Disruptions in carrying out planned bus schedules occur daily in many public transit companies. Disturbances are often so large that it is necessary to perform re-planning of planned bus and crew activities. Dispatchers in charge of traffic operations must frequently find an answer to the following question in a very short period of time: How should available buses be distributed among bus routes in order to minimize total passengers' waiting time on the network? We propose a model for assigning buses to scheduled routes when there is a shortage of buses. The proposed model is based on the bee colony optimization (BCO) technique. It is a biologically inspired method that explores collective intelligence applied by honey bees during the nectar collecting process. It has been shown that this developed BCO approach can generate high-quality solutions within negligible processing times.  相似文献

Dispatchers in many public transit companies face the daily problem of assigning available buses to bus routes under conditions of bus shortages. In addition to this, weather conditions, crew absenteeism, traffic accidents, traffic congestion and other factors lead to disturbances of the planned schedule. We propose the Bee Colony Optimization (BCO) algorithm for mitigation of bus schedule disturbances. The developed model takes care of interests of the transit operator and passengers. The model reassigns available buses to bus routes and, if it is allowed, the model simultaneously changes the transportation network topology (it shortens some of the planned bus routes) and reassigns available buses to a new set of bus routes. The model is tested on the network of Rivera (Uruguay). Results obtained show that the proposed algorithm can significantly mitigate disruptions.  相似文献

Choices among alternative transit capital investments are often complex and politically controversial. There is renewed interest in the use of performance indicators to assist in making rational and defensible choices for the investment of public funds. To improve the evaluation of rail and bus performance and provide more useful information for transit investment decision-makers, it is important to use performance indicators that fairly and efficiently compare different transit modes. This paper proposes a set of inter-modal performance indicators in which service input, service output, and service consumption are measured by total cost, revenue capacity miles/hours, and unlinked passenger trips/miles respectively based on economic principles and evaluation objectives. The proposed improvements involve the inclusion of capital as well as operating costs in such comparisons, and the recognition of the widely varying capacities of transit vehicles for seated and standing passengers. Two California cases, the Los Angeles – Long Beach Corridor and the Market/Judah Corridor in San Francisco, are used for testing their usefulness in the evaluation of the efficiency and effectiveness of rail and bus services. The results show substantial differences between performance indicators in current use and those proposed in this study. The enhanced inter-modal performance indicators are more appropriate for comparing the efficiency and effectiveness of different modes or a combination of transit modes at the corridor and system levels where most major investment decisions are made. Transit service contracting has responded to fiscal and financial woes of public transit agencies as the most uniquely attractive cost‐saving strategy at present. Most transit service contracting, however, has been in the traditional provision of entire fixed route bus service or commuter express bus service, and exclusive demand responsive service for the general public or for special disadvantaged population groups such as the elderly and/or the handicapped. This paper presents a new module in transit service contracting whereby the public and private operators jointly provide the peak service on the same route and at the same time. While the public agency provides the base demand of the service, the private provider provides the excess demand, both following the same schedules and similar service arrangements. In this paper, proposed service arrangements, costing and contracting procedures are discussed. It is also reported that substantial cost savings ranging from 32 to 57% with an average savings of 48% can be achieved if the excess peak hour bus transit service on highly peaked routes in public transit agencies is contracted to competing private operator(s).  相似文献

Maintaining and enhancing public transit service in Indian cities is important, to meet rapidly growing mass mobility needs, and curb personal motor vehicle activity and its impacts at low cost. Indian cities rely predominantly on buses for public transport, and are likely to continue to do so for years. However, the public bus transit service is inadequate, and unaffordable for the urban poor. The paper explores the factors that contribute to and affect efforts to improve this situation, based on an analysis of the financial and operational performance of the public bus transit service in the four metropolitan centres and four secondary cities during the 1990s. Overall, there were persistent losses, owing to increasing input costs and declining productivity. The losses occurred despite rapidly increasing fares, and ridership declined. The situation, and the ability to address it, is worse in the secondary cities than the metropolitan centres. We suggest a disaggregated approach based on the needs and motivations of different groups in relation to public transit, along with improved operating conditions and policies to internalize costs of personal motor vehicle use, to address the challenge of providing financially viable and affordable public bus transit service.  相似文献

The paper explores how the coordination of vehicle schedules in a public transit system affects generalized costs. We consider an idealized system that delivers its users to a common destination by requiring each to transfer from a feeder- to a trunk-line vehicle. Continuum models are used first to analyze cases in which the trunk-line vehicle schedule is given exogenously. We find that when feeder vehicles are dispatched in coordination with this exogenous trunk-line schedule, the reduction in user cost often outweighs the added cost to the feeder operation. In cases when the frequencies of trunk and feeder services can be established jointly, the models show that coordination can be Pareto improving, meaning that operator and user costs both diminish. Conditions that give rise to these cost savings are specified. Practical implications are discussed.  相似文献

The aim of this paper is twofold. First, to provide a statistical overview of the literature on public transit efficiency performance. Second, to statistically explain the variation in efficiency findings reported in the literature. To this end, first some key concepts of efficiency analysis will be introduced, while next the different frontier methodologies that are used in the literature will be discussed. The empirical part of this paper consists of a statistical summary of the literature as well as meta-regression analyses for different samples of the literature in order to identify key determinants of technical efficiency (TE) of public transit operators. For a broad sample of observations, we found significant and consistent effects of the type of database, region and output measurement method. For the sample of non-parametric studies we found that the type of frontier assumptions also have an impact on the efficiency ratio. Further results show that there is no statistical difference in TE ratios between parametric and non-parametric studies. Finally, we found a positive univariate relationship between the number of inputs in the estimated specification and the efficiency ratio.  相似文献

The interaction between rail transit and the urban property market is a vital foundation for planning transit-based policy such as Value Capture and Transit Oriented Development (TOD). Yet only few studies have reported the impact of transit access on commercial property value. This paper presents empirical evidence from Wuhan, China, to enrich the knowledge in the subject area. Spatial autoregressive models were employed to estimate the commercial value capture, based on 676 observations along Wuhan’s metro rail line through the main business districts. Value appreciation was discovered within the 400 m radius of road network distance from Metro stations. The transit access premiums present as two tiers: 16.7% for the 0–100 m core area and approximately 8.0% within the 100–400 m radius. The result demonstrates the potential benefit of adopting value capture and optimising TOD planning to support sustainable urban rail transit investment. Amid rapid urbanisation in China, the evidence reported here could help better inform cities, across the developing world and beyond, of the benefits of adopting rail transit-based policy.  相似文献

This paper examines the claim that US bus transit productivity has declined in recent years. It does so with reference to a piecewise-linear best-practice (DEA) production frontier, computed for multi-modal bus transit between 1988 and 1992. Efficiency is measured both by a Russell (static) and Malmquist (dynamic) measure of productivity change. The principal finding is that, overall, bus transit efficiency has improved slightly over the period.  相似文献

Feeder lines are one of the most often used types of flexible transit services connecting a service area to a major transit network through a transfer point. They often switch operations between a demand responsive and a fixed-route policy. In designing and running such systems, the identification of the condition justifying the operating switch is often hard to properly evaluate. In this paper, we propose an analytical model and solution of the problem to assist decision makers and operators in their choice. By employing continuous approximations, we derive handy but powerful closed-form expressions to estimate the critical demand densities, representing the switching point between the competing operating policies. Based on the results of one-vehicle and two-vehicle operations for various scenarios, in comparison to values generated from simulation, we verify the validity of our analytical modeling approach.  相似文献

This paper identifies some implications of the cost of public funds (CF) in public transit subsidization and regulation. Regulation is considered because a monopolistic operator is assumed. A social welfare maximization model is proposed, subject to individual rationality and vehicle capacity constraints. Optimality conditions are provided and a key formula is derived about CF’s role in balancing the need to cover the fixed operation cost through fares on the operator’s side and the effort to maintain the user surplus on the passengers’ side. Major findings from this model’s formulation include: (1) CF determines the extent to which the passengers’ surplus is compromised in order to cover the fixed part of the operating cost, and (2) subsidy is unjustified when CF exceeds the critical shadow price of the financial constraint. The deficiencies in the Istanbul transportation system have led the local authorities to plan several alternative transportation projects. In this paper three alternative rail transit network proposals are evaluated by using Analytic Hierarchy Process (AHP), a multiple criteria decision support system. The AHP facilitates decision-making by organizing perceptions, experiences, knowledge and judgments, the forces that influence the decision, into a hierarchical framework with a goal, scenarios, criteria and alternatives of choice. Based on this analysis, the decision makers have developed a new alternative as a combination of the most closely competing two alternative rail transit networks. Although recent budgetary considerations by the Federal govenment do not portend well for urban public transit, some transit systems are considering expansion into less densely-settled areas further from the Central Business District. Of some concern to planners has been their belief that suburban and rural dwellers may be much less inclined than urban dwellers to support expansion of transit service. This paper presents an analysis of a random-digit dialing/mail-out, mail-back survey conducted in Washtenaw County, Michigan which was designed specifically to examine differences in attitudes between urban and rural residents. Six mutually-exclusive spatial strata were established based upon population density. This paper tests for expected spatial differences in socioeconomic and demographic variables and then examines spatial variations in attitudes toward public transportation. The major conclusion is that the expected spatial variations in attitudes about transit service provision between the spatial strata do not arise. Most of the significant differences found are with respect to questions which relate to where transit is provided. Residents in rural (urban) areas support more strongly the provision of services to rural (urban) areas. Many residents, however, will support transit service that may not benefit them directly.  相似文献

Public transit systems with high occupancy can reduce greenhouse gas (GHG) emissions relative to low-occupancy transportation modes, but current transit systems have not been designed to reduce environmental impacts. This motivates the study of the benefits of design and operational approaches for reducing the environmental impacts of transit systems. For example, transit agencies may replace level-of-service (LOS) by vehicle miles traveled (VMT) as a criterion in evaluating design and operational changes. In previous work, we explored the unintended consequences of lowering transit LOS on emissions in a single-technology transit system. Herein, we extend the analysis to account for a more realistic case: a transit system with a hierarchical structure (trunk and feeder lines) providing service to a city where demand is elastic. By considering the interactions between the trunk and the feeder systems, we provide a quantitative basis for designing and operating integrated urban transit systems that can reduce GHG emissions and societal costs. We find that highly elastic transit demand may cancel emission reduction potentials resulting from lowering LOS, due to demand shifts to lower occupancy vehicles. However, for mass transit modes, these potentials are still significant. Transit networks with buses, bus rapid transit or light rail as trunk modes should be designed and operated near the cost-optimal point when the demand is highly elastic, while this is not required for metro. We find that the potential for unintended consequences increases with the size of the city. Our results are robust to uncertainties in the costs and emissions parameters.  相似文献

The causal structure underlying household mobility is examined in this study using a sample obtained from the Dutch National Mobility Panel survey. The results indicate that car ownership is strongly associated with mode use, but that it has no influence on weekly person trip generation by household members. Characteristics of mode use are examined through a causal analysis of changes in car ownership, number of drivers, number of car trips, and number of transit trips. It is shown that observed changes in mode use cannot be adequately explained by assuming that a change in transit use influences car use. The finding suggests that the increase in car use, which is a consequence of increasing car ownership, may not be suppressed by improving public transit.  相似文献

This paper explores how advanced reservations, coupled with dynamic pricing (based on booking limits) can be used to maximize parking revenue. An integer programing formulation that maximizes parking revenue over a system of garages is presented. Furthermore, an intelligent parking reservation model is developed that uses an artificial neural network procedure for online reservation decision-making. Finally, the paper provides some strategic and managerial implications of multi-garage revenue management systems, and discusses techniques for identifying and implementing micro-market segmentation in the parking industry.  相似文献

This paper studies whether the many public urban transit providers in the San Francisco Bay Area could realize cost economies by consolidating into larger systems. In this discussion, any benefits of rationalization are excluded, since these could be achieved without organizational changes.The results support the formation of larger multi-modal systems in the Bay Area. But care must be taken in selecting the candidates for reorganization, and a broad-brush approach could result in important lost opportunities for cost reduction. But if these economies are taken into account, and transit grows in the right directions, the benefits could be substantial.  相似文献

Full reliance on conventional forms of bus transit for peak hour needs reduces industry productivity and creates major new subsidy requirements. Restructuring of transit is needed to enable paratransit integration and other innovations than can improve efficiency. Between 1990 and 2000, U.S. transit agencies added service and increased ridership, but the ridership increase failed to keep pace with the service increase. The result was a decline in service effectiveness (or productivity). This marks the continuation of a long-running and often-studied trend. The scholarly literature attributes this phenomenon, at least in part, to transit agency decisions to decentralize their service rather than focus on serving the traditional CBD market. Many scholars argue that a decentralized service orientation is both ineffective and inefficient because it attracts few riders and requires large per-rider subsidies. This research tests whether a non-traditional, decentralized service orientation, called multidestination service, results in reduced service productivity. Contrary to what the literature suggests, we find that MSAs whose transit agencies pursued a multidestination service orientation did not experience lower productivity. These results indicate that policies that have encouraged the growth of decentralized transit services have not necessarily been detrimental to the industry.
