The shipping industry shows potential for improvements in energy efficiency. Nonetheless, shipping companies appear reluctant to adopt these seemingly cost-efficient technical and operational measures aiming at reducing energy costs. Such phenomenon is not specific to the shipping industry and is commonly referred to as the energy efficiency gap. Decades of research in other sectors have contributed to the development of taxonomy of economic, organizational and psychological barriers that determine energy efficiency gaps through the use of a variety of research frameworks. This article aims to apply this research in the shipping context through interviews and review of existing literature and applications from other industries, with the objective of providing useful insight for shipping managers. The article discusses examples of barriers that are typical to shipping and that are related to information asymmetries and power structures within organizations. Managers of shipping firms are encouraged to look through their organizations in search of principal agent problems and power structures among the possible causes for energy efficiency gaps in their companies’ operations and possibly strive towards organizational change.  相似文献

The search for integration among economic sectors and territorial administrations has become one of the defining features of coastal management initiatives in recent years. A wide range of ideal dimensions to integration has been described in the literature, with two common elements being horizontal and vertical integration involving, among others, the wide range of administrative actors in the coastal zone. Examination of the European demonstration projects in ICZM suggests that integration efforts on the ground start more modestly, with efforts to engage a range of different formal and informal stakeholders in a cooperative process aimed toward development of a set of common goals and a strategy for the coast. While institutional contexts vary greatly between different countries within Europe, in most countries integration between sectoral and territorial planning is not possible within a single administrative level. However, the direct involvement in local ICZM initiatives of key actors from central administrations is often impracticable. This article suggests actions could be taken at more central levels of government in order to simplify the institutional context in which local ICZM is developed.  相似文献

This study empirically identifies crucial green shipping management capability and examines its impact on firm performance using survey data collected from container shipping firms, including shipping companies and agencies. Exploratory and confirmatory factor analysis is performed to identify three critical green shipping management capability dimensions, namely, greener policy, greener ships, and greener suppliers. In this study, firm performance is categorized into environmental performance and financial performance. The results indicate that a greener policy has a direct and positive influence on both the greener ships and the greener suppliers factors. Greener ships and greener suppliers are found to have an indirect and positive influence on financial performance through environmental performance. Accordingly, this study suggests that container shipping managers could focus on organizational green shipping management capability, specifically regarding policies, ships, and suppliers, to improve their environmental and financial performance. The theoretical and practical implications of the findings for container shipping firms have been discussed.  相似文献

Restoration of nearshore ecosystems presents many challenges for stakeholder involvement. Using surveys and interviews we examined stakeholder values, preferences, and potential coalitions surrounding nearshore restoration in the Whidbey sub-basin of Puget Sound. Most stakeholders in our study believe that Puget Sound nearshore problems are severe and urgent, and that it is worth investing in restoration. They do not agree on the causes of nearshore degradation, yet support stronger regulatory enforcement and increased public ownership as possible solutions to nearshore problems. Five potential stakeholder coalitions were identified based on shared values. These values reflect a varied spectrum of support for public sector solutions to nearshore problems and were labeled: No Government Intervention, Property Rights, Private Land Stewardship, Protect Undeveloped Areas, and Large Scale Restoration. The potential coalitions identified confirm the Advocacy Coalition Framework hypothesis that coalition members who share values do not necessarily share stakeholder demographics or preferences. This study demonstrates one method for understanding local stakeholders, and will help managers direct project resources, planning, and management, through reliance on both stakeholder and scientific input. In addition, managers can use information about stakeholder values and potential coalitions to more effectively frame communication products and stakeholder involvement activities.  相似文献

Climate change is increasing the speed at which tangible coastal cultural heritage is changing in character or being lost through weathering, erosion, and inundation. Damages to coastal archeological sites, loss of access to historical sites, and the alteration of cultural landscapes will force changes in the way researchers can study sites, tourists can enjoy places, and descendant communities who have lived in particular areas for time immemorial, and local community members can utilize and relate to landscapes. In the USA, the National Park Service is a primary coastal cultural resource management organization. The National Park Service has been working on climate change adaptation for cultural resources for over a decade; however, there are few examples of parks in which long range climate change adaptation plans for cultural resources have been implemented. Building from 20 semi-structured interviews with cultural resource managers in three parks, we found that institutional structures within the National Park Service, as well as historical conceptual framings specific to the research, recreational, and interpretive values of cultural resources act as barriers to managers’ ability to design and implement climate change adaptation plans. Institutional barriers managers discussed include the dependence of climate change adaptation decisions partnership projects and the leveraging of budgetary and staff resources within NPS that may affect climate change adaptation capacity. We found that park managers often saw impacts in parks that may be associated with climate change, but found it difficult to separate normal maintenance from climate change affected deterioration, which may lead to status quo management actions rather than revised planning for a changing future regime. Conceptual barriers managers discussed revealed a conflict between preservation needs of research versus interpretive uses and while NPS guidance recommends prioritization of cultural resources for preservation at the park level, regional managers were more focused on this topic than park managers. As NPS moves forward with climate change adaptation planning, opportunities to develop and improve cultural resource preservation with new technologies, improved prioritization schemes, and include public input in resource preservation may help coastal managers overcome these barriers.  相似文献

This study compares the contributions to policy change made by two Regional Citizens’ Advisory Councils that participate in the environmental management of the marine oil trade in coastal regions of Alaska. Both councils are remarkably well-funded and long-enduring examples of citizen participation in environmental policy. This study finds that both councils have applied their substantial funding resources to make significant contributions to policy change (policy contributions) in the marine oil trade of coastal Alaska. This study also finds that both councils have greatly magnified their policy contributions through collaborative efforts with many other organizations active in the marine oil trade of Alaska. Therefore, the overall policy contributions of the councils result from the joint application of council resources and collaborative efforts.  相似文献

The management success of a marine protected area (MPA) is essentially a social construct because people have differing views on what defines success. Conflicting opinions between stakeholders need to be identified and resolved to ensure these factors do not interfere with successful functioning of MPAs. This study looked at developing and prioritizing performance indicators for Maria Island Marine Nature Reserve (MIMNR), Australia. Performance indicators were developed for MIMNR based on an expert-led, structured framework and then prioritized using the Analytic Hierarchy Process (AHP), with respect to input from key informants of stakeholder groups. Results showed that all stakeholder groups agreed that management of MIMNR should first focus on “abundance and size of native species,” and that managers, fishers, and environmental nongovernmental organizations place a significantly higher priority on ecological over socioeconomic and governance performance indicators. Researchers placed even emphasis across all priorities. Results suggest that MIMNR should first focus on monitoring “abundance and size of native species” and demonstrates the capacity of the AHP to increase management effectiveness and improve the decision-making process. Furthermore, by identifying where discrepancies in preferences exist, the outcomes of this research can be used to enhance collaboration among stakeholders.  相似文献

Over recent years, fisheries managers have been going through a paradigm shift to prioritize ecosystem-based management. With this comes an increasing need to better understand the impacts of fisheries management decisions on the social well-being and sustainability of fishing communities. This article summarizes research aimed at using secondary data to develop socioeconomic and fisheries involvement indices to measure objective fishing community well-being in Alaska. Data from more than 300 communities in Alaska were used to create a database of socioeconomic and fisheries involvement indices of objective well-being and adaptability for Alaska communities dependent on marine resources. Each index was developed using a principal components factor analysis to assess the relative position of each community compared to all other communities in Alaska. We find that creating performance measures, such as the indices presented here, provides a useful way to track the status of socioeconomic conditions and fisheries involvement by communities over time.  相似文献

Resource managers are often tasked with identifying and assessing the potential impacts of management actions on the biotic communities under their care. When the management activities directly influence a single species of interest, managers can turn to a variety of models to aid in their understanding of potential changes to that population. However, as ecosystem-based management becomes more widely accepted, managers will have to understand how proposed actions will impact entire biotic communities, through both direct and indirect mechanisms. Thus, there is a need for ecosystem models that account for both trophic and non-trophic interactions, and that can be relatively easily used to assess a variety of management scenarios. We reviewed the available literature regarding incorporation of eutrophication and other anthropogenic impacts into Ecopath with Ecosim (EwE), one of the more widely used trophic ecosystem modeling frameworks. We found that a number of mechanisms of varying complexity have been used to include these stressors in models, providing managers with a suite of options that can be used to complement their existing management options as they seek to understand the impacts of human interactions on the natural environment.  相似文献

Integrated coastal management has been seen as the way to deal with the challenges currently facing managers of our coastal zones. In the tropics, these areas are typified with resources such as coral reefs and mangroves that are able to support a variety of activities. Integrated coastal management takes a multi-disciplinary approach that involves the integration of the different institutions and stakeholder groups in the coastal zone. A survey of tropical coastal locations revealed that fully implemented integrated coastal management is limited with programs apparently failing at the implementation stage. These coastal zones share a number of common challenges exacerbated by poverty and conflicts between the coastal activities. Conflict management needs to be incorporated into the management process that pays particular attention to the overextraction of resources and destructive resource use.  相似文献

Recent technological developments in maritime transport, particularly in container shipping and larger vessels, are having major repercussions at ports the world over. The latest wave of innovations has increased the level of competition in maritime transport, in particular in port activities. Shippers have many more alternatives available, something that tends to increase the hinterland of each port, precisely by reducing captive hinterlands. Ports are now generally moving towards formulas in which private initiative has a bigger role to play. Increases in competition combined with growth in private initiatives highlight the usefulness of marketing tools in two ways. Externally, because they help to achieve throughputs from remote points of origin and destination, and internally, by aiding the proper coordination of business and organizational activity at a commercial port. The present paper is a transversal study of the current situation of marketing and quality tools at major ports, including the opinions of a range of port commercial and marketing managers. We have also tried to describe the differentiated groups to be found at ports, as a useful methodology for identifying the nearest competition or ports with similar characteristics.  相似文献

Abstract

Designing environmental monitoring programs to deal with widespread, subtle, and/or cumulative impacts on a regional basis is challenging. It requires a shift away from focusing primarily on individual point sources to a more regional perspective. It also necessitates involving scientists and managers together in a cooperative effort to establish priorities and articulate clear objectives. In our view, this objective‐setting task is neither a strictly scientific nor a strictly management activity. It depends on effective communication between scientists and managers but is confounded by differing perspectives, value systems, and behaviors. We present a conceptual framework to assist managers and scientists in this process. This is intended to structure such communication by helping to create a context that permits fruitful give‐and‐take between the two groups. We then describe a six‐part model for specifying the key elements of regional monitoring objectives.  相似文献

Although there is widespread recognition of the potential of ports as logistics centres, widely accepted performance measurements for such centres have yet to be developed. The essence of logistics and supply chain management is an integrative approach to the interaction of different processes and functions within a firm extended to a network of organizations for the purpose of cost reduction and customer satisfaction []. The logistics approach often adopts a cost trade-off analysis between functions, processes and even supply chains []. This approach could be beneficial to port efficiency by directing port strategy towards relevant value-added logistics activities. This paper seeks to show that through conceptualizing ports from a logistics and supply chain management approach, it is possible to suggest a relevant framework of port performance. Shipping companies’ crucial need for cost cutting is their main motive for recruiting seafarers of various nationalities and formulating multicultural teams on board ships. This paper seeks to examine ways of dealing with cultural issues by being a socially responsible company. The main point of the research is to examine how managing multicultural crews is related to the shipping companies’ and the industry’s social responsibility. An extensive literature review on the cultural issues of maritime manpower, with a focus on the working and living conditions and the management of shipping crews, reveals important aspects of the subject. This analysis is enriched with qualitative data from an on-board case study, and from a survey among crew managers and manning agents. Results show that managing multicultural human resources in a socially responsible manner requires socially acceptable behaviour towards seagoing labour from all the industrial actors.  相似文献

Port authorities, like other organizations, have been constantly required to evolve in response to business, environmental, and technical changes since the 1980s to continue improving their competitiveness and performance. However, people often resist change due to various reasons, and the uncertainty of change has been pointed out as one of the most important reasons why this happens. This study contributes to social information processing (SIP) research and constructs an SIP model to explore employee’s response to port organizational reform in Taiwan. Empirical results are consistent with general job schema, where employees with job security orientation are less supportive of port corporatization, and those with corporate development orientation are more supportive of port organizational reform. Organizational trust and job conception are related to port workers’ attitude to port corporatization. Nevertheless, organizational communication does not positively moderate the relationship between job schema and employee attitude to port organizational change.  相似文献

The exceptional growth of whalewatching in Baja California Sur (BCS) and other parts of Mexico during the last 10 years motivated the design and implementation of a Mexican whalewatching law based on experiences in BCS. However, recent research in the Ensenada whalewatching area confirms that this law is insufficient in this area because whalewatching boats and other fishing, cruising, or drifting boats influence the behavior (swimming direction and velocity) of migrating gray whales. In the long term, the migration corridor might be displaced offshore, and whalewatching may become infeasible. This study proposes a management planning process to adapt regulations to this area, to promote adherence to regulations by encouraging self-regulation and strengthening law enforcement, and to enhance the tourist service on board. ABSTRACT

Balancing economic activities with socio-environmental considerations has become a global standard for the construction of large scale infrastructure projects, including ports. In this discourse, stakeholder participation and environmental and social impact assessment (ESIA) have been stressed as important tools that can help port managers to co-create values, avoid conflicts and promote inclusive growth. Drawing on qualitative research tools and stakeholder theory, this paper explores whether and to what extent local stakeholders’ inclusion has substantial influence on addressing their socio-cultural concerns and interest. This is illustrated with a case study of an ongoing port expansion project at Ghana’s largest port of Tema. The findings suggest that although the port authority conducted an ESIA and engaged local stakeholders as part of the planning process, this did not translate into preventing the loss of valuable cultural resources of the local communities. The port authority did not place ‘value’ on cultural resources of the local communities that cannot be expressed in monetary terms. Further, lack of good faith engagement with local stakeholders led to conflicts in some cases that triggered a court action and delays. The paper concludes that stakeholder participation if not applied well, can become a ‘post-political’ tool.  相似文献
