The United States has a new national ocean policy that adopts ecosystem-based management (EBM) as its first principle for managing U.S. ocean spaces and marine resources. However, U.S. laws that govern the uses of ocean spaces present a challenging tangle of authorities and mandates that do not easily facilitate ecosystem-based policies. For over 30 years, U.S. marine fisheries management has been guided by eight Regional Fishery Management Councils. Working under the many laws that guide setting stewardship priorities for ocean ecosystems, councils provide the Federal Government with advice on fisheries harvest levels, fish habitat protections, and fishing community needs. Implementing EBM for any ocean ecosystem requires a careful examination of the laws and policy processes that affect human interaction with that ecosystem. This article explores the U.S. perspective on federal ecosystem-based fisheries management, its part in U.S. national ocean policy, and how fishery management councils might position themselves as both EBM policymakers and policy takers for ocean resource management.  相似文献

This article presents an approach that couples coastal ecosystem modeling with integrated environmental assessment methodologies to support coastal management. The focus is to support the development of an ecosystem approach to aquaculture management including interactions with watershed substance loading. A Chinese bay, with intense aquaculture and multiple catchment uses, and where significant modeling efforts were undertaken is used as a case study. The ecosystem model developed for this bay is used to run scenarios that test the local management strategy for nutrient reduction. The corresponding ecological and economic impacts of the managers’ scenarios are analyzed by means of the Differential Drivers-Pressure-State-Impact-Response (ΔDPSIR) analysis. Emphasis is given to the analysis of the eutrophication process in the bay including present eutrophic condition and the expected changes due to the simulated scenarios. For this purpose, the Assessment of Estuarine Trophic Status (ASSETS) screening model is a valuable tool to interpret and classify the data and model outputs regarding eutrophication condition and to evaluate the manageable level of the nutrient loading entering in the bay.  相似文献

The welfare of the marine environment is threatened worldwide. In order to maintain ecosystem services management must shift from single sector to ecosystem approaches. To support this transition in marine management, this article reviews collaborative ecosystem-based management in the California Current Large Marine Ecosystem (CCLME), through an overview and comparison of three collaborations on the United States West Coast of California, Oregon, and Washington. The achievements of these collaborations are demonstrated. Networking and extending collaboration throughout the entire region is shown to be essential for environmental conservation and sustainable development in the CCLME.  相似文献

This article discusses the impact of the Norwegian government's administrative reform on the management of the Norwegian aquaculture industry and coastal areas. The 2010 reform of government administration strengthened the County Councils’ role in issues of aquaculture at the expense of the regional offices of the Directorate of Fisheries. The aim of the reform was to increase self-governance through decentralization. However, international trends in coastal zone and marine resource management are moving in the opposite direction, aiming at more integrated and ecosystem-based approaches involving the management of larger, rather than smaller, geographic regions. This article examines the possible effects of this reform in light of the move from government to governance, and in the context of a broad policy shift toward a more integrated, ecosystem-based management (EBM) of the coastal zone. Based on insights from multi-level and coastal zone governance debates, we argue that an unintended consequence of the Norwegian administrative reform could be increased fragmentation of the aquaculture governance system, as well as a reduced capacity to implement EBM-related measures. At the same time, the reform might improve coastal zone planning, although a further step toward integrated coastal zone management (ICZM) would require a greater delegation of authority to the County Councils.  相似文献

A step-wise approach to implementing ecosystem-based fishery management (EBFM) offers both a tractable policy opportunity and feasible set of scientific responsibilities in ongoing efforts to incorporate ecosystem dynamics into fisheries management. This case study of oysters in the Chesapeake takes a regional approach and utilizes a fishery species that is a popular menu item, an important habitat for other fish species, and a cultural touchstone in the area. From grounding in ecosystem service policy goals and a survey of stakeholders from across industry, management, science, and community groups, we developed eight indicators that are meant to serve as a first-order check for EBFM. We evaluated these indicators based on data availability, spatial coverage of the whole region, and relevance to ecosystem service goals. Spatial integration of indicators addressing chemical, biological, social, and economic factors, allows identification of localities within the region that require more attention, either by scientists or policymakers, in order to meet EBFM goals.  相似文献

To achieve the desired outcomes of ecosystem-based or integrated coastal management, paradigm shifts must occur in all stages of the policy process. This article focuses on the evaluative stage following policy implementation, specifically on the use of coastal ecosystem condition indicators. A review of the recent literature suggests that coastal ecosystem condition indicators with too broad a scale or too narrow a scope lose utility and applicability. An analysis of these problems of scale and scope reveals that the process through which an index is designed and selected can hinder or heighten its validity. Local and diverse stakeholder input can help to ameliorate weaknesses, increasing the evaluative validity of coastal ecosystem condition indicators.  相似文献

Under the 1997 Oceans Act, Fisheries and Oceans Canada (DFO) is required to lead and facilitate the development of integrated management plans for Canada's oceans. One of the integrated management projects is the Eastern Scotian Shelf Integrated Management Initiative (ESSIM), through which DFO is working with a range of stakeholders to develop and implement an integrated ocean management plan for the eastern Scotian Shelf. As part of this Initiative, DFO has undertaken a program to develop a set of objectives and related indicators for ocean management. This includes the development of a framework, objectives, and indicators for human use of the resource including the social, economic, and institutional (governance) components of ocean management, areas that have received little attention internationally. This article provides some background to ESSIM and human uses of the resources of the eastern Scotian Shelf; briefly reviews objectives-based management and human use objectives internationally; outlines the process undertaken to develop the Human Use Objectives Framework; presents the resultant objectives and indicators that were developed; and highlights some of the lessons learned and challenges for their implementation.  相似文献

The last decade has seen a shift in the Natural Resource Management discourse, a shift from management to governance. Governance is held forward as a prime solution to problems associated with the sustainability of natural resources, including fisheries and other marine resources. Several countries in the Western Indian Ocean are framing governance solutions as a response to coastal/marine resource depletion and environmental degradation, but the challenges are huge and success stories remain few. This study provides an analysis of the governance situation in Chwaka Bay, Zanzibar, Tanzania. It presents the governance actors and how governance is expressed in terms of hierarchy (state), heterarchy (self-organized networks of resource users), and anarchy (market). The analysis illustrates the extreme difficulties of using governance approaches to steer human behavior to solve environmental problems and achieve sustainability. The study also provides some insights when considering the use of governance as a tool for the “designing” and/or “steering” social–ecological systems in subsistence contexts with weak formal institutions. These include the consideration of governance as an intrinsic part of complex societal processes, the idealization of governance as a template for redressing management failure and broader issues such as the importance of meta-governance.  相似文献

Ecosystem management has been deemed a promising approach to environmental management in many settings. The ecosystem approach promises improved use of scientific information, better management coordination, and more meaningful public participation in environmental decision making. Yet, there is little evidence for how well ecosystem management efforts actually achieve their goals. This article presents an in‐depth analysis of one ecosystem management effort, the Albemarle‐Pamlico Estuarine Study (APES), which was part of the National Estuary Program. The APES failed to meet the objectives of ecosystem management in several visible ways. However, this case study reveals that the APES also had many positive results that were less visible to participants and observers. The performance of the APES is explained with reference to seven paradoxes inherent in the concept of ecosystem management. These findings have implications for appropriate expectations and evaluation of other ecosystem management efforts.  相似文献

Community-based management (CBM) could be an essential tool to prevent the depletion of marine resources in the Western Indian Ocean region. In Kenya, political pressure to strengthen local governance, has led to adoption of CBM as a way of reducing over-exploitation and managing the competing uses and impacts on the marine environment. Several communities in Kenya have embraced CBM and have set aside or closed previously fished areas to enhance recovery of fisheries and biodiversity. These community fisheries closures (locally called tengefu), despite being degraded, may recover to finfish abundances and biodiversity levels similar to established MPAs or above thresholds for maintaining some ecological services. Communities see their direct involvement and control of these tengefu as more likely to result in benefits flowing directly to them. Community closures are also important for articulating and resolving community values and strengthening their management capacity. Here, we describe the evolution of the tengefu movement in Kenya and combine information from focus group discussions, interviews, underwater surveys and boundary marking to evaluate the current status, opportunities and challenges facing these tengefu. We show that in some cases community closures suffer from slow and incomplete national and local legislative processes, challenges to compliance, and weak management.  相似文献

Resource managers are often tasked with identifying and assessing the potential impacts of management actions on the biotic communities under their care. When the management activities directly influence a single species of interest, managers can turn to a variety of models to aid in their understanding of potential changes to that population. However, as ecosystem-based management becomes more widely accepted, managers will have to understand how proposed actions will impact entire biotic communities, through both direct and indirect mechanisms. Thus, there is a need for ecosystem models that account for both trophic and non-trophic interactions, and that can be relatively easily used to assess a variety of management scenarios. We reviewed the available literature regarding incorporation of eutrophication and other anthropogenic impacts into Ecopath with Ecosim (EwE), one of the more widely used trophic ecosystem modeling frameworks. We found that a number of mechanisms of varying complexity have been used to include these stressors in models, providing managers with a suite of options that can be used to complement their existing management options as they seek to understand the impacts of human interactions on the natural environment.  相似文献

The livelihood of coastal communities is directly linked to the health of intertidal and marine ecosystems. Coastal zones and marine areas are rapidly changing and highly vulnerable to impacts from climate change, accelerating human development, and over-fishing. Quality of life and the benefits of coastal development can be greatly enhanced, and costs minimized, by projecting and comparing alternative policy outcomes before management decisions are made. This article describes the Marine Integrated Decision Analysis System (MIDAS), an interactive decision support tool designed to assist the users and managers of Belize's system of marine management areas (MMAs) in understanding the interactions among various ecological, socioeconomic, and governance conditions in a spatially explicit manner. MIDAS can simulate and visualize the likely effects of alternative management strategies and therefore provides an important tool for evaluating potential scenarios. We developed two MIDAS modules to address specific threats in Belize –spatial risk resulting from mangrove deforestation in coastal areas and the potential effect of an oil spill off the coast of Belize. Workshops conducted in Belize indicate that diverse user groups such as fishers, tourism operators, and public environmental agencies can successfully utilize MIDAS to understand MMA outcomes, and environmental risks.  相似文献

We explore how marine ecosystem–based management (EBM) is translated from theory to practice at six sites with varying ecological and institutional contexts. Based on these case studies, we report on the goals, strategies, and outcomes of each project and what we can learn from these efforts to guide future implementation and assessment. In particular, we focus on how projects dealt with the challenges of working across geographic scales and diverse governance arrangements. While we hypothesized that EBM in the United States would be distinct from EBM in developing countries due to differences in social and political factors, we found that sites faced similar challenges. Variation among sites appeared to be more closely related to the preexisting management context and the scale at which the projects began rather than to clear differences between the United States and developing country contexts. EBM project implementers were able to overcome many of these challenges by focusing on a limited number of specific objectives, starting at a small scale, pursuing adaptive management, and monitoring a diverse set of indicators. These findings are directly relevant to current and future EBM efforts in these and other places.  相似文献

Over recent years, fisheries managers have been going through a paradigm shift to prioritize ecosystem-based management. With this comes an increasing need to better understand the impacts of fisheries management decisions on the social well-being and sustainability of fishing communities. This article summarizes research aimed at using secondary data to develop socioeconomic and fisheries involvement indices to measure objective fishing community well-being in Alaska. Data from more than 300 communities in Alaska were used to create a database of socioeconomic and fisheries involvement indices of objective well-being and adaptability for Alaska communities dependent on marine resources. Each index was developed using a principal components factor analysis to assess the relative position of each community compared to all other communities in Alaska. We find that creating performance measures, such as the indices presented here, provides a useful way to track the status of socioeconomic conditions and fisheries involvement by communities over time.  相似文献

Anecdotal evidence indicates that commercial and recreational water-dependent uses have been under development pressure in recent years, and in some cases have been converted to other uses. The conversion of water-dependent uses, which range from commercial shipyards to recreational marinas, may have many public costs, including the loss of access to public trust waters, the loss of jobs and associated economic activity, and the loss of traditional working waterfronts. This two-part study investigated the role of five coastal management programs in the northeastern United States in managing, monitoring, and protecting water-dependent uses. First, coastal managers in Massachusetts, Rhode Island, Connecticut, New York and New Jersey were interviewed to assess the conversion problem. Second, in collaboration with New York City-based Regional Plan Association, follow-up interviews were conducted with coastal managers and local planners in Connecticut, New York, and New Jersey to gain greater insight into the role of coastal management programs and local governments in managing and promoting water-dependent uses. This article presents select findings from this study and discusses recommendations for improving the capacity of coastal management programs and local governments to manage water-dependent uses for the benefit of the public.  相似文献

Nearly 40 years on since its first tentative steps in North America, this article considers whether Integrated Zone Coastal Management (ICZM) in Europe has grown to maturity as a form of governance. The article summarizes the findings of recent research concerning the levels of implementation of coastal management in Europe, with particular reference to the UK experience. A research framework is used to identify the different motivations behind the social actor groups involved in coastal management. The application of this framework reveals four major findings about gaps in implementation: (1) the complexity of responsibilities at the coast continues to prevent agencies from taking a “joined-up” approach; (2) a policy vacuum is constraining implementation from national to local scales; (3) informational obstacles are significant in preventing co-ordination between science and policymakers, and between different sectors; (4) a democratic deficit is preventing implementation in the working practices of coastal stakeholders, with little opportunity in decision making for public comment or local accountability, especially offshore. The article also explores different conceptualizations of the role of coastal management and planning held across Europe, providing an analysis using the Strategic Management literature and the experience of the EU Demonstration Programme on Integrated Coastal Zone Management (1996–1999). Recent arrangements, with the availability of priming funds from the European Commission and emphasis on “pilot” and “demonstration” methods, have tended to encourage a project-based approach to ICZM that may fail to realize long-term objectives. The article seeks to present an analysis of the behaviors of scientists, academics, policymakers, and practitioners, and will be of interest to all those seeking to establish ICZM within the wider system of governance, as supported by the Commission of the European Community (2000) Communication on ICZM (COM 547). Some technical solutions are also offered from the UK experience that will be of use to coastal project officers working at national and regional levels.  相似文献

Aquatic biogeochemical models have been an indispensable tool for addressing pressing environmental issues, e.g., understanding oceanic response to climate change, elucidation of the interplay between plankton dynamics and atmospheric CO2 levels, and examination of alternative management schemes for eutrophication control. Their ability to form the scientific basis for environmental management decisions can be undermined by the underlying structural and parametric uncertainty. In this study, we outline how we can attain realistic predictive links between management actions and ecosystem response through a probabilistic framework that accommodates rigorous uncertainty analysis of a variety of error sources, i.e., measurement error, parameter uncertainty, discrepancy between model and natural system. Because model uncertainty analysis essentially aims to quantify the joint probability distribution of model parameters and to make inference about this distribution, we believe that the iterative nature of Bayes' Theorem is a logical means to incorporate existing knowledge and update the joint distribution as new information becomes available. The statistical methodology begins with the characterization of parameter uncertainty in the form of probability distributions, then water quality data are used to update the distributions, and yield posterior parameter estimates along with predictive uncertainty bounds. Our illustration is based on a six state variable (nitrate, ammonium, dissolved organic nitrogen, phytoplankton, zooplankton, and bacteria) ecological model developed for gaining insight into the mechanisms that drive plankton dynamics in a coastal embayment; the Gulf of Gera, Island of Lesvos, Greece. The lack of analytical expressions for the posterior parameter distributions was overcome using Markov chain Monte Carlo simulations; a convenient way to obtain representative samples of parameter values. The Bayesian calibration resulted in realistic reproduction of the key temporal patterns of the system, offered insights into the degree of information the data contain about model inputs, and also allowed the quantification of the dependence structure among the parameter estimates. Finally, our study uses two synthetic datasets to examine the ability of the updated model to provide estimates of predictive uncertainty for water quality variables of environmental management interest.  相似文献

Although setback zones and lines are considered as a powerful coastal zone management tool ensuring public access, protecting the coastal ecosystem and minimizing natural hazards over developments, the lack of a solid and objective Mediterranean methodological framework for coastal setbacks demarcation appears profound. Especially for countries like Greece, this deficiency leads to long legal disputes encouraging illegal construction on the coastline. In this article a methodology on coastal setbacks demarcation over rocky, impermeable shores is proposed, followed, and implemented along a Greek shoreline, serving as a pilot case study. The methodology is consistent with the requirements of the integrated coastal zone management (ICZM) Protocol and the Greek legislation (L. 2971/2001), aiming to determine the “highest winter waterline,” accounting for the tidal and storm surge effects, the sea-level rise due to climate change impact, the extreme offshore wind and wave analysis, and the maximum potential wave run-up. Such a tool may bridge the gap between legislative provisions and actual ICZM Protocol implementation improving regional coastal management and planning.  相似文献
