Due to the stochastic nature of traffic conditions and demand fluctuations, it is a challenging task for operators to maintain reliable services, and passengers often suffer from longer travel times. A failure to consider this issue while planning bus services may lead to undesirable results, such as higher costs and a deterioration in level of service. Considering headway variation at route stops, this paper develops a mathematical model to optimize bus stops and dispatching headways that minimize total cost, consisting of both user and operator costs. A Genetic Algorithm is applied to search for a cost-effective solution in a real-world case study of a bus transit system, which improves service reliability in terms of a reduced coefficient of variation of headway.  相似文献

First-best marginal cost pricing (MCP) in traffic networks has been extensively studied with the assumption of deterministic travel demand. However, this assumption may not be realistic as a transportation network is exposed to various uncertainties. This paper investigates MCP in a traffic network under stochastic travel demand. Cases of both fixed and elastic demand are considered. In the fixed demand case, travel demand is represented as a random variable, whereas in the elastic demand case, a pre-specified random variable is introduced into the demand function. The paper also considers a set of assumptions of traveler behavior. In the first case, it is assumed that the traveler considers only the mean travel time in the route choice decision (risk-neutral behavior), and in the second, both the mean and the variance of travel time are introduced into the route choice model (risk-averse behavior). A closed-form formulation of the true marginal cost toll for the stochastic network (SN-MCP) is derived from the variational inequality conditions of the system optimum and user equilibrium assignments. The key finding is that the calculation of the SN-MCP model cannot be made by simply substituting related terms in the original MCP model by their expected values. The paper provides a general function of SN-MCP and derives the closed-form SN-MCP formulation for specific cases with lognormal and normal stochastic travel demand. Four numerical examples are explored to compare network performance under the SN-MCP and other toll regimes.  相似文献

We develop a method to study the industrial structure of urban bus transit without using cost data. To do so, we estimate the marginal cost function under the assumption that firms compete on frequency and adjust frequency to maximize profits. Our methodology is applied to Santiago, Chile. In this case, demand is modeled with a simplified model of transit network assignment. The goal is to consider how frequency, capacity, and on-board passengers affect the bus line’s demand. The marginal cost function is estimated by using the first-order conditions of the firm’s profit maximization problem, using the results of the demand model as data. We conclude that the urban bus transit industry in Santiago exhibits increasing returns to scale for low levels of demand and that these returns are exhausted rapidly at a moderate demand level. Additionally, firms exhibit economies of network expansion, on average.  相似文献

Social equity is increasingly incorporated as a long-term objective into urban transportation plans. Researchers use accessibility measures to assess equity issues, such as determining the amount of jobs reachable by marginalized groups within a defined travel time threshold and compare these measures across socioeconomic categories. However, allocating public transit resources in an equitable manner is not only related to travel time, but also related to the out-of-pocket cost of transit, which can represent a major barrier to accessibility for many disadvantaged groups. Therefore, this research proposes a set of new accessibility measures that incorporates both travel time and transit fares. It then applies those measures to determine whether people residing in socially disadvantaged neighborhoods in Montreal, Canada experience the same levels of transit accessibility as those living in other neighborhoods. Results are presented in terms of regional accessibility and trends by social indicator decile. Travel time accessibility measures estimate a higher number of jobs that can be reached compared to combined travel time and cost measures. However, the degree and impact of these measures varies across the social deciles. Compared to other groups in the region, residents of socially disadvantaged areas have more equitable accessibility to jobs using transit; this is reflected in smaller decreases in accessibility when fare costs are included. Generating new measures of accessibility combining travel time and transit fares provides more accurate measures that can be easily communicated by transportation planners and engineers to policy makers and the public since it translates accessibility measures to a dollar value.  相似文献

European urban areas are marred by the problems of congestion and environmental degradation due to the prevailing levels of car use. Strong arguments have thus been put forward in support of a policy based on marginal cost pricing (European Commission 1996). Such policy measures – which would force private consumers to pay for a public service that was previously provided "for free" – are, however, notoriously unpopular with the general public and hence also with their elected representatives – the politicians. There is thus an obvious tension between economic theory, which suggests that marginal cost pricing is the welfare maximising solution to urban transport problems, and practical experience, which suggests that such pricing measures are unwanted by the affected population and hence hard to implement through democratic processes. The AFFORD Project for the European Commission has aimed to investigate this paradox and its possible solutions, through a combination of economic analysis, predictive modelling, attitudinal surveys, and an assessment of fiscal and financial measures within a number of case study cities in Europe. In this paper the methodology and results obtained for the Edinburgh case study are reported in detail. The study analyses alternative road pricing instruments and compares their performance against the theoretical first best situation. It discusses the effect of coverage, location, charging mechanism and interaction with other instruments. The paper shows that limited coverage in one mode may lead to a deviation from the user pays principle in other modes, that location is as important as charge levels and that assumptions about the use of revenues are critical in determining the effect on equity and acceptability. Finally the results show that a relatively simple smart card system can come close to providing the economic first best solution, but that this result should be viewed in the context of the model assumptions.  相似文献

Transit service contracting has responded to fiscal and financial woes of public transit agencies as the most uniquely attractive cost‐saving strategy at present. Most transit service contracting, however, has been in the traditional provision of entire fixed route bus service or commuter express bus service, and exclusive demand responsive service for the general public or for special disadvantaged population groups such as the elderly and/or the handicapped. This paper presents a new module in transit service contracting whereby the public and private operators jointly provide the peak service on the same route and at the same time. While the public agency provides the base demand of the service, the private provider provides the excess demand, both following the same schedules and similar service arrangements. In this paper, proposed service arrangements, costing and contracting procedures are discussed. It is also reported that substantial cost savings ranging from 32 to 57% with an average savings of 48% can be achieved if the excess peak hour bus transit service on highly peaked routes in public transit agencies is contracted to competing private operator(s).  相似文献

Increasingly, the debate on freight transport and logistics involves the challenge of sustainable development. Key objectives of sustainable or “green” freight logistics systems are the mitigation of negative environmental and human health effects of distribution operations and the realization of a major modal shift in transport preferences, while at the same time achieving internal generalized cost efficiency and quality of services. Pursuing these goals requires the introduction of a range of measures. These measures call for private and public actors to take up various initiatives and adopt policies. Usually, it is more effective to combine different actions into an integrated package of measures than to introduce single instruments in isolation.This article explores the nexus between sustainability and port hinterland container logistics. In particular, the methodology and results of an empirical analysis based on applications of a network programming tool called the “interport model” are presented and discussed. The model enables an examination of all possible effects on inland container flows and their associated internal and external costs due to public and private initiatives in the field of port hinterland container logistics. The empirical analysis aims to evaluate the impact of a set of simultaneous policy options and operational measures on the competitiveness and sustainability of hinterland multimodal distribution of import and export containers handled at the seaports of the Campania region located in Southern Italy. The loading units can transit through the dry port facilities (the so called “interports”) located in the same region and/or through extra regional railway terminals, before reaching their ultimate inland destinations or the seaports. The integrated package of measures simulated by means of the model includes: (i) infrastructure policy, (ii) improvements of rail services, (iii) regulatory changes in terms of customs authorizations and procedures, (iv) removal of technical and legal barriers to fair and non-discriminatory competition in the market of rail traction between regional seaports and interports, (v) new business models integrating container logistics operations between seaports and interports, and (vi) social marginal cost charging of transport operations. Once this package of instruments is introduced, higher private and social cost efficiency of port hinterland container distribution through the investigated regional logistics system can be achieved. For instance, it has been estimated an annual saving of the order of about 12,660 tonnes of CO2 equivalent emissions from transport corresponding to an external cost reduction of 0.27 million euros from the observed real life situation, whereas the estimated saving in terms of air pollution (CO, NOx, PM, SO2, VOC) from transport is approximately 220 tonnes per year corresponding to an external benefit of 1.31 million euros.The most immediate priority appears to be the customs and intermodal logistics integration of seaports and interports by means of full implementation of the “extended gateway” concept as a way to increase the rail share of modal split and improve the overall cost efficiency of the system. In addition, the simultaneous introduction of a social marginal cost charging policy can contribute to make the regional interports a viable solution to expand the hinterland reach of the regional seaport cluster.  相似文献

Economic theory advocates marginal cost pricing for efficient utilisation of transport infrastructure. A growing body of literature has emerged on the issue of rail marginal infrastructure wear and tear costs, but the majority of the work is focused on costs for infrastructure maintenance. Railway track renewals are a substantial part of an infrastructure manager’s budget, but in disaggregated statistical analyses they cause problems for traditional regression models since there is a piling up of values of the dependent variable at zero. Previous econometric work has sought to circumvent the problem by aggregation in some way. In this paper we instead apply corner solution models to disaggregate (track-section) data, including the zero observations. We derive track renewal cost elasticities with respect to traffic volumes and in turn marginal renewal costs using Swedish railway renewal data over the period 1999–2009. This paper is the first attempt in the literature to apply corner solution models, and in particular the two-part model, to disaggregate renewal cost data in railways. It is also the first paper that we are aware of to report usage elasticities specifically for renewal costs and therefore adds important new evidence to the previous literature where there is a paucity of studies on renewals and considerable uncertainty over the effects of rail traffic on renewal costs. In the Swedish context, we find that the inclusion of marginal track renewal costs in the track access pricing regime, which currently only reflects marginal maintenance costs, would add substantially to the existing track access charge. EU legislation requires that access charges reflect the ‘costs directly incurred as a result of operating the train service’, which should include a marginal renewal cost component. This change would also increase the cost recovery ratio of the Swedish infrastructure manager, thus meeting a policy objective of the national government.  相似文献

A mathematical model for computing and analysing headway variance of fixed-route buses offering scheduled service is developed. The model assumes a situation where both the passengers' OD pattern and the bus-route structure do not have any particular form but the number of passengers served at any bus station is a stationary Poisson process. Basic probability concepts are mostly used in deriving the model. Innovations in the model are the inclusion of a skip probability at a stop and the correlation factors between successive bus loads at a loading point and between the travel times of successive buses on a link. The model is, therefore, applicable to a wider range of situations than was possible with the earlier models. Results indicate that bus loading conditions and traffic conditions along the route are the major factors responsible for headway variability. The developed model can be used to determine the relative importance of these factors on headway variance at individual stopping station and thereby simplify the task of evolving effective countermeasures in any given situation. A numerical example that illustrates the application of the model is also given.  相似文献

Effective inter-vehicle communication is fundamental to a decentralized traffic information system based on mobile ad hoc vehicle networks. Here we model the information propagation process through inter-vehicle communication when the vehicle spacing follows a general i.i.d. distribution. Equations for the expected value and variance of propagation distance are derived. In addition, we provide simple equations for the expected number of vehicles covered and the probability distribution of propagation distance. This research advances on an earlier study where the vehicle spacing is assumed to follow an exponential distribution. This paper generalizes the earlier results and potentially enables a design for robust information propagation by allowing for examination of the impact of different headway distributions. Within the new modeling framework, we also compute connectivity between two vehicles.  相似文献

Stop spacing and service frequency (i.e., the inverse of headway) are key elements in transit service planning. The trade‐offs between increasing accessibility and reducing travel time, which affect transit system performance, need to be carefully evaluated. The objective of this study is to optimize stop spacing and headway for a feeder bus route, considering the relationship between the variance of inter‐arrival time (VIAT), which yields the minimum total cost (including user and operator costs). A solution algorithm, called successive substitution, is adapted to efficiently search for the optimal solutions. In a numerical example, the developed model is applied to planning a feeder bus route in Newark, New Jersey. The results indicate that the optimal stop spacing should be longer that those suggested by previous studies where the impact of VIAT was ignored. Reducing VIAT via certain operational control strategies (i.e., holding/stop‐skipping, transit signal priority) may shorten stop spacing and improve accessibility. Contracted service comprises a significant proportion of total operating expenses in the provision of fixed-route bus transit service in the US. Despite its importance, the literature on the economic effects of transit service contracting has been limited to only a few studies since the mid-1990s, and is inconclusive due to problems with the nature and methodology of the past studies.This paper examines how the cost efficiency of providing fixed-route bus transit service varies by the degree of contracting. I make several improvements to previous studies and conduct a regression analysis that: (1) addresses the endogeneity problem between the contracting decision and cost efficiency, (2) differentiates between agencies that contract out only a portion of service from those that contract out all service, (3) takes into account the moderating effects of several factors on the effect of contracting on cost efficiency, and (4) uses a relatively larger set of cross-sectional time-series data constructed from the National Transit Database from 1992 to 2000.The analysis results show that the combined effects of contracting lower operating costs by $4.09 and $2.89 per vehicle hour for partial and full-contracting agencies, respectively, in the average case. These average cost savings translate into 7.8% and 5.5%, using the average operating cost per vehicle hour of $53.06. However, this improvement is not universal, because the effects of contracting on cost efficiency vary by factors such as peak-to-base ratio, agency size, the wage gap between bus operators in the public and private sectors, and agency type.  相似文献

Mandatory inspection and maintenance programs require on-road vehicles to be tested regularly and repaired if they are not in compliance with air emission regulations. We estimate the abatement cost function for a representative inspection and maintenance program. This is done by constructing a model of the statistical process that leads to non-compliance, parameterizing the model, and then by simulating the total abatement cost function. The model predicts that the marginal abatement cost for a major representative program is so high that even a small reduction in the abatement target leads to substantial cost savings to motorists. In addition, even for quite high levels of the abatement target, the optimal minimum testing age is substantially higher and the frequency of testing is much lower than is common in many jurisdictions.  相似文献

Carsharing is a vehicle sharing service for those with occasional need of private transportation. Transportation planners are beginning to see great potential for carsharing in helping to create a more diversified and sustainable transport system. While it has grown quickly in the US in recent years, it is still far from the level where it can deliver significant aggregate benefits. A key element to the potential growth of carsharing is its ability to provide cost savings to those who adopt it in favor of vehicle ownership. This research seeks to quantify these potential cost savings. The costs of carsharing and vehicle ownership are compared based on actual vehicle usage patterns from a large survey of San Francisco Bay Area residents. The results of this analysis show that a significant minority of Bay Area households own a vehicle with a usage pattern that carsharing could accommodate at a lower cost. Further research is required to indentify how these cost savings translate to the adoption of carsharing.  相似文献

Abstract

The ex‐post facto cost of using private finance in roads is examined using a case study approach. The paper focuses on the first eight design, build, finance and operate (DBFO) roads commissioned by the UK Government’s Highways Agency and paid for through a system of shadow tolls. It carries out a financial analysis of the publicly available accounting information from the Highways Agency and its private sector partners for the first 6 years since the start of the 30‐year schemes in 1997. Publicly available financial information about the schemes was found to be limited and opaque. In 3 years, the Highways Agency had paid more than the construction cost. It was unclear whether the payments were higher than expected at financial close. Its private sector partners reported a post‐tax return on capital of 29% and an effective cost of capital of 11% in 2002, twice the cost of public finance. However, operating through a complex web of subcontracting creates additional, undisclosed sources of profit for their parent companies that make it difficult to establish the total cost of using private finance. The paper questions the wisdom of using private finance by providing evidence about the cost, including the cost of risk transfer.  相似文献

Detailed NOx, SO2 and PM2.5 emissions have been estimated for cruise ships in the five busiest Greek ports (i.e. Piraeus, Santorini, Mykonos, Corfu and Katakolo) for year 2013. The emissions were analyzed in terms of gas species, seasonality and activity. The total in-port inventory of cruise shipping accounted to 2742.7 tons: with NOx being dominant (1887.5 tons), followed by SO2 and PM2.5 (760.9 and 94.3 tons respectively). Emissions during hotelling corresponded to 88.5% of total and have significantly outweighed those produced during ships’ maneuvering activities (11.5% of total). Seasonality was found to play a major role, as summer emissions and associated impacts were significantly augmented. The anticipated health impacts of ship emissions can reach to €24.3 million or to €5.3 per passenger proving the necessity of control of the emissions produced by cruise ships in port cities or policy and measures towards a more efficient cruise industry.  相似文献
