract

This article evaluates the performance of the California Coastal Commission's inclusionary housing program by examining: (1) the scope of the housing regulations, (2) initial permit decisions on residential projects, (3) the disposition of these permits overtime, and (4) the composition of completed projects and a best‐case projection of possible project completions. Using a case study of Southern California, factors affecting program success are discussed, including the effects of the various regulations, the availability of project subsidies, local government permit policies, and housing market fluctuations. The authors conclude that such state regulatory programs cannot be expected to succeed in urbanized coastal areas without incentives for developers and augmented state agency authority, superseding local land use controls.  相似文献

Marine transportation is a vital component of the world’s economy and transportation network. The number of people using passenger ships around the globe is increasing worldwide. Similar to other transportation systems, passenger safety is critical in maritime shipment. As emergency evacuation processes for ships are highly different from and more complicated than those for buildings and other vehicles, many researchers have published a vast range of documents related to this peculiar research area. However, there is a tangible lack of sufficient literature review studies that investigate marine emergency evacuation (MEE). That being the case, the potential of marine transportation and the effect of emergency evacuation operation on life safety have inspired the proposal of this study. This paper offers a review of the available literature on MEE modelling, analysis and planning during the period from 1973 to 2017 using a systematic approach. After reviewing relevant academic journals, peer-reviewed conference papers, and technical reports of agencies, relevant literature is analysed. In addition, the literature review is extended by means of proposing a framework methodology which considers different possible conditions and situations during MEE. Finally, insights for ship managers and policymakers are discussed and potential future research directions are identified.  相似文献

Consistent with the policies set forth in the Coastal Zone Management Act, the California Coastal Act seeks to balance the utilization and conservation of coastal resources, taking into account the social and economic needs of the citizens of California. One way the statute pursues this balance is through its provisions for ports. These provisions have functioned as a type of smart growth planning for ports, encouraging densification of existing port districts and possibly averting maritime commercial and industrial sprawl along the California coast. One unintended consequence of the encouraged consolidation of port activities, when combined with the rapid growth in international trade over the last four decades, has been disproportionally large environmental and health impacts on low-income and minority communities surrounding ports. This article examines how the Port of Long Beach's conformance with the California Coastal Act has resulted in ongoing environmental justice concerns. It discusses approaches employed by the Port of Long Beach to reduce environmental justice concerns resulting from significant and unavoidable environmental impacts and offers suggestions for how to address this issue.  相似文献

Existing policies designed to mitigate the environmental and social impacts of truck queuing at maritime terminals often focus on congestion problems outside of the terminal gate, targeting a reduction in the waiting and turn time of trucks as the measure of success. This paper evaluates the impact that intra-terminal truck and equipment movements have on the terminal’s overall performance and the implications that these movements have on the effectiveness of current mitigation policies. Through a simulation of terminal processes occurring at Southern California ports it is shown that measures driving reductions in truck turn times impose greater operational loads on terminal equipment, essentially transferring savings in truck turn time rather than eliminating it in terms of the overall system. Consequently, the paper finds that total truck and cargo handling equipment movement and operational time constitutes a more accurate measure of the effectiveness of policies seeking to mitigate the impacts of truck operations at marine terminals.  相似文献
