With fisheries declining, coral reefs battered, mangrove forests under threat, pollution levels rising, and coastal communities experiencing increased poverty, the Philippines faces severe challenges in managing its coastal resources. Coastal management efforts began in the Philippines more than 20 years ago through various community-based projects. Now, integrated coastal management is expanding in the country and holds the potential to reverse the trends. This article analyzes the situation in relation to new approaches for coastal management being undertaken through the Coastal Resource Management Project supported by the United States Agency for International Development implemented by the Department of Environment and Natural Resources. This project, drawing on the lessons generated by past and ongoing coastal management initiatives, is emphasizing integrated approaches to management over narrowly focused fisheries management and habitat protection efforts. It highlights the increasingly important role of local governments and the changing roles of national government to effectively support integrated coastal management. Multisectoral collaboration is explained as standard procedure to achieve outcomes that are broad based and sustainable. Local and national level activities are contrasted and shown as essential complements in building institutionalization of resources management within all levels of government. A practical result framework is explained for measuring relative success at the local government level of implementing best practices for coastal management. Finally, lessons being learned related to collaboration, level of focus, education, and communication; who is responsible; and expansion of the project are highlighted.  相似文献

Scientific knowledge is central to “good” governance of coastal spaces: developing methods through which the complexities of the coastal zone can be understood by stakeholders to improve the sustainable management of coastal systems. Enhancing our knowledge of the range of processes that shape coastal spaces and define the total behavioural environment of the system remains a primary challenge for the coastal research community. However, this article raises the argument that current approaches to Integrated Coastal Zone Management (ICZM)—the preferred governing framework for the coastal environment, do not give sufficient emphasis to this fundamental need. Improving the basic scientific knowledge that underpins policymaking at the coast is argued to be urgently needed. Issues such as that of developing a communality of the purpose and approach between stakeholders within the coastal zone (through conflict resolution and access to information, for example) seem to claim the rights of the integrated management research agenda. However, the very nature of ICZM as “worthwhile coastal management” requires that integrated management represents more than a governing framework. Successful integration in coastal management must also be underpinned by knowledge of the integrated behavior of the system. Science has an increasingly marginalized position within ICZM and as a result geographers, contributing knowledge of the patterns and processes of the human and environmental landscapes, are also becoming a disappearing breed in integrated coastal management.  相似文献

It is a fact that coastal zones in the Mediterranean are becoming progressively more seriously degraded. Instrumental to the phenomenon in Spain is the evident failure of the coastal management that the institutions have pursued for over three decades, both under the old, state-centralized model, and the new organizational model with the political division of land into autonomous regions. This failure can in part be explained not only by the inadequate tools the administration possesses to address the dynamism and complexity of the new economic activities that have sprung up along the coast, but also by incoherent sectoral policies. Finally, there has been no all-encompassing political strategy capable of dealing with coastal communities' demands for development and the need for the protection of ecosystems and their natural resources. All this has resulted not only in a deterioration of the area, but also in the discrediting of actions implemented by the institutions, and their plans and programs being perceived as an obstacle to economic development.  相似文献

Integrated coastal management has been seen as the way to deal with the challenges currently facing managers of our coastal zones. In the tropics, these areas are typified with resources such as coral reefs and mangroves that are able to support a variety of activities. Integrated coastal management takes a multi-disciplinary approach that involves the integration of the different institutions and stakeholder groups in the coastal zone. A survey of tropical coastal locations revealed that fully implemented integrated coastal management is limited with programs apparently failing at the implementation stage. These coastal zones share a number of common challenges exacerbated by poverty and conflicts between the coastal activities. Conflict management needs to be incorporated into the management process that pays particular attention to the overextraction of resources and destructive resource use.  相似文献

Development of awareness and capacity is a central component to the delivery of ICM and spans from local communities to national-level politicians. Education and training activities associated with ICM must be extremely varied to match both the existing capacity and role that the stakeholders play within the process of ICM. Consequently, there cannot be considered any effective “generic” ICM training; training must be tailored to match the requirements of target groups. The transfer and uptake of good-practice thus becomes an important aspect of quality enhancement in ICM capacity development. Six case studies from the Asia-Pacific region are presented that show diverse and innovative examples of good practice. A comparative analysis of these case studies is carried out in terms of institutional level of impact. In addition a generic systems-based evaluation framework is used to determine the extent to which the training impacts upon ICM implementation indicators. It is concluded that the exchange, transfer, and translation to local conditions of appropriate good practice in ICM capacity development can be an important element in enhancing the impact of ICM programs on the coastal environments and societies. Furthermore, there appears to be a positive link between the involvement of national/state/regional stakeholders in capacity-building initiatives and impacting a wider variety of indicators of ICM delivery.  相似文献

The success of any coastal zone management policy is dependent on, among other things, effective legislation and its enforcement. This article examines some possible legal constraints on the implementation of an integrated coastal zone management policy in Ireland. An introduction to the existing legal framework is provided, and the inconsistencies and ambiguities related, in particular, to jurisdiction and area of responsibility are highlighted. In particular the effect of land ownership and property rights on coastal zone management are examined with reference to two popular resort beaches in County Donegal, Ireland. While a revision of the relevant legislation is desirable, it is probably unrealistic; however, powers are available to the various institutions involved in coastal management that are currently unused. These are reviewed and their potential to improve coastal zone management is discussed.  相似文献

This article considers the issue of economic development as a component of coastal management initiatives in developed countries, focusing on the Forth Estuary Forum as a case study. The evolution of coastal management into integrated coastal management is briefly considered, as is the context of the Scottish coastal management system and a brief discussion of the variations between the different legal systems within the UK. The current hurdles to economic development and the views of developers and economic agencies being considered in the coastal management process itself are highlighted, illustrating the process of integration and the current voluntary regime in the UK, particularly in the Forth Estuary Forum. The article concludes that economic development issues must be taken seriously if coastal management is to be integrated and inclusive.  相似文献

The responsibility for managing coral reefs and other coastal resources was largely devolved to coastal municipalities and cities in the Philippines in 1991 with the passage of the Local Government Code. Devolution of powers and responsibilities to local government has paved the way for mainstreaming coastal resource management at the local level. However, the capacity to carry out this mandate has only recently begun to mature as municipalities and cities gain an increased awareness of the importance of coastal resources to communities and economic development. Approaches and strategies to increase local government capacity for coastal resource management are described based on the experiences of the Coastal Resource Management Project of the United States Agency for International Development. Qualitative and quantitative data are used to illustrate the possible impact of these capacity building efforts and to describe the current capacity of local government to undertake coastal resource management. After five years of project implementation, coastal municipalities have increased technical capacity, have allotted financial resources, and have achieved key performance benchmarks in the delivery of coastal resource management as a basic service.  相似文献

Estuaries are last in line as a recipient of river water and for this reason they are particularly vulnerable to negative environmental impacts due to water scarcity and pollution. They only receive the runoff that has not been abstracted or prevented from reaching rivers. When this runoff is substantially reduced their functionality is undermined and they often become less attractive for recreational use. This article explores some aspects entailed in efficiently managing the allocation of water to estuaries problem and some associated problems. It is shown that efficient management requires the marginal social costs of the inflows to be brought into equivalence with the marginal social values of the inflows, and these values may be estimated, but that there are the challenges in this estimation and in linking these estimates to the welfare of the people in whom the managers of river systems are (presumed to be) interested.  相似文献

Satellite remote sensing technique has been used to observe the coastal area. This article reviews applications of remote sensing to coastal area management (CAM) in China. These applications include the coastal resource and island mapping, coastal environmental change and coastal hazard monitoring, oceanographic parameter measurement, and coastal process restudy. Beach management and coastal management are interwoven and scale-dependent activities in Australia. Present coastal policies are broad and designed for large, national, and statewide scales. They specify ecologically sustainable development as the overarching goal for coastal management and provide the context for beach management. On smaller scales, an approach focusing on the reduction of geomorphic hazards as the basis of beach management was established by the Coastline Hazard Policy, with nonhazard aspects of beach management such as ecological, economic, and social concerns assuming secondary importance. Although beach management can occur effectively under these coastal management arrangements, better guidance is required to make this process as effective and efficient as possible. This guidance - the policy framework - could be better developed for beach management and better integrated with existing coastal management arrangements. While this policy development is not strictly necessary to achieve positive outcomes from beach management, it is necessary to effectively guide implementation of the existing broad coastal policies. Effective goals for beach management are yet to be thought out and clearly articulated in Australia. A good start would be to couple the present goals of ecologically sustainable development and hazards reduction into a coherent goal for beach management. A specific policy for beaches should be developed given the importance of beaches in Australia.  相似文献

The Abrolhos bank, an area of continental shelf off the coast of Bahia, Brazil, has the most biologically diverse coral reefs in the entire southern Atlantic Ocean. The coral reefs and nearby coastal ecosystems constitute a global conservation priority and are the target of the Abrolhos 2000 project, initiated by Conservation International as part of its global marine conservation strategy. Although portions of the Abrolhos reefs are located within a marine park, they are not afforded adequate protection due to insufficient conservation resources and a failure to be part of a broader integrated coastal management program. Through partnerships with government agencies, nongovernmental organizations, local communities, the private sector, and other stakeholders, Abrolhos 2000 is working to provide these needs while establishing local capacity for conserving coastal and marine ecosystems. The project's initial successes provide examples of useful strategies for making integrated coastal management work in the context of emerging economies.  相似文献

South Africa’s Transnet National Ports Authority’s (TNPA) tariff structure shows imbalances and cross-subsidisation amongst commodities and groups of port users. Benchmarking studies show that South African port costs are below the benchmarked mean for low-value bulk commodities like coal and iron ore, and above the mean for high-value containerised commodities. Vessel charges are also below the benchmarked mean and the required tariff revenues are raised from the tariffs charged to port tenants and cargo owners. This study examines and compares the 2013/2014 TNPA tariff structure with that proposed by the Ports Regulator of South Africa. It compiles, calculates and compares 254 commodity cargo dues with their relevant sector base tariffs for the year. The results indicate the level and direction of cross-subsidisation within and between break-bulk, dry bulk, liquid bulk and containerised cargoes. Of the 254 commodities examined, 100 are below the sector base tariff (being subsidised) and 154 are above (subsidising other cargoes). The findings of this article contribute to the implementation and monitoring of a tariff strategy that will allow for a more reasonable, just and cost reflective TNPA tariff structure.  相似文献

Nearly 40 years on since its first tentative steps in North America, this article considers whether Integrated Zone Coastal Management (ICZM) in Europe has grown to maturity as a form of governance. The article summarizes the findings of recent research concerning the levels of implementation of coastal management in Europe, with particular reference to the UK experience. A research framework is used to identify the different motivations behind the social actor groups involved in coastal management. The application of this framework reveals four major findings about gaps in implementation: (1) the complexity of responsibilities at the coast continues to prevent agencies from taking a “joined-up” approach; (2) a policy vacuum is constraining implementation from national to local scales; (3) informational obstacles are significant in preventing co-ordination between science and policymakers, and between different sectors; (4) a democratic deficit is preventing implementation in the working practices of coastal stakeholders, with little opportunity in decision making for public comment or local accountability, especially offshore. The article also explores different conceptualizations of the role of coastal management and planning held across Europe, providing an analysis using the Strategic Management literature and the experience of the EU Demonstration Programme on Integrated Coastal Zone Management (1996–1999). Recent arrangements, with the availability of priming funds from the European Commission and emphasis on “pilot” and “demonstration” methods, have tended to encourage a project-based approach to ICZM that may fail to realize long-term objectives. The article seeks to present an analysis of the behaviors of scientists, academics, policymakers, and practitioners, and will be of interest to all those seeking to establish ICZM within the wider system of governance, as supported by the Commission of the European Community (2000) Communication on ICZM (COM 547). Some technical solutions are also offered from the UK experience that will be of use to coastal project officers working at national and regional levels.  相似文献

Abstract

In this article, an overview of the status of coastal zone management (CZM) in South Africa is presented. Firstly, it provides background to the development of various initiatives to promote sustainable use of coastal resources within the context of sociopolitical changes in South Africa. Thereafter, it examines the progress made with respect to key attributes underpinning most CZM programs. Finally, it identifies obstacles to achieving effective CZM in South Africa and makes recommendations to address these shortcomings. The review reveals that whilst considerable progress has been made in certain areas of program development, such as resource conservation and pollution control, there are several gaps and inadequacies within existing efforts. These include the absence of a clear policy to guide efforts, lack of coordination amongst government departments involved in CZM, as well as inadequacies in our legal and administrative system. The promulgation of a Coastal Zone Management Act and the establishment of a Coastal Unit charged with the coordination and review of all activities impinging on coastal resources are amongst the recommendations made.  相似文献

Site-based projects were initiated in Chawka Bay-Paje, Zanzibar, and Nyali-Bamburi-Shanzu, Kenya, to demonstrate the benefits of an integrated coastal management (ICM) approach for addressing coastal issues such as tourism development and enhancement of resource-dependent village economies in eastern Africa. A two-year, multidonor project used three primary strategies to make rapid, but sustainable, progress toward ICM. These included using interagency government teams for ICM planning, adopting an internationally recognized framework for ICM as a project ''road map,'' and explicitly incorporating capacity-building strategies into all aspects of the project. Within two years, integrated ICM action strategies, prepared through participatory processes, were being implemented at both sites, and both teams were working to expand the scale and scope of ICM in their nation. More importantly, the project helped create committed, capable, interagency groups that continue to work together to address urgent ICM issues.  相似文献

Public transport in South Africa is one of the most burning issues in the transport sector. The government is faced with huge public pressure to improve public transport systems in the face of rising fuel costs, the pending implementation of expensive urban toll road systems in the Gauteng province, and elsewhere in urban environments, public transport safety issues, public transport fleet renewal, especially the commuter rail services, as well as limited resources to fund public transport. As a developing country, the South African Government has pressing funding issues such as funds needed to improve housing for the poor to improve schooling and public health services. Government is also faced with a vocal minibus taxi industry that transports an estimated 65% of all commuters in the country that is also insisting on subsidies for its services.  相似文献

This article synthesizes lessons and outcomes from the second international Coastal Zone Asia-Pacific conference (CZAP) on “Improving the Quality of Life in Coastal Areas,” held in Brisbane in September 2004. The conference theme was chosen as a follow-up from the first CZAP that identified priority actions in response to the increasing recognition of social issues in coastal management, particularly those aiming to improve the state of the coastal areas in the Asia-Pacific region. The second CZAP explored the “quality of life” theme by placing emphasis on rectifying coastal poverty, sustaining livelihoods, and protecting cultural heritage. Mechanisms to address these issues were explored through international agreements, participatory research, capacity building, and education, as well as the continuing need for integrated planning, environmental management, and effective monitoring and evaluation. A post-conference survey showed that the second CZAP resulted in 122 initiatives (82 underway and another 40 planned) to progress the improvement of quality of life in coastal areas. These initiatives ranged from the establishment of a unit that is responsible for river basin and coastal zone management by the Thua Thien Hue provincial government in Vietnam, to a collaborative on-ground livelihoods project between NGOs, government, and financial institutions on coastal zone management facilitated by the Asian Development Bank. However, the authors argue that two key challenges for ICM in the Asia-Pacific region remain. These challenges relate to the effective monitoring and evaluation of ICM initiatives, as well as matching future ICM initiatives to emergent priority areas.  相似文献

Centralized, top-down fisheries management models based on biological stock-recruitment have, at best, achieved limited success when adapted to Third World fisheries. Comanagement, a resource management approach oriented towards resource users and their communities, has been proposed as an alternative strategy for managing Third World fisheries. We examine the initial success and subsequent problems of one such collaborative coastal zone management project on St. Lucia's leeward coast. Factors that must be considered in the development, implementation, and maintenance of coastal comanagement systems operating in the contexts of tropical marine ecosystems in developing nations are identified and discussed.  相似文献
