In 1991 the Philippine government shifted many coastal management responsibilities to local governments and fostered increased local participation in the management of coastal resources. In their delivery of integrated coastal management (ICM) as a basic service, many local governments have achieved increasing public awareness of coastal resource management (CRM) issues. Continuing challenges are financial sustainability, inadequate capacities, weak law enforcement, and lack of integrated and collaborative efforts. To address these challenges, a CRM certification system was developed to improve strategies and promote incentives for local governments to support ICM. This system is being applied by an increasing number of local governments to guide the development and implementation of ICM in their jurisdiction. The CRM benchmarks required for a local government to achieve the first level of certification are: budget allocated, CRM related organizations formed and active, CRM plan developed and adopted, shoreline management initiated and two or more best practices implemented. Implementation is providing tangible benefits to communities through enhanced fisheries production associated with MPAs, revenues from user fees and enhanced community pride through learning exchanges and involvement in decisions, among others. 相似文献

Coastal erosion is a serious problem that affects the safety and livelihoods of many coastal dwellers along Ghana's coast. Despite the fact that coastal erosion is a natural phenomenon, erosion trends have been largely aggravated by human-induced factors. This study analyzed shoreline change rates for three neighbouring coastal communities in the Central region of Ghana; Elmina, Cape Coast and Moree. Two epochs were analyzed, 1974–2012 (medium-term) and 2005–2012 (short-term), using ArcGIS and Digital Shoreline Analysis System. Overall, the entire study area recorded average shoreline change rates of ?1.24 myear?1 and ?0.85 myear?1 in the medium-term and short-term period respectively. Less consolidated shoreline segments recorded higher erosion rates in both periods while cliffs and rocky segments experienced very little erosion or high stability. Because shorelines undergoing chronic erosion do not fully recover after short-term erosion events such as storms, facilities located close to such shorelines are threatened. Taking a proactive approach to coastal erosion management, such as coastal sand mining prevention, inter-sectoral land use management and adopting a construction setback approach may be prudent for the long-term management of the coast since this recognizes future shoreline changes and safeguards coastal landscape for other uses. 相似文献

Recent estimates by J. Gosselink, E. Odum, and R. Pope of the economic value of natural wetlands have had considerable impact on analyses and discussions of public policies concerning natural wetlands management. However, these economic value estimates are neither conceptually nor empirically correct. First, these workers failed to recognize the nature of the process by which economic values are determined and made an illegitimate marriage of the principles of systems ecology and economic theory. Second, where Gosselink et al. attempted to apply proper economic principles, their calculations resulted in economic value estimates that are most likely in error. 相似文献

One of the major barriers to addressing complex social–ecological issues through integrated coastal management (ICM) is a lack of intergovernmental coordination and cooperation (horizontal and vertical fragmentation). This article describes an effort to overcome the barriers to ICM in Sri Lanka by fostering intergovernmental collaboration and initiating adaptive governance to restore one town, Hikkaduwa, and its associated marine protected area (MPA) and coastal zone habitats. Administrators from 12 national and local governmental agencies that are responsible for aspects of coastal management in the town of Hikkaduwa participated in a series of formal and informal workshops and a week-long tour of ICM projects in the Philippines. Outcomes demonstrate that these informal and formal meetings, workshops, and travel experiences fostered trust, social capital, and attitudinal organizational commitment (AOC). The experiences motivated members to overcome vertical and horizontal governance fragmentation through the formation of an independent intergovernmental committee for the restoration of Hikkaduwa into a sustainable and resilient community. ICM activities undertaken by the newly formed organization suggest that internal leadership capacity, effective local–national partnerships, explicitly linked ecological–economic projects, and long-term commitment are necessary conditions for success. The Mediterranean area plays a pivotal role within the definition and implementation of regional strategies for integrated coastal zone management (ICZM). Under the umbrella of the Regional Framework Operation BeachMed-e, a research project was carried out in five Mediterranean EU regions (East Macedonia and Thrace in Greece, Lazio, Liguria, and Emilia Romagna in Italy and Languedoc-Roussillon in France), in order to study the different approaches to ICZM that have been applied and also to test new approaches to these regions. The aim of this article is to present and discuss the results of the common surveys conducted in order to investigate the institutional stakeholders’ perception on ICZM in the five Mediterranean regions considered. The results are presented region by region, while comparisons are carried out among regions. Summarizing the results it can be stated that some differences and common problems affecting the coastal decision-makers of the five Mediterranean regions considered were identified. Particularly, stakeholders involved in coastal management generally perceived a lack of collaboration and a poor information exchange in all the regions, resulting sometimes in a lack of awareness on coastal erosion issues. 相似文献

This article discusses the impact of the Norwegian government's administrative reform on the management of the Norwegian aquaculture industry and coastal areas. The 2010 reform of government administration strengthened the County Councils’ role in issues of aquaculture at the expense of the regional offices of the Directorate of Fisheries. The aim of the reform was to increase self-governance through decentralization. However, international trends in coastal zone and marine resource management are moving in the opposite direction, aiming at more integrated and ecosystem-based approaches involving the management of larger, rather than smaller, geographic regions. This article examines the possible effects of this reform in light of the move from government to governance, and in the context of a broad policy shift toward a more integrated, ecosystem-based management (EBM) of the coastal zone. Based on insights from multi-level and coastal zone governance debates, we argue that an unintended consequence of the Norwegian administrative reform could be increased fragmentation of the aquaculture governance system, as well as a reduced capacity to implement EBM-related measures. At the same time, the reform might improve coastal zone planning, although a further step toward integrated coastal zone management (ICZM) would require a greater delegation of authority to the County Councils. 相似文献

Australia's coastal environments are exposed to great pressures. Adequate policy and management measures are required to ensure the protection of coastal assets now and for future generational use. However, recent government reports and academic literature have highlighted that improved science uptake into policy is needed to ensure coastal communities are protected from impacts such as climate change. The literature suggests that individuals, coined champions, can play an important role in influencing the use of science by policymakers. However, a paucity of research exists surrounding the role of these individuals. This research explores the role of champions in enabling science uptake into policy in the Australian coastal zone, investigating champion characteristics and strategies used in influencing policymakers. A mixed-methods approach to the research was employed, integrating a paper/online survey of people involved in Australian coastal management and in-depth, semi-structured interviews with champions nominated by their peers from the survey. Fourteen key coastal champion characteristics were identified from the survey. Furthermore, the champion interviews identified strategies for influencing science use by policymakers. From these findings a conceptual model was created. In order to enable coastal champions to be fostered, a six-step process was developed that incorporates the use of the conceptual model. 相似文献

Four decades ago Australia was credited as being an early leader in implementing integrated coastal management (ICM). Nevertheless, as a federation of states and territories Australia has since struggled to fully implement vertical integration of its coastal governance arrangements. In particular the federal government has historically possessed only a minor role in coastal management despite the recommendations of several major inquires suggesting that this role needed to be enhanced. This article examines a series of circumstances and events over the past two years in Australia that has created the opportunity for the federal government to adopt a more significant and prominent role in coastal management and hence to substantially complete the vertical integration of ICM in Australia. These stimuli for coastal policy reform could also play a role in enhancing ICM in other federated nations. 相似文献

To appreciate the present, sometimes you need to reflect on the past and wonder “what if?” This is one of those times. In recognition of the 40th anniversary of the Coastal Zone Management Act and acknowledgment of the dedication of the program's practitioners, it is important to note that the successful implementation of the Nation's primary coastal law has depended, and will continue to depend, on its legitimacy and institutionalization in the political culture of the country. Today, the national coastal management program, while underfunded and, in recent years, subject to wavering political support, has nevertheless reached a certain level of stability to safeguard the country's coastal resources. To achieve the desired outcomes of ecosystem-based or integrated coastal management, paradigm shifts must occur in all stages of the policy process. This article focuses on the evaluative stage following policy implementation, specifically on the use of coastal ecosystem condition indicators. A review of the recent literature suggests that coastal ecosystem condition indicators with too broad a scale or too narrow a scope lose utility and applicability. An analysis of these problems of scale and scope reveals that the process through which an index is designed and selected can hinder or heighten its validity. Local and diverse stakeholder input can help to ameliorate weaknesses, increasing the evaluative validity of coastal ecosystem condition indicators. 相似文献

A sustainable fisheries development indicator system (SFDIS) is proposed in this article to monitor management of Taiwan's offshore and coastal fisheries. Demonstration of its application shows that the ecological index is tending toward sustainability but to conserve fisheries’ resources it is necessary to strengthen habitat protection and management through a partnership approach. The economic index is tending toward unsustainability as a result of a decline in fisheries’ Gross Domestic Product (GDP), value, economic production, and investment. An aging fisherman population and decreasing social performance and resilience contribute to unsustainability of the social index. By contrast, the institutional index is sustainable because of improved management efficiency, ability, and capacity-building. However, some problems exist with regard to compliance and acceptability of institutional expense. Overall, the SFDIS suggests that an increase in employee number, incorrect statistical data, and unacceptable institutional expense will make Taiwan's offshore and coastal fisheries unsustainable in the long run. 相似文献

Access to current, comprehensive, and reliable spatial information is necessary for informed decision making in integrated coastal and ocean management. This need is being met through development of a marine spatial information infrastructure that encompasses both technological and institutional responses. This article traces Canada's experience in developing a marine spatial information infrastructure over the last 30 years starting with the compilation of coastal atlases, through the development of geographic information systems, to remote data acquisition instruments and Web mapping portals. Because of the plethora of initiatives, it has been essential to be selected and limit the number and choice of examples. The institutional response has lagged behind that of technological innovation and hinges on understanding users’ needs and decision support drivers, sustainability of institutional and individual champions, and, above all, cooperation and collaboration among the broad community of practice. 相似文献

Nearly 40 years on since its first tentative steps in North America, this article considers whether Integrated Zone Coastal Management (ICZM) in Europe has grown to maturity as a form of governance. The article summarizes the findings of recent research concerning the levels of implementation of coastal management in Europe, with particular reference to the UK experience. A research framework is used to identify the different motivations behind the social actor groups involved in coastal management. The application of this framework reveals four major findings about gaps in implementation: (1) the complexity of responsibilities at the coast continues to prevent agencies from taking a “joined-up” approach; (2) a policy vacuum is constraining implementation from national to local scales; (3) informational obstacles are significant in preventing co-ordination between science and policymakers, and between different sectors; (4) a democratic deficit is preventing implementation in the working practices of coastal stakeholders, with little opportunity in decision making for public comment or local accountability, especially offshore. The article also explores different conceptualizations of the role of coastal management and planning held across Europe, providing an analysis using the Strategic Management literature and the experience of the EU Demonstration Programme on Integrated Coastal Zone Management (1996–1999). Recent arrangements, with the availability of priming funds from the European Commission and emphasis on “pilot” and “demonstration” methods, have tended to encourage a project-based approach to ICZM that may fail to realize long-term objectives. The article seeks to present an analysis of the behaviors of scientists, academics, policymakers, and practitioners, and will be of interest to all those seeking to establish ICZM within the wider system of governance, as supported by the Commission of the European Community (2000) Communication on ICZM (COM 547). Some technical solutions are also offered from the UK experience that will be of use to coastal project officers working at national and regional levels. 相似文献

Coastal management information is frequently communicated to stakeholders and the public through complicated management documents and engineering plans. With the recognition that public involvement in coastal decision-making processes should be widened have come calls to develop new techniques to communicate complicated coastal information. Using Virtual Reality Geographical Information Systems and visualization packages, such information may be presented using formats more suitable for public consultation and information dissemination exercises than those currently employed. Using a site on the north Norfolk coast of England, an integrated Geographical Information Systems based methodology is presented that allows the visualization of proposed coastal management interventions. Visualizations have been produced that can be published in traditional paper-based management documents, or electronically. The different visualizations are compared and the technical issues surrounding their use discussed. It is argued that the methodology has clear advantages over traditional communication methods, although further research is necessary to determine how it may be practically employed by coastal managers. 相似文献

Despite the emphasis placed on the contextual nature of integrated coastal management (ICM) implementation in the literature, many uniformities are encountered in ICM implementation worldwide. In this article the tangled threads of ICM practice are unravelled and a theoretically founded set of criteria for evaluating the design of ICM implementation models is provided. First, paradigms in integrated environmental management (IEM) implementation, the broader domain within which ICM practice is nested, are characterized in terms of their key concepts. Next, the paradigms are used as a mechanism to distill uniformities in ICM practice as reported in review articles. Finally a set of fourteen building blocks against which the scientific credibility of contextual, country-specific ICM implementation models can be validated, is generated by translating the theory-based characterization into evaluation criteria readily accessible to practitioners. 相似文献

Community participation has become something of an orthodoxy within natural resource management. In the absence of an explicit strategy for democratization and capacity-building the notion of community participation is potentially meaningless and its application likely to mask decisions made in the interests of elite groups. This article examines the shortcomings of participatory processes in coastal resource management and seeks to identify and overcome constraints to democratization and capacity-building for Indigenous Australians. Using two coastal catchments in Central Queensland as a case study, we explore relations of power among stakeholders using Stakeholder Analysis to provide a platform for more effective deliberative participation by this group of stakeholders. Discussion of the specific barriers to participation identified by Aboriginal stakeholders will demonstrate the need to adopt notions of capacity-building that focus not only on the attributes of the individual stakeholder that might facilitate their participation, but on the characteristics also of the decision-making environment. 相似文献

Abstract Threats to the survival of West Indian manatees (Trichechus manatus) vary throughout their range so that protection of this endangered species requires careful planning on a regional and local basis. The importance and vulnerability of various components of manatee habitats in the Crystal River area of northwestern Florida were assessed, using an ordinal‐combination mapping technique similar to procedures practiced in urban and regional planning. Habitat components were mapped and evaluated in juxtaposition with relevant characteristics of human use of the area, to identify areas of existing and potential manatee/human conflicts in need of reconciliation. Areas evaluated as the most important manatee habitats within this region include Crystal Bay and River, Homosassa River, and the Suwannee River estuary. Existing overlap of human activities with important manatee habitats is most critical near the urban communities of Crystal River and, to a lesser degree, Homosassa Springs. The need for integration of this ecological information into coastal land‐use planning is discussed. 相似文献

Abstract One of the consequences of sea level rise resulting from the greenhouse effect is increased coastal erosion. This article discusses a model of erosion that can be used to estimate the response of beaches to sea level rise. The model is applied to Ocean Beach, California, with particular attention to the consequences of accelerated erosion for the San Francisco Westside Sewer Transport. Results obtained show that erosion produced by accelerated sea level rise could cause substantial damage to the structure. Large expenditures on beach nourishment will be required to protect the transport and the recreational value of the beach. 相似文献
