Beach erosion is one of the most significant coastal preservation problems in the world. This study first briefly addresses the influences of human activity on beach erosion. The seriousness of beach erosion in Taiwan has received considerable attention since the 1960s, following rapid population growth and economic development in the coastal areas. Hard solutions of stabilized structures against beach erosion in Taiwan at that time are reviewed based on their effectiveness in protecting property and their ability to produce a landscape that harmonizes with the adjacent coastal environment. Soft coastal defense solutions implemented recently in coastal regions in Taiwan are introduced and their benefits are discussed. This study concludes that various methods designed to prevent wave- and current-induced beach erosion should be based on analyses of nearshore hydrodynamics, sediment transport, coastal processes, and physiographic features of beaches.  相似文献

Recent emphasis in comprehensive planning for coastal zone regions has created the need for more effective tools for information processing and analysis to aid policymakers and planners in developing strategies for preservation of coastal zone areas. New agencies with broad powers have been created at both state and federal levels to deal with growth management in large coastal regions. However, coastal zone management (CZM) agencies have not yet been able to deal effectively with development processes. A “holding action”; is being maintained in the face of mounting pressure by developers, while planners struggle to develop (1) a data base with sufficient detail for planning; (2) a fair and rapid process for reviewing environmental impact statements and granting of development permits; and (3) a system for making the development permit application process more routine. The key to success of the CZM process is the development of a management information system (MIS) created explicitly for CZM. The prototypical system designed by the authors combines graphic display capabilities (i.e., map display) with interactive on‐line computing and large storage‐capacity computers. Problems of data structure development are documented, together with problems of assembling a large‐scale, highly detailed data base. Of particular importance is the need for well‐developed objectives and specifications for the use of computer‐based data in resolving disputes on environmental issues. A set of objectives and specifications for a prototypical coastal zone MIS is developed. The system is described in detail, showing how its capabilities directly address policy questions formulated by coastal zone planners.  相似文献

This article analyzes institutional arrangements for the delivery of coastal programs through a new way of thinking about their evolution and structure. The notion of three distinct "dimensions" describing the phases in the evolution of institutional arrangements is introduced. The notion of dimensions is developed from conceptualizing about how institutional arrangements are diagrammed. This allows the visualization of how individual institutions and key stakeholders relate to each other in the delivery of coastal programs, how effective these relationships are, and how their relationships could be redesigned. "Dimensional thinking" enables the re-examination of existing institutional design of coastal programs and how these can evolve to meet the challenges of the new millennium. It is concluded that institutional arrangements have grown from a single dimensional view, where institutions (mainly governmental) delivered programs in isolation, through to the present second dimension where agency programs are managed through coordinating bodies and through coastal management plans. It is argued that a third dimension of institutional arrangements, one that recognizes and embraces the rapid pace of change in this century, will be needed that is aligned by themes rather than by organizational structure. To illustrate a third dimension a visualization tool is developed drawing from management cybernetics. It recognizes the increasing importance of formal and informal networks in relation to traditional modernist hierarchical management by recognizing multiple stakeholders (government at all levels, industry, advocacy groups, conservation interests, and the broader community) and their degree of mutual dependence. Dimensional thinking has the potential to institutionalize the interaction between these multiple stakeholders to ensure the effective delivery of coastal programs in the new millennium. A single answer to what the third dimension of coastal management program evolution should include is not presented. Rather, an approach is presented that allows coastal managers to move forward in the debate on redesigning coastal programs to meet today's complex suite of issues, values, and interests. An experimental case study from Western Australia is used to illustrate the potential application of the dimensional thinking to coastal management institutional design in that State's coastal program.  相似文献

The demonstrated utility of underwater gliders as measurement platforms for the open ocean has sparked a growing interest in operating them in shallow coastal areas too. Underwater gliders face additional challenges in this environment, such as strong (tidal) currents and high shipping intensity. This work focuses on the probability of losing a glider through a collision with a ship. A ship density map is constructed for the German Bight from observed ship movements derived from automatic identification system data. A simple probability model is developed to convert ship densities into collision probabilities. More realistic—but also more computationally expensive—Monte Carlo simulations were carried out for verification. This model can be used to generate geographic maps showing the probability of glider loss due to collisions. Such maps are useful when planning glider missions. The method developed herein is also applicable to other types of AUVs.  相似文献

The integration of climate change adaptation considerations into management of the coast poses major challenges for decision makers. This article reports on a case study undertaken in Christchurch Bay, UK, examining local capacity for strategic response to climate risks, with a particular focus on issues surrounding coastal defense. Drawing primarily on qualitative research with local and regional stakeholders, the analysis identifies fundamental disjunctures between generic concerns over climate change and the adaptive capacity of local management institutions. Closely linked with issues of scale, the problems highlighted here are likely to have broad and continuing relevance for future coastal management elsewhere.  相似文献

Coastal erosion is one of the major coastal problems currently facing Tanzania. Several factors, including sea level rise, geology, and rapid coastal population growth accompanied by rapid increase of human activities that interfere with natural processes, have been linked to the problem. One of the human activities that have been well linked to the problem of coastal erosion is illegal sand mining along beaches, coastal streams/rivers, and other restricted areas. This causes localized accelerated/ severe coastal erosion and enormous environmental degradation and threat to coastal properties. Illegal sand mining is presently a big industry in Tanzania, employing many youths, and has become a social, economical, and environmental problem. Thus, it is a sensitive issue. The problem of illegal sand mining in Tanzania is revisited, and possible measures to control it are proposed. Measures that can help to reduce/eliminate illegal sand mining are: governments to address effectively the problem of unemployment and poverty in the society by formulation of effective policies, including the total liberalization of the labor market and reduction of the tax burden and regulations on potential employers; identifying alternative sources of sand that are environmentally safe to mine, of good quality, and easily accessible; launching well-focused mass education on the problem of coastal erosion; encouraging formation of legally registered associations of sand-miners that will work closely with relevant authorities to curb illegal sand mining; and strengthening of governance and improving research funding in the country.  相似文献

Abstract

Most scenery evaluation methodologies incorporate visibility extent. In New York's coastal zone, visibility mapping for planning and project studies is complicated by low topographic relief, and diverse configurations of water edge and upland surface character. A generalized visibility model has been developed, including macrolandscape, observer, and sight‐line recording. Based on a prior shorescape study of New York's coast, the Lake Ontario Port Bay site was selected to test alternative visibility methods. Within the study site, four “landscape control points”; were chosen which provided extensive views of representative land and water forms, and surface types. For each control point, four families of visibility mapping approaches were applied: primary (field observation); secondary (topographic maps and vertical air photo analysis); tertiary (physical topographic model); and quaternary (digital terrain computer model). Major study conclusions are: the methods require different resources; all methods readily produced visibility maps; all methods, except secondary, could be used to produce perspective scenes for subsequent content evaluation; all methods except primary omitted one or more elements of the general visibility model; all methods should incorporate field work due to critical viewer environment conditions; sensitivity analysis in each method produced ambiguous zones; each view map was different, particularly in the background. An integrated, multi‐approach strategy would appear desirable for most planning and project applications.  相似文献

Rising sea level potentially poses a threat to many coastal areas, thereby possibly affecting coastal environments, including human assets. Taking into account the precau--tionary principle demanded at the Framework Convention for Climate Change in Rio de Janeiro in 1992, coastal managers and planners are required to evaluate the possibility of both physical and economic impacts of sea-level rise. However, long-term and cost-intensive data capture is often not affordable for a first estimation of general trends. To determine physical and economic impacts on a spatial scale of less than 10 km, a rapid and low-cost method is required. A Geographic Information System (GIS), in combination with readily available data and two coastal behaviour models (the Bruun-GIS Model and the Aggradation Model) was applied to simulate shoreline recession caused by a rise in sea level. In addition, the potential impacts of a 50-year design storm were considered in conjunction with sea-level rise. The monetary vulnerability was assessed and combined with the simulated recession rates. This procedure provides a first estimate on the potential risk a locality (here Collaroy/Narrabeen Beach) may face due to the impacts of sea-level rise and/or coastal storms. Overall, the modelling outcome suggests that long-term erosion problems associated with rising sea level are less significant in comparison with those impacts associated with short-term coastal storm events for Collaroy/Narrabeen Beach.  相似文献

Novel techniques have been developed for increasing the value of cloud-affected sequences of Advanced Very High Resolution Radiometer (AVHRR) sea-surface temperature (SST) data and Sea-viewing Wide Field-of-view Sensor (SeaWiFS) ocean colour data for visualising dynamic physical and biological oceanic processes such as fronts, eddies and blooms. The proposed composite front map approach is to combine the location, strength and persistence of all fronts observed over several days into a single map, which allows intuitive interpretation of mesoscale structures. This method achieves a synoptic view without blurring dynamic features, an inherent problem with conventional time-averaging compositing methods. Objective validation confirms a significant improvement in feature visibility on composite maps compared to individual front maps. A further novel aspect is the automated detection of ocean colour fronts, correctly locating 96% of chlorophyll fronts in a test data set. A sizeable data set of 13,000 AVHRR and 1200 SeaWiFS scenes automatically processed using this technique is applied to the study of dynamic processes off the Iberian Peninsula such as mesoscale eddy generation, and many additional applications are identified. Front map animations provide a unique insight into the evolution of upwelling and eddies.  相似文献

This article considers the issue of economic development as a component of coastal management initiatives in developed countries, focusing on the Forth Estuary Forum as a case study. The evolution of coastal management into integrated coastal management is briefly considered, as is the context of the Scottish coastal management system and a brief discussion of the variations between the different legal systems within the UK. The current hurdles to economic development and the views of developers and economic agencies being considered in the coastal management process itself are highlighted, illustrating the process of integration and the current voluntary regime in the UK, particularly in the Forth Estuary Forum. The article concludes that economic development issues must be taken seriously if coastal management is to be integrated and inclusive.  相似文献

This article presents an approach that couples coastal ecosystem modeling with integrated environmental assessment methodologies to support coastal management. The focus is to support the development of an ecosystem approach to aquaculture management including interactions with watershed substance loading. A Chinese bay, with intense aquaculture and multiple catchment uses, and where significant modeling efforts were undertaken is used as a case study. The ecosystem model developed for this bay is used to run scenarios that test the local management strategy for nutrient reduction. The corresponding ecological and economic impacts of the managers’ scenarios are analyzed by means of the Differential Drivers-Pressure-State-Impact-Response (ΔDPSIR) analysis. Emphasis is given to the analysis of the eutrophication process in the bay including present eutrophic condition and the expected changes due to the simulated scenarios. For this purpose, the Assessment of Estuarine Trophic Status (ASSETS) screening model is a valuable tool to interpret and classify the data and model outputs regarding eutrophication condition and to evaluate the manageable level of the nutrient loading entering in the bay.  相似文献

A strategy to revitalize coastal shipping within Great Britain is investigated. An examination of the regulatory environment shows government, at both the EU and British levels, aware of the environmental benefits of coastal shipping compared to road freight transport, if only mildly supportive in tangible terms. The geography of Great Britain and the modern preference for just-in-time deliveries have severely restricted the ability of coastal shipping to compete effectively with road freight transport. The primary objective of the paper is to investigate whether coastal shipping could be integrated into a multimodal door-to-door supply chain, where it is currently hampered by high costs of transhipment, slow transport speeds, and the incongruity of load sizes between land and sea modes. Integration requires the co-operation of all organizations within the multi-modal supply chain. However, coastal shipping companies have been known to be individualistic and mistrusting of alliances. Therefore, a Delphi study is undertaken to investigate the standpoint of leading managers in such companies towards multimodal integration. The results of the Delphi study indicate that managers are in favour of multimodal developments, in particular cooperation between coastal shipping and road haulage. However, there was agreement that the business is highly competitive, and this may prevent the forms of collaboration required for multimodal systems. The secretive nature of the coastal shipping sector could impede joint marketing to promote a mode of transport that is often 'invisible' to shippers. There was little consensus on the relationship that should exist between coastal shipping and ports, a topic worthy of further investigation.  相似文献

This is so for a host of differentiating factors play a considerable and non-negligible role (like geography, distance, demand, seasonality and others). Service—and price-discrimination—in coastal shipping is affected also by the predetermined ship design which thus is a special feature—but not exclusively—in coastal shipping. Companies in the Adriatic Sea try to extract the greater possible value of the user's willingness to pay, peak and off-peak, group and ungrouped, for social groups (clubs, families and students). Marketing and economics interfere in a complicated—far from the nice world of theory—situation, where maximization of revenue and profit, capacity utilization, intense seasonality and high fixed cost (common and joint costs as well) are a few of the factors that interplay. This paper can be considered as a case study for applied pricing. Excess capacity is also a strategic factor affecting pricing. It is our opinion that the analysis here gives for the first time a complete theoretical and practical account—based on the price lists of the companies—of the pricing policy of the ferry boats running in the Adriatic Sea belonging to coastal shipping companies connecting Italy with Greece and Greece with the European Union (EU).
