The U.K. government is committed to establishing a coherent network of marine protected areas by 2012 and the recent Marine and Coastal Access Act, 2009 will designate marine conservation zones and provide wider access rights to the coast. To fulfill these goals, this article argues the need for a clearer, shared understanding of the social value of protected areas in creating new designations and managing existing ones. Although marine and coastal environments attract many people and are vitally important in terms of realized and potential social value, the majority of the public in the United Kingdom lacks understanding and awareness regarding them. Combined with this, the social value of marine and coastal protected areas (MCPAs) have been largely ignored relative to conservation and economics, with the latter invariably taking precedence in environmental policymaking. Social value reflects the complex, individual responses that people experience in a given place. Many reasons determine why one area is valued above another, and this research investigates the social value of MCPAs from a practitioner's perspective through a series of interviews. Understanding why we “socially” value MCPAs will ultimately equip managers with an informed understanding of these spaces, influence management decisions, and, potentially, policymaking. This article defines social value in the context of MCPAs in England and Wales from a practitioner perspective, explores key concepts, and suggests possible improvements in decision-making. 相似文献

One of the major barriers to addressing complex social–ecological issues through integrated coastal management (ICM) is a lack of intergovernmental coordination and cooperation (horizontal and vertical fragmentation). This article describes an effort to overcome the barriers to ICM in Sri Lanka by fostering intergovernmental collaboration and initiating adaptive governance to restore one town, Hikkaduwa, and its associated marine protected area (MPA) and coastal zone habitats. Administrators from 12 national and local governmental agencies that are responsible for aspects of coastal management in the town of Hikkaduwa participated in a series of formal and informal workshops and a week-long tour of ICM projects in the Philippines. Outcomes demonstrate that these informal and formal meetings, workshops, and travel experiences fostered trust, social capital, and attitudinal organizational commitment (AOC). The experiences motivated members to overcome vertical and horizontal governance fragmentation through the formation of an independent intergovernmental committee for the restoration of Hikkaduwa into a sustainable and resilient community. ICM activities undertaken by the newly formed organization suggest that internal leadership capacity, effective local–national partnerships, explicitly linked ecological–economic projects, and long-term commitment are necessary conditions for success. In 2001 China embarked on an ambitious program to improve water quality through creation of the Clean Bohai Sea Program (CBSP). It is the first regional ocean governance program in China. The joint conference of central and local government units directed CBSP under the leadership of the State Environment Protection Administration. To meet the environmental objectives established by the joint conference local governments must pay for the program and operate it, but to date they have not been able to fully fund the effort. Although data indicate a decline of polluted discharges to the Bohai, one tabulation shows that the area of the sea that is polluted has increased each year from 2001 to 2005. Future enhancement of CBSP depends on revising incentives to better link local environmental programs and development, establishing funding mechanisms to equitably spread costs throughout watersheds, and creating comprehensive monitoring programs to better appraise program results. 相似文献

The Gulf of California hosts astounding biodiversity that supports numerous economic activities in the region. These activities, and emerging threats, are placing pressure on the region's ecosystems. Government and civil society are working to address threats through several conservation and management mechanisms. Nevertheless, the use and incorporation of scientific information—a key component for creating effective and durable management—is still deficient. This article presents the concept of science integration and discusses the findings of a study that assesses the regional landscape, existing institutional arrangements, and capacity for using science to inform policy and management decisions. It also explores the current use of science within fisheries policy and management and the capacity of the National Network of Information and Research of Fisheries and Aquaculture (RENIIPA) and the State Fisheries and Aquaculture Councils, two mechanisms in the region. Finally, it shares lessons learned and offers recommendations on how the region can strengthen science-based decision-making. Results indicate that while there are some actors in the Gulf of California producing relevant science, there is varying capacity of intermediary groups connecting producers with users of science, or mechanisms in place to ensure that science is being utilized in decision-making processes. Moreover, despite having a well-developed landscape of producers and intermediaries and mechanisms in place for fisheries management in the region, effective science integration is not occurring. 相似文献

The welfare of the marine environment is threatened worldwide. In order to maintain ecosystem services management must shift from single sector to ecosystem approaches. To support this transition in marine management, this article reviews collaborative ecosystem-based management in the California Current Large Marine Ecosystem (CCLME), through an overview and comparison of three collaborations on the United States West Coast of California, Oregon, and Washington. The achievements of these collaborations are demonstrated. Networking and extending collaboration throughout the entire region is shown to be essential for environmental conservation and sustainable development in the CCLME. 相似文献

Dams and other stream blockages prevent anadromous fish from accessing large areas of key habitat. The NOAA Community-Based Restoration Program (CRP) supports habitat restoration projects, including 53 dam removal and fish passage projects from 1996 to 2002. This article provides a preliminary review of the biological benefits provided by the first 18 CRP dam removal and fish passage projects supported between 1996 and 1999. These 18 projects improved access to over 160 km of river habitat for many anadromous fish species, especially river herring (Alosa spp.) on the east coast and salmonids (Oncorhynchus spp.) on the west coast. While fish ladders provide targeted fish species access to key habitat areas, dam removal can improve the health of entire stream ecosystems and provide fish passage to fish species unable to utilize ladders. The CRP complements existing federal regulatory programs by providing a cooperative process at the local level that can restore habitats efficiently and effectively while encouraging long-term stewardship. 相似文献

The last decade has seen a shift in the Natural Resource Management discourse, a shift from management to governance. Governance is held forward as a prime solution to problems associated with the sustainability of natural resources, including fisheries and other marine resources. Several countries in the Western Indian Ocean are framing governance solutions as a response to coastal/marine resource depletion and environmental degradation, but the challenges are huge and success stories remain few. This study provides an analysis of the governance situation in Chwaka Bay, Zanzibar, Tanzania. It presents the governance actors and how governance is expressed in terms of hierarchy (state), heterarchy (self-organized networks of resource users), and anarchy (market). The analysis illustrates the extreme difficulties of using governance approaches to steer human behavior to solve environmental problems and achieve sustainability. The study also provides some insights when considering the use of governance as a tool for the “designing” and/or “steering” social–ecological systems in subsistence contexts with weak formal institutions. These include the consideration of governance as an intrinsic part of complex societal processes, the idealization of governance as a template for redressing management failure and broader issues such as the importance of meta-governance. 相似文献

Despite the emphasis placed on the contextual nature of integrated coastal management (ICM) implementation in the literature, many uniformities are encountered in ICM implementation worldwide. In this article the tangled threads of ICM practice are unravelled and a theoretically founded set of criteria for evaluating the design of ICM implementation models is provided. First, paradigms in integrated environmental management (IEM) implementation, the broader domain within which ICM practice is nested, are characterized in terms of their key concepts. Next, the paradigms are used as a mechanism to distill uniformities in ICM practice as reported in review articles. Finally a set of fourteen building blocks against which the scientific credibility of contextual, country-specific ICM implementation models can be validated, is generated by translating the theory-based characterization into evaluation criteria readily accessible to practitioners. 相似文献

Four decades ago Australia was credited as being an early leader in implementing integrated coastal management (ICM). Nevertheless, as a federation of states and territories Australia has since struggled to fully implement vertical integration of its coastal governance arrangements. In particular the federal government has historically possessed only a minor role in coastal management despite the recommendations of several major inquires suggesting that this role needed to be enhanced. This article examines a series of circumstances and events over the past two years in Australia that has created the opportunity for the federal government to adopt a more significant and prominent role in coastal management and hence to substantially complete the vertical integration of ICM in Australia. These stimuli for coastal policy reform could also play a role in enhancing ICM in other federated nations. 相似文献

Cage fish farming is one of the fastest growing food industries, both worldwide and in Turkey. There are growing concerns about the manner of resolving the competing claims for the use of limited coastline and water body space. Matters connected with the siting of fish farming increase the need for the integrated coastal zone planning of aquaculture. This should be undertaken in collusion with other coastal stakeholders and with the cooperation of the government ministries that promote and regulate aquaculture development. In this study the integration and coexistence of fish farms is evaluated in the context of other activities in Izmir Bay. This study shows how different terrestrial and marine activities interact with each other, and that certain areas are subject to layers of multiple usages. One of the major sea users of the Bay, for example, is the fishery sector, which utilizes 850.4 km2 of a total surface area of Izmir's Bay of 960.4 km2. This overlaps with the 113.4 km2 that are used by marine transportation. Military zones encompass 63.1 km2 and fish farming utilizes only 1.23 km2. This study uses Geographic Information Systems (GIS) to build a spatial database that analyzes conflicting claims for integrating fish farming with other claimants. Clearly planned and properly managed fish farming development should be undertaken within a broader framework of integrated coastal zone management. 相似文献

Abstract This introductory piece traces the growth of knowledge and activity associated with visual resource management in general. A specific framework of questions regarding methods of coastal zone visual resource management is presented. The state‐of‐the‐art in methodological studies is listed for each question, and the methodological questions are related to the major articles with the special issue of the Coastal Zone Management Journal. Major legal federal statutes, state statutes, and court cases are reviewed in light of visual resource management in the coastal zone. The remaining articles within the special issue that deal with integration of VRM into decision‐making are then arrayed against a management framework. Nearly 40 years on since its first tentative steps in North America, this article considers whether Integrated Zone Coastal Management (ICZM) in Europe has grown to maturity as a form of governance. The article summarizes the findings of recent research concerning the levels of implementation of coastal management in Europe, with particular reference to the UK experience. A research framework is used to identify the different motivations behind the social actor groups involved in coastal management. The application of this framework reveals four major findings about gaps in implementation: (1) the complexity of responsibilities at the coast continues to prevent agencies from taking a “joined-up” approach; (2) a policy vacuum is constraining implementation from national to local scales; (3) informational obstacles are significant in preventing co-ordination between science and policymakers, and between different sectors; (4) a democratic deficit is preventing implementation in the working practices of coastal stakeholders, with little opportunity in decision making for public comment or local accountability, especially offshore. The article also explores different conceptualizations of the role of coastal management and planning held across Europe, providing an analysis using the Strategic Management literature and the experience of the EU Demonstration Programme on Integrated Coastal Zone Management (1996–1999). Recent arrangements, with the availability of priming funds from the European Commission and emphasis on “pilot” and “demonstration” methods, have tended to encourage a project-based approach to ICZM that may fail to realize long-term objectives. The article seeks to present an analysis of the behaviors of scientists, academics, policymakers, and practitioners, and will be of interest to all those seeking to establish ICZM within the wider system of governance, as supported by the Commission of the European Community (2000) Communication on ICZM (COM 547). Some technical solutions are also offered from the UK experience that will be of use to coastal project officers working at national and regional levels. 相似文献
