The Mediterranean area plays a pivotal role within the definition and implementation of regional strategies for integrated coastal zone management (ICZM). Under the umbrella of the Regional Framework Operation BeachMed-e, a research project was carried out in five Mediterranean EU regions (East Macedonia and Thrace in Greece, Lazio, Liguria, and Emilia Romagna in Italy and Languedoc-Roussillon in France), in order to study the different approaches to ICZM that have been applied and also to test new approaches to these regions. The aim of this article is to present and discuss the results of the common surveys conducted in order to investigate the institutional stakeholders’ perception on ICZM in the five Mediterranean regions considered. The results are presented region by region, while comparisons are carried out among regions. Summarizing the results it can be stated that some differences and common problems affecting the coastal decision-makers of the five Mediterranean regions considered were identified. Particularly, stakeholders involved in coastal management generally perceived a lack of collaboration and a poor information exchange in all the regions, resulting sometimes in a lack of awareness on coastal erosion issues.  相似文献

This article presents an approach that couples coastal ecosystem modeling with integrated environmental assessment methodologies to support coastal management. The focus is to support the development of an ecosystem approach to aquaculture management including interactions with watershed substance loading. A Chinese bay, with intense aquaculture and multiple catchment uses, and where significant modeling efforts were undertaken is used as a case study. The ecosystem model developed for this bay is used to run scenarios that test the local management strategy for nutrient reduction. The corresponding ecological and economic impacts of the managers’ scenarios are analyzed by means of the Differential Drivers-Pressure-State-Impact-Response (ΔDPSIR) analysis. Emphasis is given to the analysis of the eutrophication process in the bay including present eutrophic condition and the expected changes due to the simulated scenarios. For this purpose, the Assessment of Estuarine Trophic Status (ASSETS) screening model is a valuable tool to interpret and classify the data and model outputs regarding eutrophication condition and to evaluate the manageable level of the nutrient loading entering in the bay.  相似文献

Four decades ago Australia was credited as being an early leader in implementing integrated coastal management (ICM). Nevertheless, as a federation of states and territories Australia has since struggled to fully implement vertical integration of its coastal governance arrangements. In particular the federal government has historically possessed only a minor role in coastal management despite the recommendations of several major inquires suggesting that this role needed to be enhanced. This article examines a series of circumstances and events over the past two years in Australia that has created the opportunity for the federal government to adopt a more significant and prominent role in coastal management and hence to substantially complete the vertical integration of ICM in Australia. These stimuli for coastal policy reform could also play a role in enhancing ICM in other federated nations.  相似文献

The Disability Discrimination Act (1995, amended 2005), Equality Act (2010 Equality Act. 2010. Equality Act. http://www.legislation.gov.uk/ukpga/2010/15/contents#openingWholeMod (accessed May 17, 2012) [Google Scholar]), EU Disability Action Plan (2003 –2010), and EU Disability Strategy (2010–2020) were designed to make equal opportunities a “reality.” As 16% of the EU population, is statutorily disabled there are considerable implications for beach management. Research examples of beach users include swimmers, anglers, etc. - but rarely people with learning disabilities (LD). This paper considered beach users with LD and their appreciation of three different coastal classifications in South Wales. Because of their disabilities, the research applied a participatory photo interpretation methodology (photovoice). A comparison of the LD ranking of beach issues was made with rankings provided by the general public at the same beaches. Results demonstrated some similarities between LD and general public coastal needs, but identified the need for specific considerations to be made by beach managers for LD users, including informed self-advocacy, use/application of signage, instructive access and a requirement for baseline information gathering. The research proposes an integrated coastal access model from which coastal management/gatekeepers can consider LD needs within coastal strategies. Finally, findings highlight the use of photovoice in coastal research projects and the need for innovative methodological considerations when researching certain groups.  相似文献

Although coastal tourism is often looked to as a way of generating foreign revenue, it can also engender a range of social and environmental impacts. From an historical perspective, this article examines the growth of Cancún in the Mexican state of Quintana Roo since the late 1960s. The article documents a range of socioeconomic and environmental impacts associated with the rise of coastal tourism, and suggests that centralized planning and the provision of physical and financial infrastructure does not prevent those impacts. The principal causes of these impacts are also described, including changes in land-usage, population, tourism markets, foreign market penetration and control, an emphasis on short-term economic gain, weak regulatory enforcement, and an overall lack of integration of coastal zone management.  相似文献

One of the major barriers to addressing complex social–ecological issues through integrated coastal management (ICM) is a lack of intergovernmental coordination and cooperation (horizontal and vertical fragmentation). This article describes an effort to overcome the barriers to ICM in Sri Lanka by fostering intergovernmental collaboration and initiating adaptive governance to restore one town, Hikkaduwa, and its associated marine protected area (MPA) and coastal zone habitats. Administrators from 12 national and local governmental agencies that are responsible for aspects of coastal management in the town of Hikkaduwa participated in a series of formal and informal workshops and a week-long tour of ICM projects in the Philippines. Outcomes demonstrate that these informal and formal meetings, workshops, and travel experiences fostered trust, social capital, and attitudinal organizational commitment (AOC). The experiences motivated members to overcome vertical and horizontal governance fragmentation through the formation of an independent intergovernmental committee for the restoration of Hikkaduwa into a sustainable and resilient community. ICM activities undertaken by the newly formed organization suggest that internal leadership capacity, effective local–national partnerships, explicitly linked ecological–economic projects, and long-term commitment are necessary conditions for success. Overall, attainment of sustainability and resilience through successful ICM should be thought of as a journey and not a destination.  相似文献

On dynamic coastal sites, subject to rapid and sometimes unpredictable shoreline changes, management problems can be aggravated if legally authoritative maps are obsolete. These difficulties are illustrated by two case studies from County Donegal in northwest Ireland. The first case study outlines the problems that arise where statutory functional area boundaries are based on a near century-old map. The second case study deals with the problems of planning development on a site where a customized map only a few years old has been rendered obsolete by rapid coastal erosion. Other problems are caused by the inappropriate use of maps. Suggestions are made to mitigate the effects of outdated maps.  相似文献

Coastal areas are experiencing high levels of development, largely driven by a number of aesthetic and recreational factors, increased mobility, availability of disposable income for middle and upper income groups and the promise of job opportunities and improved economic well-being for lower income groups. As existing coastal urban nodes expand development “shifts” to less developed areas and places increasing pressure on the surrounding natural environment. This article considers the coastal zone of two municipalities in the Eastern Cape, South Africa, with similar environmental characteristics but disparate socioeconomic and governance histories. It identifies and integrates the drivers of development and land use change in the coastal zone of these municipalities by means of an adapted Driver-Pressure-State-Impact-Response (DPSIR) Framework. Development and land use change are driven by a combination of social, economic, and legislative factors that need to be considered for future management and planning in this unique dynamic system.  相似文献

Development of awareness and capacity is a central component to the delivery of ICM and spans from local communities to national-level politicians. Education and training activities associated with ICM must be extremely varied to match both the existing capacity and role that the stakeholders play within the process of ICM. Consequently, there cannot be considered any effective “generic” ICM training; training must be tailored to match the requirements of target groups. The transfer and uptake of good-practice thus becomes an important aspect of quality enhancement in ICM capacity development. Six case studies from the Asia-Pacific region are presented that show diverse and innovative examples of good practice. A comparative analysis of these case studies is carried out in terms of institutional level of impact. In addition a generic systems-based evaluation framework is used to determine the extent to which the training impacts upon ICM implementation indicators. It is concluded that the exchange, transfer, and translation to local conditions of appropriate good practice in ICM capacity development can be an important element in enhancing the impact of ICM programs on the coastal environments and societies. Furthermore, there appears to be a positive link between the involvement of national/state/regional stakeholders in capacity-building initiatives and impacting a wider variety of indicators of ICM delivery.  相似文献

This article provides a brief introduction to the theme issue on “The role of geography in contemporary coastal management policy and practice.” The theme is addressed through a suite of seven articles that collectively consider how geographical understandings and methods relate to contemporary coastal policy and practice. Transitioning ocean governance into an integrated ecosystem-based approach requires improved knowledge of existing governance arrangements. This article presents a software tool, MINOE, to assist policymakers, scientists, and others involved in ecosystem-based management initiatives to navigate through management documents as they relate to a user-defined ecosystem. The tool uses a conceptually modeled ecosystem, defined by the user, and text analysis of a set of management-related documents to determine which ecosystem linkages are potentially acknowledged in the documents. For illustration, the set of documents included with MINOE currently (and used to demonstrate the software in this article) are laws and regulations from four geopolitical jurisdictions for the year 2006; however, users may also import other documents for a more tailored application. Features include an interactive matrix containing results about the set of management documents within the user's scope and scale of interest. In addition, MINOE includes metrics and visualization tools to synthesize information derived from the documents. The article presents the software tool, describes potential uses for the tool, and ends with a discussion of future work to expand the program.  相似文献

It is a fact that coastal zones in the Mediterranean are becoming progressively more seriously degraded. Instrumental to the phenomenon in Spain is the evident failure of the coastal management that the institutions have pursued for over three decades, both under the old, state-centralized model, and the new organizational model with the political division of land into autonomous regions. This failure can in part be explained not only by the inadequate tools the administration possesses to address the dynamism and complexity of the new economic activities that have sprung up along the coast, but also by incoherent sectoral policies. Finally, there has been no all-encompassing political strategy capable of dealing with coastal communities' demands for development and the need for the protection of ecosystems and their natural resources. All this has resulted not only in a deterioration of the area, but also in the discrediting of actions implemented by the institutions, and their plans and programs being perceived as an obstacle to economic development.  相似文献

Dangerous marine stingers (jellyfish) are an emotive issue in tropical Australia, where they are widely regarded as the number one marine health threat. However, numerous severe and fatal stings have been reported throughout the tropical and temperate seas of the world, indicating that marine stingers are a global health problem. Further, life-threatening jellyfish stings are more frequently reported globally now compared to earlier decades, possibly as a result of improved recognition and reporting, or increased spatial and/or temporal distribution or densities. As stinging incidents may also have significant financial implications (lost tourism revenues and liability settlements), and the treatment of envenomed patients comes at high cost to the taxpayer, this issue is also a management challenge. This article outlines suggested approaches, based largely on Australian experience, for dealing with this under-recognized global coastal management issue.  相似文献

The Southeast Atlantic Coastal Ocean Observing System (SEACOOS) collects, manages and disseminates coastal oceanic and atmospheric observation information along the Atlantic coast of the southeastern United States. This article estimates the benefits of SEACOOS information in eleven benefit categories. Following a methodology used in similar studies of other U.S. coastal regions, we evaluate the impacts of conservative changes in economic activity in each benefit category. The annual economic benefit of SEACOOS information is $170 million (2003 $), an estimate that falls between annual benefits of $33 million for the Gulf of Maine region and $381 million for the Gulf of Mexico.  相似文献

As tourists are sensitive to weather conditions and changes to the environments they visit, it is likely that climate change will affect coastal recreation in the future. To understand these impacts, it is first important to quantify how visitor numbers are associated with beach characteristics and weather patterns. Using the East Anglian coastline, UK, as a case study, information on the spatial distribution of visitors recorded from aircraft flights is combined with beach characteristic data in a Geographical Information System. In addition, surveys are undertaken at two beaches to assess temporal variations in visitation. The study finds a diverse range of characteristics are associated with visitor numbers. These findings are evaluated alongside the anticipated effects of climate change and management policies. Although it is predicted that warmer weather will increase visitor numbers overall, sea-level rise may reduce numbers at wide sandy beaches, which are currently most preferred by tourists.  相似文献

Although setback zones and lines are considered as a powerful coastal zone management tool ensuring public access, protecting the coastal ecosystem and minimizing natural hazards over developments, the lack of a solid and objective Mediterranean methodological framework for coastal setbacks demarcation appears profound. Especially for countries like Greece, this deficiency leads to long legal disputes encouraging illegal construction on the coastline. In this article a methodology on coastal setbacks demarcation over rocky, impermeable shores is proposed, followed, and implemented along a Greek shoreline, serving as a pilot case study. The methodology is consistent with the requirements of the integrated coastal zone management (ICZM) Protocol and the Greek legislation (L. 2971/2001), aiming to determine the “highest winter waterline,” accounting for the tidal and storm surge effects, the sea-level rise due to climate change impact, the extreme offshore wind and wave analysis, and the maximum potential wave run-up. Such a tool may bridge the gap between legislative provisions and actual ICZM Protocol implementation improving regional coastal management and planning.  相似文献

The Gulf of California hosts astounding biodiversity that supports numerous economic activities in the region. These activities, and emerging threats, are placing pressure on the region's ecosystems. Government and civil society are working to address threats through several conservation and management mechanisms. Nevertheless, the use and incorporation of scientific information—a key component for creating effective and durable management—is still deficient. This article presents the concept of science integration and discusses the findings of a study that assesses the regional landscape, existing institutional arrangements, and capacity for using science to inform policy and management decisions. It also explores the current use of science within fisheries policy and management and the capacity of the National Network of Information and Research of Fisheries and Aquaculture (RENIIPA) and the State Fisheries and Aquaculture Councils, two mechanisms in the region. Finally, it shares lessons learned and offers recommendations on how the region can strengthen science-based decision-making. Results indicate that while there are some actors in the Gulf of California producing relevant science, there is varying capacity of intermediary groups connecting producers with users of science, or mechanisms in place to ensure that science is being utilized in decision-making processes. Moreover, despite having a well-developed landscape of producers and intermediaries and mechanisms in place for fisheries management in the region, effective science integration is not occurring.  相似文献

The coastal zone is an interaction region between land and ocean and an interface of geosphere, hydrosphere, atmosphere, and biosphere, as well as greatly affected by human activities. Driven by economic activities and increased population, urbanization is rapidly developing in coastal zones, and a series of land resource and environmental conflicts have occurred, especially in developing countries at times of economic transition. This article reports a case study of the Shandong Peninsula of East China. We analyze the land-use practices and land cover changes of six cities over a timeframe of nearly a decade. We then review the management conflict issues. The most commonly encountered conflicts fall into three categories: those between expanding constructed land and decreased cultivated land; those between land resource utilization and conservation; and those between increasing demand for land and degrading land quality. All in all, they reflect the fundamental conflicts between short-term economic development gains and long-term food security and ecosystem sustainability. This article puts forward an institutional approach to coordinate these conflicts so as to realize integrated and coordinated coastal management.  相似文献

Scientific knowledge is central to “good” governance of coastal spaces: developing methods through which the complexities of the coastal zone can be understood by stakeholders to improve the sustainable management of coastal systems. Enhancing our knowledge of the range of processes that shape coastal spaces and define the total behavioural environment of the system remains a primary challenge for the coastal research community. However, this article raises the argument that current approaches to Integrated Coastal Zone Management (ICZM)—the preferred governing framework for the coastal environment, do not give sufficient emphasis to this fundamental need. Improving the basic scientific knowledge that underpins policymaking at the coast is argued to be urgently needed. Issues such as that of developing a communality of the purpose and approach between stakeholders within the coastal zone (through conflict resolution and access to information, for example) seem to claim the rights of the integrated management research agenda. However, the very nature of ICZM as “worthwhile coastal management” requires that integrated management represents more than a governing framework. Successful integration in coastal management must also be underpinned by knowledge of the integrated behavior of the system. Science has an increasingly marginalized position within ICZM and as a result geographers, contributing knowledge of the patterns and processes of the human and environmental landscapes, are also becoming a disappearing breed in integrated coastal management.  相似文献

A sustainable fisheries development indicator system (SFDIS) is proposed in this article to monitor management of Taiwan's offshore and coastal fisheries. Demonstration of its application shows that the ecological index is tending toward sustainability but to conserve fisheries’ resources it is necessary to strengthen habitat protection and management through a partnership approach. The economic index is tending toward unsustainability as a result of a decline in fisheries’ Gross Domestic Product (GDP), value, economic production, and investment. An aging fisherman population and decreasing social performance and resilience contribute to unsustainability of the social index. By contrast, the institutional index is sustainable because of improved management efficiency, ability, and capacity-building. However, some problems exist with regard to compliance and acceptability of institutional expense. Overall, the SFDIS suggests that an increase in employee number, incorrect statistical data, and unacceptable institutional expense will make Taiwan's offshore and coastal fisheries unsustainable in the long run.  相似文献
