This survey investigates the state-of-the-art in operations and systems-related studies of wireless charging electric vehicles (EVs). The wireless charging EV is one of emerging transportation systems in which the EV’s battery is charged via wireless power transfer (WPT) technology. The system makes use of charging infrastructure embedded under the surface of the road that transfers electric power to the vehicle while it is in transit. The survey focuses on studies related to both dynamic and quasi-dynamic types of wireless charging EV – charging while in motion and while temporarily stopped during a trip, respectively. The ability to charge EVs while in transit has raised numerous operations and systems issues that had not been observed in conventional EVs. This paper surveys the current research on such issues, including decisions on the allocation of charging infrastructure; cost and benefit analyses; billing and pricing; and other supporting operations and facilities. This survey consists of three parts. The first provides an orienting review of terminology specific to wireless charging EVs; it also reviews some past and ongoing developments and implementations of wireless charging EVs. The second part surveys the research on the operations and systems issues prompted by wireless charging EVs. The third part proposes future research directions. The goal of the survey is to provide researchers and practitioners with an overview of research trends and to provide a guide to promising future research directions.  相似文献

European legislation implies the use of marginal social cost pricing in rail access charges levied on rail operators. Thus, they may include specific environmental charges to internalise the impacts of rail transport. However, when applying these principles in practice, several difficulties call for second-best settings adapted to the particularities of the rail market. In this context, few European railway administrations are already implementing rail access charges with an environmental dimension. This paper reviews the literature on the issue and assesses the current European experience in noise and air pollution rail charges. For this purpose, an analytical framework is built on the definition of four basic dimensions: charging approach, allocation of abatement efforts, degree of differentiation and intermodal approach. The qualitative examination of the existing systems suggests that the level of environmental surcharges can be generally increased given the low substitutability between rail and road and that the range of abatement possibilities should be enlarged by further differentiating charges. It is also found that the pricing scope should be adapted to achieve particular cost-efficient allocations of abatement efforts among rail operators and upstream agents. Finally, further research requirements for a quantitative assessment are defined.  相似文献

The acceptability of road pricing has attracted considerable attention among researchers over the last decade, as is evident in the amount of literature about transport and environmental economics. The general conclusion from these studies has been that there is low acceptability for road pricing among car users. In this paper, we add more knowledge to the existing literature by conducting an acceptability study of road pricing in Vienna, where such a study has never been conducted before. We used a replication study approach where a previous approach used in the EU research project AFFORD (acceptability of fiscal and financial measures and organisational requirements for demand management) was replicated for Vienna and further supplemented with a conjoint analysis. In order to examining whether the Vienna study confirms previous findings. We investigated the acceptability of two concrete policy packages factors influencing this acceptability, and preference patterns that can be used in designing a road pricing policy for Vienna. The survey reveals a higher acceptability if road pricing schemes lead to perceived personal benefits. According to the multivariate analyses, the “personal outcome expectations”, “social norm” and “perceived effectiveness” variables account for more than 50 % of the criterion variance and therefore these are the most influential factors. Road pricing schemes can be an effective transport management instrument for a city particularly if they are associated with direct investment in public transport and public infrastructure. Thus, personal benefits can be perceived more easily and direct effects can be expected.  相似文献

The benefit, in terms of social surplus, from introducing congestion charging schemes in urban networks is depending on the design of the charging scheme. The literature on optimal design of congestion pricing schemes is to a large extent based on static traffic assignment, which is known for its deficiency in correctly predict travel times in networks with severe congestion. Dynamic traffic assignment can better predict travel times in a road network, but are more computational expensive. Thus, previously developed methods for the static case cannot be applied straightforward. Surrogate‐based optimization is commonly used for optimization problems with expensive‐to‐evaluate objective functions. In this paper, we evaluate the performance of a surrogate‐based optimization method, when the number of pricing schemes, which we can afford to evaluate (because of the computational time), are limited to between 20 and 40. A static traffic assignment model of Stockholm is used for evaluating a large number of different configurations of the surrogate‐based optimization method. Final evaluation is performed with the dynamic traffic assignment tool VisumDUE, coupled with the demand model Regent, for a Stockholm network including 1240 demand zones and 17 000 links. Our results show that the surrogate‐based optimization method can indeed be used for designing a congestion charging scheme, which return a high social surplus. The objective of this study is to examine the effect of road pricing on people’s tendency to adapt their current travel behavior. To this end, the relationship between changes in activity-travel behavior on the one hand and public acceptability and its most important determinants on the other are investigated by means of a stated adaptation experiment. Using a two-stage hierarchical model, it was found that behavioral changes themselves are not dependent on the perceived acceptability of road pricing itself, and that only a small amount of the variability in the behavioral changes were explained by socio-cognitive factors. The lesson for policy makers is that road pricing charges must surpass a minimum threshold in order to entice changes in activity-travel behavior and that the benefits of road pricing should be clearly communicated, taking into account the needs and abilities of different types of travelers. Secondly, earlier findings concerning the acceptability of push measures were validated, supporting transferability of results. In line with other studies, effectiveness, fairness and personal norm all had a significant direct impact on perceived acceptability. Finally, the relevance of using latent factors rather than aggregate indicators was underlined.  相似文献

European urban areas are marred by the problems of congestion and environmental degradation due to the prevailing levels of car use. Strong arguments have thus been put forward in support of a policy based on marginal cost pricing (European Commission 1996). Such policy measures – which would force private consumers to pay for a public service that was previously provided "for free" – are, however, notoriously unpopular with the general public and hence also with their elected representatives – the politicians. There is thus an obvious tension between economic theory, which suggests that marginal cost pricing is the welfare maximising solution to urban transport problems, and practical experience, which suggests that such pricing measures are unwanted by the affected population and hence hard to implement through democratic processes. The AFFORD Project for the European Commission has aimed to investigate this paradox and its possible solutions, through a combination of economic analysis, predictive modelling, attitudinal surveys, and an assessment of fiscal and financial measures within a number of case study cities in Europe. In this paper the methodology and results obtained for the Edinburgh case study are reported in detail. The study analyses alternative road pricing instruments and compares their performance against the theoretical first best situation. It discusses the effect of coverage, location, charging mechanism and interaction with other instruments. The paper shows that limited coverage in one mode may lead to a deviation from the user pays principle in other modes, that location is as important as charge levels and that assumptions about the use of revenues are critical in determining the effect on equity and acceptability. Finally the results show that a relatively simple smart card system can come close to providing the economic first best solution, but that this result should be viewed in the context of the model assumptions.  相似文献

This paper explores the effects of road user charging throughout England. It develops a model to test charging scenarios including revenue raising and revenue neutral charging options, and economically efficient pricing. For each scenario we estimate effects on traffic volumes, user charges and fares, subsidies, environmental costs, benefits to consumers, government revenue, and overall net benefits. We show that appropriate charging structures coupled with compensating reductions in existing motoring taxes can make a real difference to traffic growth, congestion and environmental damage, and can relieve pressure to build new roads.  相似文献

This paper analyzes the efficiency and political acceptability of road pricing and infrastructure policies targeted at relieving urban congestion. It combines a stylized transport model of an urban road network with a model of the political process that incorporates interactions between voters, citizen interest groups and politicians to explore the possibilities to reach political acceptability for efficient transport policies. In a numerical illustration, the paper compares a set of pricing and investment policies in terms of efficiency and acceptability. The illustration shows how conflicting interests can lead to non-efficient policies being chosen.  相似文献

This paper studies the effects of road pricing on land use under different development scenarios (business as usual scenario and transit oriented development scenario) by a quantitative method, which combines the integrated land use and transport interaction model (TRANUS model) with the scenario-planning techniques. Moreover, in order to further analyze the differences of the land use effects of road pricing on traffic analysis zones (TAZs) with different urban form attributes, a quantitative classification method combining factor analysis and cluster analysis is then used to quantitatively classify TAZs. The results demonstrate that the effects of road pricing on the land use of a specific region depend on the urban form attributes of the region. The higher the densities of employments and population, and better street design (high densities of street and intersections) and public transportation condition, the less the region is negatively affected by road pricing, and vice versa. More importantly, rail transit can alleviate the negative impact of road pricing on commercial development and population concentration of the region. Therefore, before introducing a road pricing policy, it is necessary to develop public transport system, especially rail transit.  相似文献

This article discusses recent attempts to implement a federally sponsored road pricing demonstration in the United States. It examines reasons for the attempts, pointing to several enduring traffic related problems; the greater effectiveness and flexibility of road pricing compared to other measures; and the proven feasibility of area licenses as in Singapore. The generally negative reaction of city decision-makers to road pricing is specified, particularly concerns about harm to businesses, interference with the right to travel and discrimination against the poor. Some lessons for further attempts at implementation of road pricing include more attention to contingency planning for worst possible outcomes; the design of parking permit programs which might lead the way to road pricing; and the selection of recreational rather than downtown sites for first attempts at innovative parking permit and road pricing schemes.  相似文献

In its relatively short life, the automobile has provided a level of mobility unlikely to have been feasible with a reliance on conventional forms of land based public transport. It has contributed in both a positive and negative way to the quality of life, transforming our cities, our way of life, and giving us a greater command over time and space. Concern over the undesirable social and environmental impacts has increased over time, with calls for governments to take action to reduce the automobile's dominant role. New investment in fixed-track public transport and bus priority systems together with strategies to discourage travel have been proposed to improve accessibility and to aid in cleaning up the physical environment. This paper reviews some of the issues facing society as it works to identify policies to achieve an economically and environmentally sustainabie future. There is a need for a broader set of policies to facilitate alternative land use-transport lifestyles while facing appropriate pricing signals. Some of the key issues are adjustments in the relative prices of location and transport, spatial incentives to make public transport economically viable (i.e. changing urban densities, zoning/incentive changes to allow more infill), road pricing (i.e. charging cars the economic cost of using the roads), new information technology systems (e.g. IVHS) to improve the efficiency and effectiveness of transport infrastructure, major improvements in the fuel efficiency of fossil fuelled vehicles, and alternative-fuelled vehicles (clean-air vehicles).  相似文献

The integration of electric vehicles (EVs) will affect both electricity and transport systems and research is needed on finding possible ways to make a smooth transition to the electrification of the road transport. To fully understand the EV integration consequences, the behaviour of the EV drivers and its impact on these two systems should be studied. This paper describes an integrated simulation-based approach, modelling the EV and its interactions in both road transport and electric power systems. The main components of both systems have been considered, and the EV driver behaviour was modelled using a multi-agent simulation platform. Considering a fleet of 1000 EV agents, two behavioural profiles were studied (Unaware/Aware) to model EV driver behaviour. The two behavioural profiles represent the EV driver in different stages of EV adoption starting with Unaware EV drivers when the public acceptance of EVs is limited, and developing to Aware EV drivers as the electrification of road transport is promoted in an overall context. The EV agents were modelled to follow a realistic activity-based trip pattern, and the impact of EV driver behaviour was simulated on a road transport and electricity grid. It was found that the EV agents’ behaviour has direct and indirect impact on both the road transport network and the electricity grid, affecting the traffic of the roads, the stress of the distribution network and the utilization of the charging infrastructure.  相似文献

Inspired by the rapid development of charging-while-driving (CWD) technology, plans are ongoing in government agencies worldwide for the development of electrified road freight transportation systems through the deployment of dynamic charging lanes. This en route method for the charging of plug-in hybrid electric trucks is expected to supplement the more conventional charging technique, thus enabling significant reduction in fossil fuel consumption and pollutant emission from road freight transportation. In this study, we investigated the optimal deployment of dynamic charging lanes for plug-in hybrid electric trucks. First, we developed a multi-class multi-criteria user equilibrium model of the route choice behaviors of truck and passenger car drivers and the resultant equilibrium flow distributions. Considering that the developed user equilibrium model may have non-unique flow distributions, a robust deployment of dynamic charging lanes that optimizes the system performance under the worst-case flow distributions was targeted. The problem was formulated as a generalized semi-infinite min-max program, and a heuristic algorithm for solving it was proposed. This paper includes numerical examples that were used to demonstrate the application of the developed models and solution algorithms.  相似文献

This paper has two objectives: (i) to introduce a new approach in order to gain widespread support for road pricing; and (ii) to develop a detailed social welfare analysis for road pricing schemes. We first describe our novel approach that stimulates public support for road pricing, which we refer to as an investment public–private partnership, or IP3. This approach returns a significant portion of the economic value created by road pricing back to the citizens who own the newly priced facility. We then present a social welfare framework that estimates the benefits and costs of using the IP3 approach on an urban transportation network. A P3 project’s impact on overall social welfare provides a more comprehensive evaluation criterion than the often-used Value for Money (VfM) analysis. Apart from several theoretical studies, a detailed social welfare analysis that includes all major P3 project stakeholders is absent from the literature. We use Fresno, California as our case study in order to conduct a welfare analysis on IP3s. Our results show that system-optimal tolling favors average users, but that government—and consequently taxpayers—should pay for costly tolling systems (negative profits). In contrast, unlimited profit-maximizing tolls raise substantial profits for government, for the infrastructure’s citizen-owners, and for the private sector, but the average user is worse off. From a social-welfare perspective, one should search for a Pareto improvement under which all major stakeholders are better off. Our estimates indicate that a mixed public and private tolling scheme offers such an improvement.  相似文献

Increasingly, experts are forecasting the future of transportation to be shared, autonomous and electric. As shared autonomous electric vehicle (SAEV) fleets roll out to the market, the electricity consumed by the fleet will have significant impacts on energy demand and, in turn, drive variation in energy cost and reliability, especially if the charging is unmanaged. This research proposes a smart charging (SC) framework to identify benefits of active SAEV charging management that strategically shifts electricity demand away from high-priced peak hours or towards renewable generation periods. Time of use (TOU), real time pricing (RTP), and solar generation electricity scenarios are tested using an agent-based simulation to study (1) the impact of battery capacity and charging infrastructure type on SAEV fleet performance and operational costs under SC management; (2) the cost reduction potential of SC considering energy price fluctuation, uncertainty, and seasonal variation; (3) the charging infrastructure requirements; and (4) the system efficiency of powering SAEVs with solar generation. A case study from the Puget Sound region demonstrates the proposed SC algorithm using trip patterns from the regional travel demand model and local energy prices. Results suggest that in the absence of electricity price signals, SAEV charging demand is likely to peak the evening, when regional electricity use patterns already indicate high demand. Under SC management, EVs with larger battery sizes are more responsive to low-electricity cost charging opportunities, and have greater potential to reduce total energy related costs (electricity plus charging infrastructure) for a SAEV fleet, especially under RTP structure.  相似文献

Based on an across-the-board survey conducted among residents of Stockholm, Helsinki and Lyon, we explore the opinions on three policy measures to combat road congestion: congestion charging, free public transport and building more roads. The support for the two latter policies is substantially higher than the support for congestion charging, which is only supported by a majority in Stockholm. Self-interest is important for the formation of the opinion to all three policies. However, fundamental values and general political views, indicated by four attitudinal factors, are even more important in forming opinions towards the three transport policies. Of all attitudinal factors, the one indicating environmental concern most influences the support for all policies. Equity concerns, however, increase the support for free public transport and opposition to taxation increases the support for building more roads.Our results further suggest that the opinions towards free public transport and building more roads can be mapped along the left–right political axis, where Environment and Equity are to the left and Pricing and Taxation are to the right. However, the opinion towards congestion charging cuts right through the political spectrum. The impact of the fundamental values and self-interest variables are similar for Stockholm and Helsinki, indicating that even if experience increases the overall support for charging, it does not change the relative strength of different political arguments to any major extent.  相似文献

Abstract

The City of Edinburgh in Scotland in the UK had advanced plans for a congestion charging scheme until 25 February 2005. However, these plans were abandoned at that time after a referendum that resulted in a ‘no vote’. This paper explains the origins of the scheme, outlines its nature, extent, charging technology and predicted effect; it also analyses the difficulties that exist when attempting to plan and implement such a scheme in a particular governance context, and when there is little unanimity of public opinion about the need for a scheme.

As well as the primary documentation from the proposals (e.g. public inquiry submissions, papers to government), the paper also draws upon a series of face-to-face interviews that were undertaken with key stakeholders. It also provides an analysis of press coverage in the local (Edinburgh) and national (Scottish) newspapers in the run-up to the referendum. These sources explain both the systemic and more local barriers to the scheme's implementation.

The paper draws key lessons which are important for authorities considering the implementation of a road user charging scheme, by suggesting how legislative and governance barriers to implementation can be reduced. The lessons are of relevance world wide.  相似文献

Virtually every U.S. bus system today charges its customers flat fares. Recent trends, however, suggest that passengers are traveling farther and proportionally more during peak hours, factors which have contributed toward transit's cost spiral. As deficits continue to soar and available funding tightens, current pricing rationales must be seriously questioned. This paper assesses the efficiency and equity impacts of three California transit agencies' fare structures. Short-distance, off-peak patrons are found to heavily cross-subsidize long-haul commuters. Fares differentiated by distance and time-of-day, in contrast, could improve the transit industry's fiscal posture while eliminating differences in payment rates. Barriers to their implementation remain formidable, however, both in terms of current fare collection capabilities and political acceptability.  相似文献

Introduction of electric vehicles (EVs) or plug-in electric vehicles (PEVs) in the road transportation can significantly reduce the carbon emission. Hence, the demand of EVs is likely to increase in the near future. Large penetration of EVs will also ultimately result into high loads on the existing power grids. The controlled charging of EVs can have a significant impact on the power grid load, voltage, frequency, and power losses. In this paper, we have provided a comprehensive review of various energy optimization approaches used for EVs charging. Energy optimization approaches used for EVs not only enhance the battery life but also contribute in regulating the voltage and frequency. During EVs charging, various objective functions such as supporting the renewable energy sources, minimization of the peak load, energy cost, and maximization of the aggregator profit have also been studied from optimization perspectives. The controlled and an optimized EVs charging enhances the performance of EVs batteries and conserves the energy in the system by minimizing the load and power losses. The different EVs charging approaches such as centralized and distributed suited for different objective functions have also been studied and compared with respect to various optimization approaches.  相似文献

This paper proposes an innovative approach for designing a road user charging scheme to meet multiple policy objectives. Three practical features are integrated into the design methodology including (i) cordon formation, (ii) a set of design constraints, and (iii) multiple objectives of the scheme. The methods also consider possible responses of road travellers to the charging scheme. Two methods based on genetic algorithms (GA) are developed for optimising a charging cordon scheme with constraints and with multiple objectives. The dynamic self-adaptive penalty GA and Non-dominated Sorting GA II (NSGA-II) are applied to the constrained design and multi-objective design respectively. The objective functions or constraints considered include social welfare improvement, revenue generation, and distributional equity impact. A case study of the City of Edinburgh is presented and common characteristics of charging cordon designs which perform well against the three objectives are discussed.
